Het hierdie omie van Oosterzee nou
net vir hulle ges wat hulle gedink het hyt
ges?
Met sy wysvinger-en-duim-rewolwer uit-
gesteek na hulle s Kobus van Zyl weer:
Stand or Ill shoot you!
Daar was nie n rolbos in sig nie, maar dit
was straks soos n humoristiese oomblik in
n Wilde Weste-fliek.
Die skurke het besluit om hom te ignoreer
enhet in hul kar geklimom te ontsnap,maar
Kobus het nie twee keer laat wag op homnie
en het toe summier die sleutel uit die aansit-
ter getrek.
Dit was die laaste strooi! Een van die ro-
wers stap toe na Kobus, lig sy swaar hamer
bo sy kop en swaai ...
Net n paar minute vroer het die drie
mans, van wie twee van Mpumalanga is, ge-
dink hulle gaan n voorspoedige huisin-
braak sonder voorvalle h.
Morn Kriel, n buurman van die slagof-
fers, het egter glashoor breek terwylhyDon-
derdag om 11:40 in sy sitkamer gesit het.
Toe hy by die venster uitkyk, sien hy n
onbekende goudbruin Toyota Etios in sy bu-
re se oprit.
Hyhet ook gesienhoe die inbrekers n koe-
voet gebruik om by die huis in te breek.
Ek het uit ondervinding besluit om nie
te skreeu op die ouens nie, want ek wil nie
h hulle moet ontsnap nie. Toe bel ek die po-
lisie en gaan na Kobus se huis in die pad af,
s Morn. Albei van hulle is aktiewe lede
van die Oosterzee-buurtwag.
Dit was toe dat Kobus in sy kar na die huis
gejaag het en die drie in die oprit raakgeloop
het. Ek het besluit om bietjie te gesels met
hulle, lag Kobus.
Nadat hy hulle gedreig het met sy vinger,
het hulle hom met n tienpond-hamer oor
die kop probeer slaan, maar gelukkig was
die man te na aan Kobus toe hy swaai en het
net die handvatsel Kobus teen die kop getref.
Dit het als so vinnig gebeur, s hy.
Ek dink hulle het toe die karsleutels by
my gevat en in my kar probeer wegry, maar
ek was weer op my voete. Toe ruk ek weer
die karsleutel uit die aansitter van my eie
kar!
Van een voertuig beweeg die inbrekers toe
maar weer na die eerste hierdie keer kon
niks of niemand hulle keer om weg te jaag
nie. Die paar minute van chaos in die oprit
van die slagoffers was genoeg vir die polisie
om die woord onder hul lede en di van mis-
daadsvoorkomingseenheid te versprei.
Hulle het, volgens Morn, baie vinnig ge-
reageer.
Jacques Kies, ondervoorsitter van die
buurtwag, het tydens die onderonsie in
Frans Conradie-rylaan op sy motorfiets ge-
ry. Toe hy links gekyk het na die dienspad
waar die huis gele is, het hy opgemerk dat
daar iets aan die gang is.
Ek weet daar is net een roete wat die drie
kon gebruik het omdaar uit te kom. Toe jaag
ek daarna en wag hulle in, s Jacques.

