In recent months, residents and neigh- bourhood watches have highlighted the sta- tion’s lack of resources as a stumbling block in the fight against crime. During a public meeting in November, station commander Brigadier Marius Stander explained he had received numerous complaints about “sub- standard service” from the police. However, speaking during a briefing in Atlantis last week, the Milnerton cluster commander, Brigadier Aneeqah Jordaan, grinned from ear to ear as she announced that ten former police officers had been re- enlisted into the cluster. The cluster consists of various police sta- tions along the West Coast from Milnerton to Moorreesburg and seven of the ten offi- cers have been assigned to Milnerton. Jordaan said the officers ere made up of detectives and visible police officers and were deployed where they were needed most. In August Milnerton police embarked on a recruitment drive and Stander ex- plained the station had 40 vacancies at the time. In her presentation, Jordaan said across the cluster there were 78 vacancies and po- lice would shortly interview 316 new re- cruits. Jordaan gave a presentation on the cur- rent crime trends affecting the cluster and highlighted hijacking, house robberies and business robberies. During an analysis of in- cidents, it was found that knives and fire- arms were used and these incidents mostly took place on Fridays, Saturdays and Wednesdays during the early hours and aft- er 22:00. She says murders, assaults and robberies usually occur between 16:00 and midnight, and she also highlighted robberies at ATMs. “With the festive season approaching we ask that people avoid visiting ATMs late at night. They must also be careful of the amount of money they carry on them. When it comes to house burglaries we are still find- ing in some cases that homeowners are leav- ing their keys under the mat. This is a very old practice and you can’t leave your keys there.” Theft of motor vehicles was also highlight- ed as Jordaan explained that since April, 111 vehicles had been recovered in the cluster. In many of these cases the vehicles had been stolen in other police clusters and she in the Milnerton cluster, car thieves tend to focus on white Volkswagen Polos and Toyotas. Anew bid to have fireworks bannedfrom the Table View beachfront hasarisen as residents have voted in fa-

vour of serving the City of Cape Town withan interdict ahead of New Year’s Eve.

The interdict was tabled at the monthlyTable View Ratepayers’ Association(TVRA) meeting on Monday.

It followed an urgent motion to the ward23 committee last week where various con-cerns about Guy Fawkes Day were raised.The motion was tabled by committee mem-ber Mandy Da Matta who said the safety cri-teria set out by the City were not adheredto. According to a report tabled in subcoun-cil meetings there are various criteria fordesignated fireworks sites.

The requirements include that the siteneeds to be 100m from buildings and 500mfrom a petrol depot. In recent months TableView residents have cried foul over the des-ignation of the beachfront as a suitable siteand accused the municipality of flouting itsown regulations highlighting the location ofa petrol station at Marine Circle.

On Guy Fawkes Day, a fire broke out atRietvlei and according to an eye witness,she saw a Chinese lantern being lit at Dol-phin Beach outside the designated site andsaw it land in the vlei.

Speaking during the ward committeemeeting, chairperson and ward 23 council-lor Nora Grose said according to the reportsfrom various departments, the event wasconsidered the “most successful fireworkson the beachfront”.

“There were no incidents except for two.The accusations you made on social mediaI will not comment on. I do believe that theCity took a decision to approve those sitesand my motion will be that the sites remainso we can have control.”

A vote was taken on whether or not DaMatta’s motion be considered urgent. DaMatta and committee member Christiana

Groenewoud voted for it to be considered ur-gent, while Rhine Barnes of the NSRI andSmokie la Grange of the MelkbosstrandRatepayers’ Association (MRA) voted it notbe considered urgent. Grose voted it not beconsidered urgent breaking the deadlock ofthe committee and the meeting proceeded.

The vote caused a stir on social media,when Table View residents vented their an-ger towards the MRA vote. According toTVRA chairperson Leon Alhadeff the MRAvote at ward committee by default showedMelkbosstrand’s support for fireworks inTable View and “if they wanted it, theycould have it”.

Alhadeff has since written to La Grangeinforming her that the association will un-dertake an inspection to see whether or notMelkbosstrand met the safety require-ments.

In response, La Grange referred Alhadeffto an earlier statement by mayoral commit-tee member for safety and security JP Smiththat no other site had been identified.

