The proposals follow the furore over the City of Cape Town’s recommendation to des- ignate Blouberg Beach a suitable site to dis- charge fireworks on Guy Fawkes and New Years’ days. The recommendation has come under fire during the past few months as ward committee members challenged the municipality over a list of safety criteria pre- scribed in a report to the committee. Among some of the criteria, it states a discharge site needs to be at least 100m away from build- ings. Concerns In Blouberg the designated site covers the area of beach near the tourism office and the close proximity of residential and commer- cial buildings, as well as the petrol station, have been tabled as a concern. Opening the meeting, Grose asked each committee member for their recommenda- tions for an alternative site. In response, Melkbosstrand Ratepayers Association chairperson Smokie le Grange suggested the Milnerton Flea Market. “It may be outside Ward 23 but there is more than sufficient parking and the car guards are well organised. The ablutions are there and further ablutions could possibly be made available,” said le Grange. Christian De Wet Groenewald recom- mended Theo Marais Park and said if an ar- ea for fireworks needed to be in ward 23, it provided limited options. She also suggested the sports complex as a venue where an en- trance fee could be charged. Roy Fuller-Gee of the Friend of Blaauw- berg Conservation Area (BCA) questioned why the site needed to be in ward 23. He said the members objected to Blouberg Beach as a site for fireworks and said as a former resi- dent of Waves Edge he was familiar with the issues faced by residents on these days. Prior designation “You cannot even get out of your property and if there was a fire in that area, I can un- derstand the concerns residents have,” said Fuller-Gee. “If we need to find an alternative, I don’t see why they won’t accept the flea market site which is just south of our border,” he said. Grose explained the site was designated before she was voted in as ward councillor and said the sites across the city were desig- nated after site visits. “It’s important to say why we don’t want it and make sure it’s legitimate. I have re- ceived emails from Waves Edge residents where some are against it and others claim they never voiced an opinion about it. So we cannot speak for an entire complex unless we have their signatures. Some like fire- works and some don’t. Environmental impactHowever, committee members said while

they understood the objections, there was agreater environmental impact on the beach.“I am not sure if you have been to the

beach after the fireworks, but the amountof rubbish – no one looks after that. I thinka contained area like Theo Marais Park isbetter than the entire beach,” said Louw.Fuller-Gee proposed Table View Soccer

bourhood Watch raised the criteria in thereport and was informed by Grose it was anold report. She read an email from fire chiefIanSchnetler. In addition, she said the crite-ria raised by ward committee members donot appear in the relevant by-laws.Croucher also proposed the committee re-

ject the beachfront as a designated site andtell the City to pick from a list of alterna-tives.Brenner explained there are locations

around the city to which people flock andthey were fighting a losing battle to preventthis.“The City does not have the resources to

do so. What the City is trying to do is putsome form of law enforcement in place tomake sure you haven’t got kids tying fire-works to someone’s jacket and daft thingslike that, and to have some services to copewith minor accidents. It is almost as if youare trying to move all the people elsewherein the subcouncil. They will not do it. Allwe are trying to do is have a very minimalservice,” she said.Croucher said this need not be the case if

there was political will, but Brenner saideven so it would come down to resources.“I do not believe you are going to change

the site this year. It has already been identi-fied in this subcouncil. Let me be straightwith you, I know you won’t like it. Youmight have a chance next year. To changethe site you have to come up with a reallypublic popular site, you are not going to beable to shift those people three kilometresdown the beach,” she said.Grosehighlighted that shehadpreviously

stated in a subcouncil meeting that she hadreservations about the site and would takethe recommendations from the committeeto the subcouncil. Brenner pointed out thatthe matter was not on the agenda for thenext meeting.

Disappointment“I have heard what councillor Brenner

has said, I am going to make recommenda-tions. I can only try my best, I do believethere is legitimacy in some of them but wedo need to keep an open mind. If it is notchanged and we are not successful we needto address the matter further. Do bear inmind I do only have one vote. If this site isapproved, the City must support the back-up [services],” she said.La Grange expressed her disappointment

at the outcome of the meeting and said shebelieved shewaswasting her time. “I am ex-tremely disappointed. I thought that beinghere we were representing our area. We aregiving to you our feedback and you wouldtake this on to subcouncil. It is abundantlyclear that the citizens don’t want it on thebeachfront and it angers me that you listento us, but no one else is listening to us.Concluding the meeting, Grose said she

would table the proposed alternate sites andprovide feedback to the committee.

