    Introduction

    1 Introduction

    This document describes the User Equipment (UE) Level Oscillating HandoverMinimization feature and its main benefits and impacts in the LTE RAN.

    1.1 Basic CharacteristicsThis section describes the basic characteristics of the feature.

    This feature requires one or both of the following RAN features to be active:

    Intra-LTE Handover

    Coverage-Triggered Inter-Frequency Handover

    This feature affects no other features.

    1.2 BenefitsThis section describes the benefits of this feature.

    In a radio network with a high rate of unnecessary Handover, this featuremay decrease the number of unnecessary handover, and thus decrease thesignaling load and potentially increase throughput.

    In a radio network where the Handover Margin (HOM) is configured to a highvalue, this feature makes it possible to decrease the configured HOM withoutincreasing the number of handovers. This will cause the UE to make handoverto the best cell earlier for better performance.

    2 Feature Operation

    This section describes the UE Level Oscillating Handover Minimization featurein more detail, including network configuration requirements and operationflows.

    The purpose of this feature is to reduce the number of unnecessary handoversperformed by UE, by preventing fast handovers and repeated handovers tothe same cell as specified in Table 1.
