• Vision -“Dual-use” scientific institutes and individual scientists in priority countries are engaged in sustainable, good quality, legitimate science, working in a safe, secure and transparent manner …in a culture of integrity, accountability and responsibility. Dangerous pathogens are secured, stored and handled in accordance with international standards in order to minimise the risk of acquisition and use by terrorists and to avoid accidental releases

• a clear statement of which requirement the project will aim to address

• a clear statement of the programme of work that would be carried out and the outputs (deliverables) from the work

• a clear statement of the expected outcome(s), how this will be proven (metrics of success) or demonstrated and how it will provide evidence that the outputs can be exploited/sustained within country
