Welcome back members from the North.
Here on Marco Island it seems the population has
tripled since the summer. Must be something to do
with a cold spell up north. Marinas are busier,
more boats are on the water, more people are in
restaurants/food stores and traffic much heavier. Time to
WINTERIZE your vessel for southern Florida – check batteries, fuel,
oil and water, clean off the summer dust and have some fun.
By now merit marks were received, vessel safety checks and
co-operative charting data were submitted, nomination committee
selections for bridge year 2020 were identified for vote by squadron
membership and Fall/Winter/Spring education schedules were
publicized. Have you checked America’s Boating Channel lately?
During the past weeks members and friends from Venice and Marco
Island were filmed for portions of four of this year’s Coast Guard
sponsored topics.
What is in the future? Squadron Change of Watch ceremonies
are scheduled during January and February. For many squadrons
this means new leadership. Forms OD-2 and ED-80 are needed from
each squadron to identify members assuming leadership roles for the
next watch year. Both forms are on-line. The Annual USPS meeting
in Ponte Vedra, Fl, will be 13 – 15 February 2020. This conference will
include the appointment of Mary Paige Abbott, SN, as the first female
Chief Commander of the United States Power Squadrons. If possible
let’s come out and honor her and then support her over the next two
years. For the next year expect to see new faces in many of the
national positions.

Hope everyone had a
great Thanksgiving! After
you’ve gotten over the great
meals and family gatherings,
and gave some thought to Black Friday shopping,
your attention turns to preparing for the upcoming
holiday season. No rest for the weary! Whether it’s
Merry Christmas or Hanukkah, may you and your
family have a wonderful holiday season! A big welcome back to many of our
snowbirds. We missed you and look forward to
enjoying together many of the fun activities this
organization has to offer. Know that the D22 Bridge
and many of your leaders are diligently working on
keeping our organization vibrant and interesting.
We need your involvement to make a difference! If you were able to attend our
D22 Conference held on 4-5
October, you may have noticed
some changes. Our awards
sessions were shortened and
photo taking better
coordinated, a Keynote
Luncheon instead of an Awards Luncheon, and the
roundtable topic choices were based on your
feedback. Overall the Conference was a success.
However, we recognize that there are still some
areas we need to improve and are working to get
those done in time for our upcoming Spring
Conference 3-4 April 2020. Many thanks to
Conference Chair R/C Myles Gee, SN and P/D/Lt/C
Sandy Krupa, P, together with their many dedicated
volunteers, that work hard at putting together this
very complex Conference program. As I reflect on the past year,
one of the things that I’m most
impressed with is the vast amount
of resources that are now available
to you with just a couple of clicks.
One of these is BoatLive365. This
program aims at creating a safe
boating culture by providing topics
that make boating serious fun, not just one week a year,
but 365 days a year! Here’s a link to the website: http://

Another great resource, and
you may have noticed we had this
as a continuous loop at one of the
tables at the conference, is
America’s Boating Channel ™. This
website features safe boating videos
and boater education digital media created especially
for boaters, by boaters. Some of these “by boaters” are
some of our very own members demonstrating their
boating skills to the public. You can view these videos

And finally, 30 November 2019 not
only marked the end of hurricane
season (yippee)!, but also the end of
the VSC fiscal year. D22 had another
remarkable year with a grand total of
3,627 decals issued by 145 VSE’s as of
27 November 2019. Crystal River Sail
and Power Squadron once again led the pack with
1,428 decals, Cape Coral Sail and Power Squadron 630
and San Carlos Bay Sail and Power Squadron rounding
off the top three at 342. Congratulations and a great job
keeping our boating community safe on the water!

