The open space along Giel Basson Drive and Nathan Malach Street which has been a problem since last year has worsened and residents are irate that the matter has not been resolved. Residents and people who work in the vi- cinity have to deal with dirt strewn all over, old clothes, broken baths and packets scat- tered and the stench of human faeces on the field from the vagrants who have made it their home. TygerBurger previously reported (“Open land ‘headache,’” TygerBurger, 14 Novem- ber), that business owners and residents were outraged that the open field became a problem and they were calling for urgent ac- tion. The department of safety and security said that they were unable to take action as it is privately owned land, but that they were looking into the problem. Complaints Awie Pienaar, a business owner and resi- dent, says he has laid numerous complaints with council, but no one has given him an answer. “More and more people are living on this open space and it is a huge problem. It is an eye-sore and a health hazard. They do every- thing on this field, even use it as their bath- room and we have to endure it.” Rick O’ Connell, councillor of the area, says the vagrants who are occupying the field have increased and they are trying to control the situation. Pienaar says often people use the field as a short-cut to and from their destination and this is a danger. “I take a run and often I see women early in the morning crossing the field as they make their way to work. It is very dangerous and at any time they they can be harmed. All we want is for this matter to be dealt with.” He says it’s as if his complaints are falling on deaf ears. Red tape “Last year they told us they are looking into this matter, but surely the matter must be dealt with or at least we should be told when the problem will be solved.” O’ Connell says he wishes the matter could be resolved, but there is a lengthy procedure that must be followed. “We are also concerned over the women who use the open field as a walkway and we are pushing for this situation to be dealt with. Once it is privately owned land it be- comes very tricky, but we are trying our best.     In bevredigende toestand

    Parow police nabbed amanwhowas found

    with drugs in his possession.

    The incident happened on Monday 21

    January at 10:40, says Kevin L Williams,

    Parow police spokesperson.

    Warrant Officer Johannes Esterhuizen

    and Constable Wayne Ditloff were patrol-

    ling the area in Victoria Street, Parow

    when they spotted a white VW polo that

    never stopped at a robot. They officers in-

    structed the vehicle to pull off the road and

    as the officer approached the vehicle the

    driver grabbed a plastic bag and hid it un-

    der the seat.

    The officers asked the driver of the vehi-

    cle to get out of the car and when officers

    searched the car, they discovered nine

    packets of heroin in the bag.

    The suspect had R1 170 and 400 $ in his

    possession, says Williams.

    The suspect was arrested and charged

    with being in possession of drugs.

    Drugs stashed under car seat

    Constable Wayne Dietloff and Warrant Officer

    Johannes Esterhuyzen arrested the suspect for

    drugs.

    A 36-year-old man was caught red-handed

    by police when he broke into a house in

    Parow.

    On a Tuesday morning in January at

    09:55, Parow police responded to a house-

    breaking complaint in progress. The offic-

    ers were called out to Hanolulu the Island

    in Parow, says Lieutenant Kevin L Wil-

    liams, Parow police spokesperson.

    The police caught a knownhouse-break-

    er in the house. He used a screwdriver to

    gain entry. The stolen property was found

    in his possession. The suspect was

    charged for housebreaking and theft.

    Two suspects were arrested by Parow po-

    lice for theft out of a motor vehicle.

    The incident happened on Tuesday 22

    January at 01:50.

    The victimwas parked at a hotel and his

    passengerwindowwas rolleddownhalfway

    when the man and woman walked past,

    says Lieutenant Kevin L Williams, Parow

    police spokesperson.

    Theman then came to the car and forced

    the window open and took three Nokia cell-

    phones from the passenger seat. After grab-

    bing the phones they fled the scene of the

    crime.

    Constable Sakiwuo Simonga and War-

    rant Officer Jannie Damons responded to

    the complaint and after getting a clear de-

    scription of the suspects they searched the

    area. After a while the police spotted the

    suspects and arrested themafter they found

    the stolen items in their possession.

    The co-ordinator of the Tygerberg Associa-

    tion for Street People (TASP) in Bellville

    was suspended last week

    pending an investigation.

    Linda de Vries, TASP

    chairman, said no charges

    have been made against

    Pastor Jerry Louw, adding

    the board felt it best to ask

    him to leave whilst an in-

    vestigation into possible

    misconduct is held.

