In recent weeks, allegations of children be- ing accosted by dealers near Dorchester Drive have surfaced and crime fighting or- ganisations are sending a clear message to the perpetrators. Concerns are centred on the activity of alleged deal- ers seen outside the Dor- chester Superette. Accord- ing to residents these men brazenly sell drugs and have made attempts to coerce children stand- ing at the near- by bus stop. However, the property owner says dealing with these men is an uphill battle. Children ‘offered drugs’ According to a Parklands parent, who spoke on condition of anonymity, her son has been approached several times by deal- ers. “He is only 18 and every time they show him drugs and offer it to him. He is scared of walking near the shop because those men are so intimidating,” she says. The concerned mother says while her son has told her he rejected the offers of drug dealers, she worries about the younger chil- dren at the bus stop. “It’s not every child that will say no and there are very young chil- dren who wait for the bus. It’s getting out of hand and all the trouble started when the store opened,” she adds. Gary Jonsson, headmaster of CBC St John’s School which is located opposite the shop, says he too is concerned about the safe- ty of pupils using the MyCiTi bus stop. Incidents In the last week, members of the Park- lands Neighbourhood watch kept a close eye on dealers and spotted one of the men hiding something in the sand around a nearby tree on Monday 8 June. They went to the area and found three bags of dagga hidden in the sand. This was handed to the Table View police. On Wednesday 10 June a drug dealer allegedly got violent with passengers at the MyCiTi station. According to a report from a resident, the man was drunk and threw a bottle at a passer-by. On Thursday 11 June, TygerBurger visit- ed the store and witnessed how the men scat- tered when the neighbourhood watch ar- rived. A man in a yellow jacket left the store and later returned. As watch members scratched in the sand where they claim drugs are often hidden, the man watched nervously. The shop owner advised that drugs were often stored in the sand patches. During a search a watch member found small plastic bags which the shop owner claims is used by the dealers to sell units of various drugs. V To page 2. INCREASING: DRUG DEALING RIFE IN PARKLANDS

As drug dealers continue to ply theirtrade along Parklands Main Road,neighbours are keeping a close eye on

their activities.In recentweeks, allegations of childrenbe-

ing accosted by dealers near DorchesterDrive have surfaced and crime fighting or-ganisations are sending a clearmessage to the perpetrators.Concerns are centred on

the activity of alleged deal-ers seen outside the Dor-chester Superette. Accord-ing to residents thesemenbrazenly sell drugs andhave made attempts tocoerce children stand-ing at the near-by bus stop.However,the propertyowner saysdealing withthese men is anuphill battle.

Children ‘offered drugs’According to a Parklands parent, who

According to Table View police spokesper-son Lieutenant Adriana Chandler they havereceived several complaints about dealingoutside the store.She says the property ownerhas contacted

the sector manager, who initiated numer-ous operations together with the neighbour-hood watch.“There were also joint observations held

outside the store with other police role play-ers.”Chandler further explains between April

and May four men were arrested for beingin possession of dagga. Thesemen, she says,had no previous criminal charges againstthem.

“The store has been searched by police onnumerous occasions and the owner of theshop has given verbal consent. No illegalsubstances were found on the premises. Thesector manager is in regular contact withthe store owner in order to address the situa-tion, and operations will continue until thissituation is resolved,” Chandler adds.The property is owned by Emarie Camp-

bell and leased to the store owner. Campbellexplains the property was previously usedas a real estate office and says during thistime she had exactly the same problem withhomeless people sleeping against the wallsand allegations of drug dealing at night.“We appointed a security company to as-

sist withmoving them along but it was a los-ing battle. At that time we were told that thecorner diagonally opposite was one of theworst drug dealing corners in Parklands.“We offered our police a key to our offices

in case theywanted to carryout surveillancefrom inside the offices at night.”Campbell says the area outside the store

is public property and unless someone en-ters the store and sells drugs, her tenant hasno jurisdiction or right to take actionagainst any individual.“If the tenant takes action against an indi-

vidual on the pavement outside he can becharged with assault. As the property own-er, I cannot take action against my tenant

until there is irrefutable proof, that willstand up in court, that he is dealing in drugs,I cannot evict him. I believe he is runninga good, clean business.”In addition, Campbell believes her tenant

is being victimised by certain parties andsays these individuals should be directingtheir frustration at police.The owner says she was informed that a

camera would be erected at the intersectionof Parklands Main Road and DorchesterDrive but this has not happened.She plans to meet with her tenant about

the possibility of installing abright light anda CCTV camera to cover the area outside thestore.