Alhadeff’s proposal to have fireworksmoved to Melkbosstrand saw sparks fly onsocial media when his post was shared ona Melkbosstrand community Facebook

page. Here Melkbosstrand residents ques-tioned Alhadeff’s statements and called forfireworks to be banned. Melkbosstrand resi-dents have also started an online petitionstating they are against fireworks.

Following various concerns raised, Tyg-erBurger sent the City various questions.

Asked about the criteria listed in theCity’s report and how the Table View beach-front was considered a suitable site, Smithsays these criteria are “guidelines”.

“In other words, they serve to guide us toselect appropriate sites, assuming that wehave a choice between sites. In the case ofthe site on the Table View beachfront, noother alternative had been identified andtherefore we had no choice but to use thesite. We deployed a large contingent of staffto manage the situation on the ground andeven partnered with the local neighbour-hood watch organisations who assisted us.These steps and the very robust measureswe put in place all around the city resultedin a record low in terms of complaints.

“We will repeat this with New Year’s Eve.There are no moves afoot to change the sitefor New Year’s Eve as no alternative site hasyet been identified for the area.”

“As far as the houses go, these were main-ly premises where there have been reportsabout drug activity. Looking at the statis-tics you will see there were 453 drug opera-tions and 1 126 liquor premises inspected.”

Commenting on police performance inMelkbosstrand, station commander Ronitavan der Toorn explained for several monthsofficers were on the hunt for two men fromAtlantis and Mitchell’s Plain believed to bebehind various house break-ins. She report-ed that both men had been arrested in re-cent weeks and, following a plan to opposebail, both men have been remanded in cus-tody.

In Table View Warrant Officers NiekieKnoetzen and Riaan Prins received the clus-ter award for their daring arrest of threemen following a British American Tobacco(BAT) robbery. The incident occurred onThursday 9 July at the Engen garage inJanssens Avenue, and one of the robbers in-structed the driver to drive to a different lo-cation. Following a similar incident amonth earlier, where a BAT driver was in-structed to drive to Sultana Road, Knoetzenand Prins went to Sultana Road where they

found two of the three robbers.Meanwhile the third suspect, driving a

Mazda bakkie, sped away but was caught byComplex Patrols in Porcupine Way.

Speaking at the briefing, Jordaan said inthe cluster 357 people have been arrested forbeing in possession of a dangerous weaponand 88 individuals arrested for illegal fire-arms and ammunition. There were 3 461

drug arrests and 3 716 liquor related arrests.“Our biggest challenge is the use of drugs.

When people smoke tik they do all sorts ofthings and this often leads to an increase incrime. We need the community to come for-ward with information so we can investi-gate. There are various ways we can get thedealers without revealing the identities ofthose who report it.”

Philadelphia police have raised thealarmabout the activities of sexwork-ers along Mamre Road. This follows

complaints about prostitutes flashing theirgenitals at passingmotorists and clients be-ing robbed.Speaking during a media briefing on the

Milnerton police cluster, Philadelphia po-lice station commander Captain FrederickRossouw warned men against making useof the services of prostitutes along MamreRoad.He explains in recent weeks several rob-

bery cases have been referred to Philadel-

phia police where men have reported beingrobbed while with a prostitute.Rossouw took TygerBurger on a site visit

last week where he explained the area notfar from the Wolwerivier Incremental De-velopment Area (IDA) and explains manyof the women are known for plying theirtrade near the Vissershok landfill.

Not as active at night“Many of them were moved to the IDA

and now use Mamre Road to do their busi-ness. They are not as active at night as theyare in the day and this road is very quietduring the day. But in peak periods whenpeople are travelling to schools in Melk-bosstrand they have to see these women

showing their private parts.”In many cases, prostitutes can only be ar-

rested if police go undercover, a trap is setand money is exchanged. Philadelphia po-lice say they are inundatedwith complaintsand have now resorted to charging thewomen with indecent exposure. Rossouwsays daily patrols are conducted and finesare issued when these incidents happen.He confirms there are both male and fe-

male prostitutes using Mamre Road andsays some of them come from Atlantis.“They operate with pimps who then rob themenor clients. Currentlywehave two caseswhere two pimps are on trial for these rob-beries andweneedpeople tounderstand thedanger they put themselves in when mak-ing use of these services.”He says during these robberies, the tar-

geted items include personal valuables likecellphones, money, wallets and laptops, butthe robbers do not take vehicles.