    Louw has worked at

    TASP for the past nine

    years.

    Carrie Ferreira (21), a fashion designer

    who just graduated, got a call 72 hours be-

    fore the J&B Met on Saturday, that her

    dress had been selected to be worn by Miss

    South Africa.

    The design for the flowing, rust-coloured

    Dior Satin dress was sent by the Cape Town

    College of Fashion Design, where Ferreira

    last year completedherDiploma inFashion

    Design, to the agent ofMarilyn Ramos, who

    was urgently looking for a dress to wear to

    the J&B Met.

    Ferreira was over the moon when she

    was told last week Wednesday that Ramos

    had selected her gown, which was part of

    her graduate collection.

    The dress is very soft, flowing and has

    a long train, low back and a V-neck. It is

    very tasteful andbecause of the loose fit and

    the perspex belt which cinches the waist,

    it didnt have to be tailored to fit Marilyn,

    Ferreira said.

    night I had to create a headpiece to go along

    with the dress, which she loved.

    Ferreira, who is interning as a buyer at

    Pick nPay as part of her fourth year studies

    the racetrack with her new client and said

    she was elegant yet surprisingly down-to-

    earth and exceptionally happy with her lat-

    Plans are being set in motion to utilise open

    spaces within Subcouncil 4 for a better use.

    This was highlighted at the subcouncil

    meeting on Thursday 24 January whereby

    councillors will be looking at ways to get

    more recreational activities and housing on

    the open spaces where the community and

    youth can benefit.

    The areas which are being looked at are

    open spaces situated between De Villiers,

    Frederick and Joubert streets as well as

    Duncan Street adjacent to the Parow Valley

    swimming pool.

    Currently street people are being fed

    from the hall situated on the open space clos-

    er to Frederick Street, says Clive Justus,

    chairperson of Subcouncil 4.

    A security guard is in attendance to pro-

    tect council facilities suchas thehall, but the

    significantly large piece of land is a burden

    to the sport and recreation and parks depart-

    ment that have to maintain a facility that is

    no longer being used.

    He says vagrants congregate on this land

    and cause a nuisance to surrounding resi-

    dents with riotous and abusive behaviour

    and littering.

    Parow police, law enforcement and the

    solid waste department is continuously hav-

    ing to address complaints from residents,

    says Justus.

    He says that mowing of the grass needs to

    be done at least 10 times a year and that it

    is an unnecessary cost that needs to be care-

    fully considered.

    I recognise the need for public open space

    in a wholesome community and would not

    like to see the complete change in land-use,

    but have asked the relevant departments to

    recommend to what extent the under-uti-

    lised land in Frederick Street can be set

    aside for housing.

    Justus says the other under-utilised pub-

    lic open space off Duncan Street adjacent to

    the Parow Valley swimming pool can be uti-

    lised as a sporting precinct, where tennis,

    soccer, swimming and more can be accom-

    modated.

    This area is in need of upgrading of the

    buildings and sport facilities, he says.

    The alienation of public open space is

    done together with public participation and

    the affected residents will be informed and

    consulted regarding any change in land-

    use.

    Rick OConnell, councillor of the area,

    shared his view that the land should be used

    for better purposes.

    Citys valuation roll 2012 released

    The City of Cape Town has produced the

    General Valuation Roll 2012 (GV 2012) in

    terms of the Municipal Property Rates Act,

    that governs the valuation of properties.

    The GV 2012 was signed off by the munici-

    pal valuer on 31 January 2013 and handed

    to the city manager.

    According to a city spokesperson, there

    are 815 676 properties on the GV 2012 roll

    with a total value of R913 billion.

    This is an approximate increase of about

    13 %over the total value of theGeneralValu-

    ation in 2009. The number of properties has

    increased by 39 925 since 2009.

    It has a valuationdate of 1 July 2012,mean-

    ing that the properties are valued at themar-

    ket rate on that date.

    Property rates based on theGV2012 valua-

    tions will be billed from 1 July 2013.

    Publishing the GV 2012 valuation roll in-

    cludes, publication of notices in the provin-

    cial gazette, notices in local newspapers and

    posting notices to property owners.

