EXECUTIVE SUMMARY
The Texas Athletics Master Plan builds on the framework establishedby the 2012 Campus Master Plan, which addressed the overallstructure and organization of the campus and campus systems, and
identified a range of campus improvements to be implemented over time. The Texas Athletics Master Plan documents the overall planning process, issues identified through engagement with Texas Athletics stakeholders, the program needs for each Texas Athletics sport, and strategies for long-term program accommodation. It also identifies a preferred site for futurereplacement basketball facilities in order to secure the site, given competingdemand for campus land, and notes the potential for future development ofathletic venues within the East Campus area.
PROCESS
The master planning process for the Texas Athletics Master Plan consistedof the following phases of work:
• Phase 1: Analysis and Program
• Phase 2: Alternatives Exploration• Phase 3: Master Plan Synthesis
The planning process was organized around a regular rhythm of worksessions with a working group composed of senior staff from the Office ofCampus Planning and Facilities Management and Intercollegiate Athleticsstaff responsible for facilities, a master plan leadership team with seniorrepresentatives of all Texas Athletics departments with an interest in theplan including the men’s and women’s athletics directors, and other TexasAthletics stakeholders.
MASTER PLAN DRIVERS AND GOALS
The Texas Athletics Master Plan was developed based on the several keydrivers that define the overall principles and aspirations for the plan, as wellas expectations around facility standards:
• Texas Athletics is financially self-supporting and returns $10.0 million to$25.0 million to the university annually
• Every Texas Athletics program should achieve to an NCAA championshiplevel by:
o Recruiting and retaining the most talented student-athletes
o Attracting and retaining the finest coaches and staff
o Providing state-of-the-art academic support, strength andconditioning training, and sports medicine programs that emphasizeachievement and the overall well-being of student-athletes
o Providing facilities for sports performance, sports science, andnutrition
• Every Texas Athletics program should have the best facilities forrecruiting student-athletes and serving teams and clients (supporters)
• The Texas Athletics Master Plan should refine the 2012 Campus MasterPlan to improve and create certainty for the future of athletic facilities
• Community relations (in particular East Campus) are factors in masterplan development decisions

The Leadership Team also outlined the following goals for the master planthat set expectations concerning the outcomes of the planning process, andhelped to guide decisions around the program and program accommodationstrategies for each Texas Athletics sport:
• Create best-in-class athletic facilities that are flexible, functional, efficient, cost effective, and sustainable
• Mitigate the challenges of student-athletes’ schedules by locatingathletic venues in close proximity to the RMRZ, other athletic facilities, and academic resources
• Improve the operational efficiency and convenience of athletic facilitiesfor daily and event day operations, including service functions, ingressand egress, and safety and security; consider cross- or multi-functionaluse of facilities for improved efficiency
• Create a brand experience for all Texas Athletics stakeholders, includingrecruits, student-athletes, students, donors, spectators, faculty, staff, visitors, vendors, and corporate sponsors
• Emphasize quality standards: safety, Texas hospitality, teamwork, andefficiency
• Enhance the game-day experience
• Promote revenue-generating opportunities for athletic facilities
CONTEXT
Texas Athletics owns a range of practice and performance facilities, bothon and off-campus, to support each Texas Athletics sport. A few facilitiesare shared through arrangements with the university’s recreational sports
program. It also offers shared training, conditioning, and academic supportprograms within several shared venues.
Most Texas Athletics facilities are located within the area defined by the2012 Campus Master Plan as the Central Campus, which is generally locatedbetween Waller Creek, I-35, Dean Keeton Street, and Martin Luther KingJr. Boulevard, and within the East Campus area east of I-35 and borderedprimarily by East Martin Luther King Jr. Boulevard, Manor Road, and LeonaStreet. The Frank C. Erwin, Jr. Special Event Center is located south ofMartin Luther King Jr. Boulevard within the new UT Austin Medical District.
TEXAS ATHLETICS PROGRAM AND FACILITY NEEDS
The Texas Athletics master planning process began with interviews withTexas Athletics leadership together with representatives of each sport, identifying current and long-term athletic facility needs and requests. In addition, Texas Athletics maintains a capital projects list that includesongoing maintenance and planned upgrades to existing facilities. The listwas shared with the consultant team to supplement the needs and requestsidentified in the stakeholder interviews. This information was consolidatedto create a comprehensive facilities program for Texas Athletics, which wasreviewed with the Leadership Team and confirmed with the various coaches. The facilities program consists of shared facilities for student athletes, suchas strength and conditioning, sports medicine, academic support, anddining, together with detailed facility programs for each Texas Athleticssport and auxiliary unit.
The Leadership Team identified major priorities from the overall program
together with general facility improvements, also listed below. Detailedprograms for shared sports training facilities and for each Texas Athleticssport are described in this report.

