The implementing legislation (AB 1532, SB 535, and SB 1018) establishes the GGRF, the process for allocating auction proceeds, the eligible uses for those proceeds, and the minimum level of investments in or benefiting disadvantaged communities.

The implementing legislation establishes a two-step

process for allocating funding to State agencies:

Community residents or local governments with jurisdiction in these disadvantaged communities may be well positioned to identify projects

The projects need to reduce GHG emissions to meet local needs and support community-wide transformation.

These local governments could serve as conveners for the community to choose project types from a menu of potential projects,

Provide technical assistance within the community, and

Offer feedback to the State agency(ies) administering the funding for the projects selected by the community

APEC INTERNATIONAL LLC – HOTEL FRESNO

APEC International LLC, which purchased the Hotel Fresno property in 2014, plans to spend $23 mill ion to rehabil itate the seven-story structure and build 79 residential apartment units.

$4.2 mil l ion awarded from Cap and Trade via Strategic Growth Council

The Los Angeles-based developer’s plan, which won city council approval in late 2014, calls for 39 new residential units that would be leased at the market rate and 40 units that will be rented as affordable housing

Project Funding – Federal Transit Administration (FTA). Transit Intercity Rail Capital Program (TIRCP), Affordable Housing and Sustainable Communities Program (AHSCP), TransNet, the regional half-cent sales tax for transportation administered by SANDAG

$113 million - 26-mile Rapid route will run between the Otay Mesa Port of Entry and Downtown San Diego via eastern Chula Vista

$15 million will be used to purchase 16 new Rapid vehicles.

Purchase of 9 Fuel-Efficient Tier IV Locomotives Project On August 27, 2015, the Commission approved Resolution TIRCP-1516-01

to al locate $41,181,000 Carl Moyer funds The amendment wi l l enable SCRRA to maximize the use of al l i ts grant

funds toward the procurement of 20 new Tier IV locomotives. Local funds wil l be applied to al l 20 locomotives.

With TIRCP funds matching increased funding from other partners, the greenhouse gas reductions for the entire procurement of 20 locomotives is anticipated to be greater than original grant request.

ISSUE: In order for SCRRA to use Carl Moyer funds, a financial al location

amendment to Resolution TIRCP-1516-01 is needed to revise the project description from “Replace seven and purchase two addit ional locomotives to increase services on the Antelope and Ventura Lines” to Purchase nine locomotives that contribute to the purchase of 20 locomotives that complete Metrol ink’s locomotive

replacement program and expand service with three locomotives.