With growing concern about home-lessness in the greater Table Viewarea, the Community Police Forum

(CPF) has launched their Give ResponsiblyCampaign and is calling on residents to as-sist.A meeting between various role-players

including the City of Cape Town council-lors, the Table View Ratepayers’ Associa-tion (TVRA) and various others was held atTable View police station last week to dis-cuss plans to launch the campaign.Speaking after the meeting, Blaauwberg

Subcouncil chairperson Heather Brennerexplains the main concern across variouswards is the preponderance of vagrantswhoare not “homeless” but choose a life on thestreets.She saysmany often end up on the streets

due to substanceabuse, physical andmentalabuse, child abuse and other social ills thatcause people to abandon their homes andfamily life.According to Table View CPF chairper-

son Johan van den Berg, the CPF and othercommunity organisationsdonotwant to seeanyone suffer on the streets.“We want everyone to have a quality of

living that does not include crime. We areconstantly looking at ways to address theroot cause of crime, and this campaign isone such effort. One of the primary aims ofthe CPF is to assist with the initiation andco-ordination of social crime preventionprogrammes and projects in conjunctionwith police and other state departments.”Van den Berg says many of those living

on the streets exhibit criminal behaviour asa necessity towards survival. “They do notknowany other life, and depend on our kinddonations to sustain their lifestyles. If wecontinue to give to themwithout an attemptat uplifting them,wewill not see any changein the impact that they have on crime.“We need to teach our givers that there

are alternative ways to achieve the samegoal; help those in need. The alternativeshowever will bring about change.”The CPF is now embarking on an aware-

ness campaign to motivate communities togive responsibly. They are creating pam-phlets which list the details of various non-profit organisations that can assist home-less people. On Saturday 18 July (MandelaDay), volunteers will hit the streets andhand out these pamphlets to passing motor-ists.Van den Berg explains they will encour-

age the public to donate to a chosen charityrather than donating to those begging nextto the road.“We believe that the Give Responsibly

campaignwill assist with the rehabilitationand re-integration of those in need, boostthe income and effectiveness of rehabilita-tionprogrammes in thearea, and reduce thenumber of people living on our streets, thusbringing an overall decrease in crime, bothpetty and serious.”In addition, they plan to host information

sessions with schools, churches and localmallswhere furthermaterialwill be distrib-uted in support of the campaign message.The campaign aims to have four major

events each year after its launch.Another issue raised by the CPF in recent

weeks is the disposal of seemingly valuableitems like broken appliances using wheeliebins. During community clean-ups, mem-bers clean up broken glass fromTV sets, oldfurniture and other items which they ex-plain has a negative effect on the aestheticsof the area.Brenner has also been vocal about these

concerns and says all hand-outs without anaccompanying rehabilitation and skills de-velopment programme, serve only to sus-tain life on the streets and do little to restorethe vagrant to family life and economic free-dom.According to Sue Bellinger, a sustainabil-

ity consultant and amember of the Give Re-sponsibly campaign committee, if residents

managed their waste responsibly, theywould not be supporting so many lives onthe street.“Our bins attract street people who mine

its contents for items that they can sell – of-ten after stripping away what they don’twant, and leaving it as litter in our streets,parks and open spaces.”She says the community can either con-

tinue to do what they always have and reapthe same result, or they can get involved inthe campaign and choose a better future forthe next generation.“It starts with me, and you. It’s up to us

to dispose of our waste responsibly. We’reprivileged to receive clear bags for recy-cling – removed weekly at no cost to our-selves. Recyclers and the City’s solid wastedepartment do not provide services to re-move large items. Some residents irrespon-sibly (and illegally) leave out on ‘bin day’large items such as washing machines andother electronics, furniture, as well as gar-den waste.“All these items should be taken by resi-

Residents across Table View andMil-nerton have just over two weeks(deadline is 6 July) to comment on

a proposal by Chevron to decommissiontwo above-ground fuel tanks in KillarneyGardens.This follows the release of the draft Ba-

sic Assessment Report by Sillito environ-mental consultants recently. Accordingto the report, the tanks are located on thePropet site in Sati Road which is sur-rounded by a business park and the Kil-larney race track. The report also notesthe proximity of the site to theDiepRiver.Spokesperson Suzanne Pullinger says