hen one of the City of Cape Towns
habitual good payers fell into ar-
rears on his water bill last year, the
Citys procedural conduct was questioned.
What is expected of the City if they serve
a warning notice to a residence?
Can they just drop it off in a postbox?
The son of the affected family, Niel Mar-
ais, struggled for months to understand
why his parents must pay what he believed
was a penalty charge of R111.40.
He also studied section 115 of the Munici-
pal SectionsAct tounderstandhow its legal
for the City to deliver a warning notice in
the postbox.
This section coverswhatprocedureshave
to be followed to serve important docu-
ments or notices on someone.
This particular warning notice served on
the habitual good payers warned them
that if they did not address the arrears on
their water bill, then it would be cut off.
TheCitysMaycomember for finance, Ian
Neilson, claims they do serve, and have ev-
ery intention of serving notices in adher-
ence with section 115.
He adds that certain circumstances how-
ever prohibit full implementation of the
process. Section 115 states that a notice or
document is considered served when it has
been delivered to that person personally,
when it has been left at that persons place
of residence or business with a person ap-
parently over the age of sixteen years, or
when it has beenpostedby registeredor cer-
tified mail to that persons last known resi-
dential or business address.
If the persons address is unknown, it can
be served to that persons agent or repre-
sentative, or if their addresses are also un-
known it can be posted in a conspicuous
place on the property or premises to which
it relates.
Nielsen continues: In serving the warn-
ing letter, there should be procedural fair-
ness. The owner/occupier of the property is
entitled to and should be given 14 days no-
tice in order to approach the relevant mu-
nicipality, within the notice period, to chal-
lenge the proposed letter. One can also ter-
minate or settle the arrears. According to
a relevant court
judgement on the
serving of letters
the notices could al-
so be displayed in a
prominent position
in the building.
Nielsen indicates
that it was only be-
tween themonths of
August and Decem-
ber that the account
went into arrears
and that it has been rehabilitated since.
However, it has taken a considerable
amount of effort to get to this outcome.
Maraiss parents first received a notifica-
tion at the end of October that their pay-
ments had been in arrears for threemonths.
Marais sums up his ordeal: They owed
R1297.31. I notified authorities at the call
centre that the account will be paid in De-
cember, and was told that the water will in
any case not be cut off before the end of De-
cember. In December my parents received
a warning letter in their postbox that their
water will be cut off if they didnt pay at
least R845 of the account before 9December.
On 3 December an amount of R850was paid.
On 15December the accountwas settled. On
17 December they received an account with
a penalty of R111 for late payment.
TygerBurgers queries and the subse-
quent answers by the Citywas the first time
Marais heard that this R111was actually for
the delivery of the warning letter to the
property (in terms of the approved tariff
schedule).
Marais continues: On 24December I con-
tacted the call centre againandwas told that
the penalty will be written back and that
they will get back to me in seven working
days. On 3 February I received an email in
which I was told the penalty could not be
reversed as the account was in arrears.

standing was a penal-
ty charge, despite
talking to City of
Cape Town employ-
ers, some in high-up
positions.
The amount of
R111.40 was finally
written off.
The affair has left a
sour taste in the
mouth of Marais.
He is now questioning procedure, a per-
ceived lack of communication and the sys-
tem in general.
Mayco member for utility services, Ern-
est Sonnenberg, denies that there is a lack
of communication between departments.
It must be noted that the debt manage-
ment process is system driven and func-
tions via notifications and works orders
created on this system. As such, comments
above regarding waiving fees were proba-
bly made due to a lack of experience.
Nielsen says the reversal was performed
as a warning letter cost (dunning charge
cost), but reflected on the account as a Re-
quest Deposit Conversion due to a techni-
cal error that the City is in the process of
resolving.
The City encourages residents to contin-
ue paying their accounts in order for the
City to continue providing services to all.
However, it is also important tomention
that when his account went into arrears, he
should have approached the City.

tuie deelgeneem aan die wilde jaagtog deur
die strate van Parow.
Ongelukkig vir die inbrekers het hulle n
verkeerde afdraai in Sarel Cilliersstraat ge-
vat n doodloopstraat.
Hulle het toe deur sekerheidshekke van
die Parow-munisipaliteit gejaag, maar Jac-
ques en die polisie was steeds op hul hakke.
Die drie voortvlugtiges het uit die kar ge-
spring en uitmekaar gespat, met die polisie
en lede van die misdaadvoorkomingseen-
heid agter twee aan, terwyl Jacques die der-
de een op sy motorfiets agterna gesit het.
Lt. Kevin Williams, Parow-polisiewoord-
voerder, brei uit: Gou was al drie gearres-
teer vir huisinbraak.
Onshet die voertuigdeursoeken n groot
televisiestel, n tablet en ander huishoudeli-
ke items gevind.
Ons het ook vasgestel dat twee van die
mans van Bushbuckridge in Mpumalanga
is en die derde van Mfuleni. Die Toyota is
n gehuurde voertuig van Gauteng met vals
registrasienommers.
Die eienaar van die gesteelde eiendom
het op die toneel sy besittings kom uitken.
Hy het elke betrokke persoon bedank vir
die spanwerk wat tot die arrestasies gelei
het.
Die drie verdagtes word tans in die Pa-
row-polisiekantoor se selle aangehou.

