UFO INVESTIGATIONS MAY FACE SAFETY ISSUES

To the general public who already have made up their mindsthat there is no such thing as a UFO, notwithstanding theoverwhelming evidence to the contrary, it should be pointedout, that there is circumstantial evidence that disastrouseffects have already been attributed to UFO activity in morethan one nation, including the UNITED STATES.

Destructive effects have all ready been exhibited, whether ornot intentionally in every instance, which we need toconsider when drafting a plan for coping with an emergencysituation where UFO’s are involved. Some of thosedocumented effects are as follows:

Powerful electrical fields that they can project in ageneral or localized areas and the

Psychological effects they have produced on thegeneral populous or individual contacts.

The disruption of air and ground travel has often beenreported in the presence of UFO’s.

The ignition systems of auto and aircraft engines haveapparently been affected by energized force fields tosuch an extent as to stop their operation, andheadlights and auxiliary emergency lighting has ceasedto function.

Low level flying of a UFO has been known to causemotor vehicle accidents.

Communication, Emergency and Otherwise, have beendisrupted at the worst possible times.

Regional power blackouts. Rendering nuclear weapons inoperative. Psychological and physical impairments. Fatal or near-fatal illnesses.

It should be understood that events surrounding issues ofclose encounters must be taken seriously. The averageperson walking the streets does not know to what extent theFederal Government has gone to prepare for the unknown.

The firefighter’s training manual, “A FIRE OFFICER’SGUIDE TO DISASTER CONTROL”, published in 1992 byFire Engineering Books and Videos, and was written byfirefighting experts, for use at the National Fire AcademyTraining Facility in Emmittsburg, Md.

Along with important and conventional firefighter training, achapter titled “DISASTER CONTROL AND UFO’s”, attemptsto explain certain risks associated with UFO’s.

In Chapter 13 of the guide, includes UFO backgroundinformation, what they might be, and the classificationsystem adopted by J. Allen Hynek, shapes and the history ofUFOs. It also lists several of the well-known UFOOrganizations such as: MUFON, NICAP, CAUS, GSW,CUFOS AND APRO.

In a section subtitled, “ADVERSE POTENTIAL OF UFO’s”,the training manual takes a turn toward the unknown andconjecture. One might ask, why? The only answer is noone knows what the real dangers could be, but from pastexperience, we do have some examples of physicalproblems that have occurred in the past.

During the great sighting outbreak of early 1957, a numberof close encounter witnesses experienced burns and relatedinjuries such as unexplained rashes and hives. One witnesswatched an acorn shaped UFO hovering just behind her

8

8

garage. She watched it for half an hour. In the daysafterward she developed a body rash and vision problems.

Her doctor believed her symptoms suggested radiationpoisoning. Reports of strange cancerous lesions abound.

Under CFR-1910.120 CODIFIED FEDERAL RULES. TITLE14-1211. There is a section titled, “FORBIDDING CONTACTWITH EXTRATERRESTRIALS”.

The code states “WHOEVER WILLFULLY VIOLATES,ATEMPTS TO VIOLATE, OR CONSPIRES TO VIOLATEANY PROVISION OF THIS PART OR ANY REGULATIONOR ORDER ISSUED UDER THIS PART OR WHO ENTERS

OR DEPARTS FROM THE LIMITS OF A QUARANTINESTATION IN DISREGARD OF THE QUARANTINE RULESOR REGULATIONS OR WITHOUT PERMISSION OF THENASA QUARANTINE OFFICER SHALL BE FINED NOTMORE THAN $5000.00 OR IMPRISONED NOT MORETHAN 1 YEAR OR BOTH.”

Remember, UFOs “DO NOT EXIST” or at least they are notthreat to the United States of America, according to theUS Government. If UFO’s do not exist, then why is theretraining for First Responders at the National Fire Academy inEmmitsburg, Md., on how to handle a “UFO Crash Incident”and why are there Federal Statutes designed to make itillegal to have contact with extraterrestrials?

Photos taken in Pennsylvania June 2007 and classified as UFOVortex’s, but in reality they are lens flares caused by the bright lightsin the lower portion of the photographs. Images were taken with aKodak Z1745 Digital Camera.

This is a common occurrence when taking a photograph with brightlights in the bottom of the frame.

13

Another Vortex but this time it is a paranormal classification.

This misidentification is the camera strap. This is extremely commonin paranormal photos. Again it is best to remove the strap.

Is the above photograph a great shot of an orb, planet or UFO? No,it’s a Lens Fungus.

14

14

LENS CARE

Keep your lens clean. Get a lens cleaning kit at a camera shop. Do not spit on the lens to clean it. You can use eyeglass cleaner in a pinch. Do not spray directly on lens. Spray liquid on a clean

cloth and wipe gently. Use of a lens filter also helps keep your lens free of

dust and smudges, and easier to keep clean.