Chevron only usesHeavy Fuel Oils (HFO)as a backup fuel supply and the decom-missioning of two above-ground fueltanks aims to reduce the fuel storage ca-pacity on site from 112m³ to 23m³ as theynow only require 23m³ of HFO to be usedon site.“The decommissioning of tanks will be

conducted by a team of experienced andqualified contractors with a proven trackrecord, which have been appointed byChevron. Every effortwill bemade tomit-igate potential health and environmentalimpacts on the surrounding communitiesduring the process,” she says.She explains the main aspects of the

tank decommissioning process entail en-suring the tanks are safe for decommis-sioning, which includes tank purging and

degassing; aswell as the physical removaland disposal of the tanks. The contents ofthe tanks are emptied into appropriatelysealable drums before being removedfrom the site.Asked what considerations or plan

have been put in place to ensure this isdone safely, Pullinger explainsChevron has a standard decommission-

ing and degassing protocol. “This is im-plemented toensure that thereis minimumhealth, safety orenvironmentalrisks during thedecommissioning and de-gassing process.”The basic report outlines

the above activities and theinstallation of the new tankas the proposed construc-tion phase and lists possiblepositive and negative im-pacts. It says the activitieswhich form part of this phase could leadto the creation of temporary income andemployment opportunities for the con-tracted company of Chevron’s choice, theremoval of apotential subsoil andground-water environmental risk from the oldtanks and the reduced environmentalrisk associatedwith a smaller fuel storagecapacity and the use of modern storageequipment.“Chevron South Africa places the high-

est priority on the safety of our people and

the community in which we operate.Chevron notes there will be minimal im-pact to the residents as the site is locatedin the industrial area. Best practice de-commissioning and degassing proce-dures will be undertaken to mitigate thepossible impact on soil and groundwa-ter.” The report however lists variouspossible negative impacts. It states thesoil and groundwater in the vicinity of the

old tanks could be im-pacted if best practicedecommissioning anddegassing proceduresare not undertakencorrectly. “Such con-tamination could re-sult in detrimental ef-fects to the soil andgroundwater systems.There will be a tempo-rary increase in dust,noise and vibrationimpacts as a result ofheavy vehicles trav-

ersing the site, heavy equipment operat-ing at the site and removal of associatedfootings (if required),” it reads.The report further lists aminor amount

of fuel vapour emissions which are ex-pected to be released into the atmosphereduring degassing and decommissioningactivities (through dermal contact).Chevron hopes to commence with the

Would you know what to do in thecase of an emergency at Koeberg?While authorities carry out sim-

ulations to ensure their plans for an emer-gency are adequate,TygerBurger enquiredwhether residents were adequatelyequipped.Speaking at a media briefing in Good-

wood lastweek,City ofCapeTownmayoralcommitteemember for safety and security,JP Smith explained the emergency plan forKoebergwasnot solely focussed on evacua-tion.OnThursday 11 June, theCity partici-pated in the annual Koeberg Power Stationemergency exercise.During this exercise, the activation of

the Koeberg Nuclear Power Station Radio-logical Release Hazard Disaster Risk Man-agement Plan is simulated.

LegislationLewis Phidza, Koeberg’s manager for

stakeholdermanagement submitted a com-prehensive report to TygerBurger on ev-erything residents should know in the caseof an emergency.He explains that according to theNation-

al Nuclear Regulator Act of 1999, Koebergis required to have an established emer-gency plan to protect the public in the un-likely event of a nuclear accident.It also requires the effectiveness of the

Integrated Koeberg Nuclear EmergencyPlan be tested by theNationalNuclearReg-ulator (NNR) every two years.According to Act No. 57 of 2002 (Disaster

Management Act) the City of Cape Town isthe competent authority that owns and im-plements the Koeberg Nuclear EmergencyPlan.In order to ensure that the Koeberg

Emergency Response Organisation is pre-pared for any emergency at any time, thepower station’s Emergency ManagementGroup arranges for annual training.This training tests the readiness of the

various key role-players, including localand national disaster management organi-sations.

EmergenciesPhidza explains emergencies are catego-

rised into four levels.V During the first level, an Unusual

Event is declared for an abnormal, un-planned event that requires partial activa-tion of the Emergency Plan in order tobring the situation under control.

V During the second level an Alert is de-clared when something has happenedwhich could reduce the level of safety of thepower station, but backup plant systemswill still function. At this stage local au-thority officials are notified and responsefacilities are established on a standby ba-sis.

Phidza says because the incident is con-tained on-site and only impacts on-site per-sonnel no action is needed by the public.

V The third level is a Site Emergencywhere a problem with a safety system hasoccurred, or is likely to occur.“Local authority officials are mobilised

at this stage in preparation for the possibil-ity of a more serious situation.No action is required by the public as the

incident is contained on-site and only im-pacts on-site personnel,” he explains.For this type of emergency, information

will be spread through the media and si-rens will not be sounded.

