With political will, Nigeria can banish corruption – Akanbi

In the lecture, entitled “Challenges of Administration ofJustice in the Sustenance of Governance in a Trans-National Era: Hindsights, Insights and Progress”, theeminent jurist noted that “it is indeed amazing that manyyears after flag independence, common law concepts,which only found historical and jurisprudential justificationon the peculiarities of English constitutional history, canstill be pleaded to impede the enforcement of the rights ofindividuals against the Federal Government and its sundryagencies in Nigeria”.

Describing the situation as “a laughable irony”,Justice Nweze pointed out that “most of those conceptswere actually associated with the notion of the Prerogativeof the Crown: a notion which could only be explained on thebasis of the quondam hypothesis that the English Monarchwas not accountable for a wrong act in courts.”

The jurist, who was represented at the lecture by anIlorin-based legal practitioner, Mr. Abeny Mohammed,SAN, stated further that “what makes the matter moreirksome is that some of those concepts have been abolishedin the land of their nativity, namely England”, asking, “Is itthen not curious that here in Nigeria, we are pretending to bemore catholic than the Pope?”

Justice Nweze called for concerted efforts toaddress and tackle the problems of litigants, to prevent themfrom making recourse to self-help.

He said, “Since the constitution has conceded themandate for the resolution of these matters to the courts, itnaturally follows that, as much as possible, concertedefforts must be made to address or tackle these problems oflitigants”, pointing out that “this is the surest way ofsustaining their faith and confidence in the dispensation ofjustice and anything short of that may prompt recourse toself-help, a line of action which may eventuate to anarchy.”

Calling on Nigerian judges to maintain theirintegrity in the administration of justice, the guest lecturer,who explained that the function of the court is to interpretlaws made by the legislature, noted that judges are notrobots or zombies who have no mind of their own except tofollow precedents.

In his remarks, the honouree and former Chairmanof the Independent Corrupt Practices and other Relatedoffences Commission (ICPC), Justice Mustapha Akanbi(rtd) said corruption cannot be fought in Nigeria unlessthere is a political will by those in position of authority."

Justice Akanbi, who is also a former President ofthe Court of Appeal, said, “If the leaders have the political

will to fight corruption, then we would have gone half wayin trying to solve the problem of governance. But ifcorruption is entrenched or we take steps that give theimpression that we have no regard for the eradication ofcorruption, then we are in trouble.

“My own view is that we should not be despondent,we should be more determined to fight corruption. This is apassing phase. In the fullness of time those who are corruptwill suffer perdition, that is my belief. So, I don't bother myhead".

He faulted the recent state pardon granted to formerGovernor of Bayelsa Sta te , Chief Diepr iyeAlamieyeseigha, and the former Managing Director of thedefunct Bank of the North, Shetima Bulama, sayingPresident Goodluck Jonathan acted alone in the decision.

Justice Akanbi said: “They said members of theNational Council of State supported it. When I checked,many of the retired Chief Justices were not there. Evensome of the former Heads of State were not there. Whateveris the case, it is a decision taken by the President in hiswisdom.

In his address, “Live and Die with Integrity”, theVice-Chancellor, University of Ilorin, Prof. AbdulGaniyuAmbali, who was represented by the Deputy Vice-Chancellor (Research, Technology and Innovation) (RTI)Prof. Felix Oladele, commended the Faculty of Law fororganising the Lecture and urged both staff and students tolearn from the worthy life of the honouree.

The Vice-Chancellor said Nigeria had not been ableto achieve rapid development because justice is notentrenched in the polity, stressing that if the justiceadministration system is sufficiently reformed to guaranteea just and equitable society, all other challenges bedevilingthe nation would be overcome.

Prof. Ambali emphasised the need for Nigerians touphold justice at all times despite the challenges bedevilingthe nation.

In his welcome address, the Dean, Faculty of Law,Dr. Abdulqadir Ibrahim Abikan, who enumerated theachievements of the Faculty in the past years, said “ourbetter by far Faculty of the better by far university hascontinued to grow in leaps and bounds”. Dr.Abikan said thelecture was being organised to showcase the impeccablecharacter and outstanding integrity of JusticeAkanbi so thatpresent and future generations could borrow a leaf fromhim.

In the lecture, entitled “The Choice is Yours but

the Burden is Ours”, the lecturer explained that

cardiovascular diseases, of which hypertension takes the

lion share in Nigeria, are a leading cause of death and

disability today as they account for over 17.3 million

deaths all over the world annually.Prof. Katibi disclosed that economists have

projected that the cost of not investing in the preventionand treatment of cardiovascular diseases could amount toas much as $47 trillion worldwide in the next 25years.

He stressed that with the standard of treatment inNigeria, it is estimated that about half a trillion naira(N500 billion),will be required to treat cases ofhypertension alone. This, he submitted, is far in excess ofthe total budget for health in 2012.