lattekloof Road will be getting amajor
facelift when construction to turn it
into a dual carriageway begins in less
than three weeks.
All in all, we will spend approximately
R100 million on the project first of all to
build a new carriageway south of the exist-
ing Plattekloof Road and secondly to refur-
bish the existing Plattekloof Road after we
have completed the construction of the new
carriageway, said City of Cape Towns
Mayco member for transport, Brett
Herron.
Once completed, this important artery
will be a dual carriageway all the way from
theN7 freeway in thewest to theN1 freeway
in the east.
Thenewcarriagewaywill bring great re-
lief to motorists in terms of traffic allevia-
tion in this area and it is also being built
as part of the conditions of approval for the
new Richmond Business Park development
(RBPD).
The RDPD is collaborating with the City
on this project.
The first phase is to commence at the in-
tersection with Tygerberg Valley Road.
Contractorswill construct thenewdual car-
riagewaynext to (south of) the existingPlat-
tekloof Road, all the way to the intersection
with Bosmansdam Road, covering a dis-
tance of about 2.2 km.
The second phase of the construction of
the new carriageway will cover the section
between Bosmansdam Road and Gert van
Rooyen Avenue, covering a distance of ap-
proximately 1.2 km.
The third and final phase entails the reha-
bilitation of the existing Plattekloof Road
and is only to commence after the new car-
riageway is completed.
We intend to build the new carriageway
within 12months or so and then to complete
the rehabilitation of the existing roadway
within the following eight months.
Wewill try our best to keep to these time
frames, but residents should bear in mind
thatunforeseen challenges andbadweather
may lead to delays that are beyond our con-
trol, said Herron.
Importantly, the existing Plattekloof
Road will be open to two-way traffic for the
duration of the project while the new car-
riageway is being built.
Plattekloof Road gets a twin
Parklands College learners Ste-
phan Cilliers and Luke Bowles
have developed an app called Sim-
ple Learning Time in collabora-
tion with two Junior Preparatory
teachers in order to help teach
Grade 1 to 3 learners how to tell
the time.
The teachers requested this app
when the application they were
using disappeared from the App
Store.
Simple Learning Time is a free
educational app that has both a
digital time and analogue clock
display. Students can move the
hands of the clock to display dif-
ferent times of the day in both 24
hour and 12 hour formats.
A rotating background indi-
cates whether it is night or day.
This canbeused inmany funways
in the classroom.
Parklands College runs numer-
ous programmes to develop entre-
preneurial and real-world skills in
its learners. Mobile Application
Development is one of these pro-
grammes. This programme teach-
es learners how to research and
identify a need in a market, come
upwith ideas for an app to address
the need, develop the app and re-
lease the app on theApple applica-
tion store, then finally to market
it.
This is part of a Parklands Col-
lege and Christopher Robin Pre-
Primary initiative to teach
learners how to develop relevant
commercial and educational ap-
plications for the South African
market to solve real world prob-
lems and challenges.
Learners develop time app for little ones
Luke Bowles and Stephan Cilliers have developed an analogue and
digital time application called Simple Learning Time to teach
learners how to tell the time. The free app is available for iPad on
the iTunes App Store.

