(CNN) -- The mayor of the eastern Ukrainian city of Kharkivunderwent emergency surgery after being shot in the back, cityofficials and police said Monday, amid continuing unrest in the region.

The attack on Mayor Gennady Kernes happened around noon localtime, the Kharkiv city office official website said. It was notimmediately clear who was responsible for the shooting.

After a two-hour operation, Kernes was out of surgery but in criticalcondition, the city office said.

"The surgery was successful. His life-threatening condition isexpected to go on for several days," a statement said. "He wasunconscious when brought to the hospital."

The online statement also said a bullet casing was foundat the scene.

Police said an investigation unit was trying to determinethe circumstances of the shooting.

In a major challenge to Kiev's new leaders, armed rebelshave captured towns and government buildings across

eastern Ukraine and are holding a team of European monitorshostage.

Sanctions

The United States on Monday imposed sanctions againstseven Russian government officials and 17 companieslinked to Russian President Vladimir Putin in its latestaction to punish Moscow for its actions in Ukraine.

The White House said the seven Russians, including two from Putin'sinner circle, are now subject to a freeze on any assets they hold inthe United States and a ban on U.S. travel.

In addition, the United States will deny export license applications forany high-technology items that could contribute to Russian militarycapabilities. The Commerce and State departments will revoke anyexisting export licenses that meet these conditions, the White Housesaid in a statement.

"The sanctions build on the ones that were already in place. We'removing forward with an expanded list of individuals," U.S. PresidentBarack Obama earlier told reporters in Manila, Philippines.

The move, Obama said, was to spur Putin to "walk the walk, not justtalk the talk" in resolving the crisis in Ukraine.

If the latest round of sanctions does not work, the next phase couldtarget economic sectors like banking, Obama said.

The European Union also is expected to impose sanctions Mondayon about 15 Russian officials who are believed to be underminingdemocracy and creating chaos in Ukraine, according to Westerndiplomats. The sanctions will include asset freezes and travel bans.

Ukrainian soldier killed

A homemade bomb exploded near Ukrainian soldiers who were ineastern Ukraine's Donetsk region Monday, killing one and injuringanother, Ukraine's Defense Ministry said.

The death came days after Ukrainian forces said theykilled five pro-Russian militants in an operation to clearroadblocks near the city of Slavyansk last week. Police areinvestigating Monday's blast, the Defense Ministry said.

Observer freed

Pro-Russian separatists holding a European militaryobserver team in eastern Ukraine released one of theobservers for medical reasons Sunday, shortly afterparading them before cameras.

At least seven of the inspectors from the Organization forSecurity and Co-operation in Europe appeared at a newsconference staged by Vyacheslav Ponomarev, the self-declared mayor of Slavyansk, who referred to them as"prisoners of war."

The freed observer was from Sweden and had beensuffering from diabetes, Ponomarev spokeswoman StellaKhorosheva told CNN. Michael Bociurkiw, an OSCEspokesman in Kiev, called it "a welcome development."

The monitors were seized Friday outside Slavyansk, one of theflashpoints in the standoff between Ukraine's interim government andpro-Russian factions challenging its authority in the east. They saidthat although they have diplomatic status, they went along withSunday's news conference because the mayor asked them to.

Germany strongly criticized the group's appearance before themedia.

The "parading of OSCE observers and Ukrainian security forces asprisoners is abhorrent and a flagrant violation of their human dignity,"Foreign Minister Frank-Walter Steinmeier said in a statement.

He added that Russia had a duty to "influence" the separatists sothat the other members of the mission could be freed as soon aspossible.

The OSCE Permanent Council will hold a special meeting focusingon Ukraine later Monday.

Putin has repeatedly criticized what he says is Kiev's use of forceagainst Ukrainian civilians.

Lwów was Polish city until 1772 when it was taken by Austria,but even in the Austrian Partition the city authorities was Polish.It was Polish again in the Second Polish Republic, then it wasannexed by USSR and Stalin resettled Polish population andsettled Ukrainian.

There is no historical Ukraine. It is a Soviet invention, laterlegitimized at the illegal Belavezha accords signed in 1991 byunelected presidents of Russia, Ukraine, Belarus.

But if Ukraine's fabricated, never-existed history is all about Bandera's Nazi-collaborationist UPA,then you are better off having no history at all.

Funny how western Ukrainians worship Bandera and considerhim a hero (Yuschenko even gave Bandera a posthumous "Heroof Ukraine", disgusting move, considering that the "Hero ofUkraine" award was directly copied from the Hero of USSRaward, given to Soviet soldiers who crushed Nazism), and theEU considers the illegal quasi-fascist putschist Kiev governmentas a viable EU candidate.
