WHAT IS AT STAKE?Bill 66, Restoring Ontario’s Competitiveness Act was given Royal Assent on April 3rd, 2019. Bill 66, Schedule 9, has allowed the Labour Relations Act to be changed to deem municipalities and certain other entities to be non-construction employers. Trade unions that represent employees of these employers who are employed, or who may be employed, in the construction industry will no longer represent those employees.

Employers who fall under the Bill have until July 3rd, 2019 to make the decision to stay with current collective agreements in place or opt out of in place collective agreements. If employers chose

to opt out of collective agreements under Bill 66, Schedule 9 members of the Carpenters’ Union will:

• LosetherighttobeintheCarpenters’Union

• Lose coverage of the Carpenters Collective Agreement

• LoseUnionbenefitsandpensions

• Be at the mercy of their employers for all terms of employment

We need all members of the Carpenters’ Union across Ontario to share their voice against Bill 66 and protect the work of our current and future Brothers and Sisters.

Ford and his conservative government have targeted hard working construction workers across Ontario , they want to take away collective agreements that have been in place for decades. Canada was built by construction workers and for the provincial government to put forward union busting legislation is not only an insult to members of the Carpenters' Union but an insult to the families of thousands of members who work hard to provide for their families each and every day.

Across Ontario, leadership and staff of the Carpenters' Union have been meeting with city councillors, members of provincial and federal parliament and city staff advocating for Bill 66 Schedule 9 not to become law. Through meeting key individuals on the municipal, provincial and federal levels of government, the message from the Carpenters' Union is to not support Bill 66 Schedule 9 and continue to support unionized construction across Ontario.

FIGHTING FALSE NEWS ABOUT CONSTRUCTION COSTSSome Conservative politicians and their allies in the right-wing media claim that ripping-up our collective agreements will save municipalities and school boards hundreds of millions of dollars by allowing our work to be done by non-union contractors. They regularly state that non-union construction costs would be 20 to 40% cheaper. There is no evidence that these outrageous claims are true and it’s time to respond to this false news head-on.

The one major study which actually looks at the facts was done by the City of Toronto itself. That study found that there just aren’t major savings to be had by going non-union. The conclusion was when all the relevant factors were taken into account (like the percentage of a contract price which actually relates to labour costs and the requirements of fair wage policies), the very best that the City could hope to save would be 1.7% of its overall costs.

Most importantly, as the City of Toronto study clearly states, just because non-union contractors pay their workers less doesn’t mean that their customers actually save any money. If that was true then unionized companies would never be the successful bidder any of the vast majority of municipal work which isn’t covered by any subcontracting clauses. The simple fact is unionized workers are more efficient workers because of things like their better training and superior safety.

Unionized contractors and unionized workers get projects done on-time and on-budget. That is proven real value for money and it’s about time that people stopped making claims without any hard evidence about how much money they think can saved by ending collective agreements and attempting to lower workers’ wages.