Do what you can for a charity of your
choice, says Portuguese Welfare and Cul-
tural Organisation (PWCO) committee
member Vera da Silva.
It is each and everyones responsibility
to help out where they can.
PWCO spreads the goodwill of the public
specifically to elderly people in need, and
has helped thousands since the organisa-
tion first came to being in 1986.
Better known for the popular Blessing of
Fishing Fleet Festival organised annually,
PWCO will hold a 4km and 8km fun run on
Wednesday 27 April in Parow.
All themoney generatedwill be ploughed
into their operations to assist the elderly
where they can.
Da Silva, who is the fun run organiser,
hopes to see more than 250 people support
the second fun run of its kind in the area.
Last time about 100 enjoyed the event
with us, she smiles. This small event will
bring communities closer to one another
and is open to people of all ages, height and
fitness levels. The route starts and finishes
at the PortugueseWelfare and Cultural Or-
ganisation,which is on the corner of 1stAv-
enue and Frankfort Street in Parow.

and R20 for children under 12.

communities
Pennys Market and Friends will hold an
art, craft and food market this Saturday (16
April) from 09:00 to 14:30 in the Edgemead
community hall.
Many interesting craft tables, tea, coffee
and tasty treats will be on sale.

Zip Zap Circus School will host their
first ever Family Fun Day on Sunday
(17 April) from 11:00 to 15:00 at their
circus dome behind Artscape Thea-
tre.
Circus workshops will give partici-
pants a chance to learn how to walk
the wire, do tricks on a trampoline,
and juggle. A Nandos lunch and can-
dy floss will keep energy levels high
and face paintingwill put everyone in
the mood for more entertainment.
Circus games, a lucky draw of raffle
prizes, four bungee trampolines and
bouncing on a jumping castle are
some of the attractions to expect at
the Zip Zap Family Fun Day.
The day will end with a perform-

bore is. Verlede Maandag is die apparaat
aangeskakel.
Die kind sema, Yusrah, s die oomblik toe
die gehoorapparaat aangeskakel is, was een
van die bestes in haar lewe.
Toe hy sy pa se stem hoor, het hy sy o
so snaaks gedraai. Ons het uitgebars van die
lag. Dit was n onwerklike oomblik, sOtto.
Haar droom is nou dat Fayaaz eendag na
n hoofstroomskool toe kan gaan.
Dit is wonderlik dat my kind nou die ga-
we van gehoor kan h. Ons weet dit is nog
n lang pad voor hy heeltemal kan hoor,
maar ons is bereid omdie pad saammet hom
te stap. Dit sal wonderlik wees as hy kan be-
gin praat, s Otto.
Sy is vol lof vir die gehoorspesialis wat
met Fayaaz werk. n Mens kan nie ophou
dankie s vir wat Surida Booysen vir my
kind doen nie. Ons is ook baie dankbaar vir
almal wat gehelp het om ons tot by hierdie
oomblik te bring, s sy.
Weldoenershet betaal vir Fayaaz se opera-
sie, wat amperR300 000 beloop het. Sommige
bied hul dienste gratis aan.
Booysen s Fayaaz gee haar hoendervleis
so goed vorder hy. Ek het hom Vrydag ge-
sien en hymaakmy baie opgewonde. Vir die
volgende ses weke gaan ek hom elke Vrydag
sien, maar in di stadium is ek baie tevrede.
Sy ouers verstaan ook hoe die sisteem werk
en kyk goed na die apparaat. Selfs Fayaaz is