    The valuation roll will also be posted on

    the citys website: the GV 2012will be availa-

    ble from 21 February 2013 at www.cape-

    town.gov.za/propertyvaluationsad.

    The GV 2012 will be made available for in-

    spection at 17 public inspection venues

    across the city. City officials will be availa-

    ble at these venues to assist members of the

    publicwhowish to inspect the valuation roll

    or submit an objection. Legislation allows

    any person to lodge an objection against the

    valuation of any property on the valuation

    roll if they believe that the valuation is in-

    correct.

    An objection must be submitted on the

    prescribed objection form. The website

    (www.capetown.gov.za/propertyvalua-

    tions) contains instructions for download-

    ing the prescribed objection form.

    An objection must be well motivated. Val-

    uations on the GV 2012 were derived from

    sales that occurred around the valuation

    date (1 July 2012) and it is, therefore, best for

    an objector to motivate his or her objection

    by using information about sales which oc-

    curred around that date. Information about

    property sales have been made available on

    the cityswebsite and itwill also be available

    at the public inspection venues.

    Objectors canuse this information to iden-

    tify the properties sold comparable to their

    own properties and to motivate their objec-

    tions in this way.

    The objection starts on 21 February 2013

    and ends on 30 April 2013. Late objections

    will not be accepted.

    The Municipal Property Rates Act states

    that properties must be valued at market

    value the amount the property would

    have realised if sold on the date of valuation

    in the open market by a willing seller to a

    willing buyer. The city makes use of a com-

    puter modelling program that uses sales da-

    ta, aerial imagery and other property infor-

    mation to determine the value of a property.

    anonymous note at the Voor-

    trekker Road Corridor Im-

    provement District (VRCID)

    building.

    As the COO of the VRCID, I

    cannot allow your comments to

    go unchallenged. You are

    criticising my staff who have

    been working tirelessly the

    past six months to make an

    impact within the VRCID.

    They are averaging in excess

    of 60 hours overtime a month

    without any financial compen-

    sation at all.

    Yes, there is still a lot to be

    done; to reverse the urban

    decay in Bellville and Parow

    cannot happen overnight.

    You say and I quote: What a

    joke. There is more dirt and

    filth in Bellville and Parow

    than before. I disagree with

    you. Since 1 October to 31

    December 2012, VRCID has

    collected in excess of 14 000

    refuse bags of litter from the

    streets and parks. In addition,

    the VRCID has removed 31

    tons of illegal dumped materi-

    als, over and above that which

    the City of Cape Town collects.

    Your comments regarding

    grass on pavements and

    overhanging trees refers. This

    is a City of Cape Town respon-

    sibility and not that of the

    VRCID. Our teams concentrate

    on sweeping streets and litter

    picking. Bring this to the

    attention of your ward council-

    lor.

    In terms of drugs, I agree

    wholeheartedly with you. The

    VRCID is a public organisation

    with two law enforcement

    officers for the entire Bellville

    and Parow CBDs. Combating of

    drugs and prostitution is the

    responsibility of the SAPS and

    metro police. It is unfair to lay

    the blame for supply on

    demand at the door of the

    VRCID.

    You mention a couple of

    residential apartments, not one

    of these fall within the bounda-

    ry of the VRCID.

    On 22 January, I was home

    recovering from a back opera-

    tion when I heard the sound of

    chainsaws outside in the

    garden.

    Four men with four chain-

    saws cutting down a tree that

    took a very long time to grow.

    I went outside to request the

    workers to stop and show me

    the paperwork and who in-

    structed them to cut down the

    tree. No paperwork, no identifi-

    cation and refusal to speak

    English.

    I immediately called the

    police who did respond but did

    nothing to stop this carnage.

    The police went to the munici-

    pal council and came back with

    the name of the official who

    had appointed these tree

    trimming contractors.

    A request to the municipal

    council for trimming of this

    specific tree the correct way

    was placed in August 2012. The

    municipality responded that

    they had a backlog in trimming

    trees and appointed unscrupu-

    lous contractors who are doing

    their own thing with no regard

    to people or trees.

    All the useable branches were

    neatly sawed and packed on the

    contractors vehicle (probably

    for reselling) and the branches

    that had leaves on were left on

    the pavement.

