BELLMEAD’S BLOOM-ING! The Bellmead City Council met Oct 8. The meeting was called to order with an Invocation and Pledge of Allegiance. After approval of our pre-vious meeting minutes we conducted the following business:

• We nominated Coun-cilman Gary Moore to be a candidate for the McLen-nan County Appraisal Dis-trict Board of Directors. Bellmead will be able to cast 15 of the total 5000 votes to elect five mem-bers to this board.

• The City of Bellmead has been awarded a wa-ter meter replacement grant in the amount of $270,000. The city will match the funds with $55,000, which will come from our Water Utility Fund.

We selected Grant De-velopment Services to administer this grant for us to ensure compliance.

They have done work for Bellmead in the past and did a great job. We are happy to be working with them again.

We also accepted a bid from Skyblue Utili-ties to repair and replace bad sewer lines near the Sam’s Store. These bad lines had been caus-ing problems with sewer backups during heavy rains. This problem will be history very soon. The cost of this project is just more than $500,000.

• We agreed to mod-ify an agreement with the Bellmead Economic Development Corp. to accept monthly install-

Bellmead updatements on the $800,000 the city will receive from a previous agreement to provide for the demolition of substandard structures in Bellmead.

We modified our an-nual budget to reflect the addition of $240,000 as revenue and $220,000 as expenses to be used to help clean up Bellmead. We all look forward to the upcoming improvements.

• We received a reso-lution from the ATMOS Cities Steering Commit-tee, which reviewed the request from ATMOS Energy Corp. indicating that their expenses has increased enough to ap-prove a small rate in-crease.

The Council agreed to approve an ordinance on the resolution with ATMOS Energy Corp. accepting the 2013 annual rate re-view mechanism, which will result in a residential rate increase of 1.75% and a commercial rate increase of 1.01%. This is the result of additional costs by the company.

• The Council approved the expenditure request from the Parks Board to purchase an 18-foot Christmas tree to be erected during the holi-days next to City Hall.

We hope to have the tree up in time for our an-nual Christmas Parade in December.

We also accepted a contract to provide main-tenance on our outdoor warning siren system for an additional year. We ap-proved the replacement of the encoder radio in that

warning system.• We passed the first

and second reading of an ordinance to allow Wilder Street to allow traffic to travel in both directions instead of being just one way. This will allow the traffic to flow better to the drive through of the new credit union that is being built on Bellmead Drive. They plan to open for business in January 2014.

• We authorized the city manager to accept public bids on the fol-lowing properties: 1500 San Jacinto, 407 E. 27th St., and an area known as Bellmead Ct. Block B Lots 1-4.

This last area is lo-cated at the intersection of Corsicana Highway and Bethard Drive and is being offered up for bid with the restriction that the buyer will be required to build a commercial building for business use within a set amount of time. No restrictions were given on the other two locations.

Great things are hap-pening in Bellmead. It is good to be in this great city at this time and to watch the many wonder-ful things coming our way. Bellmead is changing for the better. I thank you for the privilege of allow-ing me to serve. Have a beautiful day in Bellmead!

Brush Pick-upBellmead residents who need to have brush picked up by Waste Management should bundle the brush in lengths no longer than four feet and securely tie each bundle, which should weigh no more than 35 pounds. Each service day, waste management will collect up to three bundles per residence.

Bellmead City Councilman Kevin Wilson has been named president of the Texas Municipal League, Re-gion 9, the Heart of Texas Region - Waco Area.

The Texas Municipal League (TML) has 15 sub-state regions (regions 2-16) that were formed in 1958.

Regions exist to promote inter-ests in city government on a re-gional level, facilitate the exchange of information among the cities in a region, and assist the TML Board of Directors in formulating policy that represents the diverse interests of the state.

Each region elects officers and conducts regional meetings at least twice each year. Each region also elects a representative to serve on the TML Board of Directors.

The board representative must be an elected official from a city within the region and serves a two-year term of office with a maximum of four years for any one person. Each region may have only one board representative.

Membership in the league is vol-untary and open to any city in Texas.

The entire slate of 2013-2014 officers also includes First Vice

Bellmead City Councilman Kevin Wilson has been named president of the Texas Municipal League Region 9.

President Ric Holmes, Mayor Pro Tem, Morgan’s Point Resort; Sec-ond Vice President Ed Passalugo, Mayor, Hewitt; Secretary/Treasurer Donna Hawkins, City Secretary, Beverly Hills; and TML Director Bill Coleman, Mayor Pro Tem, Lo-rena.

learned about fire safety, how and when to dial 9-1-1, and how to “Stop, Drop, and Roll.” The Bellmead Fire Department dropped by to give safety presentations to each pre-kindergarten and kindergarten class. La Vega ISD has several new secondary principals this year, a program to engage parents, a thriving La Vega Pirates Education Foundation and increased enroll-ment, said superintendent Dr. Sha-ron M. Shields.

Enrollment is up by about 82 stu-dents this year, a greater increase than is typical for this time of year.

“The true test is being able to maintain that level of enrollment. People relocate for work or for other reasons,” said Shields. “It is so important for us to have a needs-satisfying environment. We work on that so that we are providing an en-vironment where our students and staff can work at an optimal level. We have excellent facilities thanks to the bonds that were approved by the community. We value our students, our parents and our staff. We try to make sure our climate is needs-satisfying for all players.”

The district met all standards and thresholds this past school year indicating success.