Police commend victim for description

umber 6 Short Street inParowwas fre-
quented by police last week when two
separate incidents led them to the
house.
In the first, a woman was arrested for rob-
bery after the complainant followed her and
two other suspects all the way from Lovers
Lane in Bellville to the house in Parow.
The suspects allegedly stole items to the
value of R20 000 from the complainant.
Parow police spokesperson Lieutenant
KevinWilliams commends the complainant
and suggests that others follow his example.
The complainant supplied us with
enough information to make the arrest, as
well as positively identifying the female sus-
pect, says Williams.
Our officers were on crime prevention
duties when they were informed that the
suspects fled into a house in Short Street.
Once there we were approached by the com-
plainant, who confirmed that three suspects
robbed him of cellphones, bank cards and
cash.
The police searched the premises and
found one of the suspects, alongwith the sto-
len property.
She was arrested and transferred to Bell-
ville Police for further investigation.
In the second incident two suspects were
arrested for the possession of ammunition
and the unlawful possession of police cloth-
ing.
Says Williams: Once again we were on
crime prevention duties when ourmembers
spotted a suspicious lookingvehicle in Short
Street. They stopped and searched the silver
Polo.
In the boot of the vehicle they found two
bags one which contained several police
uniforms.
We also found a handgun with a live
round inside, he says.
When the suspects were asked who the
clothes belonged to they answered that it
was the property of someone living in the
Short Street residence.
After their arrest they were also trans-
ferred to Bellville.
. The latest arrest came just days after
three peoplewere robbed by suspects posing
as police officers in Plattekloof.
The complainants were parked at Platte-
kloof duckpondwhen someonewithapolice
bulletproof vest knocked on their window,
ordered themtoget out and searched the car.
After finding the complainants didnt
have any money on them, the suspects ac-
companied them to an ATM and stole more
than R2 000 from them.
Provincial police spokesperson Captain
FC van Wyk said afterwards that victims of
this kind of crime shouldnt resist and re-
main vigilant.
Look for special features of the perpetra-
tors such as name badges, registration plate
number and type of vehicle anything that
can help in the investigation of the case
when reported, he concludes.