EVENTS CENTER AND PR ACTICE FACILITY SITEOPTIONS
The consultant team explored several alternative site options for thereplacement of the Frank C. Erwin, Jr. Special Events Center and DentonA. Cooley Pavilion, which are expected to be displaced over time by futuredevelopment within the UT Medical District. The studies tested the capacityof each site to accommodate the facilities, taking into considerationadjacencies, relationships with other athletic venues, displacements, impactof Capitol View Corridors, access, service, parking, utility locations, andintegration within the 2012 Campus Master Plan framework.
A total of five site options and two sub-options were explored with theWorking Group and Leadership Team, and ultimately presented to theuniversity Facililties and Space Council. While there were advantages anddisadvantages associated with each site, the Facilities and Space Councilexpressed a preference for site option 3 if located on campus for several
reasons:
• Development of the events center on this site would require lessdisplacement than most of the other options, so construction couldoccur within an earlier timeframe than on other sites, and overalldevelopment costs would be significantly lower
• There are fewer competing uses for the site, and the sites along SanJacinto Boulevard would be preserved for future academic, medical, orresearch use
• Adjacencies with other Texas Athletics venues would create a moreintegrated athletics district within the Central Campus, with convenientaccess to shared facilities
The concept for site option 3 places the events center in the area south ofMyers Stadium between Red River Street and Robert Dedman Drive on Lot70. Although the men’s basketball program needs seating for approximately12,000 spectators, the entertainment market for this venue in Austindemands a minimum of 13,500 seats, using a stage at one end with 180degrees of viewing. The new events center size was generated from thispremise and the ability to fit a full-sized ice hockey rink on the floor, shouldone be added. The resulting seating capacity for basketball is 15,300 if theupper level seating is omitted at the stage end. If the entire upper levelring is filled with seating, the events center’s maximum capacity could beas high as 17,450 seats when used as a basketball arena. (The current Frank
Erwin Center has a 16,540-seat capacity for basketball. Average attendanceover the last five years has been 12,275 with the peak attendance reachingapproximately 14,629.)
Based on the Facilities and Space Council’s direction, the consultant teamprepared a more detailed study of site option 3 that further explored boththe events center program, including seating capacity and conceptuallayouts, and the integration of the center within the site and surroundingcontext. This included overall site layout and building configuration;vehicular, pedestrian and service access; building height and grades relativeto Capitol View Corridors; and utility displacements. The future basketballpractice facility is proposed for Lot 37, the corner of Red River Street andClyde Littlefield Drive.

INTRODUCTION
The UT Austin 2012 Campus Master Plan established an overallframework for the long-term stewardship of UT’s campus, and theintegration over time of elements such as academics, student life,
student housing, and athletics. The master planning process accentuatedthe need to develop additional plans in a variety of areas not included in theinitial phase of planning, including long-range planning for the university’sathletic facilities.
Planning for Texas Athletics initially occurred within the context of a broadermaster planning study for UT’s East Campus, which is university propertyeast of I-35, and which currently contains several large athletic venues. Thus, the East Campus study included an assessment of the potential toaccommodate additional Texas Athletics facilities within the area, includingthe Penick-Allison Tennis Center displaced by the construction of the UTAustin Medical District.
The East Campus planning process was initiated in May 2013 and involvedconsultation with a range of stakeholders, including Texas Athletics. Theplanning process was successful in identifying key issues for planning, and
establishing an overall planning and urban design framework for the area.It also revealed the current fragmented pattern of land ownership withinEast Campus is a significant constraint, and UT will eventually need toconsolidate landholdings to create viable development parcels that couldaccommodate major program elements. The East Campus planning effortwas put on hold at the end of 2013 due to concerns raised by the adjacentBlackland community over the potential impact of athletic uses across fromthe residential neighborhood located east of Leona Street.
In the meantime, Texas Athletics elected to move forward with a separate, more comprehensive long-range planning study to address the facility needsfor all Texas Athletics sports. A key driver of the plan was the need to identifya new site for the Frank C. Erwin, Jr. Special Events Center and Denton A.Cooley Pavilion basketball facilities, given their potential displacement byfuture development within the UT Austin Medical District.
The Texas Athletics master planning process identified the program needsand recommended accommodation strategies for each Texas Athleticssport. The need to find a permanent location for the Tennis Centerprompted a new round of conversations with the Blackland communityconcerning potential uses in the East Campus area. Through this effort, theuniversity committed to developing graduate student housing along LeonaStreet as a buffer between university uses to the west and the residentialneighborhood to the east. With this commitment the university was able togain community support for the development of additional athletic venueswithin the East Campus area, including a replacement Tennis Center facility. The resolution of this key issue facilitated the successful conclusion of themaster planning effort.
The Texas Athletics master plan, which is documented in this report, summarizes the overall planning process, issues that were identified throughengagement with Texas Athletics stakeholders, the program needs for eachTexas Athletics sport, and strategies for long-term program accommodation. It also identifies a preferred site for future replacement basketball facilities inorder to secure the sites, given competing demand for land on the campus, and aligns with the East Campus Master Plan, including the proposed sitefor the Tennis Center.

