Why Classification?

▪ The number of Geothermal Energy Projects is growing

globally (albeit from a small base).

▪ Each Geothermal Energy Project only happens if there is a

business case for investors to finance the development.

▪ A business case demands an objective evaluation of the

maturity, value and confidence of the Geothermal Energy

Resource estimate (risk assessment).

▪ The UNFC-2009 provides a universally recognized system

for objective reporting of energy resources.

▪ Its adoption for Geothermal Energy Projects should improve

investor confidence.

▪ Create a universal-accepted, unique and plain

framework in resource classifications.

▪ Create a project-based classification framework to

represent in a uniform way the maturity and

uncertainty of the (future) “extraction” project, reporting

the related resource/energy quantities.

▪ Users/stakeholders:

– Investors

– Governments

– Industrial operators

– Non-governmental institutions

WHY UNFC-2009?

The resource classification process consists of:

1. Defining a Project, or Projects, associated with a

Geothermal Energy Source,

2. Estimating the quantities of energy that can be

recovered and delivered as Geothermal Energy

Products by the Project, including any regenerative

potential, and

3. Classifying the Geothermal Energy Resource

based on the criteria defined by the E, F and G

categories.

How does it work?

‘Project-Based’ System

A project is the level

at which a decision is

made on whether or

not to proceed (i.e.

spend money or not.)

Uranium/Coal project

A Project is the link between the Renewable Energy Source

and marketable quantities of Energy Products.

A Project provides the basis for economic evaluation and

decision-making.

“United Nations Framework Classification for Fossil

Energy and Mineral Reserves and Resources”

▪ Generic, principles-based classification system

– Now applicable to solid minerals, fossil energy, renewables

(geothermal energy) and injection projects

– NOT a quantification system!

▪ Based on three criteria

– ‘E axis’ (degree of favorability of social and economic conditions

for establishing commercial viability of project)

– ‘F axis’ (maturity of studies and commitments necessary to

implement project)

– ‘G axis’ (level of confidence in the estimate of reported

quantities and potentially recoverable quantities)

Actual definition

▪ ‘E axis’ (degree of favorability

of social and economic

conditions for establishing

commercial viability of project)

▪ ‘F axis’ (maturity of studies

and commitments necessary to

implement project)

▪ ‘G axis’ (level of confidence in

the estimate of reported

quantities and potentially

recoverable quantities)

Misleading simplifications

▪ ‘E axis’: Economic viability

▪ ‘F axis’: Feasibility of the

project (i.e. a of the maturity of

the technology involved in the

project)

▪ ‘G axis’: Geological

knowledge (i.e. level of

knowledge of the underground)

An integrated approach to exploration,

quantification and classification

1. What is the geology of the geothermal system?

2. What extraction project is most appropriate?

3. How do I best quantify the Geothermal

Resource?

4. What should I consider during resource

quantification that will assist classification?

5. How do I classify my Geothermal Resource?

We look for volunteers offering case studies to:

▪ Test the Geothermal Specifications as they

are and see what can/cannot be done without

further classification guidance

▪ Define the boundaries between resources

classification and quantification.

Case studies should cover geological,

engineering, economy, social features…

Some of the ongoing activities:

▪ On 30 Sept 2016, the Sustainable Energy Committee

requested the UNECE Expert Group on Resource

Classification (EGRC) to consider changing the name of

UNFC-2009 to reflect that it is for energy and mineral

resources and not just for fossil energy.

▪ The UNFC revision process has just started, which will

include renaming the system. The intent is for the EGRC to

issue revised system end-2018/early-2019.

▪ Accommodating Environmental and Social Considerations in

UNFC-2009

support and input of many experts and organizations around

the world. We would particularly like to acknowledge:

– Working Group members for their voluntary service

– Financial support from the Energy Sector Management Assistance

Program of the World Bank (ESMAP) and United States Department

of Energy (DoE) Geothermal Program

– In kind support from the International Renewable Energy Agency

(IRENA) and the Geothermal Resource Council (GRC)

– Expert input by the International Energy Agency Geothermal