V The fourth level is called a GeneralEmergency and Phidza says this is themost serious but most unlikely emergencysituation.“There is a likelihood that radioactive

material could be released from the powerstation beyond the Koeberg Power Stationboundary.”In the case of a General Emergency, you

should listen to the radio as the public noti-fication system will be supplemented byregular updates on GoodHopeFM, Kfm aswell as SABC television channels. Phidzaexplains here the public will receive in-structions on what to do.Should an instruction be given to shel-

ter, this means you will have to stay in-doors and closing all doors and windows.In addition, all systems which draw air in-to a building such as air-conditioningunits, fire places and dampers should beshut off. If you must go outside, place adamp cloth or towel over your nose andmouth. Phidza says if you have children atschool, do not fetch them as they will becared for during the emergency.

He provides a range of safety tips andsays most importantly, “don’t panic assheltering provides significant protectionagainst radiation”.

Who is safe?Phidza explains if you live within 5 km

of the power station, also knownas the Pre-cautionary Action Zone (PAZ), it is a legalrequirement that the areamust be evacuat-ed as soon as it is practically possible aftera General Emergency has been declared.For those living within the Urgent Pro-

tective Action Zone (UPZ) which is 16 kmradius from Koeberg, Phidza explains it ishighly unlikely that the entire area withinthe 16 kmradius surroundingKoebergwillbe affected as the release of radioactivema-terialwill travel downwind from thepowerstation.According to the City’s presentation,

people living within the PAZ, should beevacuatedwithin four hours after the evac-uation order is given and 16 hours for theUPZ.

EvacuationIf you are instructed to evacuate, Phidza

says you should lockupyourhomeandyouwill be directed to an assembly pointwhereyou and your belongings will be checkedfor possible contamination.You will likely be away for a few days,

so ensure you have enough clothes, toilet-ries, cash, identity documents and anynec-essary medication. Ensure your home issecured and your alarm is activated.

According to Phidza’s report in theevent that an evacuation order is givenwhile your children are at school, pupilswill be evacuated to another pre-identified

school outside the affected area where ar-rangements will be in place to care for thechildren and keep them in contact withtheir parents/guardians.“If you have children at school, do not

fetch them as they will be cared for duringthe emergency by City of Cape Town, Dis-aster Risk Management Officials. Do notattempt to fetch your children from the af-fected school as this would disrupt theschool’s evacuation process,” he says.

HealthIn his report, Phidza explains as your

body cannot distinguish between radioac-tively material and non-radioactive mate-rial any intake of radioactive materialwhich has the same chemical properties offood will be seen as food. where radioactive iodine could be re-leased, it will, if inhaled or ingested, be ab-sorbed by the thyroid gland with stable io-dine, so that in the event of an intake of ra-dioactive iodine, no absorption ofradioactive iodine will take place.”He says the Disaster Risk Management

organisation will make these tablets avail-able and issue them at strategic locations.Koeberg hosts Public Safety Information

side managed to pull the door open and at-tempted to pull the driver out of the vehicle,

year-old man was hit in theupper left side of his chest.“The suspects attempted toremove the car keys from theignition, but could not do so.“The complainant stum-

police, officers received a tip-off at about04:00 on Monday about a house break-inin progress in Parklands and CaptainMorne van den Heever set out to patrolthe area. He spotted a Toyota Camrydriving very slowly in MalibongweDrive in the direction of the N7. Van denHeever was alone in the vehicle andknew he had to take extra caution.According to police spokesperson

Lieutenant Adriana Chandler, Van denHeever saw three occupants in the vehi-cle and the driver appeared nervouswhen the police vehicle came closer.The officer called for back up and acti-

vated his blue lights and sirens and in-structed the driver to pull to the side ofthe road on the N7 bridge.‘”He instructed the occupants to exit

the vehicle while taking cover and wait-ing for colleagues. The three men ap-peared very nervous. One of the menstarted moving towards the side rail ofthe road and started running down theembankment. The other occupants alsostarted running and Van den Heevermanaged to catch the driver of the vehi-cle. At this point back-up arrived andalong with complex security searchedfor the other two men.”The driver was searched and found in

possession of a cellphone. Officerssearched the vehicle and established theitems recovered were stolen during thebreak-in.

Making regular psychological counsel-ling compulsory for policemen couldbe the solution to the disturbing

number of police suicides and femicides,says Dr Johan Burger from the Institute ofSecurity Studies.

