Declassification Board Tells Obama Openness is At Risk (Awareness) In a new letter to President Obama the Public Interest Declassification Board warned that reliable public access to government information may be in jeopardy The Public Interest Declassification Board was established by Congress in 2000 to advise the president on declassification policy and practice Members identified several structural and procedural factors that he said impede declassification including inadequate resources coordination and leadership as well as poor management of digital records Although the Boards mission focuses on declassification of historical records the Board has also taken an interest in classification policy and has called for a revision to the executive order on classification Serious attention to the classification process itself is needed to ensure that it supports declassification and to address the particularly challenging and long-standing issue of over- classification the Boards letter said httpwwwfasorgblogsecrecy200903at_riskhtml Analyst Note For more information on the Public Interest Declassification Board visit httpwwwarchivesgovdeclassificationpidb

Study finds a different type of TB patient (Public Health) The rate of tuberculosis in San Francisco has been dropping over the last decade but health officials say they are seeing a new type of TB patient someone who isnt poor or homeless or a newly arrived immigrant The disease is now being found in low-risk settings that dont usually harbor TB - at an affluent high school a law office bars even at a venture capital firm Last year nearly 13000 cases of TB were reported in the US a 4 percent decrease from the previous year But with the deepening recession medical experts fear the rates will reverse Last fall a 16-year-old student in San Francisco came down with an active case of TB Public health officials screened 106 students and 11 faculty members who were exposed - they found that 11 students and one teacher had been infected In December a cluster of five cases was unexpectedly linked to bars Public health workers launched an aggressive screening campaign among a dozen bars Altogether 237 bar employees were screened - 4 percent were positive httpwwwsfgatecomcgi-binarticlecgif=ca20090324BA8S16MBVADTL WRTAC Public Health Intelligence Analyst Comments TB is a bacterial disease that is spread in the air from one person to another It can attack any part of the body but usually centers on the lungs and generally requires extensive antibiotic treatment The bacteria can get into the air by the infected person coughing sneezing or even talking Signs and symptoms of TB disease include cough fever night sweats loss of appetite weight loss and fatigue Prevention includes face masks for health care workers and those dealing with the public Overall TB infections across the US have declined dramatically due to public health efforts and treatment This trend is also obvious in the Washington Metro area TB Infection ldquoIn most people who breathe in TB bacteria and become infected the body is able to fight the bacteria to stop them from growing The bacteria become inactive but they remain alive in the body and can become active later This is called latent TB infection People with latent TB infection cannot spread TB bacteria to others People who have latent TB infection can be treated to prevent developing active TB diseaserdquo Source CDC httpwwwcdcgovtbfaqsqa_latenttbinfhtm Latent TB infection is not uncommon in any population However ldquopeople usually develop active TB disease soon (within weeks) after becoming infected before their immune system can fight the TB bacteria Other people may get sick years later when their immune system becomes weak for another reason Many people with TB infection never develop TB diseaserdquo Treatment of persons with latent TB infection can prevent the subsequent development of active TB and TB disease can usually be cured by available anti-TB drugs Public Health officials are most concerned with multi-drug resistance TB ldquoPatients with multidrug-resistant tuberculosis do not respond to the most commonly used antibiotics Of even greater concern is extensively drug resistant tuberculosis which is even more resistant to an even greater number of drugs making treatment extremely difficult Drug resistance develops when patients start feeling better and interrupt their treatment giving bacteria an opportunity to develop a defense against the medication Currently there is not a rise in this type of TB infection of note that should cause DC to alarm Source httpwwwfoxnewscomwires2009Mar2204670DrugResistantTB00html Why this ldquonew type of patient ldquoImmigrant communitieshellipare particularly vulnerable [to TB infection] because many people are foreign born or travel frequently to countries where TB is a greater risk such as Mexico India and Chinardquo These populations may not have income andor health care to detecttreat TB Source httpwwwfoxnewscomwires2009Mar2204670DrugResistantTB00html Currently mainstream populations may become susceptible due to the loss of income jobs and health care coverage as a result of the economic decline within the US People who normally could afford insurance who would be tested for and treated following positive TB skin tests may not currently be monitored andor treated As a result populations normally considered traditionally not vulnerable may present PH may consider this to reduce potential transmission by unrecognized TB sources Treatment CDC has published guidelines for TB Infection Control at httpwwwcdcgovtbpubsmmwrMaj_guideinfectioncontrolhtm

Guns Marked as Toys Seized at airport (Criminal TTP) US CBP officers at the Cincinnati Northern Kentucky International Airport on Monday seized an arriving international shipment of 60 pump action 12-gauge shotguns and 177 pistols masked as toys The shipment marked as ldquoToysrdquo was valued at $14000 and was shipped from Istanbul Turkey CBP officers targeted the merchandise for an intensive examination and upon physical inspection of the 25-box shipment found the guns The shotguns were encased in Styrofoam molding and individually packaged in 12 large boxes The pistols were shipped within hard plastic gun storage cases packed inside 13 large cardboard boxes The guns were destined for a business located in Kentucky No arrests have been made in this case however the investigation concerning this shipment continues (From GlobalIncidentMapcom) httpnkycincinnaticomappspbcsdllarticleAID=AB20090324NEWS0103303240036 FBI Steering Clear of Car Cloning Car cloning stealing the identity of a legitimately-owned vehicle and slapping it onto a stolen car How does car cloning work It begins with a stolen vehiclemdashusually a luxury car or fully-loaded SUV Then the vehicle is ldquoclonedrdquomdashits manufacturer-installed Vehicle Identification Number (VIN) plate is pried off and replaced with another one This second VIN plate actually holds a legitimate number that came from a vehicle of a similar make and model in a different state Other phony ownership documents complete the cloning At that point it can be easily registered with a motor vehicle agency in another state Once the stolen vehicle is registered anew it can be sold In Tampa more than 1000 cloned cars were sold to witting and unwitting buyers in 20 states and several countries So how big is the possible impact of cloning on consumers If you buy a cloned vehicle and its true pedigree is discovered the car will be confiscated and yoursquoll still be responsible for any outstanding loans If your vehicle is the victim of car cloning you could be accused of a variety of offensesmdashfrom parking tickets or cutting somebody off in trafficto serious criminal activity like organized crime And you could spend a great deal of time and money trying to prove that it wasnrsquot you or your car after all The National Motor Vehicle Title Information System is a DOJ database that links state motor vehicle departments togetherhellipand once fully operational should go a long way towards shutting down car cloning activities If a car is titled in one state a criminal should not be able to steal its VIN and use it on another vehicle in another state So far 37 states participate or are in the process of participating in the system The program should be in all 50 states by next year Tips on how to steer clear of car cloning 1 If you think your car was cloned ( you receive notice of unpaid parking tickets that arent yours) contact your local police 2 If yoursquore car shopping beware of a car being sold for substantially less than comparable makes and models 3 Get a copy of the carrsquos vehicle history report 4 Check out the VIN plate on the dashboard for any evidence of tampering (scratches etc) 5 Look for incorrect spellings on paperwork like vehicle titles 6 Trust your intuitionmdashif it sounds too good to be true it probably is httpwwwfbigovpage2march09cloning_032409html