“I absolutely believe that we have some of the best students in Central Texas,” said Shields. “Our students are wonderful. They are pleasant, respectful and among the most ac-commodating you are going to run across.”

La Vega ISD has launched an app to serve as an all-in-one informa-tion source for parents, students, staff and community. Created by ParentLink, the app was developed specifically to provide direct access to the district’s most sought-after information in the most convenient format on a mobile device.

Recognizing trends in social tech-nology and the unprecedented use of Smartphones and tablet devices, La Vega ISD has elected to become part of the mobile sphere to better connect and collaborate with the majority of their stakeholders. La Vega ISD is one of the first school districts in the state of Texas to offer a mobile app for their parents and community.

Parent university set for nov. 14La Vega ISD parents are invited to the Parent University that will be

from 6 to 8 p.m. Nov. 14 at the Bellmead Civic Center. The topic for this session is “Managing vs. Maintaining.” Dinner will be served at 5:30 p.m., and childcare is provided for children ages 4 and older. For more informa-tion, call (254) 299-6753.

“Our choice to go mobile goes directly back to our district mission to improve student performance,” said Dr. Sharon M. Shields, super-intendent. “Enabling our parents and students to connect with the district in real-time at their own con-venience magnifies engagement. the user to select to which schools and district news feeds they want to subscribe;

• push notifications for the district/school to send out instant alerts to the user’s mobile device;

• calendar information for schools and district events, including the ability to add events from school calendars to the user’s device calendar;

• a tip line tool for users to provide the district with suggestions, se-curity issues and other important information;

• links to the school/district’s Face-book, Twitter and YouTube pages; and

• superintendent updates with the latest communications from dis-trict leaders.

“We know all parties -- students, parents, community and staff-- will find great value in this app,” said ParentLink President John Graff. “We are excited to provide the La Vega ISD community with a mobile resource to make collaborating with their local school an enjoyable and easy part of their busy schedules.”

The La Vega ISD App is free for users and available for immediate download on iPhone and Android devices.

la Vega ISD off to a great start for 2013-14 school yearThe district is in its pilot year for

providing a universal breakfast and lunch for every student, regardless of income.

“Our kids are eating, and we’ve re-moved the stigma of ‘free lunch.’ We know if they are properly nourished, they are more focused on academic excellence,” said Shields.

“We are also excited about our new secondary principals,” she said.

Larry C. Cumby is the new La Vega High School principal, joining the district after one of reitrement from Connally ISD.

Chris Borland, former La Vega ISD Instructional Specialist, is the new principal at La Vega Junior High School George Dixon Campus.

“We have a lot that we are learn-ing, and we are embracing the cul-ture in La Vega ISD where people are the No. 1 priority, including students, staff and even strangers,” said Shields.

The education foundation is mak-ing an impact by making a grant available for the Interdependence Garden.

“We are especially excited that we exceeded our fund-raising goal in the first year,” said Shields. To date, the foundation has raised almost $76,000.

The foundation also will fund dis-

trictwide technology grants based on proposals from teachers for infusing technology into education. These grants will be awarded in November.

In addition, the foundation will assist with student achievement recognition.

La Vega ISD also is working with the Visionary Leaders Institute to engage parents through Parent University and help staff with profes-sional development.

“La Vega had not met a federal standard so we had some additional funds available for professional de-velopment in the areas of math and science. We repurposed some funds to increase skill sets in theses areas of instruction,” said Shields.

Ako Kambon, president of VLI, and others from his team provide monthly sessions for staff and par-ents to encourage partnering in their child’s education.

Parent University brings together parents so they connect with each other.

“It’s awesome to see they energy

they have,” said Shields. The pro-gram is offered at no charge.

“Our parents want to be good and effective parents, and they just need some research-based strategies for interacting with their schools. It’s just a pleasant and rewarding experience to see their level of en-thusiasm.”

In addition, the ACE program, or Afterschool Centers on Education, administered by the Texas Educa-tion Agency and funded by the 21st CCLC Program administered by the US Department of Education, is a structured, safe and supervised place for learning and social inter-action. ACE is offered at La Vega Elementary School, La Vega Inter-mediate School H.P. Miles Campus, La Vega Junior High School George Dixon Campus and La Vega High School.

ACE students at the intermediate school are served an evening meal, and this program will be extended to the other campuses at the end of the school year.

lVeS cafeteria receives good rating The La Vega Elementary Food Service staff, whose operations

were reviewed by an auditor from the Texas Department of Agricul-ture (TDA) during breakfast and lunch Oct. 16, received a good rating.

The reviewer stated in his written comments that “The staff was friendly, knowledgeable and eager to correct any noted deficiencies. The cafeteria staff worked well as a team and was very efficient in getting the students through the line.”

He also made the comment that the cashier, Karen Lewis, did an excellent job, and he was impressed with the operations.

The scope of this TDA review was to evaluate free and reduced applications, counting and claiming, verifications and areas of Perfor-mance Standard 1 in order to move forward with Provision 2, which provides free lunches for all students.

APe MAn appears at la Vega Junior HighAPE MAN made an appearance in Rachel Stolle’s eighth grade science class. APE MAN is an acronym to help the students remember how to do atomic math and calculate subatomic particles. It stands for: “Atomic number equals Protons and Electrons / Mass number minus Atomic number equals Neutrons.”

Campus was made possible by a grant from the La Vega Pirates Educa-tion Foundation. The proposal was written and submitted by Rachel Stolle, eighth grade science teacher. Stolle’s and Marie Clyatt’s eighth grade honors students researched, planned and implemented the garden.