Annually as much as 100 police officers,no longer able to cope, turn their guns onthemselves and sometimes their loved ones,as was the case three weeks ago when a con-stable of theCapeTownFlyingSquad,Mane-ne Binza, took his own life and that of hisgirlfriend, Kraaifontein police woman Con-stable Nonkululeko Majuba.

Majuba (35) was shot dead by Binza at herhome in Wallacedene on 26 May. After re-porting the incident to a family member,Binza returned to his brother’s home inGoodwood where he shot himself.

An investigation done by the IndependentComplaints Directorate in 2008, revealedthat 49 femicides occurred in the police be-tween 2004 and 2007.

This research, the most recent of its kind,was done due to an increase in the cases offemicide involving police officers.

AtMajuba’smemorial service inBracken-fell last Wednesday, Tygerberg cluster com-mander Brigadier Moses Mamela raised theissue of police suicide and femicide.

Police not free of everyday stress“We don’t have enough members as it is

and every time we lose one of our own weask ourselves, how are we going to do thisbig job ahead of us? And when it is one ofour own responsible for this death, a lot ofquestions arise,” he said.

Mamela stressed the fact that police offi-cers, like everyone else, are not free of every-day stresses of work, family and finances

and said this tragedy could have been pre-vented if Binza had spoken to someone.

“If only he told someone about his prob-lems. But now it’s too late and we lost her”.

Majubawas hailed byher peers as a formi-dable police woman, one that will be sorelymissed by the community of Kraaifontein –a community she loved.

Burger is adamant that the stresses of po-lice work in South Africa is taking its toll,with threemajor factors playing a role in po-lice suicides and femicides.

“Policemen are under intense pressurefrom all sides. Firstly, they are faced withthe very high crime levels in South Africa.Not only are they exposed to violent crimedaily, but often miracles are expected ofthemand they have to carry the blame if thisdoes not happen,” he told TygerBurger.

Secondly, they themselves are targets ofcriminals.

“As policemen they are mindful of the ev-er looming danger they find themselves inon a daily basis.”

According to Burger, 77 police officers

were murdered in 2013/2014 and another 86in 2014/2015.

“Lastly is the fact that they are well-trained in the use of and issued with fire-arms. Disarming them is not a solution asthiswillmake themvulnerable to criminals.Even when a policeman is on off-time, he isnever off-duty,” says Burger.

Concerning suicide, Burger says a police-man reaches the point of no-return muchquicker than the average person would,leading him to believe that psychologicalcounselling should be made compulsory forall police officers.

Subsequently, Burger believes the aver-age policeman in South Africa today, doesnot receive adequate socio-psychologicalsupport.

“Although there are highly trained psy-chologists available to support police offi-cers, we are faced with two problems. First-ly, there is not enough of them and secondlypolicemen,without being prompted,will notgo see them,” he said.

“The onus is usually on the commandingofficer to refer a policeman for counsellingshould he note any deviant behaviour.”

A local police officer in the Kraaifonteincluster confirmed this.

“Cowboys don’t cry. Most of us won’tspeak up or go seek help if things get toomuch. In fact I don’t think I, or any of myfellow officers will even know when wereach that point when it becomes too much.We are faced with crime and negativity ev-ery day and it does get to us.

“Some daysmy phone never stops ringingeven when I am off-duty. I can’t really everswitch off.”

He says he often feels the pressure.“Then I battle to sleep and lose my temper

over small things,” he says.“My wife and children do not understand

my emotions and I have simply learned to

live with it. To escape these emotions, I willusually go and sit alone somewhere to thinkor busy myself with gardening or workaround the house.”

He too is of the opinion that emotionalcounselling of some sort should be madecompulsory.

“I think it would work. We need to talkmore.”

In 2009, 73 police members committed sui-cide, a figure that rose to 97 in 2010.

During 2011 it dropped to 85 and in 2012again rose to 98.

These statistics were revealed at the first-ever Police Summit in 2013, during whichthis issue was discussed.

Police Minister Nathi Mthethwa deemedthe suicide rate among police as “too high”and said a multi-faceted approach was need-ed to prevent suicides in the police.

Commanders to pay attentionHe urgedmembers to pro-actively take re-

sponsibility for their mental health andcommanders to pay attention to the well-be-ing of their members.

The latest statistics for 2014 and 2015, havenot been released by the national police.

Lieutenant General Solomon Makgalefrom the national police commissioner’s of-fice, said police suicide and femicide statis-tics are as a rule not released and that theabove statistics were only made availablefor the purposes of the summit.