I hope you all have had a
great summer and enjoyed boating,
in Florida or in some other great
location.
A lot has been happing with USPS both in our
district and at national. In our district the bridge has
been working on a new and vibrant web site for D22,
we hope to have the new web site completed this
spring. The D22 Spring Conference is in place for 3-4
April 2020 at the Charlotte Harbor Event and
Conference Center, Punta Gorda, FL. The two
nearby hotels have blocks of rooms available — see
the announcement in this addition of the Beacon.
Please make your reservations as soon as possible for
this event. The spring conference has a lot going on
starting out with the Friday, which has meetings for
the Commanders and Squadron Bridge Officers and
then District Council Meeting. On Saturday are the
seminars. After a lunch with friends is the
District Meeting, a short recess allowing you to take a
break, we then reconvene for the 2020/2021 change of
watch where we have a change of leadership from
our outgoing D/C Ted Reiss, SN to the new incoming
D/LT/C Sam Bonilla, AP. Please join us for this USPS
tradition as we celebrate. Lastly, the 2020 D22 Cruise
and Rendezvous is scheduled for 22-25 October 2020
at Pier 22 in Bradenton, FL on the beautiful Manatee
River.
National is working on the DAN Boater
Implementation; an issue with not having correct
date of births for members is slowing this down. I
recommend you log onto the national USPS site —
www.usps.org go to the members site on the tool
bar, log in and click on MANAGE PROFILE blue
button, it is in the lower right side of the screen —
review your profile and make any personal changes
needed. Also, I want to reminded members that
USPS has NEW updated logos available also on the
member site, look at your correspondence and try to
use the new logos as some members are still using
logs that are outdated.

At the Louisville Governing
Board meeting, a number success
stories were discussed about
squadrons conducting the Jump
Start program. Jump Start is an on the water training
program for new boaters. Apparently there is a
significant public demand for this kind of training
and squadrons that provide this training have good
results for attracting new members.
The new Boat Handling course that replaces
Seamanship should be available at this time. It is
comprised of six topics that can be taken as
individual seminars or together as the Boat Handling
course. Student and instructor materials were
scheduled for availability in October in both e-book
and printed form. Power Point slides are included
with the instructor materials. Students that pass the
course will get credit for the course and any seminars
they attended.
A new Cruising Boats and Systems seminar
was also to be available in October.
E-books are being worked on, but no schedule
was presented, for all other USPS courses. Check the
Ed Dept web page for availability.
This is the fourth season for America’s
Boating Channel. Eight new subjects are now
available.
Boater Education – makes people safer

Engine Cut-Off devices – new federal law,
retrofitting boats
Life Jacket Labels – new classification
Life Jacket Care – cleaning, testing,
disposing of
Cold Weather Boating – preparedness,
running techniques
Introducing ATONS – types and usage

car driving and penalties

The first America’s Boating Club Learning Center is
now open. It is located at the Fisherman’s Cove Marina in
Tavares, FL, about 45 miles northwest of Orlando.
Eventually there will be three Learning Centers. The other
two will be in Texas and California. The centers will use
USPS training material with professional instructors.
At the D22 Fall Conference, we presented a free
seminar on Automatic Identification System (AIS). It was
well received and we will probably offer additional
seminars at future conferences.

Several speakers are being considered for the
Keynote Lunch at our Spring Conference on 4 April.
I’ll let you know who and the topic as soon as the
speaker is confirmed. At the Spring Conference we
will again try to shorten the business meeting by
reducing pictures taken during the meeting (but
taken after the meeting), reducing officer
presentations, and making awards only to members
present. Focus of roundtable topics is aimed at
members more so than leadership.
As we move forward to install a new district
web site with additional features, please check on
how it helps members interact and learn more about
the organization. Once the district web site is
operational our plan is to make it available for
squadrons to modify and use as a squadron web site.
One capability is to allow members to register and
pay for activities. Another is a method to
communicate with squadron members. Keep tuned.

Lastly the national meeting is in Ponte Vedra, FL 9
-15 FEB 2020. One of our D22 members will be installed
as the Chief Commander, V/C Mary Paige Abbott, SN-IN,
a personal friend and a great friend of D22. Lets get as
many D22 members to this event and welcome her in as
our new Chief Commander. I look forward to seeing you
at the D22 meetings .

Prince Henry the Navigator Award
In the Early 1960s the government of Portugal, at the embassy in Washington D.C., discussed creating an award in
honor of Prince Henry the Navigator commemorating the 500th year of his death. In 1965, the Portuguese government
awarded an alabaster replica of Prince Henry to each of the Districts of USPS at that time. District 22 is proud to be
among those Districts.
This award recognizes the squadron having the highest percentage of conversions of Advanced Pilots to Junior
Navigators during the year ending 30 June. This year’s winner of the Prince Henry the Navigator Trophy is:

Charles Chapman Award for Excellence in Teaching
This award is presented to the instructor who out of all the squadrons in District 22 represents the best in
educating students in boating skills. The District 22 2019 Charles Chapman Candidate for National Excellence in
