1.0 INTRODUCTION
In letters dated July 27, 1992 and August 27, 1992, U.S. EPA requested that the
Respondents for the Yeoman Creek and Edwards' Field Landfills prepare an addendumto the RI/FS Work Plan presenting procedures for evaluating the potential forcontaminated groundwater from the landfills to enter buildings through sumps andexpose people to chemicals via direct contact or inhalation. The addendum to the RI/FS
Work Plan for the sump assessment was submitted to the agencies on September 29,1992.The addendum described the procedures proposed to assess the potential for
contaminated groundwater to recharge sumps, where present, in the basements of nearby
buildings, and to evaluate whether any immediate exposure risks exist.
The planned field activities for the sump assessment were conducted in conjunction with
the basement/crawIspace screening survey between September 28,1992 and October 21,1992. The screening survey and sump assessment extended over this period of time
because delays were encountered in obtaining access to some of the basements.
This Technical Memorandum presents the results of the sump assessment and a
preliminary evaluation of the potential for contaminated groundwater to enter the sumpsand pose an exposure risk. The evaluation of this potential exposure pathway is basedon elevation data for selected points in the sumps, recent water level measurements in
shallow monitoring wells in the vicinity of the buildings with sumps, and analyticalresults for the first and second rounds of groundwater sampling.

2.0 FIELD PROCEDURES FOR ASSESSMENT OF SUMPS
Twenty seven buildings located near the landfills were visited during the basement/crawlspace and sump assessment surveys. Thirteen of these buildings had one or more sumpsin the basement Figure 1 shows the locations of sumps identified in the basements of
the surveyed buildings.
The sump assessment included the following activities at each of the accessible sumps in
the building basements:
1. A datum point was selected in the basement as close to each sump aspractical. Each datum was a point which could be referenced to an
external building feature that could be surveyed later.
2. The vertical distances from the datum to the standing water level (if waterwas present), high water level (level which starts the pump) and pumpintake/base-of-sump level were measured. The level of each tile/drain pipethat entered the sump was also recorded.
3. Each sump was inspected to assess possible internal (i.e. excluding theperimeter of the foundation) sources of inflow such as floor drains, tiles,sinks or surface drainage from the basement floor. Also, it was notedwhether the pump appeared to be cycling (i.e. water was entering the
sump and rising to the high water level).
After the preceding activities were completed, the elevation of each selected datum wassurveyed and elevations of the measured sump features were calculated.

3.0 RESULTS AND DISCUSSION
3.1 Elevation Measurements
Figure 1 shows the numerical designation and status of each sump (i.e., dry or containing
water), and the November 2, 1992 groundwater elevations in shallow perimeter wells
opposite the buildings with sumps and in the two downgradient shallow wells. Thetable included on Figure 1 summarizes, for each sump, the elevation of the water surface,
the high water level, the pump intake/base-of-sump, and the top(s) of the tile inlet(s).The pump intake/base-of-sump in Sump Number 13 could not be measured because the
sump was filled with soil when the assessment was conducted.
The pump intake/base-of-sump elevations of fourteen sumps (Numbers 4, 5, 6, 7, 8, 10,
11, 12, 14,15, 16, 17, 18, and 19) appeared to be between about 1.5 feet and several feetabove the water table level as inferred from the water level(s) in the nearest monitoringwell(s). The base of Sump Number 13 is also probably above the water table. This sump
was filled with soil when the assessment was conducted but is located in the samebuilding as Sumps 11,12,14, and 15 and is probably similarly constructed. Based on theapparent elevation relationships between the bases of the sumps and the water table (i.e.,the water table is below the base of the sump), the source of water which was observedin the majority of these sumps was not groundwater. In most of the basements, alternate
internal sources of water, such as washing machines/sinks and floor drains, were evident.
Moreover, two of these sumps (Number 18 and 19) did not have pumps installed,indicating that the water table must be below the sump base because water does not
accumulate.
Water elevation data for perimeter wells indicate that the pump intake/base-of-sump
levels for Sumps 1, 3,9, 20,21, 22, and 23 were close to the water table at the time of theassessment If the area were to experience higher water table conditions, it is possiblethat some groundwater recharge might potentially occur through the bases of these
sumps, if they are not sealed, and/or through the perimeter drains. However,significantly higher water table conditions do not seem likely or common based on
information for Sump Number 3. This sump was dry at the time of the assessment andthe owner stated that he had never seen water in the sump.

The elevations of tile inlets in all the identified sumps except Number 2 appeared to beabove the water table level at the time of the assessment; this relationship is consistentwith the observation during the survey that none of the pumps in these sumps was
cycling due to inflow from perimeter foundation drains. In Sump Number 2, located onthe east side of the Bank of Waukegan, the tile inlets appeared to be below the water
table level. Groundwater, therefore, may have been entering this sump. However, it isunlikely that groundwater entering this sump could contain landfill derived constituents
because the sump is relatively distant from the landfill and groundwater elevation datafor the background well cluster indicates that it is upgradient from the landfill Inaddition, based on the early air photographs of the Site, the sump in the building appears
to be constructed in a geologic unit which Js different from that of the landfill. . ^
3.2 Analytical Data for Perimeter Shallow Monitoring Wells
The validated analytical data for first and second round groundwater samples areincluded in Tables 1 through 10.
3.Z1 Edwards Field Landfill
Groundwater samples from monitoring wells MW-106 and MW-107, which are the closestshallow perimeter wells to the sumps located in the Bank of Waukegan (Sump Numbers1 and 2), showed no evidence of an effect from the landfill. For example, no TCLorganic compounds (excluding laboratory artifacts such as acetone, methylene chlorideand di-n-butyl phthalate) were detected in either the first or second round samples. Also,no dissolved metals were detected at concentrations above the preliminary levels of
concern in either the first or second round samples and no water quality parametersexceeded levels of concern. The lack of detections at MW-106 and MW-107 providesadditional assurance that groundwater which might enter sump Number 2 is unlikely tocontain landfill derived constituents.
3.2.2 Yeoman Creek Landfill
Groundwater quality data for the shallow perimeter wells (MW-202, MW-204, MW-206,
MW-208, MW-210, and MW-212) opposite buildings with sumps at the Yeoman Creek