Makgale says compulsory counselling canbe done, but will yield poor results.

“You need the officer’s cooperation. Theymust first recognise that they have a prob-lem and that they need help. The biggestproblem is the ‘cowboys don’t cry’ culturethat is prevalent within policing institu-tions.

“What we have done is to make debriefingsessions compulsory.”.

Not only are theyexposed to violentcrime daily, but oftenmiracles are expec­ted of them and theyhave to carry theblame if this doesnot happen.”

Brooklyn residents have raised thealarm about the condition of Zoarv-lei.

They claim the vlei, which provides apicturesque view of Table Mountain, is be-ing plagued by dumping, illegal squatters,fires, alleged drug dealing and problematicproperties.

The issue was raised at a recent meetingheld by the Brooklyn, Ysterplaat and Rug-by Residents’ Association (BYRRA).TygerBurger joined BYRRAmembers on

a walk of the vlei last week where variousissues were raised.

BYRRA chairperson Rudi Wolter ex-plains many Brooklyn residents haveraised concerns about the condition of thevlei which the association has taken upwith the City of Cape Town. He highlightsthe litter and says it has a negative impacton the vlei environment.

He reportswith the construction of aMy-CiTi station inPaarden Island, a footbridgeover the vlei was built for residents. Thisbridge, he explains, forms an integral linkfor residents to access the MyCiTi busesbut has fallen victim to petty thieves andvandals.

“When this bridge was built it was sobeautiful. There were little lights which litit up and residents could safely cross it toaccess the MyCiTi station. But sadly,thieves and vandals have broken and sto-len various items when they realised partsof the bridge were made frommetal. Thesewooden railings are new,” he says.

From the bridge, waste can be seenstrewn across the vlei and people can beseen walking into the thick vegetation.

Asked where these people were going,Wolter explains the vlei is home to manydisplaced people who seek shelter in thethick vegetation.

Themembers thenwalk along the soccerfield to a gate which leads off FestivalStreet. Here more litter, consisting ofmainly domestic waste can be seen. “This

is nothing, wait until we go around thosehouses,” one member says.

She leads the group to a row of houseswhere loud shouting canbeheard.Anothermember explains these houses are occu-pied by various people. During the forma-tion of the unicity, she says these proper-ties were “lost”.

Notorious residentsShe claims they are owned by the City

and says the occupants have no formallease. Members say the residents of theproperties are notorious for anti-social be-haviour and dumping. When the group ar-rive at the back of these homes, the stenchof excrement fills the air. This, they ex-plain is a result of no sewerage services atthese homes and say occupants dump theirwaste in the vegetation near the vlei.

According to the City’s zoning map,while the properties are clearly residentialproperties, they are zoned as public open

space.The City’s map also shows no erf num-

bers for these properties.The City could not confirm whether or

not they own these properties.As night falls, the glow from various

fires can be seen. Aman and awoman hud-dle near a fire made in a drum and appearto be cooking.

Wolter says there have been several firesin the vlei and residents have expressedconcern about the difficulty experiencedby firefighters to access the area. He high-lights the vandalism of benches and saysthe vlei is not used by the community forrecreational activities.

“It’s been an issue for a while and wewould like to engage with the City aboutwhat their vision for the vlei is.

“It has the potential to be a great spacewhere families can comeandpicnic anden-joy the natural environment. However inits current condition, nobody can enjoy it,”

he concludes.TygerBurger sent several questions to

the City regarding the vlei, fires, dumping,ownership of the properties and squatters,but at the time of going to print, the City’smedia office could not respond.

According to ward councillor Berna-dette Le Roux the problems relating tosquatters are being dealt with.

She explains that a list of everyone liv-ing in the vegetation at the vlei was drawnup but as people moved in an out of the ar-ea, it was difficult to keep tabs on them.Commenting on the bridge, she says theCity spent a considerable amount ofmoneyand she was discouraged to see the theft.

“Thebridge is a concern and I rememberthere were issues with it being used bymo-torbikes. It was an upliftment project andit was damaged by people who don’t care.It’s important for people to report dumpingwhen they witness it. This is the only waywe can take action.”

City eyes transport culprits with new unitA new traffic unit will see that taxi and

other public transport drivers behaveon the roads.