Blind people capable of taking lead

orrest Gump had it wrong. Life is not
a box of chocolates, its a kaleidoscope.
With the flip of a wrist realities are
shredded and the world takes on a totally
new shape.
Fitting words to depict the experience of
the blind; spoken by executive head Freddie
Botha last Wednesday evening when the In-
stitute of the Blind celebrated its 135-year
history.
To mark the occasion the institute, for the
first time ever, changed its name. It will now
be known as Kaleidoscope, changing its fo-
cus to being a commercially viable entity,
with a rousing pay-off line: Let the blind
lead.
This, according to Hein Wagner, Kaleido-
scopes brand ambassador, places the focus
on visually impaired persons as complete
citizens in the community capable of taking
the lead in society.
Dinner to mimic blindness
The point was powerfully illustrated with
a Dinner in the Dark event, unlike any this
journalist has ever seen.
The windowless dining hall at Langver-
wacht Wine Estate in Kuils River was pitch
black, entered into through aheavily draped
black tunnel to eliminate every point of light
and shade. This attempted to mimic com-
plete blindness and organisers made very
sure they missed nothing when cellphones,
cameras and anything that could possibly
provide light were confiscated at the door in
a somewhat fascist manner.
Wagner, who has been blind since birth,
explained total blindness as not only the ab-
sence of light, but also a complete loss of
depth perception, the ability to determine
distances between objects and see the world
in three dimensions, with no option of re-
prieve.
If this was not immediately understood by
dinerswhen they entered the hall, it soon be-
came very clear. A menacing nothingness
pitch black, heavy and flat wrapped up
your entire consciousness to threaten your
very existence.
For some, strangely this was a cue to give
way to their inner boisterousness, whereas
for most, I imagine, the darkness was op-
pressive.
I for one couldnt keepmy eyelids open aft-
er only a few minutes and cowered down to
protect myself from the overpowering dark-
ness. It is hard to say exactlywhen ones oth-
er senses kick in, butmercifully they do, and
when this happens you can somewhat relate
to Wagner when he says welcome to the
magical world of the blind.
Wagner, despite his blindness, has many
accomplishments to his name and lived by
the motto that Impossible is Nothing.
He ran the Antarctica, Two Oceans and
New York marathons, completed several
Cape Town Cycle Tours, tackled the white
waters of the Zambezi River, not to mention
climbing the ten highest mountains in the
Western Cape. He was the perfect host in a
most bizarre setting sighted people having
fun at being blind.
Diners enthusiastically piped out at how
magnificent it was to actually smell the in-
gredients in the salads they were eating, as
if feta cheese suddenly tasted better sar-
donic, but true.
A crew of blind and partially blind wait-
rons were our only salvation and in the pro-
verbial land of the blind, Erasmuss one-
eyed man was truly king.
These waitrons expertly guided every lost
soul to their exact seats at the tables, to the
restrooms when needed, passed the wine,
found the cutlery and served a plated three
course meal. Astonishing.
Blind people in the modern world are of-
ten unseen; invisible to a sighted society,
and we want to change that because the
blind have such unlimited potential and so
much to offer to theworld, said Botha. Hu-
man awareness can be likened to a kaleido-
scope and we know that with a simple twist
of perception so much can be revealed. This
is what has led us to the new name for the
refreshed, revived Institute for the Blind.
The institute presently receives only 15%
of government aid and is therefore solely re-
sponsible for the generation of 85% of the to-
tal operational expenses.
It is therefore important that we should
strive to becomemore self-sustainable to en-
sure a future for our personswho are visual-
ly impaired, Wagner explains.
He says the institute is settingup sustaina-
ble partnerships with local and internation-
al business entities to strengthen the brand
and grow its product offering. By raising
the bar in becoming a world leader in all
things blind related, our aim is to inspire the
blind and sighted alike to be successful no
matter the challenge.
97% of visually impaired unemployed
Wagner says the name change reflects an
international character and opens doors to
new opportunities, projects and funding.
A few of our goals include the develop-
ment of a one-stop resource centre for blind
and deaf-blind persons at our information
centre, the establishment of a modern tech-
nology training centre at our adult career
development department, the marketing of
the institute as one of the best tourist attrac-
tions in South Africa, and to establish more
viable partnerships with the corporate sec-
tor and businesses as well as to enhance ex-
isting partnerships.
He says they are also in the process of
transforming the production units to be-
come more sustainable. Already innovative
products have been launched including a
new coffee brand, wine etiquettes, cane,
weaving, wood, mattress, metal, arts, crafts
production and sales.Employment is one of
the biggest challenges the blind face in
South Africa this is evident in light of the
fact that 97%of the visually impaired areun-
employed.
It is also our goal to create more opportu-
nities for job placement of visually impaired
persons in the open labourmarket, he adds.
Public ignorance and societys general
lack of knowledge of the blind, expensive as-
sistive devices and training, inaccessibility,
school training and provision of Braille text
books are othermajor challenges the institu-
tion faces.
Peadar Hegarty, whoworks with the team
as a strategic advisor, says that thenewposi-
tioning will help Kaleidoscope change how
the world sees the blind.
Kaleidoscope projects inspiration, ema-
nating from this wonderful community of
blind and deaf blind persons who, far from
seeing themselves as disabled, actually live
their lives as people of unimaginable ability.