    Humans have abused earth

    for so long that the few of us

    who do care about nature just

    get ignored.

    While running through Majik

    Forest on Sunday 3 February, I

    unexpectedly ran through a

    piece of fishing gut that was

    tied between two trees on

    opposite sides of the path. I was

    luckily not too badly hurt.

    Its tied at the exact height of

    a cyclist on his bike. Please be

    careful when riding down the

    path; it is very dangerous.

    It could be a bad prank

    played by some kids in the area

    or vagrants trying to steal

    bikes.

    LAND USE PLANNING ORDINANCE, 1985 (ORDINANCE 15 0F

    1985) AMENDMENT OF ZONING SCHEME REGULATIONS IN

    TERMS OF SECTION 7(2), SECTION 8 AND SECTION 9(2)

    The Minister of Local Government, Environmental Affairs and Development Planning intends to amend in

    terms of section 9(2) of the Land Use Planning Ordinance, 1985, (Ordinance 15 of 1985) (LUPO), the zoning

    scheme regulations approved in terms of Provincial Notices 1047 and 1048 of 5 December 1988 as amended

    by Provincial Notice 177 of 2009, regarding the powers of municipalities in terms of the Ordinance to grant

    or refuse applications for departures and subdivisions, including instances where restrictive title conditions

    are involved, as follows:

    1 DEPARTURES

    1.1 Regulation 2.1 of the Scheme Regulations made in terms of section 7(2) of the Ordinance and

    published in Provincial Notice 1047 of 5 December 1988 to supplement the Scheme Regulations

    relating to the zoning schemes set out in the Schedule thereto as amended by P.N. 177/2009 of

    29 May 2009, shall be amended to read as follows:

    A Municipal Council may in terms of subsections (1)(b) and (5) of section 15 of the Ordinance

    respectively grant or refuse an application for a departure, or determine an extended period after

    which such departure shall lapse: provided that, where the Council authorises the utilization of

    land on a temporary basis as contemplated by section 15(1)(a)(ii), such concession shall be granted

    for a maximum period of five years, with the exception of a departure for a mining activity, in which

    case the concession may be granted for such number of years as is related to the expected lifetime

    of the mine concerned.

    1.2 Regulation 5.1.1 of the Scheme Regulations made in terms of section 8 of the Ordinance, published

    in Provincial Notice 1048 of 5 December 1988 as amended by P.N. 177/2009, shall be amended to read

    as follows:

    A Municipal Council may in terms of section 15(1)(b) section 15 of the Ordinance respectively grant

    or refuse an application for a departure, or in terms of section 15(5) determine an extended period

    Notwithstanding regulations 2 and 3, all conditions restricting subdivision, the number of buildings

    that may be erected or the utilisation of land or any other restrictive conditions which may have a

    bearing on the rezoning, subdivision or departure applied for and registered against the land unit

    shall, where applicable, first be removed prior to an application being granted.

    3.2 Regulation 5.3 of the Scheme Regulations made in terms of section 8 of the Ordinance, published

    in Provincial Notice 1048 of December 1988 as amended by P.N. 177/2009, shall be amended to read

    as follows:

    Notwithstanding regulations 5.1 and 5.2 of these regulations, all conditions restricting subdivision,

    n Hartgebroke troeteldiereienaar beskuldig n plaaslike veearts

    daarvan dat hy haar hond na bewering met wreedheid behandel

    het toe hy onlangs n n slangbyt by die spreekkamer uitgesit is.

    Sy het die saak verlede week by die Suid-Afrikaanse Raad vir

    Veeartse aanhangig gemaak vir n ondersoek en beoog ook om

    hom in die siviele hof aan te vat vir pyn en leiding.

    Intussen het die veearts di bewerings ontken.

    Charlene van Zyl van Proteahoogte het saam met haar twee

    honde-kinders, Benjamin, n Great Dane, en Brakkies, n 11-jari-

    ge JackRussel, n week ofwat gelede in n oop veld nabySchoonge-

    sicht gaan draf, toe Brakkies gepik is.

    Ek het gesien hoe Brakkies val en die gras beweeg, en het dade-

    lik besef dat hy deur n slang gepik is enhet dadelik naVetcare-die-

    rekliniek in Proteahoogte, die naaste veearts in die omgewing, toe

    gejaag, s sy.