The planned Transport Enforcement Unit(TEU) will be presented to full council as acompetency under Mayco member JPSmith’s safety and security directorate, theCity said in a statement on Monday.Themayoral committee discussed the pro-

posed unit, whichwill see additional law en-forcement officials redeployed to it, outfittedwith the necessary technology.According to the statement the TEU will

specifically focus on public transport opera-tors without operating licences, among oth-ers.The TEU will also enforce contraventions

of operators acting outside the terms of their

operating licences, and minibus taxis andprivate cars using the red MyCiTi lanes.Evenmotorists who use the bus andmini-

bus taxi (BMT) lanes on the N2 freeway andMain Road during the peak-hour periods,will be netted.

Additional traffic officers appointedInitially 136 officials from the existing en-

forcement units will make up the TEU.These include officials from the MyCiTi

services, the four public transport inter-changes, the Main Road BMT Unit and theexisting Traffic Services’ public transportunit.“Apart from the 136 officials, it is proposed

that an additional 20 traffic officers be ap-pointed to support the public transport sys-

tem,” said the City’s Mayco member forTransport, Brett Herron.He added this included the removal of “the

large number of illegal taxis that are cur-rently operating on MyCiTi routes and de-priving the City of much-needed income”.The Transport Enforcement (TE) branch

within the TCT, will use accident data, sur-veys of the regulation department, com-plaints about the MyCiTi service and otherrelevant statistics to determine the TEU’spriorities, he said.“The intent of this change in the model is

to ensure that public transport enforcementreceives the required attention and much-needed focus from the officials,” Herronsaid.Smith saidamong theother reasons, anew

model was desperately needed to address“the inefficiencies that are caused by a lackof resources”.

‘He who controls the roads...’Herron said the City’s aim was clear. “A

safe and secure public transport systemwillattract and retain users.“At the same time, we have to address the

challenge of taxis that are illegally operatingonMyCiTi routes. There is a policingmaximwhich states that he who controls the roads,controls crime.“Adequate resourcing of the TEU would

greatly impact on crime and would denycriminals the ability to perpetrate somecrimes and transport stolen goods, illegalfirearms, drugs and criminals,” Smith said.

Tokai, and Ido not live anywhere nearTokai. Although the amount isonly R15, it is taken off everyfortnight over a weekendusually, so one might miss this.According to the Fraud Depart-ment it’s for a funeral company; something I never subscribedto! Added to this our statementsare delayed (sometimes three-months later with the Postalservice as it is currently), sounless you go to an ATM andget up to date statements ordownload it you would takeages to discover this. I contac-ted the Fraud Department andwill now have to get a newcard with a new number,although mine was only issuedabout six weeks ago. I firsthave to put a hold on my cardfor three days, then I have tocontact them to cancel my cardand wait a week for my newcard to be issued. All such anuisance as one can wait in thebank for hours before you getto see a consultant these daysand then they say the lines aredown, as happened to me lastweek when I wanted to cancelmy overdraft facility. It alltakes valuable time and petroland a real nuisance.

I am curious to know if thereare others that have had thisstrange company reflected ontheir statements. Maybe theamounts differ but do checkjust in case.

Loadshedding is bad for business, ac-cording to a recent survey conductedby advisory and tax firm BDO.

“A reduction in service levels, an increa-se in operating costs, a negative impact oncompetitiveness and turnover and poorcustomer experience are all symptoms be-ing experienced by Western Cape busines-ses who are having to cope with regular lo-ad shedding during business hours,” saysBDO’s communications manager GeneaFrade.Some 98% of Western Cape respondents

With his freakishly high vocalsand lightning fast guitarskills, Louis “Axe” Lourens

has become a familiar face on theCape Town music scene.

Known to many only as Axe, Louishas been performing around CapeTown on his own and in groups forroughly 17 years now.

Axe describes his latest project Ax-enmore as a proper show band.

He says he always wanted to starta show band, he was simply waitinguntil he’d found the right people tojoin. “The problem was to find theright members that you get alongwith and can trust. They also need tobe good at what they do and profes-sional while they do it”.

Enter local musicians vocalist Tau-na Collier, bassist Rob Stemmet anddrummer Sebastian Guile and he’s fi-nally got his team together.

The group will be presenting “Dads Rock”at Hillcrest Quarry this Sunday, in celebra-tion of Father’s Day.

From shy to a ball of energyAxe and Tauna go way back. The two start-

ed performing together in 2007. While Axehad been in other cover bands before, thiswas Tauna’s first.

Although she’s usually quite shy, Axe saysTauna becomes a ball of energy on stage. Shedyed her hair red shortly after teaming upwith Axe, transforming herself into “Fire”,a stage personality she would go on to keepfor most of her career. Together the duo per-formed as Axe on Fire.