heCity ofCapeTowns rates estimator
which is available on its valuations

This is to help property owners to assess
the proposed change on the rates portion
of theirmunicipal bill as part of the general
valuation process for 2015, the City says.
The City recently tabled its draft budget
for the 2016/2017 financial year.
This year however, due to the latest gen-
eral valuation, the proposed cent-in-the-
rand onwhich the proposed rates increases
are calculated, has also been tabled.
The City is now proposing that the cent-
in-the-rand reduces by 7% for residential
properties.
This is largely due to the total value of
the latest general valuation that has gone
up significantly, City bosses explain.
Although there is still a valuation objec-
tion process under way and the final value
could be somewhat lower, on the residen-
tial side we have essentially seen a growth
of approximately 18% since the last valua-
tion in 2012, says deputy mayor Ian Neil-
son. In addition, the Citys latest general
valuation shows that the total valuation of
all rateable properties has increased from
R911 billion in 2012, to R1156 billion in 2015,
which is an important reason for the de-
crease in the rate-in-the-rand or the rates
portion of a municipal bill.
He says the City sets a budget that is
needed from rates income for essential ser-
vices suchas fire anddisaster risk services,
street lights and traffic lightswhich benefit
all residents but which do not generate an
income.
The total value of all properties within
the municipal boundary, according to the
valuation roll, is then used to calculate
what portion of a cent out of the rand value
of the property is needed to achieve the set
budget needed from the rates income. If
property values increase, the cent tariff
will decrease, says Neilson.
He adds that property valuations are
therefore not done to chase a surplus or to
make money out of ratepayers.
The budget needed for these municipal
services is carefully calculated and proper-
ty rates contribute to this budget, Neilson
says.
Theobjectionprocess for the latest gener-
al valuation is still underway and if a prop-
erty owner disputes the valuation of their
property, a well motivated objection may
be submitted to the City valuer by no later
than 29 April.
In this objection, the property owner
must show why the market valuation is in-
correct.

Creative ideas awaited for GTPs Dragons Den
They comeupwith aunique socially innova-
tive plan, and the Greater Tygerberg Part-
nerships (GTPs) competition turns it into
a reality.
They refers to the participants in the or-
ganisations Social Innovation Challenge,
which the GTP hopes will have significant
benefits for the Tygerberg region as awhole.
Whilst the top two projects will each re-
ceive R32 000 in funding, all the shortlisted
projects will receive guidance and input
from top international innovation consult-
ancy Idea Couture, said Chris OConnor,
CEO of the GTP.
Thenon-profit organisation facilitates col-
laboration between stakeholders in the Tyg-
erberg region to help build social and eco-
nomic prosperity.
As part of thismandate, the Social Innova-
tion Challenge was conceived to help the
GTP tackle the socio-economic problems fac-
ing the region, including unemployment,
homelessness, crime, drug abuse, urban
grime, limited transport and accommoda-
tion.
The competition is open toanyone, provid-
ed their solution benefits the greater Tyger-
berg region.

Ann initial submission is required by
20 April, after which a shortlist of projects
will be drawn up.
Each of the shortlisted teamswill be given

It annoys me as an animal
lover that when the circus
comes to town, the very next
day one receives in the post
box a letter from some organi-
sation condemning them for
using animals in their shows.
The circus has on average ten
wild animals which cannot be
rehabilitated in the wild
anyway.
We have in our area an
organisation called the Karoo
Animal Protection Society who
is desperately looking for help
to rescue thousands of dogs,
cats, etc. in the rural commu-
nities of SA and do so on a
volunteer basis. All monies,
time etc. go to the animals.
Maybe the municipality
should consider a license fee
for non-spayed bitches only,
that would encourage owners
to do the right thing. The
funds collected should be
directed to the various animal
welfare organisations. This
may reduce the unwanted
animal population and the
need to exterminate so many of
mans best friends.

Dit beteken onder
meer om jou
kollegas te groet
wanneer jy by die
werk opdaag en
wanneer jy weer
die pad vat, en om
jou base (maar ook
jou Klase) te
respekteer. Mense
met goeie maniere gooi ook nie n
telefoon in die ander persoon se oor neer
nie, al is jy hoe kwaad. Mense met goeie
maniere skree ook nie op ander mense
nie. Dit beteken ook dat jy nie met kos in
jou mond praat nie (al sien jy dit op TV)
en dat jy jou selfoon wegpak wanneer jy
n ete-afspraak bywoon of gaan fliek.
Mense van n ander kultuur of geloof
(veral kollegas) waardeer dit baie wan-
neer jy hul geloof en kultuur respekteer
by die werk en dit wys dat jy goeie
maniere het. Iets wat sosiaal aanvaarbaar
is by n braai saam met vriende n die
rugby, is nie noodwendig sosiaal aanvaar-
baar by die werk se jaarafsluiting nie.
Goeie maniere is ook om nie die
middelvinger te wys vir die motoris wat
voor jou insny nie en ook om nie daardie
motoris te wees nie. Dit beteken ook om
te stop by n stopteken en nie te jaag
wanneer die verkeerslig na oranje toe
oorslaan nie. Goeie maniere sal jou ver
neem; en dit beteken ook dat jy nie
mense laat wag nie, al is niemand n