    Daar aangekom het sy dadelik om hulp geroep vir iemand om

    haar in die bakkie te kom help met Brakkies.

    Volgens Charlene het sy in daardie stadium aan die betrokke

    veearts, dr. Avron Taite, ges dat Brakkies deur n slang gepik

    is en dat Taite dit ook beaam het deur die slangbyt in Brakkies

    se mond aan haar uit te wys.

    VolgensCharlene het hy glo aanhaar ges dat sy eers n deposito

    van R3 500 moet betaal voordat hy die hond sal behandel deur n

    teengif toe te dien.

    Hy het ook ges dat hy die een of ander toets moes doen om

    vas te stel watter tipe slang Brakkies gebyt het, en dat Brakkies

    aan n ventilator gekoppel moes word.

    Ek het vir hom ges dat ek nie my beursie by my het nie en

    dat my man later n elektroniese betaling sal doen. Ek het hom

    gesmeek om Brakkies se lewe te red en dat sy tyd vinnig besig

    was omuit te loop.Ekhet selfs vir homges dat hymaarmybakkie

    kanhou todat ek die betaling gemaakhet enmymotorsleutels aan-

    gebied,maar hywouniksweet nie, volgens n hartseer Charlene.

    Volgens Charlene het Taite haar toe geadviseer om Brakkies

    eerder uit te sit as sy nie die behandeling kan bekostig nie.

    Dit sou haar slegs R530 gekos het, maar Charlene het weer eens

    aan Taite verduidelik dat sy geen kontant aan haar het nie omdat

    sy direk van haar draffie na die veearts toe gejaag het.

    Brakkies het teen daardie tyd al so gely en ek kon sien dat hy

    in erge pyn was. Ek het toe toestemming gegee vir Brakkies se

    lyding om beindig te word en gevra dat hulle hom dadelik moet

    uitsit. Maar weer eens het die veearts ges hy gaan dit nie doen

    voordat hy die kontant of bewys van betaling gesien het nie, ver-

    tel sy verslae.

    Ek het toe inderhaas gerel dat my buurvrou die geld vir my

    bring, maar dit het haar n verdere 15 minute geneem om tot by

    die spreekkamer te kom. Toe ons uiteindelik betaal het, het Taite

    eers aan n kat gewerk wat nie ernstig was nie terwyl Brakkies

    sonder enige pynverligting in n hok gel en doodgaan het.

    Dit was verskriklik! Geen dier moet ooit so ly nie.

    Charlene se buurvrou, Louise Wilson, wat haar intussen ook

    daar aangesluit het, voeg by: Toe die assistent Brakkies uiteinde-

    lik uit die hok uitgehaal het, was hy reeds styf en het uit sy oortjies

    en snoetjie gebloei. Hy het ook begin om op homself te ontlas as

    gevolg van spierverslapping en skok.

    Enigiemand met n hart sou dit moelik gevind het om te aan-

    skou. Ek self het geen troeteldiere nie, maar dit was selfs vir my

    n traumatise ondervinding en niks minder as wreed nie.

    n Paar minute voor sy dood, het die veearts hom ingespuit en

    toe in n swartsak gesit en aan Charlene oorhandig terwyl daar

    bloed en ontlasting uitgeloop het.

    Meer as n week later is Charlene nog steeds stukkend oor die

    dood van haar geliefde hond en sien sy die veearts se optrede as

    wreedheid. Buite op sy spreekkamer staan sy motto geskryf:

    Deernis in n pynvrye omgewing, maar vir Brakkies was dit net

    pyn tot die einde toe.

    Volgens dr. Tait was Brakkies nie noodwendig deur n slang ge-

    pik nie en het hy ook nie tekens van pyn getoon nie.

    Hy is opgeneem, maar daar was geen tekens van pyn of skok

    te bespeur by die hond nie. Ek kon ook nie n slangbyt by die hond

    bevestig nie. Ek het al die opsies aan die klint gestel en aangebied

    om die hond aan n drup te koppel. Sy het egter volgehou dat ek

    hom moet uitsit, en dit terwyl hy reeds in die hok besig was om

    beter te word, het Taite telefonies aan TygerBurger ges.