Declassified docs show Air Force Flying Saucer.“Project 1794”

Recently declassified documents from the U.S. Air Forcereveal a Cold War-era plan to build a round, vertical take-offand landing aircraft that can only be described as a flyingsaucer. The truth isn’t out there … it’s been stored in awarehouse for 56 years. The National DeclassificationCenter in College Park, Md., opened one of more than 100cardboard boxes from the Air Force recently and cameacross a 114-page document from 1956 sure to interest thetin-foil-hat crowd: a document describing a secret programby the Air Force to build a flying saucer.

"These records have been classified probably since theircreation during the '50s," Neil Carmichael, director of thedeclassification review division at NDC, told PopularMechanics, which first posted news of the completedocument. "It’s like somebody went into somebody’s office,

23

23

emptied out a filing cabinet, stuck it in a box, sealed it, andsent it off to the federal records center. It was deemedpermanently valuable at some point in its life and that’s whywe have it today."

Last week, the group posted a few images and a brief blogentry on the program, which was estimated to cost just $3.2million, the report said. But an NDC representative toldFoxNews.com that the group is “in the process of digitizing”the entire document and has not yet released it onto itswebsite. Carmichael told FoxNews.com this document is justa drop in the agency’s bucket. 'It never ceases to amaze mewhat we find in the records.' - Neil Carmichael, director of thedeclassification review division at NDC.

“We have about 400 million pages to get through theexecutive order President Obama signed in 2009,” he said. “Itell my techs, 'If you find anything interesting, let us know.”And every once in a while, they find something good.“Some of these reports are kind of interesting,” he toldFoxNews.com. Talk about an understatement! The newlyreleased documents, not yet posted on the website of theNational Declassification Center, offer details on a Cold War-era plan to build a round, vertical takeoff and landing aircraftthat can only be described as a flying saucer.

The disk-shaped craft -- which comes complete with anejector seat and was powered by a “ram jet” -- wasdesigned to reach a top speed of Mach 4 and reach a ceilingof more than 100,000 feet, according to the lengthydocument, which is titled “Project 1794, Final DevelopmentSummary Report” and dated 1956.

24

24

It reveals that the Air Force had contracted the constructionof the craft to a Canadian company, Avro Aircraft Limited inOntario.

“Six Armstrong Siddeley Viper turbo-jet s -- 1,900 lb. thrust,22.0” overall diameter, 525 lb weight each -- are mountedradially in the wing, exhausting inwards; and used as gasgenerators to drive a pair of contra-rotating centrifigualimpellers by means of a radial inflow turbine,” the documentsays.

Much of the 114-page document is devoted to detaileddescriptions and schematics of the propulsion system, astested in a scale model seen in a series of photographs. Butthe report appears to conclude that the flying saucer wasbetter in concept than actual execution.

“The efficiency of the airframe at supersonic speed appearsgood and that of the engine reasonable, so that a longsupersonic cruise range is also forecast,” it said. But intesting, the craft -- essentially a glorified hovercraft -- simplydidn’t work as hoped.

“Apparently, as it gained in altitude, it would start to wobbleuncontrollably,” Carmichael explained. The report notes a followupplan to develop weapons suitablefor the saucer, to allow it to be used as for reconnaissance,as an interceptor, or as a tactical bomber.

Still, the concept of the U.S. Air Force attempting to build aflying saucer at the height of the Cold War is captivating, leading some to posit a connection between the rumors of acrashed saucer at Roswell, N.M., and the public fascinationwith Area 51.

25

25

After all, the Air Force dubbed it Project 1794 -- rearrangethose numbers and you’ll get 1947, the year of the Roswellincident.

“I’ve been doing this for 20 years and it never ceases toamaze me what we find in the records,” Carmichael toldFoxNews.com.

NOTABLE UFO QUOTES

"The evidence is overwhelming that Planet Earth is beingvisited by intelligently controlled extraterrestrial spacecraft. Inother words, some UFOs are alien spacecraft. Most are not. It's clear from the opinion polls and my own experience, thatindeed most people accept the notion that some UFOs arealien spacecraft. The greater the education, the more likelyto accept this proposition"-- Stanton Friedman Defense Contractor Nuclear Physicist

"The UFO phenomenon being reported is something realand not visionary or fictitious"--General Nathan Twining Chairman, Joint Chiefs of Staff,1955-1958

"When the long awaited solution to the UFO problem comes,I believe that it will prove to be not merely the next small stepin the march of science, but a mighty and totally unexpectedquantum leap." "We had a job to do, whether right or wrong,to keep the public from getting excited"--Dr. J. Allen Hynek, Director US Air Force Project Blue Bookas a Scientific Consultant, Astronomer, Investigator.