Since then, Tauna has been involved withmany other acts, including Fire n Styx,which saw her performing alongside just adrummer, Sean Nunan. The two were votedCape Town’s best band by the Cape Argusin 2012 and 2013.

Tauna’s voice also saw her become a final-ist in the 2013 Idols competition.

Sebastian’s drumming skills have earnedhim the nickname “The Hitman”. While theprofessional performer can often be seen inproductions on The Barnyard Theatre’sstage, he is as comfortable in a classroom ashe is on stage.

Armed with a BMus Education qualifica-tion from UCT and international teaching

experience, Sebastian founded the HarmonyMusic Foundation last year, which sees himsharing his music knowledge with childrenfrom disadvantaged backgrounds.

Bassist Rob Stemmet is another familiarface to northern suburbs music fans. Withtwo decades of local and international expe-rience, “The Gatekeeper” is the glue thatholds the band together.

When he isn’t playing with Axenmore,Rob is also the bass man for Pebbleman, Bou-levard Blues and Rupert Mellor & the Thun-derbirds and can often be seen performingas a session musician for popular artists atvenues like Die Boer.

Keenan Davidse notched ahat-trick of birdies overthe last four holes at the

Milnerton Links, but it was alltoo little too late as Adrian Ford(Durbanville Golf Club) powe-red to his first IGT Cape winwith a flawless seven-under-par 64 in the Milnerton Clas-sic last Wednesday.

Helped by two eagles andthree birdies, Ford soared to11-under-par 202 and finisheda stroke clear of Davidse (69)and two shots ahead of fellowSunshine Tour professionalJP Strydom (66), also fromDurbanville.

The 28-year-old Ford beganthe final round three shots offthe pace from co-leaders Da-vidse and Drikus Bruyns.

Staying patientAfter an early birdie at the

par-four second, the Durban-ville professional parred hisway to the turn, but an eagle-three at the 10th gave his titlehunt a much-needed injection.

“The front nine was fairlyfrustrating, because the putts

didn’t drop, but a clean card isalways a bonus though. I just stay-

ed patient,” said Ford.“I hit a fairly good drive at the 10th

and had 210 metres left to the pin. I

hit a three-wood to 20 feet and madethe putt for the eagle. At the 14th, Ihit a three-iron off the tee and had110 metres to the pin. I saw the ballclear the bunker in front of thegreen, but I had no idea that I holedout for another eagle until my play-ing partners started yelling.”

With Davidse hitting his stride,Ford knew he needed to make somebirdies.

“I knocked one in at the 16th anddrained another long putt for birdieat the 17th, but I knew that was it forthe round,” he said.

“The 18th is a tough hole and theytucked the pin back left, so your opti-ons are limited. If you hit it a littletoo left, you’re in the water and ifyou hit it long, you face a reallytough chip. I hitmy second just shortof the green, two-putted for par andprayed that Keenan didn’t make bir-die.”

Davidse also closed with par, han-ding ananxiousFordvictory and thewinner’s cheque worth R12 000,sponsored by The House of Machi-nes. Ford co-led with Davidse in theIGT Cape’s inaugural MetropolitanClassic after bothplayers carded 65s,but too many mistakes underminedhis chance of a grandstand finish.Hewas pleased to have a chance tomake amends.

“I amreally thrilled that Iwas ableto play solid golf for three successive

rounds with the minimum mistakesand I have to credit my caddie, Fran-cois Olivier, for some of this suc-cess,” Ford said.

IGT Cape great for amateurs“In every tournament this year on

the Sunshine Tour there has beenone bad round that has cost me dear-ly and I was determined to get itright this week. I had four bogeys inthe first round, just two in the se-cond and none today and that’s agreat feeling.

“Francois and I gelled really welland he kept me nice and patient,which was key to my round. I’m re-ally pleased that we have the IGTTour in the Western Cape now.It’snice to have some events to work onstuff and to keep competitive. It wasgreat to see awhole bunch of Sunshi-ne Tour pros competing this week. Itkeeps you on your toes and hungry.

“I think the IGT Cape is great forthe amateurs, too. It gets expensiveto travel to the IGT Tour in Gautengand this gives them the same bene-fits as the amateurs up-country ha-ve. You could see that they really en-joyed the chance to give us somestick and it’s really good on-the-jobtraining for them.”

. The next stop on the IGT Capeschedule is Kuils River Golf Club forthe Kuils River Classic from 22-25June.

Meerendal Wine Estate outside Durbanvilleon Saturday.
