This one rule will send shock waves to the habit- ual corrupt people as a corruption done by a family member could not only be shame to the family, it can also leave them in difficult financial situation in future. So besides a feel of guilt, corrupt ones will also live in fear for life. This will help reduce corruption substantially. Another important decision taken by the government is to regulate and keep an eye of monetary transactions on Delhi Schools. Things like salary of teachers have been discussed and government is also going to stop the inter- views of children and parents for Nursery admission. It is apparent that the Delhi government is doing commendable job and people are feeling connected. With totally fresh policies and to the point policies, the Delhi government is setting unprecedented precedents on keeping promises and taking care of the real needs. Every now and then you will hear CM announcing new schemes and requesting participation from public. Recently launched Swachh Delhi app campaign is the most useful one in which people can capture the place of debris or waste or garbage and upload it to the app. Actually government in association with MCD and centre ministry has launched an Android App. When a person clicks the picture and uploads it, the exact location of lying garbage or debris will be notified to the concerning authority and it will be cleaned up in 24 hours. All these are problems that no one ever thought of resolving. Besides cleaning and going hi-tech, Delhi government is also working with "Delhi I Love You" which is a renowned agency working towards mak- ing Delhi vibrant and restoring pristine glory it had through painting and pic- tures. If these things go the way they have been set up and are rolling, Delhi will be competent to top cities of the world like New York. Again, this is noth- ing political because political things are done to win elections. Campaigns being run in Delhi are far from politics because they are being worked upon by a participatory method which entails people and only people. These teachers, who currently serve in the 'blacklisted' districts i.e Banswada, Dungurpur, Pratapgarh , Jhalawar, Barmer, Jaisalmer, Bikaner, Jalore and Sirohi, have not been trans- ferred for the past 17 years. Once the proposed policy comes into effect, they can heave a sigh of relief as they would start getting its benefits. According to the draft, the new transfer policy will be on the lines of secondary educa- tion as the government has sought recommendations for the draft till December 15. According to the draft, the transfers will start from April and continued till June 15 and will be purely based on the per- formance of the teachers. Only teachers with 5 years of expe- rience at a particular school would be eligible to apply. Mumbai : IDBI Bank launched a USD 350 million 5 year Reg S Green Bond issue on November 23, 2015. The trans- action received an over- whelming response and the issue was oversubscribed by 3 times. The issue was made under the USD 5 billion MTN Programme listed on the Singapore Stock Exchange. The transaction was launched at 10:00 a.m. Hong Kong time with an initial price guidance of 5-year Treasury + 270 bps. During the course of the day, the book rapidly built up and the final price guidance was issued in the 5-year Treasury + 255 area. With the issue finally being oversub- scribed by 3 times, the issue was priced at 5-year Treasury + 255 bps (i.e. a spread tight- ening of 15 bps from initial price guidance).The final coupon was 4.25% (fixed). The transaction attracted interest from a diversified range of investors including Asset Managers (50%), Banks (28%),Private Banks (17%), and corporate and Others (5%). Beyond Q3, 2015 : Sistema JSFC(parent company of SSTL) on 2ndNovember 2015 announced the sign-ing of binding documents regarding themerger of SSTL's telecom businesswith Reliance Communications("RCOM"). The closing of the trans-action, which is expected in the sec-ond quarter of 2016, is subject to anumber of conditions, including obtain-ing approvals in accordance with SSTLand RCOM's corporate procedures andapprovals by Indian regulatory and judi-cial authorities.

In the reporting period,SSTL'smobile subscriber base slightly declinedquarter-on-quarter and reached 8.4mil-lion customers as of September 30th,2015. Non-voice revenues, from bothdata and mobile VAS, for the quarterincreased by 5.4% to INR 2,183mil-lion. SSTL reported an OIBDA loss ofINR 443 million for Q3 2015, OIBDAloss reduced by 18% Q-o-Q on accountof increase in data revenues, opti-mization of sales and marketing expen-diture and reduction in interconnectcharges during the quarter.

Jaipur: Around 15,000 pri-mary teachers can expect toget relief as the state govern-ment has decided to enact atransfer policy for them. Theseteachers, who currently servein the 'blacklisted' districts i.eBanswada , Dungurpu r,Pratapgarh , Jhalawar, Barmer,Jaisalmer, Bikaner, Jalore andSirohi, have not been trans-ferred for the past 17 years.Once the proposed policycomes into effect, they canheave a sigh of relief as theywould start getting its benefits.

According to the draft, thenew transfer policy will be onthe lines of secondary educa-tion as the government hassought recommendations forthe draft till December 15.According to the draft, thetransfers will start from April andcontinued till June 15 and willbe purely based on the per-formance of the teachers. Onlyteachers with 5 years of expe-rience at a particular schoolwould be eligible to apply.

Mumbai : IDBI Bank launcheda USD 350 million 5 year RegS Green Bond issue onNovember 23, 2015. The trans-action received an over-whelming response and theissue was oversubscribed by3 times. The issue was madeunder the USD 5 billion MTNProgramme listed on theSingapore Stock Exchange.

The t ransact ion waslaunched at 10:00 a.m. HongKong time with an initial priceguidance of 5-year Treasury+ 270 bps. During the courseof the day, the book rapidly builtup and the final price guidancewas issued in the 5-yearTreasury + 255 area. With the

issue finally being oversub-scribed by 3 times, the issuewas priced at 5-year Treasury+ 255 bps (i.e. a spread tight-ening of 15 bps from initial priceguidance).The final couponwas 4.25% (fixed).

The transaction attractedinterest from a diversified rangeof investors including AssetManagers (50%), Banks(28%),Private Banks (17%),and corporate and Others (5%).Around 82% of the allocationwas made to Asian Investors,18% to European investors.Standard Chartered Bankacted as Joint Book Runnersand Lead Managers to thetransaction.