21/117
The following is an overview of each phase of work.
PHASE 1: ANALYSIS AND PROGRAM
Phase 1 focused on identifying key issues for planning, analyzing currentconditions, developing a facilities program for each Texas Athletics sport, and exploring initial master plan alternatives. Phase 1 began with an on-campus work session that included meetings with the Working Group andLeadership Team, followed by interviews with representatives of each TexasAthletics sport. The interviews were aimed at surfacing issues specific toeach sport, as well as their program needs. Site visits to key athletic venueswere also scheduled during the work session.
Following the work session, additional telephone interviews were held withseveral coaches who were unable to meet during the initial campus visit.
Phase 1 also involved an analysis of existing athletic venues and potentialsites within the context of the overall campus master plan, taking into
consideration pedestrian, bicycle, vehicle, and transit access; parking; traveltimes for student athletes; integration with the broader campus environment;Capitol View Corridors; game day experience; and other issues. Preliminaryoptions for the siting of a replacement events center and basketball practicefacility were also explored.
The findings of the analysis phase and preliminary basketball facilitysiting options were synthesized for review in a second work session withthe Working Group and Leadership Team, who provided direction for thedevelopment of alternatives during Phase 2 of the planning process.
PHASE 2 : ALTERNATIVES EXPLORATIONPhase 2 of the planning process focused on the accommodation of theprogram for each sport, and more detailed studies of the potential eventscenter and practice facility sites. The studies examined site capacity, adjacencies, relationships with surroundings uses and other athletic venues, access, service, proximity of parking, impact of Capitol View Corridors, andintegration within the overall campus master plan framework. Conceptualbudget estimates and a comparative assessment of the different optionswere prepared to assist in their evaluation.
The program accommodation strategies and detailed site studies werepresented to the Working Group and Leadership Team at the conclusion
of Phase 2. Subsequently, the studies were presented to the university’s
Facilities and Space Council to solicit input on the site options and to selecta preferred option. The Facilities and Space Council considered broadercampus master plan context, competing priorities for university land, andcosts in evaluating potential options.
PHASE 3: MASTER PLAN SYNTHESISPhase 3 of the master planning process focused on the refinement of thepreferred events center and basketball practice facility site option anddocumentation of the Texas Athletics Master Plan. While the master planningeffort established the program needs and recommended accommodationstrategies for most Texas Athletics sports, a satisfactory permanent locationfor the tennis program had not been identified by this stage in the planningprocess. This situation prompted the university to initiate a renewed EastCampus planning effort to reevaluate opportunities within East Campus.
The East Campus master plan facilitated further dialogue with the Blackland
community concerning uses that would be compatible with the adjacentresidential neighborhood, and explored opportunities to accommodategraduate student housing, parking, as well as additional Texas Athleticsuses. Through this effort, the university committed to developing graduatestudent housing along Leona Street as a buffer between university uses tothe west and the residential neighborhood to the east. With this commitmentthe university was able to gain community support for the development of areplacement tennis center facility.
The East Campus master plan identifies a site for a replacement tenniscenter on the site currently occupied by the Printing and Press Building, and also identifies improvements for the softball and baseball programs.
The East Campus master plan suggests the eventual acquisition of severalout-parcels the university does not currently own in order to create viabledevelopment parcels—an initiative endorsed by community representatives. The identification of a satisfactory site for the Tennis Center and additionalTexas Athletics uses within East Campus brought to a conclusion the keyunresolved issue in the master plan—facilitating the conclusion of the overallmaster planning process. The final master plan, which is documented in thisreport, defines a program and related program accommodation strategyfor each Texas Athletics sport, together with overall program priorities. Itcontains a summary of the events center siting options, with a more detaileddescription of the preferred option that also highlights key implementationconsiderations.

