Introduction From July 12 to July 17, 2017 I visited Kazan, the capital city of the Republic of Tatarstan in Russian Federation. The purpose of my trip was to attend the Sixth International Conference of Ministers and Senior Officials Responsible for Physical Education and Sport (MINEPS VI) organized by UNESCO. I was invited officially by UNESCO as the member of Expert Group. Kazan is the capital of the Republic of Tatarstan, third capital of Russia. Kazan is one of the largest economic, scientific and cultural centers in the Russian Federation. It is in the European part of Russia, 820 km to the east of Moscow. Kazan is a diverse city, where about 1.2 million people representatives of more than 100 nationalities live in Kazan in the atmosphere of cultural, religious and linguistic diversity. The city celebrated its 1,000th anniversary in 2005. Kazan was recognized as the ‘Sports Capital of Russia’ in 2009. Kazan has become a well recognizable city on the international sporting scene and an attractive place for hosting sporting events of all levels. It successfully hosted the 27 th Summer Universiade in 2013 and the 16 th FINA World Championships in 2015. Kazan, together with Moscow, Saint Petersburg and Sochi, hosted matches of the FIFA Confederations Cup in 2017. And it is in the list of 11 Russian cities

REPORT

of the business trip to Kazan, Republic of Tatarstan, Russian Federation on July 12-17,

2017 and participation at the UNESCO’s Sixth International Conference of Ministers and

Senior Officials Responsible for Physical Education and Sport (MINEPS VI).

Introduction

From July 12 to July 17, 2017 I visited Kazan, the capital city of the Republic of Tatarstan in

Russian Federation. The purpose of my trip was to attend the Sixth International Conference of

Ministers and Senior Officials Responsible for Physical Education and Sport (MINEPS VI)

organized by UNESCO. I was invited officially by UNESCO as the member of Expert Group.

Kazan is the capital of the Republic of Tatarstan, third capital of Russia. Kazan is one of the

largest economic, scientific and cultural centers in the Russian Federation. It is in the European

for hosting matches of the FIFA World Cup in 2018. In February 2016, UNESCO selected

Kazan as the host city for the Sixth International Conference of Ministers and Senior Officials

Responsible for Physical Education and Sport (MINEPS VI).

MINEPS VI

About 700 delegates, including Ministers, Heads and representatives of sports-related ministries

and authorities from more than 100 member states of UNESCO, as well as representatives of

international sports organizations joined the event.

I met and spoke with the Ministers, Heads and representatives of sports-related ministries and

authorities from Afghanistan, Albania, Bosnia and Herzegovina, Colombia, Eritrea, Iran, Iraq,

Kyrgyz Republic, Republic of Korea, Luxembourg, Mongolia, Myanmar, Oman, Sri Lanka,

Tatarstan (Russian Federation), Thailand, Tuvalu, Vietnam, Uganda, Uzbekistan and as well as

the representatives of international sport organizations, such as African Union Sports Council

Region 5, ICM UNESCO, ICSSPE, TAFISA, 29th Winter Universiade Krasnoyarsk 2019,

Children of Asia Games International Committee, International Belt Wrestling Association,

International Sports Summit 2017, FIVB, UIPM, Peace and Sport, Sport Matters, World Martial

Arts Masterships Committee, etc. I introduced TIAS, University of Tsukuba and Sport for

Tomorrow (SFT) Programme of the Japanese Government to all people I met and spoke with. I

presented the set of materials including TIAS, University of Tsukuba and SFT brochures to most

of those people I met.

Also, I spoke briefly at the Plenary session “Maximizing the contributions of sport to sustainable

development and peace” and introduced TIAS, University of Tsukuba and SFT in my brief

speech. There were about 600 delegates in the hall during my speech. Also, I was invited and

gave an interview to the International Belt Wrestling Association’s press center.

The Kazan Action Plan was unanimously adopted by the delegates of MINEPS VI. This Plan

focuses on three themes: measures to promote wider access to sport for population, increase of

sport's significance worldwide, as well as protection and propaganda of the integrity of sport.

At the end of MINEPS VI, a press conference was held, which summarized the results of the

Sixth International Conference of Ministers and Senior Officials Responsible for Physical

Education and Sport (MINEPS VI). Nada Al-Nashif, UNESCO’s Assistant Director-

General for Social and Human Sciences, Pavel Kolobkov, Minister of Sport of the Russian

Federation and President of MINEPS, and Gert C. Oosthuizen, Chairperson of the

Intergovernmental Committee for Physical Education and Sport (CIGEPS) joined the press

conference.