Prof. Katibi explained however that with appropriatechoices by individuals, and the effective prevention ofthe killer ailment, the huge sum could be put into otherproductive uses such as power, education andinfrastructural development.

“Indeed, hypertension-related diseases orcardiovascular diseases as a whole, are the number onekiller today accounting for about 30 per cent of causes ofdeath worldwide. Eighty per cent of these deaths occur inthe middle and low income countries, of which Nigeria isone,” the Professor of Medicine explained.

He disclosed that the World Bank had alreadyalerted that until and unless the war against NonCommunicable Diseases, cardiovascular diseasesinclusive, is elegantly fought and won, all attempts atimproving the world poverty indices would remain amirage because of the toll on overall productivity ofnations.

He therefore stressed the need to strengthen the

Department of Non-Communicable Diseases in theFederal Ministry of Health or setting up of a new agencyfor the control of NCD similar in status to the PHCDA.

Prof. Katibi called for policy regulation ofalcohol consumption and cigarette smoking throughheavy taxation, limited ban and restricted use in publicplaces.

He advised individual smokers to quit and non-smokers to endeavour not to start, adding that passivesmoking is as important and dangerous as active one.

The Professor of Medicine tasked thegovernment on policy regulation of the quantity of salt incommon staple food items like bread and rice, while alsocalling for the regulation of importation or outright ban ofhighly salted food items such as bacon, baked beans andcorned beef.

He further advised Nigerians to learn to imbibehealthy eating habits, saying, “The golden rule is to eatmost minimally, just to keep body and soul togetherrather than eating to full satisfaction or according toaffordability. Fat should only constitute less than 30 percent of total calories consumed. Even then, total andsaturated fat are better avoided. Fish, soya beans orvegetable oil is to be preferred to groundnut oil.”

He advised further that “the diet should also below in animal fat, butter, eggs and red meat. High fat foodsuch as pastries, cakes, sweets, chocolate, sausages,crisps, hamburgers, hotdogs, french-fries and chips are tobe avoided. Similarly, grilled, boiled, steamed or bakedfood is to be preferred. Fish and lean chicken isrecommended preferentially to red meat.”

He also recommended that there should beimproved budgetary allocation to health and prudentmanagement of available resources.

The Vice-Chancellor of the University of Ilorin,Prof. AbdulGaniyu Ambali, will thisWednesday (April 3, 2013) deliver a lecture at

the Harvard University, Cambridge, Massachusetts,USA.

Prof. Ambali's lecture, entitled “Higher Educationand its Challenges in Developing Countries: TheNigeria Experience”, is part of the Nigeria in the WorldSeminar series organised by the Weatherhead Centre forInternationalAffairs.

According to the programme schedule released byHarvard University, Prof. Ambali will be speaking at

Thompson Room, Barker Center, 12 Quincy St.,Cambridge, MA.

The schedule further revealed that the Vice-Chancellor and his team will be meeting with MarshallJackie O'Neil and Prof. Evelyn Brooks Higinbotham,(Chair of theAAAS Department).

It would be recalled that Prof. Jacob KehindeOlupona of Harvard University, had during his recentvisit to the University of Ilorin, disclosed that the Vice-Chancellor had been invited to deliver a lecture at theprestigious Harvard University, Cambridge,Massachusetts, USA.

The Minister of Education, Prof. RuqayyatuRufai, has challenged Nigerian postgraduatestudents to close ranks and constitute

themselves into a pressure group that will compel otherstakeholders in postgraduate education in the country toperform their duty of creating an enabling environmentfor postgraduate studies.

The Minister gave the challenge in a message shesent to the First National Postgraduate Students Summitheld at the University of Ilorin on Wednesday (March 20,2013).

In the message, read by Professor AdebisiBalogun, former Vice-Chancellor of the FederalUniversity of Technology, Akure, the Minister said sheshared the concern of the Postgraduate students,pointing out that she was aware that they currently gothrough tough times.

Prof. Rufai further charged the students to harnessthe international funds “sitting on the internet” and theN30 billion TETfund budget which is meant to financehigher education in Nigeria.

While commenting on the relevance of a universityto the host community, the Minister stressed that aninstitution which cannot solve the problems of itsenvironment cannot be regarded as a university.

In her presentation, the Director General of theNational Institute for Legislative Studies, Dr. LadiHamalai, said that research has been universallyaccepted as the only tool for achieving innovation,

discoveries, technological changes and productivityimprovements and efficiency and therefore, no seriousnation can dispense with research.

In her lecture, entitled “Research as a Veritable Toolfor Democratic and Sustainable Legislation in Nigeria”,Dr. Hamalai, who was represented by Dr. B. Sanni notedthat with the return to democracy in Nigeria in 1999,there has been a deficit of institutions needed forsustainable democracy as well as lack of capacity on thepart of elected representatives in the legislature toeffectively carry out their mandate of oversight,representation and law making.

