Council Referral Item #201500661 directs the preparation of a report to provide information regarding the jurisdiction al authority of the Un iversity of Cincin nati Police Dep artment. This informatio n was requested via email by Ms. Cherie Wallpe, President of the CUF Neighborhood Association. Attached is the most current Hamilton County,Ohio Amended and Restated Mutual Aid Agreement for Law Enforcement , dated December 19, 2013. This is an agreement between the City of Cincinnati and numerous law enforcement agencies within Hamilton County, including the University of Cincinnati Police. This agreement promotes cooperation and effectiveness by allowing the participating agencies to assist each other across jurisdictional lines. The agreement includes processes for assisting other jurisdictions both “without request” and “with request”, as well as investigations that originate in one jurisdict ion and continue into another. For instance, when an officer from one jurisdiction views or has probable cause to believe a criminal offense or serious traffic offense has occurred outside of their jurisdiction, they are permitted to make arrests, stop and/or cite persons according to law. Prior to approving the agreement, it was reviewed for form by the City of Cincinnati Solicitor’s Office.
