The workshop is a joint initiative of the Institute of Spatial and Regional Planning (ireus) and the Institute of Urban Planning and Design (SI) of the University of Stuttgart. The event is possible thanks to the cooperation with Engagement Global GmbH on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), the Institute for Housing and Urban Development Studies (IHS) Rotterdam, the International Urbanism and Sustainable Design Lab (IUSD), the German Academic Exchange Service (DAAD), the Integrated Research on Disaster Risk Program (IRDR) and the Culture and Technology Research (IZKT) of the University of Stuttgart.

Scope and Goals of the Symposium
The Sustainable Development Goals (SDGs) and the New Urban Agenda (NUA) aim to address the challenges of current urbanization trends and supports urban transformation towards more resilience and inclusiveness. Considering that, how do these international agreements affect the planning and implementation in the local context? One particular concern is given to the emergence of urban regions (towards new metropolis?) as well as to the need for local collective action - co-design and co-production. But, are theses mutually reinforcing or mismatching or even contradicting aims?
These aspects and questions need to be addressed by taking into account regional differences – e.g. in growth dynamics, governance and spatial context conditions, and urban structures. In addition, it will be crucial to assess urban-rural linkages and various interdependencies between different cities and their size and function, the interdependence between national and urban development, resources and capacities of cities and communities in different contexts and at different scales. At the end of the day planning will be faced with the need to address urban transformation in capacity-, data- and resource-scarce contexts in particular with bridging the gap between the requirement to foster a regional scale analysis and management as well as co-production in planning at the local level.
The Symposium aims:
• Firstly, review and evaluate the Agenda 2030 and the New Urban Agenda in how far they address the urban-rural continuum, the emergence of larger city regions and people-centered development. • Secondly, the workshop and symposium should bring together different experts that outline and evaluate past and present urbanization trends and challenges. In this context new research questions emerging from the local/regional urbanization trends in the specific region (Asia, Africa, Europe, etc.) and from the new global agreements (new urban agenda, SDGs) should be identified.
• Thirdly, the aim is to critically investigate the emergence of metropolitan regions -urban - rural-, the role of different cities in such urban regions and its implications and challenges for resilience and inclusive governance at the local scale.
• Fourthly, it will be central to discuss how responsive governance can be accommodated; particularly how local community innovation is facilitated at the scale of urban regions – and which mismatches still remain.
One hypothesis is that the linkages between different cities, for example larger dominant cities and the surrounding small and medium-sized cities are not well understood and researched. Another hypothesis is that classical approaches of risk management and of inclusion and co-production are challenged in urban regions. Here it will be of interest to identify gaps in research and practice as a basis to initiate relevant new research in the field of governing urban regions.
The symposium will be preceded by a public evening event with the aim to raise awareness and discuss recommendations how to implement the SDGs and NUA on an urban level against a further spatial spread out of urban areas and dissolving rural / urban dichotomy.
