'I'he Closer Settlement Board has the honour to transmit to you herewith, in conformity with the requirements of Section 38 of the Discharged Soldiers Settlement Act 1917 and Section 13 of the Discharged Soldiers Settlement Act 1918, its Annual Report and Balance-sheet for the period from 1st January, 1926, to 30th June, 1927. The stai;ements include the :figures relating to the operations of the State Rivers and Water Supply Commission, in respect to I,and Settlement in Irrigation Seti>lements.

CONCESSIONS.
At a Uonference of representatives of the Commonwealth and States held in February, 1916, it was resolved that in the repatriation of Returned Soldiers the States should undertake the work of Land Settlement. It was resolved alw that for advances to Soldier Settlers on the land interest should be charged only at the rate of 3! per centum per annum for the first year, increa~:~ing by f per centum per annum each subsequent year to the fnll rate of interest, such full rate having been fixed by the Minister of Lands at 5 per centum per annum.
On 22nd October, 1917, the Discharged Soldiers Settlement Act came into operation, allowing the low rate of interest for advances referred to, and also providing for a free period in respect of the land of one, two, or three years, as the Minister of Lands might determine.
To 30th June, 1927, the concessions of the. low rate of interest on ad-vances as fixed by law equal an amount of . . £178,982 and ·the free periods determined by the liinister under the Discharged Soldiers Settlement Act (averaging one year and ten and one-half months) equal an amount of 1,089,247
The whole cost of the f:ree period is borne by the State and not by the settlers.
The Minister fixed the maximum rate of interest to be charged to Soldier Settlers in respect of the land at 5 centum per annum, whereas the State is paying interest at the rate of 12s. lld. Thi~ concession on 30th June, 1927, amounted to 849,121
The State l)arliament, in the Closer Settlement Act 1925, gave the settlers, as an additional concession, the right to apply to have their interest accounts reduced and any excessive cost of buildings adju3ted, the total sum not to exceed £1,560,000.

£4,901,436 On 2nd June, 1919, the Commonwealth Government agreed to share the --------
losses incurred by the States by giving a concession to the States of 2~ per centum per annum for five (5) years on certain moneys used by the State for Soldier Settle-ment, and up to 30th June, 1927, the sum contributed to the State was £1,771 ,1U3
The Commonwealth also undertook to provide a small sum for six months' sustenance to Soldier Settlers and not charge same to them. This am01mted. to. . 130,525
Subsequently, in addition to the above, the Commonwealth agreed to write off a sum of 1,560,000 of the loans obtained bv the States from the Commonwealth for the purposes of Soldier Settlement. · ---·- £3,461,718
The foregoing shows that. the concessions given by the State to the settlers to date amount to 4,901,436 whilst the contributions received by the State from the Commonwealth on account of concessions, including £1,560,000 loan liabilty to be written off, amount to £3,461,718
leaving a balance of £1,439,718 to be provided by the State.
'rhe Commonwealth Government has agreed to reduce the rate of interest charged on its loans to the State to 5 per centum per annum from 1st January, 1931.
j~he State Government has provided for a sum of £75,000 to be paid annually to the Discharged Soldiers' Concession Fund to meet losses.
Reference was made in the last report to the provisions of the Closer Settlement Act 1925 for reappraisement of any Soldier Settler's farm, and to the postponement of the princiiJal portion of the L'1stalments in respect of the land and advances. The Closer Settlement Board dealt with those matters in the period under review as el\:peditiously as possible, and Settlers' accounts are being adjusted on the lines laid down in the Act. ,
As the result of various requests Settlers the Government, with a view to improving the eondition of Settlers, appointed-·
(1) An Appeal Board, which acted from 2nd .Tune, 1924, to 31st December, 1921, and which was to report on applieations received from Settlers who considered they had not a reasonable living area and that the capital value of the blocks was high.