Victims don’t want to go on record“Sometimes the victims come to the sta-

tion and tell us what happened, but theydon’t want to open cases because they arescared of going to court and their familyfinding out what they did.”Shortly after Rossouw left, a truck was

seen stopping on the side of the road. Awoman got out of the truck and walked inthe direction of the N7. As TygerBurgerdrove past, she lifted her skirt exposingher-self.Speaking during the briefing cluster com-

mander Brigadier Aneeqah Jordaan ex-plained that as part of the festive seasonplan, police will be clamping down on theseactivities.“Men coming to pick up prostitutes must

realise the danger they put themselves in.During the festive season, the Milnertoncluster will be hosting various operationsfocussing on various hotspots and we willkeep a close eye onMamre Road,” she says.

This was announced at the store’s recentannual meeting held at the Willowbridge’sBarnyard theatre.Forbes, owner of four Spar stores, said he

was overwhelmed when he heard he hadbeen awarded the title. “It’s a feeling in youthat there are hardly words to describe. Thisis an award I never thought I would receive.It is wonderful to know that something youdedicate your life to, as well as that of yourfamily, is rewarded.”

The prestigious award is the highest acco-lade for an individual within the group.

Johnny Forbes is essentially a family manand he andwife Isabelle have three children.Isabelle describes him as a wonderful hus-band and father.

“Firm with his children, but always want-ing the best for them, for their future.”

As a young boy, Johnny bred racing pi-geons. His working career eventually tookhimback to his birth town,Mahikeng,wherehe worked in a fish and chips shop, whichhe later bought and built up into the biggestsupermarket in the area.

In 1996 Johnny moved to Cape Town. Hewas in the Spar group for seven years whenhe decided to farm for five years. The retailbug had bitten a little too deeply though.

In 2007 Johnny bought Spar Old Oak inBellville. Today he owns four Spar stores –Old Oak, Protea Heights and Vredekloof(both in Brackenfell) and Spar Oudtshoorn.“Johnny is always busy with a new idea

or changing something,” says Isabelle.He and sons Johnny Junior and Henk re-

As the year draws to an end, a Rich-wood mother says she is unsure ifher son will attend school in the

new year.Anza Van Wyk, a divorced mom, says

over the last seven months she has beenunsuccessful in registering her child inany of the local schools near her home.

Her son, Devlin, attended MilnertonPrimary School and she was advised toenrol her son early at local high schools.“I am divorced and do not have a driv-

er’s licence. We rely on public transportand as there are only three buses totown,my sonmade use of the shuttle ser-vice from Richwood to Milnerton. I ap-plied at Milnerton High School for thisreason to ensure that my son has a safeway of travelling to school.”

Anza says she also applied at Bos-mansdam High School but was told byboth schools that her son had beenplaced on a waiting list.

“I have received letters that my son ison thewaiting list, howeverpupils livingin Atlantis and Malmesbury have beenaccepted. I have been told schools mustaccommodate pupils closest to wherethey live,” she says.

Van Wyk explains she then contactedthe Western Cape Education Depart-ment (WCED) for assistance but says anofficial “shrugged her off”.

“He just told me if the schools werefull, they’re full and didn’t helpme to un-derstand what my options were. I mean–will one child actually make that muchof a difference, and what am I supposedto do in this situation?We can’t even buya school uniform or make any prepara-tions for the new year.”

Van Wyk says both schools have notindicated whether or not her son’s appli-cation was successful but only stated he

was on a waiting list.According to Jessica Shelver, spokes-

person for provincial education minis-ter Debbie Schäfer, schools determinetheir own policies and there is a formalappeal process that parents can follow ifthey believe that a school has contra-vened their constitutional rights.She explains for the 2015 academic

year, Bosmansdam High School accept-ed 172 pupils andMilnerton High School224 pupils in Grade 8.“These schools apply their own admis-

sion policies. Bosmansdam acceptsmany pupils from Richwood and Sum-mer Greens. Both these areas do nothave high schools. Milnerton receivesmany more applications than they canaccommodate. The admission policy al-lows them to accept a percentage oflearners on merit (often these learnerswill be accepted from further away).