KEY MASTER PLAN DRIVERSThe Texas Athletics Master Plan was developed based on the followingkey drivers identified by the Leadership Team early in the planningprocess. The drivers outlined the overall principles and aspirations forthe plan, as well as expectations around facility standards:
• Texas Athletics is one of the premier athletic departments in theUnited States
• Texas Athletics is financially self-supporting and returns $10.0 millionto $25.0 million to the university annually
• Every Texas Athletics program should achieve to an NCAAchampionship level by:
o Recruiting and retaining the most talented student-athletes
o Attracting and retaining the finest coaches and staff
o Providing state-of-the-art academic support, strength andconditioning, training, and sports medicine programs thatemphasize achievement and the overall well-being of student-athletes
o Providing facilities for sports performance, sports science, andnutrition
• Every Texas Athletics program should have the best facilities forrecruiting student-athletes and serving teams and clients (supporters)
• The Texas Athletics Master Plan should refine the 2012 CampusMaster Plan to improve and create certainty for the future of athleticfacilities
• Community relations (in particular East Campus) are factors inmaster plan development decisions

ANALYSIS
The UT Austin 2012 Campus Master Plan established an overall framework forcampus development that addressed the overall structure and organizationof the campus and campus systems, and identified a range of campusimprovements to be implemented over time. The 2012 Campus Master Planalso identified sites for new university facilities, but in most cases did notassign users or specific programs to these facilities.
Most Texas Athletics facilities are located within the area the 2012 CampusMaster Plan defined as the Central Campus, which is generally locatedbetween Waller Creek, I-35, East Dean Keeton Street and East MartinLuther King Jr. Boulevard, and within the East Campus area east of I-35,and bordered primarily by East Martin Luther King Jr. Boulevard, ManorRoad, and Leona Street. The Frank Erwin Center is located south of MartinLuther King Jr. Boulevard within the new UT Austin Medical District. Thefollowing analysis examined Texas Athletics facilities within the context ofthe 2012 Campus Master Plan framework and proposed improvements forthese areas, as well as the master plan for the UT Austin Medical District.

TEXAS ATHLETICS PROGRAM
AND FACILITY NEEDSBACKGROUND AND SUMMARY
The Texas Athletics master planning process began with stakeholderinterviews with Texas Athletics leadership together with representatives
of each sport to identify current and long-term athletic facility needsand requests. In addition, Texas Athletics maintains a capital projects listthat includes ongoing maintenance and planned upgrades to existingfacilities, which was shared with the consultant team to supplementthe needs and requests identified in the stakeholder interviews. Thisinformation was consolidated to create a comprehensive facilitiesprogram for Texas Athletics, which was reviewed with the master planLeadership Team and confirmed with the various coaches. The facilitiesprogram consists of shared facilities for student athletes, such asstrength and conditioning, sports medicine, academic support, dining, and nutrition, together with detailed facility programs for each TexasAthletics sport and auxiliary unit.
The Leadership Team identified major priorities from the overallprogram, which are listed alphabetically, together with general facilityimprovements. The detailed programs for shared sports training facilitiesand for each Texas Athletics sport follow.

TENNIS (MEN’S AND WOMEN’S) At the conclusion of the 2014 season, the Penick-Allison Tennis Centerwas removed to accommodate the development of the new Dell MedicalSchool campus. Through a separate planning process for the university’sEast Campus area, a permanent site for the Tennis Center was identified
on land currently occupied by the University of Texas Press and DocumentSolutions. The new Tennis Center will provide world-class facilities andresources for both the men’s and women’s tennis programs, whileenabling UT to continue to host conference, national, and internationalcompetitions. Until a new facility is constructed, the men’s and women’stennis teams will use temporary outdoor tennis facilities at WhittakerField, Caswell Tennis Park, and Westwood Country Club.