(2) A Royal Commission on Soldier Settlement, which acted from 21st .January, 1925, to 23rd October, 1925.
Committees to deal with applications received :from Soldier Settlers fot writing off arrears o£ interest under Section 15 of the Closer Settlement Act ] 925 on account of adverse circumstances. These acted from 26th 1926, to 14th .June, 1927.
(4) A Committee to applications from Settlers for off of excess costs of buildings lessees.
(5) Nine District l1~quiry Boards, which wHrc appointed in April and June, 1927, and S(rt'nt of which are still functioning, to investigate applications from Soldier Settlers to have their general position reviewed. 'fhe work o£ these Boards is not finished, but it is expected that it will be completed by the end of the year.
The preparation of the necef'sary data to enable these bodies to do their work imposed a great deal of additional work and extra strain upon the staff, and made the admi:nist:ration more involved.
In vi.ew of the increasing liability of Soldier Settlement it it> desirable to draw attention to the special circumstances surrounding the scheme.
Of 21,087 men who applied for Qualification of which 1H,650 were granted, 11,152 have been actually settled or e~ssisted on the land.
Time however, proved that although each man references from MuiJ.icipal Counciis and private individuals, f:tir proportion had very little practical knowledge or business experience.
The neecl to settle these men as possible wa.s urgent and irnperat.ive, and although 78 ·9 per cent. of the applicants were in obtaining Qualification Certificates, experience afterwatds showed that; many of them disabilities, inexperience, rmd other causes were unable to successfully work their farmo.
In to Soldier Settlers no deposits were and lack of capital was not considered to be any objection. There is little doubt that the life in the open has been the means of re-establishing many a soldier's heali1h and strength ; but the arrears in part a£e due to thoHe peculiar circum8tances which do not affect the ordinary method of Rettlement.

In to the transfers, many ha,ve received substanha.J sums for their equity in the land. Many of the settlers who abandoned their blocks or whose leases were cancelled were unable to catty
on through War disabilities as evidenced by medical certificates, and other11 were not adapted to ta.rmihg.
The Board again wishes to place on record its high appreciation ot the valuable support tecei'Ved from its officers, who have had a very trying a.nd. strenuous period since the commencement of Soldier Settlement, and who have had to earry out their work under difficult conditions.

WIRE NETTING.

As indicated in the previous Report, the Board's activities in connexion with wire netting were greatly increased by the passing of the W1:re Netting Act 1924 and the Commonwealth Advances to Settlers Act 1923,
Under the latter Act funds were made available to the State of Vict()ria by the Commonwealth Government for the purchase of wire netting for distribution among needy and deserving settlers. The restriction of advances to necessitous applicants, whose holdings were often heavily encumbered, and the absence of any statutory provision in regard to securities involved much ext,ra labour in adrninist,ration as

compared with similar applications under the State ActB. The number of personH who submitted applications up to 30th June, 1927, was 2,210, and the number supplied with netting 824, repre;;enting 1,547 miles of material at a cost of £71,285. As the funds made available by the Commonwealth Government were practically exhausted by August, 1926, no further app1icat•ions are being received under this Act.
The amending Wire Netting Act of 1924 concentrated the administration of the wire-netting provisions of the Vennin Destruction Act in the Closer Settlement Board, and relieved the municipalities of the obligation to supply owners of freehold land. The term of repayment of advances was extended from ten to thirteen years, and the payment of instalments was postponed for the first three years of the advance. The benefits of the Act were extended by making purchasers under contract of sale eligible to receive advances. 'l'hese concessions, together with tl1e necessity for properly securing advances to freeholders, occasioned much additional work. The number of persons who submitted applications during the period 1st January, 1926, to 38th June, 1927, was 1,699, and tbe number supplied with netting 1,008, representing 1,507 miles of material at a cost of £68,232.

In pursuance of Part II. of the Win~ Netting Act 1924, the administration of Section 20 of the Fences Act 1915, relative to the issue of certificates as to the necessity for vermin-proof dividing fences is carried out by the Board. For the eighteen months ended 30th June, 1927, 104 applications for certificates were received. Of there 80 were approved and the prescribed certificate issued.
FIRE INSURANCE.
Insurance of improvements is one of the. covenants of a Closer Settlement lease, and during the period under review special efforts have been made to increase the number of lessees insured with the Board or outside companies. The extension of the insurance business with the Board is satisfactor) evidence that the benefits in this direction are gradually making thelllllelves apparent. The financia1 position of the Fire Insurance Fund is set out hereunder, and shows a profit to date of £71,458.
