Laws and Public Procurement European Directives and in France:

– The article 56 of the new Public Procurement Code, in force since beginning september 2001, and the subsequent ministerial instructions give technical and legal basis for electronic tendering and auctions

– In April 2002 is established the obligation (1rst January 2005, the latest), for a public purchaser, to be able to receive bids by electronic means …: goods, works and services calls for tender

– Sept.2006: Tenders documents must be made available online above thresholds.

– In 2010, Public Purchasers may oblige suppliers/contractors to exchange electronically: tender phase, contracting and execution phases
