A motion was made to approve the October 2007 NMC meeting minutes. This motion was seconded and the October 2007 NMC meeting minutes were approved.

2.0 PRI/Nadcap Status Report Audit Projections Auditor Projections Prime Subscriptions Europe and Asia Progress

Arshad Hafeez presented the PRI/Nadcap status report. Two new Primes have subscribed: Raytheon Company and Volvo Aero Corporation. Audits scheduled through the end of 2008 are 90% of plan. Auditor capacity continues to exceed 30%. An MOU was signed with EI Educational Division on Shot Peening. The eAuditNet reporting tool is now available to subscribing Primes. The PRI Board of Directors held a strategic planning session with 17 Primes & Suppliers attending in January 2008. A European session will be held in April in Naples, Italy. The Global Professional Development Team is creating strategies to address personnel qualification and supplier development. For more details please see the attached presentation.

3.0 NMC Chairpersons’ Report Planning & Operations and NMC Steering Sub-Team Reports

Mark Rechtsteiner presented the NMC Chairperson’s report.

The following membership changes were noted:

The NMC sub-team leadership changes are as follows:

Globalization – Michel PierantoniOversight – Mark CatheyStandardization – Kevin Ward and Quan Lac

Mark Rechtsteiner reported excellent progress was made in 2007. Supplier Merit is currently at 78%. Cycle time for initial audits is at 61 days and reaccreditations are at 48 days. There are no audits open over 120 days and only 9 audits are open over 90 days. On time accreditations are 91% on time.

Michel Pierantoni gave an update regarding the translation of documents. The Sub-Team is reworking their approach by fixing priorities, time frames, reviewing the rules in order to ensure consistency between translated documents and reference version posted in eAuditnet, and tracking and validation of translation. The Sub-team has also redefined the sub-team working scope. For more details please see the attached presentation.

Kevin Ward reported the Ethics and Appeals team works predominately on supplier appeals. The Sub-Team is working on two appeals and decided to refine and adopt a common form that would start at the Task Group level and go forward with appeal process. For more details please see the attached presentation.

Kevin Ward gave a status update on the Staff Delegation, Failure and Merit NOPs. The Sub-Team discussed all items and either word changes were made or a Rail document action item was captured for further review next revision release. All comments/action items will be sent to the NMC as an informational ballot for NMC concurrence. For more details please see the attached presentation.

Mark Cathy reported the oversight audit will be conducted in July. The team leader for the 2008 Oversight Audit is John Haddock. For more details please see the attached presentation.

4.0 Task Group Reports

HT – Doug Matson reported the task group voted to not support NOP-003 and NOP-011. The task group agreed it will support the supplier merit NOP with minor changes. The task group approved an


MOU with the AQS Task Group. Staff Note: During Task Group meeting February 27 and February 28, the Heat Treat Task Group reversed their decision and will support NOP-003 and NOP-011.

CP – Ken Prather stated this is his last meeting. The new Chair is Bob Koukol and the vice chair is Jerry Satchwell. The task group is working on the resolution the AC7105/6 ballot.

WLD – Wayne Canary announced Ralph Kropp will become the Chair on July 1. The new vice chair will be Steve Tooley. The task group will conduct a limited auditor training session in July.

NDT – Phil Keown stated the task group is looking at auditor oversight. New metrics are being developed on auditor trends and where the inconsistencies are.

AQS – Mark Covert reported the task group will not be conducting auditor training in July.

COMP – David Watson advised the task group is reviewing AC7118 Rev A noting quality system related and redundant questions.

ETG – Ed Nellans reported the completion of the three AC7119 documents with one remaining slashsheet for development and established timeline on release of the last slashsheet.

MTL – Neil Clarke thanked David Luoni for his 15 years of service with the task group. Neil reported the AC7101/1 was revised to allow use of AS9100 as alternative to ISO17025 as base quality system.

CT – Jack Saunders advised the task group approved a MOU with MTL on use of AC7109/5. The Task Group is reviewing AC7109/5 after changes to ASTM E 18 and incorporating AC7101/4.

NMSE – Jeremy Phillips thanked Mark Gleason for his hardwork over the past seven years. Jeremy advised the Task Group will perform a Comprehensive Review of Auditor Consistency Data for one year of New Baseline and Slash Sheet Checklist.


SLT – Ali D’Ambrosia-Furman stated the task group delegated their PRI Staff Engineer. A Sub-Group was formed to evaluate Prime interest in RTV sealants and a sub-committee was formed to develop AC7200/1.

FAST – John Sattler reported the task group continues to discuss mandates and re-substantiating the need for Nadcap Fastener accreditation.

SEALS – Manuel Koucouthakis reported the task group has not met yet, but will be discussing standardization – merit, delegation, failure criteria; value added distributor program development; and development of checklists questions for: mixing facilities, plate seals, molded shapes & rubber impregnated fabrics.

5.0 Supplier Support Committee Report

David Michaud gave the SSC update. A team for the 2009 Supplier Survey was formed. SSC Leadership Team team changes: Eric Jacklin of FM Callahan was added as a member and Jim Cummings of Metal Finishing Co. is now recognized as Vice-Chair. For more details please see the attached presentation.

6.0 New Business

Arshad Hafeez introduced two new PRI staff members: Hannah Bryan, Scheduling, Europe Office and Kevin Wetzel, AQS Staff Engineer, PRI Headquarters.
