UIL RULE CHANGES2013 - 2014

GENERAL

• Add a fourth playoff team advancing from each district in team activities in conferences 2A and 3A.

• Modify the penalty structure for coaches’ ejection.

• Reduce the number of tournaments or meets by one per season for all high school sports.

• Allow schools to substitute tournaments for games.

• Create a six conference alignment by renaming the current conferences for the 2014-2015 school year.

• Require parents and student to sign the new Sudden Cardiac Arrest Awareness Form




GENERAL

• Require parents and students in cheerleading to sign the Concussion Acknowledgement form

• Require cheerleading participants to follow Concussion Guidelines under Chapter 38, Subchapter of the Texas Education Code.

• Require cheer coaches and sponsors to complete specific training related to safety guidelines for cheer




FOOTBALL

• Create a split conference alignment for 3A in 2014-15.

• Limit full contact practice for football players

SOCCER

• Limit the total number of scrimmage allowed prior to the start of regular season to three.

• Add a third conference for the 2014-2015 school year.




WRESTLING

•Increase the number of qualifiers from district to regionals from two to four.

TEAM TENNIS

•Increase the number of team advancing from district to the new area meet to four.

•Add a third conference for the 2014-2015 school year.



NFHS BASKETBALL RULE CHANGE2013 - 2014

1-19 New • The use of electronic devices is permitted during the game.

3-4-2a • A single visible manufacturer's logo/trademark/reference is permitted

on the team jersey, not to exceed 2 1/4 square inches with no dimension more than 2 1/4 inches. The manufacturer's logo may be located no more than 5 inches below the shoulder seam on the front of the jersey, or 2 inches from the neckline on the back of the jersey; or in either side insert.

• Arm and leg compression sleeves shall:

3-4-2aA team shall not:• Use a megaphone or any electronic communication device at courtside, or

electronic equipment for voice communication with players on the court. • Use electronic audio and /or video devices to review a decision of the contest

officials.




10-4-5 Note• The head coach may enter the court in the situation where a fight may break out

or has broken out to prevent the situation from escalating.

Signal Chart• Added a mechanic of a defensive tip (brushing one hand over the other above

the head) to indicate the official has ruled the ball entered the backcourt as a result of contact with a defensive player.

UIL Basketball Game and Season Limits2013 - 2014

Basketball Season Limit

•0 Invitational Tournaments plus 25 games OR



•3 Invitational Tournaments plus 19 games

Same site same night, a student can play two games (junior varsity and varsity, etc.) in one night but counts as two games towards their season limit and the student is done for the week.



UIL Basketball Regulations2013 - 2014

• Holiday restriction – a school shall not conduct contests or practices during 5 consecutive days of December. A school may chose any five consecutive days which include December 24, 25, and 26.

• Tiebreaker procedures not clearly defined by district rules at beginning of season will default to UIL tiebreaker rules.

• District VARSITY games postponed by weather or public disaster shall be rescheduled on the next available date (played as an exception to school week limitation.

• 1.5 hour course/$20 – minimum penalty for coach ejection

2. “NFHS FUNDAMENTALS OF COACHING” COURSE

• 6 hour course/$35 – all first year coaches and any coach who is not a

full time employee of the school district.

web site • Training requirements for coaches, athletic trainers and potential

members of a Concussion Oversight Team in the subject matter of concussions, including evaluation, prevention, symptoms, risks, and long-term effects

• UIL has created this Concussion Acknowledgement Form, which is required for all student athletes in grades 7-12

• On the UIL web site is a syllabus that contains an outline of the required elements for the two hour coaches’ concussion education training
