SBA Institutes Changes in Surety-Bond Guarantee Program
The Small Business Administration has made changes in its surety bond guaranty program that indus-try officials say will benefit small construction firms. The changes, which take effect on Sept. 20, have the support of industry organiza-tions. [View Federal Register no-tice.] The new provisions include an increase in the maximum percent-age of losses incurred that SBA will guarantee under its preferred secu-rity bond program, to 90% from 70%. The 90% level applies to losses incurred on contracts of $100,000 or less, or if the surety bond is issued to certain categories of small dis-advantaged businesses. The change equalizes the maximum guarantee level for SBA’s preferred bond program with the level for the agency's prior-approval bond pro-gram, says Mark McCallum, Na-tional Association of Surety Bond Producers chief executive offi-cer. McCallum say the new per-centage level “will stimulate greater participation of surety com-panies in the programs.” He adds, “That, in turn, gives greater oppor-tunities to small and emerging con-tractors, who might not otherwise qualify for a surety credit in the standard market.” SBA's surety guarantees to other small compa-nies will be 80%. Lenore Marema, the Surety & Fidelity Association’s vice president for government affairs, said via email that increas-ing the SBA guarantee level
“significantly benefits small, emerg-ing and minority contractors, with no added cost to the government or the taxpayers.” In another change, SBA is increasing the con-tract-value threshold for its stream-lined “quick bond” application for surety credit, to $400,000 from $250,000. Marema said the higher quick-bond contract level “also will facilitate easier access for the smallest businesses to bond guar-antees as they grow beyond the existing $250,000 maximum under prior regulations, better enabling their transition to larger con-tracts.” McCallum notes that SBA also raised the dollar threshold at which a surety must notify the agency of a change order on a contract that has an SBA-guaranteed surety bond. The new standard requires notification for change orders of $500,000, up from the previous $100,000. McCallum says the change is in line with cur-rent industry practices. The SBA program is important, says McCallum. “Surety bonds are a prequalification mechanism,” he says. “Our members see it as an-other avenue to put small busi-nesses on the right path to being overall successful construction businesses.” SBA provides guaran-tees for bid, payment and perform-ance bonds for public- and private-sector contracts values at up to $6.5 million, or up to $10 million with a federal contracting official's certi-fication. According to an SBA fi-nancial report, the agency had a balance for guaranteed surety bonds guaranteed of $5.7 billion in fiscal year 2016.

AUSTIN (KXAN) – On Saturday morning, hundreds lined the streets to be among the first to get a look inside the new Austin Central Library. It officially opened its doors the public more than 10 years after voters gave the go ahead. The library, located at 710 W. César Chávez Street, is something those behind it say is a labor of love.“This is a library that we went and studied libraries across the world, to come up with a template for it,” said John Gillum, facilities process manager. “This is something that this part of the world has never seen before. We hope people really enjoy it. It’s just as technology rich as you can imagine.”The library also has some new toys including virtual reality technol‐ogy and a virtual petting zoo. There are several rooms you can rent for events, like read‐ings or even weddings. The Library also will have a restaurant and valet parking.

September 21, 2017 OSHA formally recognizes the responsibility and obligation you have to protect your employees from silica over exposure. The US Department of Labor, through OSHA, will begin holding employers accountable for complying with the new regulations outlined in 29 CFR 1926.1153. As the controlling contractor on all Flintco, LLC projects this letter dem-onstrates our intent to comply with the standard and to ensure subcon-tractors are aware of the new silica regulations, silica control methods, medical record keeping, PPE selection and use, and the need for sub-contractors to have a competent person designated on the project for silica compliance. OSHA recognizes the legal responsibilities employers owe their employ-ees with matters of safety and injury/illness prevention. Flintco, LLC will not interfere with that relationship, however as the controlling entity on this project, we will expect subcontractors to be in complete compliance with 29 CFR 1926.1153 as of September 23, 2017.