Track Five to
launch fifth CD

ive-voice vocal group Track Five is set
to treat audiences to an evening of jazz
when they launch their fifth CD, Love
youMadly, at theDrostdyTheatre in Stellen-
bosch on Saturday.
One of these voices is baritone singer, di-
rector, composer and arranger Gavin Ful-
lard, from Durbanville.
Growing up in Stutterheim in the Eastern
Cape, Fullard spent his evenings listening to
the sounds of Big Bands like the Glenn Mil-
ler orchestra, drifting from the old record
player on the verandah of his family home.
This music, together with the influence of
his sisters both pianists would be the cat-
alyst to a career in the music industry that
has spanned four decades.
Today the 83-year-old Fullard spends his
days writing arrangements to mesmerise
and delight audiences, he says for his vo-
cal group Track Five.
The group, which was established in 1995,
will be joined by the RamonAlexander Trio,
Saxit and Engela Fullard on flutes when
they introduce their new release on Satur-
day 16 April.
Our latest CD has a diverse range of mu-
sical content and features tracks such as the
10-voice combination of Track Five and Ar-
thur Pietersens A5 vocal group. It also in-
cludes a few classical sounds,with two origi-
nal compositions, a couple of Afrikaans
songs and several well-loved jazz classics,
explains Fullard.
While Fullard may be the only member
left of the original Track Five group, he has
been performing with fellowmembers Mon-
ique Hellenberg, Michelle van Zyl and Ar-
thur Pietersen for several years, with Am-
ber Kruger recently joining the group.
While most vocal groups undergo
changes in personnel, the character of the
music defining each group prevails, he
says, recalling the various singers he has
performed with in the past.
Many former members of Track Five
have gone on to pursue solo careers.
Over the years, Track Fives repertoire
has includedwell-known jazz and contempo-
rary songs and romantic ballads and, says
Fullard, is influenced by the sounds of great
vocal groups like Four Freshmen, Manhat-
tan Transfer, Take 6, New York Voices, the
Real Group and Accent.
Before becoming a full-time musician,
Fullard travelled and taught overseas and
formed and performed with a vocal quartet
in the UK and a double mixed quartet of 15-
year-olds in Utah in the USA. After nearly
38 years of teaching mathematics and sci-
ence at high school, Fullard started his first
vocal group, Tangerine, in 1975.
In 1976 Tangerine performed in the Ste-
phan Grappelli show with Gerry Bosman of
the famous Gerry Bosman Big Band.
Today Track Five has five albums under
their belt and has performed at various ve-
nues in and around Cape Town, including
Oude Libertas in Stellenbosch, the Nassau
Centre inNewlands, the Cape Town Interna-
tional Convention Centre, and have sung
with the JonnyCooperOrchestra for several
years.
Recently they were invited for a private
performance at a 40th birthday party of a
family member of Craig Hinds, leader of the
popular South African pop rock band, Wa-
tershed, where they also had the privilege
of performing a special song with the band.
Track Fives future looks really bright
and promising. We recently won the vocal
group category of the Talent Africa regional
(Western Cape) competition and look for-
ward to thenational finals at the end ofApril
here inCapeTown.With ourmore diversify-
ing repertoire, collaborations and experi-
ence, we are also now focusing on corporate
function performances as well as private
functions and fundraisers.
