Six years after the imple-
mentation of electronic regis-
tration, BUeos still experi-

established college in the Univer-
sity, the College of Medicine (CM)
awaits a specialized database sys-
tem, due to a different curriculum.
In medicine, subjects are
credited in hours unlike in baccalau-
reate which is credited in units just
like in the graduate school and the
other colleges. So it doesnt match
to the existing e-registration of the
institution,Acting Registrar Ma.
Eileen A. Besenio of CM stated.
Sophia A. Romero, the Uni-
versity Registrar of Bicol Uni-
versity cleared that having nan-
cial problems is one of the main
causes of a students failure to en-
rol. Some students pre-registered
but leave their tuition fees unpaid,
making them unofcially enrolled.
Meanwhile, the College of
Education (CE) which aimed for
a systematized enrolment, imple-
mented a One-Step Policy this aca-
demic year to control the crowd
during the enrolment periods. The
courses were divided and accom-
modated in different buildings.
However, the facilities of
CE and the rearrangement of
the staff of the college registrars
somehow affected the attainment
of CEs systemized registration.
The College of Agriculture
and Forestry (CAF) and CM both
followed the manual type of regis-
tration allowing them a quick en-
rolment. CAF CSC President Em-
manuel Apin stated that even a
regular student can enrol for half a day.
Despite the complaints on the
delayed enrolment, the USC and
CSCs said that this years enrolment
was better than the previous year.

Sa ilalim ng CHED Memorandum Order (CMO)
No. 20, Series of 2013, na nagsasaad ng bagong
General Education Curriculum (GEC), nagdesi-
syon ang naturang komisyon na alisin na ang asig-
naturang Filipino sa kurikulum ng mga kolehiyo at
unibersidad sa Pilipinas pagdating ng taong 2016.
Kung sakaling alisin ang asignaturang Filipino
sa kolehiyo, ituturo ito sa Senior Hayskul, baytang
11 hanggang 12 sa ilalim ng K-12 Kurikulum at ma-
higit 10 000 full-time at 20 000 part-time na guro ng
Filipino ang nanganganib na mawalan ng trabaho o
mabawasan ng kita dulot ng nasabing CMO ayon sa
petisyon ng mga guro at indibidwal na umaalma dito.
Hindi solusyon ang pagtanggal ng sabdyek na
Filipino upang mas mapagtuunan ng pansin ng mga
estudyante ang kani-kanilang kursong pinag-aaralan.
Ayon kay Aurora Batnog, presidente ng
Pambansang Samahan ng Linggwistika at Liter-
aturang Filipino, Ink., "Sa mas mataas na lebel
ng edukasyon nagaganap ang intelektwalisasyon
ng wika na kailangan para lubusang magamit
ang wikang ito sa lahat ng antas at disiplina." Idagdag pa rito, malinaw na nilalabag ng tala
ang nakasaad sa Artikulo XIV, Seksyon 6, ng Kon-
stitusyon ng Pilipinas na nagsasabing, "The gov-
ernment shall take steps and sustain the use of Fili-
pino as a medium of ofcial communication and as
language of instruction in the educational system."
Maituturing na kayamanan ang ating sar-
iling wika. Kung tutuusin nga ay mas mahirap
pag-aralan ang wikang Filipino kaysa Ingles lalo
na pagdating sa aspetong gramatika. Hindi mai-
kakaila na maraming Pilipino ang tagilid pa rin
sa tamang paggamit nito pasulat man o pasalita.
Sa kabilang dako, ayon sa CHED kinakailan-
gan umanong magkaroon ng matibay na wikang
pambansa, kultura at pagkakakilanlan ang ating
bansa para sa napipintong ASEAN integration. Bagamat maganda ang hangarin ng komisyon,
kailangan nga bang tanggalin ang asignaturang Filipino
para magbigay daan sa pagdating ng mga dayuhang mag-
aaral sa ating bansa? Kung nagawa nga ng Tsina, Japan at
South Korea na umunlad sa pamamagitan ng paglinang
ng kani-kanilang sariling wika, hindi rin ba natin kaya?
Sa huli, mas makabubuting pagtuunan ng pan-
sin ng Kagawaran ng Edukasyon at ng CHED ang
maigting na pagtuturo ng wikang Filipino sa kahit
anong antas sa paaralan at institusyon. Ang mahala-
ga ay maging bihasa tayo sa ating wika. Higit sa la-
hat mahalin, itaguyod at tangkilikin ang sariling atin.

BU Registrar drives Online E-Reg

As part of Bicol Universitys goal in achiev-
ing clientele satisfaction, the Ofce of the Uni-versity Registrar advocates the implementa-
tion of Online Electronic Registration.
The proposed E-Registration is envi-
sioned to become a more efcient recording and
reporting system that would allow a smooth ow
of enrolment for the students, professors and reg-
istrars, Sophia A. Romero said.
The University Registrar added that it will
be a one-time process which will minimize er-
rors in the registration and will simplify the pro-
cedure of enrolment, especially for new students.
With this innovation, professors and in-
structors will be able to upload their students
Certicates of Grades (COG) in the website. The
students will also have an access on their gradesonline; thus acquiring a better and faster service.
Though we still have no denite date
for its full implementation but we are trying to
nish the whole process before the start of this
academic years 2nd semester, Romero stated.
She further said that the implementa-
tion of the proposal is still under due process
because of the high nancial requirement in
paying the wages of the manpower and other
related expenses. The standards for the custom-
ized format that the university wants from the
service providers are also being considered.
Despite the long process and nan-
cial constraints, the university is still aim-
ing to achieve online payment and on-
line registration in the following years.
Better Flow
There was a re-assignment amongthe college registrars which affect-
ed the ow of enrolment in some ways.
Actually, we didnt encounter major prob-
lems except for those colleges that were affect-
ed by the transition period, Romero admitted.
She explained that though there was an in-
ux in the number of students, the enrolment was
systematic. This semesters enrolment is unlike
the enrolment before. The ow was organized
because of the one-stop-shop process. The close
coordination among the registrars, deans and
other people concerned made a big contribution
to the better ow of enrolment, she reiterated.
We want the best for students
Romero, being a college regis-trar before, defended her fellow registrars.
What we want is to serve the stu-
dents with our very best. Naiinis kami kapag
di gumagana at mabagal ang system kasi
di namin naseserve yung gusto naming
maiserve sa estudyante kasi gusto rin namin
ng clientele satisfaction, Romero asserted.
She also cited that the large number of stu-
dents being served contribute to the slow ow
of service. Hindi naman yan sa mabagal ang
serbisyo ng empleyado, dahil na rin sa karami-
han ng mga estudyante na nakalinya,she added.
The University and College Reg-
istrars are trying to work out the
gap between them and the students.