Landfill and shallow downgradient wells (MW-402 and MW-406) were reviewed to
evaluate possible effects from the landfill. First and second round sample results showedonly a few qualified (i.e., between the method detection limit and the practical
quantification level (PQL)) or low concentrations of a relatively small number of TCLorganic compounds and metals. TCL volatile organic compounds (excluding laboratory
artifacts) detected above the PQL in shallow perimeter wells were chlorobenzene, 1,2-dichloroethene (total), benzene, and xylene. Chlorobenzene was detected in MW-208 in
the first and second round samples at concentrations of 6 ng/L and 8 ngfL, respectively.
Benzene and xylene were only reported at 20 jtg/L and 7 jtg/L in the second round
samples collected from MW-212. 1,2-dichloroethene (total) was measured at 5 ngfL and
13 n%/L in the first round samples from MW-210 and MW-212, respectively; thiscompound was not reported in the corresponding second round samples. Concentrations
of acetone, which was reported in round one and two samples from MW-107, MW-202
(estimated 890 *g/L), MW-204, MW-210, and MW-402 and not eliminated as laboratorycontamination during data validation, were far below the preliminary level of concern
(3500
Bis (2-ethylhexyl) phthalate was reported in MW-206 at a qualified level of 10 pg/L in
round one samples. This was the only TCL semi-volatile organic compound (excludinglaboratory artifacts such as di-n-butylphthalate) reported above the PQL in any of theshallow perimeter or downgradient wells which were opposite buildings with sumps.
No pesticide or PCB compounds were reported above the PQL in any of the shallowperimeter or downgradient wells.
The only dissolved metals which were reported at concentrations above the preliminarylevels of concern in the shallow perimeter and downgradient wells were arsenic and
nickel. In both the first and second round samples from shallow perimeter wells MW-202and MW-204, the preliminary level of concern for nickel (100 n%/L) was exceeded. Themaximum concentration reported was 1430 n$/L. The concentrations of arsenic in the firstand second round samples collected from MW-206 ranged up to 142 ng/L which exceedsthe preliminary level of concern of 50 »g/L.
The only exceedances of a level of concern for water quality parameters in the shallow

perimeter and downgradient wells were for sulfate in MW-210 in both sampling rounds.
The level of concern for sulfate is based on aesthetic considerations not health concerns.
Based on the available analytical results for the shallow perimeter wells at the Yeoman
Creek Landfill, recharge of the identified sumps by groundwater, if it were to occur,would not constitute a health risk for building residents. The reported levels of volatile
organics, even if attenuation of concentrations between the perimeter monitoring wellsand the sumps is discounted, are much too tow to produce an inhalation risk as a result
of partitioning into ambient air. Also, the groundwater would not represent a significant
direct contact threat. Two metals, nickel and arsenic, were reported at concentrationsabove the preliminary levels of concern. However, the preliminary levels of concern arebased on a conservative ingestion scenario and much higher levels of these metals would
be required before a potential direct contact risk would exist. Furthermore, the possibility
of exposure by direct contact only occurs very infrequently if at all in the sumps. Direct
contact with groundwater, if it entered a sump, would only occur during sump repair or
maintenance which is rarely necessary.

4.0 CONCLUSIONS AND RECOMMENDATIONS
The elevation data for the sumps and groundwater in shallow perimeter monitoring wellsindicate that groundwater recharge is not likely to occur in the majority of the identifiedsumps near the landfills unless much higher and unusual water table conditions develop.
Nevertheless, even if groundwater were to enter the sumps, the analytical results for theshallow perimeter and downgradient monitoring wells indicate that the groundwater
would not represent a significant inhalation or direct contact risk for building residentsor workers.
Although groundwater recharge in the identified sumps would not constitute a significantrisk for building residents/workers, gas monitoring data obtained during the
basement/era wisp ace screening surveys showed that a potential risk may be associated
with some sumps due to lateral migration of landfill gas in the subsurface above thewater table and entry into the sumps through the perimeter foundation tiles (October
1992 Monthly Report). This migration pathway has been identified in Sump Numbers11 through 15 in the basement of the 1401 to 1451 W. Golf Road building. The bases andperimeter drains of all these sumps are above the water table (Section 3.1) permitting gas
entry by this route. This pathway is currently being addressed by addition of traps, ventsand internal water sources in the affected sumps.
In summary, since groundwater recharge is unlikely in most of the identified sumps and,even if it was to occur, would not represent a significant exposure risk, supplementaryactivities such as sampling of water in sumps are not recommended. Furthermore,
sampling and analysis of sump waters would probably not provide useful data forassessing potential effects from the landfill. The quality of water in sumps is likely to
reflect internal sources (e.g. sinks, floor drains), local surface drainage/runoff thatinfiltrates around foundations, or possibly contamination from fill of unknown origin that
was placed prior to construction of many of the adjacent buildings.