“Applying in May is late for theseschools which are schools of choice. Thefirst round of applications this yearstarted in March and schools like Bos-mansdam and Milnerton High Schoolsare often oversubscribed by the end ofthat first period.”

Responding to questions about the ac-ceptance of pupils fromMalmesburyandAtlantis, Shelver explains schools canand do accept pupils from these areas.

“If parents from these areas apply ear-ly enough, nothing prevents the schoolfrom accepting such pupils if the admis-sion policy allows. In the Western Cape,feeder areas were not declared forschools. Parents from all areas have theright to apply to their school(s) of choice.Parents closer to the school may findthat they will not be admitted if they ap-ply late and the school had accepted themaximum number of learners.”She advises VanWyk to apply at other

schools and says thedistrict officialswillassist.

Warrant Officer Jaques Pieters was at homewhen he received a call from amember of thecommunity about three suspects in RhodesStreet. According to the information the sus-pects were walking from house to house inthe specific street.

Pieters jumped into his private vehicle andrushed to Rhodes Street where he followedthe suspects until they disappeared into ayard. He immediately called for backup.Sergeant André Brandt and Constable An-

thea Millward responded to Pieters’s call.The suspects were caught red-handed and

es come true.On Saturday her family were treated to a

fun day out at the Lagoon Beach Hotel whileValencia, an aspiring chef, got the opportu-nity to work in a professional kitchen underexecutive chef Peter Anderson.Making Valencia’s dream come true was

achieved through a partnership between thehotel and the Reach for a Dream foundation.Valencia’s father, Ryan Eric Mbala, says

formost of her life she had been a happy andhealthy little girl, but one day suddenly fellill. He says after several visits to a hospitalin Johannesburg,manydoctors could not di-agnose her.“She couldn’t eat andwas sick all the time.

She lived with her mother in Johannesburgand I worked here in Cape Town. For a longtime I was very worried and I thought shewould die. Eventually a doctor diagnosedher with a brain tumour.”Mbala explains the little girl has under-

gone two operations to have the tumour re-moved and the family opted to relocate toAt-lantis where she now receives treatment atthe Red Cross Children’s Hospital.As Valencia and her siblings splash

around in the hotel’s pool, their dad says heis not surprised that his daughter wants tobe a chef. “She spends a lot of time watchingher mother cook and I always knew she wasinterested in cooking. After all the familyhas been through, I am happy that we cansit here today and our child is happy andhealthy again.”Speaking toTygerBurger, Valencia proud-

ly shows off the pizza she made with Ander-son. “Today Imade a pizza formy family andI really like cooking. I am just waiting to goback and make desert. The chef is nice andhe helped me,” she says.Valencia also received her very own chef

jacket with her name embroidered on thefront from the hotel.As the hotel buzzes with activity, Ander-

son comes to check on the family as they en-joy a lunch sponsored by the hotel.“You worked so hard today and you

A man admitted to the Tygerberg hospitaltrauma unit with bleeding private parts lastMonday had to wait more than 60 hours be-fore he was seen by a specialist.Most of this time, says Zipho Langa (22)

from Philippi, was spent on a chair in thewaiting area while he had severe stomachcramps and bled after an injury at work.

“I was scared that I might bleed rightthrough my jeans. I kept thinking about theconsequences (of the injury),” he says.Langa sayshe sawa lot of peoplewith stab-

and gunshot wounds, who had to sit onchairs also while waiting to be tended to.After two nights on a chair in the waiting

area, hewas taken for scans andwas allowedto sleep in a bed between 01:00 and 06:00 be-fore he had to hand it over to another pa-tient. On Thursday he saw a urologist, was

taken to theatre, fitted with a catheter anddischarged. Langa says he is better now, de-spite going home with an infection.According to Laticia Pienaar, spokesper-

son of Tygerberg hospital, the trauma unitsaw close to 100 cases on that evening.“These patients ranged from minor inju-

ries to critically ill patients. According tothe SATS (the triage system) all patients pre-sented to the trauma unit will be assessedand those who are triaged red and orange

will have preference over those triaged yel-low and green. Langa was triaged as yellowand his condition was not life threatening,”she says.Pienaar says unfortunately resources

have to be directed to those who require life-saving intervention. This makes it impossi-ble for everyone in this unit to have a bed.“Langa arrived at the trauma section at

approximately 20:40. He was seen by a trau-ma doctor at 21:15.”