She said, “Given the participatory nature ofdemocracy, it is evident that the extent of individualparticipation in the legislative process is critical indetermining its sustainability. Hence, to achievesustainable legislation in any democracy, there is needto employ the tools of legislative research to meet theemerging and challenging needs of the society.”

Earlier in his address, the Dean of PostgraduateSchool, University of Ilorin, Prof. C. O. Bewaji,expressed dismay with “the phenomenon ofsimultaneous multiple adjunct lecturership which hasattended the establishment of private universities.”

The President of the Postgraduate StudentsAssociation, Mr. Adam Abdullahi, in his own remarks,said that research capacity is limited in Nigeria andAfrica by brain drain and only adequate funding canstem its tide.

AProfessor of African Religious Traditions inHarvard Divinity School, Harvard University,Cambridge Massachusetts, USA, Jacob

Kehinde Olupona, has said that unless the Nigerianeducational system is urgently reformed, the nation willcontinue to witness the loss of competent intellectualsand technical personnel to foreign countries throughbrain drain.

Professor Olupona, made this submission in a chatwith recently after delivering theUniversity of Ilorin Public Lecture, themed “RethinkingHigher Education in Contemporary Nigeria: Reforms,Challenges and Possibilities”.

According to the don, “We cannot automatically stopbrain drain, it is not possible. We have to put in placecertain things that would stop it. The problem is not withpeople of my age because we have spent our times andlives; we are more concerned about the junior onescoming out of the universities, medical students who aregetting trained, going abroad without coming back, youcan't blame them. I took my children abroad for them tohave the best, so why should I be the one to say thatothers' children should not go abroad to be trained? I amfor it. They should be trained but maybe when Nigeria is

ready to stop brain drain, Nigeria will stop brain drain.”The erudite Professor lamented that countries that

once looked up to Nigeria's higher educationalinstitutions as models to emulate are now places whereNigerian children flock to in search of quality education.

Prof. Olupona, who observed that corruption is notpeculiar to the education sector alone but permeates allaspects of our national life, noted that the effort of thegovernment to tackle the problem of corruption isinadequate.

While charging Nigerian Universities to maintaininternal discipline within the educational system as a partof holistic measures needed to transform and restructurethe educational sector, he called for an overhauling of thecurriculum.

“We must abandon a curriculum that primarilyencourages the acquisition of knowledge withoutpractice. We begin by training students in the primaryschool in their native tongue and then we move fromthere to secondary and university education. We can'tcontinue to borrow from abroad, even when we borrowfrom abroad, we must be able to adapt it to our ownculture and society for it to be meaningful”, Prof.Olupona said.

Sciences, University of Ilorin, have won TravelAwardsto attend the 37th International Union of PhysiologicalSciences (IUPS) Congress in Birmingham, UnitedKingdom. The University of Ilorin, with the eightawards, is one of the highest beneficiaries of the awardamong universities in Nigeria.

A statement by the Head, Department ofPhysiology, Dr. L. A. Olayaki gave the names of the

award winners as: Dr. L.A. Olayaki (lecturer), Dr. B. V.Owoyele (lecturer), Dr. L. A. Olatunji (lecturer), Mrs.M. T. Ayinla (Ph.D student), Mr. O. S. Michael (Ph.Dstudent), Mr. A. L. Suomalainen Tiedeakatemia (The Finnish Academy of Science and Letters) invites applications for its EinoJutikkala fund grants. These enable researchers to undertake research in an area of the humanities, includingarchaeology, history, linguistics, cultural anthropology, theology and museology. Two types of grants are

available:Thesis grants to fund a year's work on doctorate thesis, worth €23,000 each. Mobility and research abroad arelooked upon favourably when considering applications. Additional travel grants may be applied for with athesis grant application;Research grants for projects conducted primarily in universities or research centres abroad, and which takebetween three weeks and a year to be completed. These grants may be used entirely or partially to cover travelexpenses. Postdoctoral researchers are especially encouraged to apply.

The University of Ilorin has been adjudged to beready for the degree linkage programme by theChartered Institute of Bankers of Nigeria

(CIBN).The CIBN President, Prof. Wole Adewumi, made

this submission last Thursday (March 21, 2013) whenhe led members of the Institute on a courtesy call on theVice-Chancellor, Prof.AbdulGaniyuAmbali.

Briefing the Vice-Chancellor on the activities of theInstitute on the University campus, Prof Adewumiexplained that the linkage programme that started in1996 was designed to link academics with the industry.

According to the CIBN President, the linkageprogramme makes students ready for the banks andattractive to employers of labour.