    VolgenshomwasCharlene self inhewige skokwat dit baiemoei-

    lik gemaak het om suksesvol met haar te kommunikeer.

    Sy het onsamehangend gepraat en het geen sin gemaak nie.

    Hy wou nie in die stadium enige verdere vrae van TygerBurger

    beantwoord nie, maar het wel bevestig dat hy die klagte formeel

    gaan verdedig. Hy het later bygevoeg dat daar nog feite aan die

    lig gekom het wat Charlene nie weergegee het nie, en dat hy die

    saak ten sterkste sal verdedig.

    ThomasModiba, regsbeampte by die Suid-Afrikaanse Raad van

    Veeartse in Pretoria, het bevestig dat geen veearts noodbehande-

    ling mag weier in n noodgeval nie, met of sonder n geldelike

    deposito. Hy het verder ges dat alle klagteswat by die raad aange-

    meld word, ondersoek word en voor n tribunaal aangehoor word.

    Die eedwat deur veeartse afgelword,meld dat hulle hul profes-

    sie ten alle tye met eerlikheid en integriteit sal uitoefen en ho

    professionele en wetenskaplike standaarde sal handhaaf.

    Verder meld dit: Ek sal my pasinte behandel na die beste van

    my wete en nooit opsetlik benadeel nie. Ek sal my kundigheid en

    vaardighede gebruik om die welsyn en gesondheid van diere en

    mense te beskerm.

    It took just two minutes for bystanders to

    knowwhat Jean-Marc Johannes is all about.

    One moment he was suspended in the air

    with a twisted body and the next he was on

    his backside with a twisted ankle.

    The pain would sendmost limping off, but

    Jean-Marc walked the limp off and then he

    pulled the move off perfectly!

    This 22-year-old skateboarder from the

    southern suburbs is one of the best in the

    country. In fact, if skateboarding was a com-

    pany he would be on the board, because

    thats where he belongs.

    some time on the floor

    I have sprainedmy anklemore than I can

    count! One should just brace yourself for the

    fall If youve takenmany bails before then

    you knowhow to do it. Youll land and ninja-

    roll for like a few metres. Dont just let the

    fall happen, he says philosophically.

    Cool people like Jean-Marc use the word

    bail, but Jean-Marc is not a bailer. He is

    a class skateboarder who has strutted his

    stuff on the international scene and he will

    also be competing at the UltimateX event at

    the V&A Waterfront on 16 February.

    He certainly knows what hes doing, so he

    has plenty of advice for beginners.

    When you start skateboarding there will

    come a time when youll think that this is

    not for you. I started 10years ago.Youll start

    doing basic tricks such as the olly, kick flips

    and pop-shove. I started having more fun

    with it and I started understanding the ba-

    sics and finally I thought upmy own tricks,

    he says.

    Gnarly (is that word still cool?) combina-

    tions of tricks will include names such as ol-

    ly, laser flip, hard flip, kick flip, front-side

    flip and darkside grind.

    One of Jean-Marcs greatest memories in

    his career happened in Amsterdam when

    skaters from all over the world had to per-

    form three of their best tricks for a place on

    the 10-man podium.

    The first was a flip-grab combo, then

    someone else landed something way better

    and I thought Id have to step it up a bit. Then

    I landed a double backside flip, but then

    someone landed something that was like a

    combination of four tricks. The guywent up,

    did a flip trick to a manual trick and then

    he went down a rail! That was amazing! My

    last one was a double-big spin flip down a

    set of stairs.

    I didnt expect anything, then they called

    my name and I got a podium place! I thought

    they were joking!

    vative action plan for arts development to-

    talk about herbs and their

    uses at the meeting of the

    Durbanville Garden Club

    on Wednesday 13 Febru-

    ary from 19:30 in the Dur-

    banville library hall.

    The club will also

    present its annual general

    meeting at the same time.

    Kitley has a deep knowl-

    edge of herbs and vegeta-

    bles and has an extensive

    variety in her nursery in

    Stellenbosch, where she

    presents workshops on

    this subject.

    She will also discuss the

    medicinal, culinary and

    insect control uses of

    herbs and will bring

    plants for sale to the meet-

    ing.