As Cape Town tightens up onwater restrictions, it is time tolook at desalination as along-term measure to improveour water supply.One opportunity going

Tygerberg mountain bike club memberPaul Jacobs will participate as a soloparticipant in the Nedbank Desert

Dash challenge in Namibia on 11 December.The race starts inWindhoek and finishes 369km and 24 hours later in Swakopmund,crossing the world’s oldest desert.

His inspiration and motivation for at-tempting such a challenge is Abundant LifePalliative Care.

Established in 2009, Abundant Life(www.abundantlifevic.org) run by Sister Pi-tout and Dr Cupido, has cared for more than1 600 patients. They care for those who areterminally ill providing dignity and peace ofmind for patient and family alike. However,operating on a very limited budget, they arelartgely dependant on donations and volun-teers. Currently based at Victoria hospital,their dream is to grow the organisation andestablish anAbundant Life at every hospitalthroughout the country.

Having recently met Sister Pitout and Dr.Cupido in person, Paul says hewas instantlyconvinced that helping them to help otherswould and had to be his mission.

“There are numerous charities out thereand someenjoymore support thanothers forvarious reasons. This organisation howeverhas touched me personally,”he says.

“In a bid to shed light on and raise fundsfor Abundant Life: I am embarking on whatis certainly my toughest physical (and men-tal) challenge to date (the Desert Dash).When my legs turn to jelly and my mindstarts failingme, it’s the thought of theworkdone at Abundant Life for those in despairthat will not only offer a clear perspective,butmotivateme to continue towards the fin-ish line.”

ence than any visiting driver since thenorthern suburbs circuit was opened in1960, theDutchveteranhasprovedover theyears that he is more of a top class mara-thon runner than a sprinter.The result has been that although he

spentmany seasons inFormula 1with less-er known teams like Shadow, ATS, Ensignand the ill-fated Theodore squad, his great-est successes have been in long distancesports car events.These included a victory in the prestig-

ious LeMans 24-Hour race in 1988 in a SilkCut Jaguar. Lammers was the senior part-ner and the teamensured that he remainedat the wheel for more than 13 hours. Theremaining time was split between histeammates, Lord Johnny Dumfries andAndy Wallace.Achieved despite a defective gearbox, it

wasnot only Jaguar’s first LeMans victorysince 1957, but also broke a six year run ofsuccess for the previously dominant Por-sche team.Lammers also occupied the top step of

the podium after two victories (1988 and1990), in America’s premier endurancerace, the Daytona 24-Hour.As Sarel van der Merwe is also a previ-

ous Daytona 24-Hour winner (1984), Lam-mers remarked when asked that althoughhe has never had Supervan as a co-driver,

theyhave competed against one another onseveral occasions. The most notable ofthese was at Le Mans in 1988 when Jandrove the winning Jaguar and Sarel was atthe wheel of one of the Porsches that wasnot far behind.On Saturday the fastest cars at Killarney

are going tohave to completemore than 300laps atmaximum speed. Pit stopswill haveto be made for driver changes, new tyres

and refueling. In addition, while Formula1 cars are only stationary for a few seconds,less experienced crewswithout specialisedequipment could be kept busy for severalminutes.The Ginetta’s main opposition is likely

to come from Charl and Harry Arangies intheir Ferrari F360 and a sleek Juno SS3 inthe hands of local champions Francis Car-ruthers and Nick Adcock.

The field includes entries that vary frompowerful V8s to 1.8 Golfs and a lone 1600ccToyota Corolla, ensuring that the frontrunners are going have to negotiate peri-ods of traffic congestion.As the race will only start at noon, the

race will be run in the dark for more thanan hour and – possibly more disconcerting– driving straight into the setting sun oncertain sections of the track.