Prof.Adewumi commended the University of Ilorinon how its banking programme is run while drawingattention to certain areas that need to be upgraded.

He expressed satisfaction that the University isready for the linkage programme, saying “We havefound some unique things in this University that hasmade us proud. The University is definitely ready forthe linkage programme.” He advised lecturers tosubmit their marking schemes and the University toexpand bank lending.

The CIBN leader also commended the University ofIlorin Micro-finance Bank for maintaining zero defaultlending.

He tasked the University management to ensure thatthe bank is patronised. He stressed that traininglecturers outside the country is a way to prepare fortomorrow.

He thereafter presented an MoU to the Vice-Chancellor for processing and signing at a later date inthe Institute's office in Lagos.

In his response, the Vice-Chancellor, Prof.AbdulGaniyu Ambali, stated that the University isworking to ensure its programmes are of internationalstandard. He said the University prides itself in thequality of graduates produced who are occupyingimportant positions in the society. He informed theCIBN team that the University management takes thecontinuous refinement of the institution's programmesseriously.

The Vice-Chancellor said, “We are keen to producemarketable graduates. We want our graduates to beemployable. That is why we have injected into oursystem trainings that will help in making our graduatescreators of jobs.”

As the hysteria generated by “My Oga at the Top”saga is thankfully receding in din and our virtualbusy-bodies are getting something else to do with

their time, it is gainful to review the episode and highlightnecessary lessons especially within the educational contextwhere the essence of anything lies in its cognitive value.

For those who missed the saga, the Lagos StateCommandant of the Nigerian Security and Civil DefenceCorps (NSCDC), Mr. Obafaiye Shem, appeared on a livetelevision programme of last month to defend hisorganisation on the allegation of job racketeering.Everything went on averagely fine till when the top officerwas asked to give his Corps' website address. He was firstevasive saying that the website could only be given by “myOga at the top” but when his interviewers persisted, he saidthe website was “ww.nscdc that's all.”

Before anyone could say better by far, theinterview, especially the segment summarised above, hadgone viral generating thousands of comments on varioussocial media and Mr. Shem became the butt of jokes amongnetizens, including students of theUniversity of Ilorin. Without minding the implications oftheir actions for Mr. Shem's career and family, “My Oga AtThe Top” T-Shirts, face caps, key holders, music, games,jokes, etc. were produced and created by Nigerians,including the funny one I just saw on , “Beyoncedances to 'My Oga at the Top'”.

Psychologists are still investigating why somepeople derive sadistic pleasure from inflicting incalculabletrauma on others. There was no doubt the man goofed, butthat's the way many of us do too. There are, at least somemembers of the University community, no matter how few,who do not know the University website address.

But beyond the cacophony of voices accusing theman of incompetence and other face-value descriptionsthat gave the video a life of its own, there are importantlessons to learn from the episode. Afterall, the Yoruba sayin their proverbial wisdom that

implying that an elder derives lessons from his downfall.As many people, without realising it, are potential Mr.

Life lessons from 'My Oga at the Top’

Shems, there are some lessons for all, in his unfortunateexperience.

One, it is the Boy's Scout motto, “always beprepared”, that is the main lesson. On many occasions,people attend interviews without being prepared and theyend up blaming their interviewers. An interviewer can askany question he deems fit and it is the responsibility of theinterviewee to outsmart him, not accusing him of asking awrong question. A ministerial nominee had been droppedbefore just because he responded that “Needs are differentfrom wants” when he was asked by the Senate to disclosewhat he knew about NEEDS (National EconomicEmpowerment Development Strategy). Someone elsealmost lost an international posting for not knowing thenational anthem of Nigeria while some people had alsowished they knew the anthem of their University.

Thus, it is important to be conversant with basicinformation about one's organisation or institution as theembarrassment that may result from ignorance maybemajor. A staff member who does not know the name ofhis/her Principal Officers, a student who does not know thenames of his HoD, Dean and Vice-Chancellor or is ignorantof the University anthem may not ultimately be better than“my oga at the top” that many Nigerians relish(ed)ridiculing.

Two, there is need to always be on one's guardbecause many Nigerians seem to have a predilection forpulling others down. Rather than construct, many areobsessed with the zeal to destroy. If a person falls, ratherthan pity or sympathise with him, one wouldn't be surprisedif people say “it serves him right”. It was reported that thewife of the Commandant protested that “her kids at schoolare being ridiculed everyday, her neighbours and fellowwomen make jest of her everyday.” If you find yourself in aproblem, expect to bear the trouble alone and do not expectother than disappointment from those who could haveotherwise given you support and succour. It is a variety ofthis condition that Ahmed Olayinka Sule in a brilliantarticle calls “digital masturbation”, through whichGhoulish people take shots of death and disaster and uploadthem online instead of helping victims during their crucialmoments of need.
