1. Deen Dayal Antoyodaya Yojana, National Rural Livelihoods Mission (DAY-NRLM) is an ambitious mission mode programme launched by Ministry of Rural Development, Government of India for eradication of rural poverty. Maharashtra State Rural Livelihoods Mission is established to implement DAY-NRLM. DAY-NRLM is funded jointly by Government of India & Government of Maharashtra. DAY-NRLM aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household income through sustainable livelihood enhancements and improved access to financial and public services.

2. To strengthen community institution consistent training and capacity building support is required. Maharashtra State Rural Livelihoods Mission more focus on training of community institutions and community cadre through internal and external professional trainers. Hence, Umed has proposed to empanel External Expert Trainer for different thematic topic and departments.

3. In order to develop expert trainer’s pool for different training program and workshop at the state and district, umed is proposed to initiate resource person empanelment process at the state level. For detailed scope of work and deliverables please refer Annex A.

4. Quotation Price : a) The Quotation shall be for all the scope of work mentioned in the annexure. Corrections if any

shall be made by crossing out initially, dating & rewriting. b) The price shall be quoted in Indian Rupees Only.

5. Each bidder shall submit only one quotation. Bidder shall not contract other Bidder in matter relating to this Quotation.

6. Validity of quotation should not be less than 45 days.

8. Timelines and contract period: Selected Agency /firm should complete the development work and should be ready to implement within 2 weeks from the date of receipt of work order. Contract will be for the period of one year.

9. Qualifications:

A. Firm should registered under GST.(Attach registration certificate)

B. Firm should have developed at least one website or mobile app. for any Government /Semi

Government organization. (Attach work order and completion/ invoice copy)

(Above mentioned documents should be attached along with the quotation, else quotation will

be rejected)

10. Delay in Delivery of Services & Installations: In case of delay in the successful development of

web-based online application, scrutiny and submission of list with profile data of candidates as per

scope of work to the satisfaction of MSRLM, MSRLM may impose penalty of INR 5000 per day

subject to maximum of 10% of supply order value.

11. Evaluation of Quotations: The Purchaser will evaluate and compare the quotations determined to be substantially responsive i.e. which are properly signed, and confirmed to the terms and conditions and specifications.

12. Handover Clause: Successful bidder vendor would be responsible for handing over the complete know-how, documentation records, software logs, source codes and all such relevant items that may be necessary for the transition process.

13. Award of contract: The Purchaser will award the contract to the bidder whose quotation has been determined to be substantially responsive and who has offered the lowest evaluated price for all items together.

a) Notwithstanding the above, the Purchaser reserves the right to accept or reject any quotations and to cancel the bidding process and reject all quotations at any time prior to the award of contract.

b) The bidder whose bid is accepted will be notified of the award of contract by the Purchaser prior to expiration of the quotation validity period. The terms of the accepted offer shall be incorporated in the supply order.

14. Payment - The payment will be an “all inclusive” lump sum for the design and development of

online application and its scrutiny as per the criteria given by MSRLM. The payments will be made based on the expected deliverables as follows;

15. You are requested to provide your offer latest by 19/07 /2019 up to 16.30 PM in the prescribed format with required documents. Quotations will be opened in the presence of bidders or their authorized representatives who choose to attend at SMMU, MSRLM on 19 /07/2019 @ 17.00 PM.

16. We request you to please submit us the sealed quotations clearly superscripted as “Developing

web-based online application and facilitation of scrutiny process of application.”

Annexure –A

Scope of Work

Developing web-based online application and facilitation of scrutiny process of application.

1) Design and development of web –based online application for empanelment of State Resource

Person.

2) Customise profile format as per the requirement of assignment.

3) Application will be in English.

4) Online application format link will be published on www.umed.in website

5) Online application page will have provision for uploading CV of candidates.

6) Provide list of eligible shortlisted applicants/candidates based on criteria provided by MSRLM.

7) Provision on web application for filter the application as per the given criteria of type of

Resource Persons e.g. Principal Trainer, State Master Trainer, State Resource Person etc.

8) Maintain confidentiality of data (Excel) and will share and handover officially to MSRLM only.

9) MSRLM has right to make changes in selection criteria as per the need.

10) Follow the deadlines of assignment and complete all process within deadlines given by MSRLM.

11) Hosting on firm’s own environment or on cloud.

12) Provide support for monitoring online application security, backup, etc.

13) Should ensure that this assignment is complaint with the IT Act.

14) Web-based application should be live for the period of one year.

15) If needed MSRLM may invite applications for other positions also
