Proposed Measures to Promote Energy Efficiency
Technical capacity of energy saving can be realized at the expense of:
• Gradual reduction of cross-funding • Gradual toughening of EE building codes requirements • Promotion of production of local EE construction
materials, equipment, technology • Motivation to energy saving by households • Introduction of «white» and «green» certificate
schemes.
Policy/ Regulations introduced with an assistance of UNDP in Uzbekistan
• State Standard on Biogas (2013);
• 10 core Building Codes and standards;
• 5 Reference Manuals to them (2011), mandating at least 40-50% reduction in energy consumption in buildings;
• 3 energy management systems (2013);
• 3 State Educational Standards, 11 educational programs on energy management, incl. a new field of study Energy Management.
Demonstration: Geography of 8 pilot sites across Uzbekistan
2,100 school children, teachers and 19,400 patients benefited from this work

3 designs of rural houses with EE/RE consideration introduced within 2015-2020yy State Program on Rural Construction (87,000 rural houses or 11.9 mln sq. m.) across the country. Energy consumption to be reduced by 50% (276 kwt/m2.yr. VS. 140);
• President’ and Cabinet of Ministers Decrees on promoting EE in buildings (2014-2015);
• Draft Low Emission Development Strategy; • NAMA on promoting EE in rural housing (2014); • More than 1,000 specialists, 48 masters, 600 bachelor, 19,500
college students trained on energy efficiency, energy management;
• Increase of re/construction of EE public and residential buildings.