The Station Road precinct in Parownow has walls adorned with four larg-er-than-life artworks.

Themuralswere initiated by theGreaterTygerberg Partnership (GTP) as the Art inAction project and conceptualised by cele-brated street artists, three of these workswere painted by the artists themselves andthe fourth by members of the public.“We had quite a few people who joined

in with the painting since we started onFriday (21 August),” said artist JeremyPuren from See Saw Do projects in Wood-stock about the community effort.He said most of the people who came to

help were made aware of the projectthrough mailing lists and Facebook posts.Passersby on the street seemed hesitant tojoin in though. But their curiosity and ad-mirationwere plain to see. Several stoppedto look, nodding and smiling encouraging-ly at those who were balanced on ladders,palette in the one hand and paint brush orroller in the other.“This is awesome. It is good for the com-

munity. It means someone cares,” onemanremarked.Xanele Puren says she and Jeremywalk-

ed around Station Road for inspiration be-fore she made the design.“We decided to do something that people

around here can relate to, hence the gener-al market theme,” she says.This community participation artwork

on the corner of Station and Victoria Roadwas completed on 23 August.According to Jonita Pasjar of the GTP,

one more painting needs to be done as partof the Art in Action initiative.“For this we will need a collaboration of

artists, as this is a really big wall.“The project has been very successful so

far. The whole aim was to add to the com-munity and we feel we have achieved this.Response from the public and businessowners were very positive and we will doit again,” she said.

The pending promulgation of variousregulations in theCommunitySafetyAct could have several consequences

for crime-fighting organisations in thegreater Table View Community.Thiswashighlightedbyprovincial com-

munity safety minister Dan Plato at ameeting in Table View this week. Themeeting, attended by the Community Po-lice Forum, Table View police, the Park-lands Neighbourhood Watch (PNW) andthe Table View Neighbourhood Watch(TVNW), was held to address discord be-tween the two watches.In his address, Plato explained he had

received several emails from the commu-nity as patrollers had concerns about theboundaries of eachwatch. Themeeting re-vealed anongoing rivalrybetween the twowatches following a “break- away” sever-al years ago.

Crossing boundariesAccording to those present, the debacle

unfolded when members who live in Sec-tor 2, which includes Parklands, River-gate and Sunningdale, broke away fromthe TVNW due to in-fighting and formedthe PNW. The watch was later accreditedby the Department of Community Safety(DOCS) and in recent months attemptshave been made to get the two watches towork together.According to CPF chairperson Johan

van den Berg there had been complaintsabout the operation of two watches in thesame area. He said there had been severaldebates on thematter and the discord wasaffecting the community.“There have been concerns about PNW

starting in the same boundaries as theTVNW and few concerns about PNW notbeing in the same area as constituted. Wecame to the resolution that PNW shouldbe allowed to respond to anything in theirarea and this was objected to by TVNWmembers.”According to Plato, the emails and com-

plaints have also reachedHelen Zille, whohas questioned when the regulations inthe Act would be promulgated. In re-sponse, he explained, the regulationswhich governed the operations ofwatcheswere very clear. He said boundaries need-ed to be clearly defined and said the prob-lem arose as PNW operated within thesame boundaries as the TVNW.Plato said the issues with boundaries

were a problem across the province andDOCS staff spenttime“dousing fires”.But with the newregulations the wayforward was clear.For this reason, heimplored the twowatches to come to-gether and find a res-olution to the prob-lem.In his comments,

Sector 2 chairpersonDavid Harris said he was very proud tohave two watches working together. Hesaid various successful joint operationshave been held andmembers of both orga-nisations worked well together.As the floor was opened to questions,

members of PNW and chairperson GaryLe Roux explained their reasons for start-ing their ownwatch.LeRouxsaid thiswasaimed at micro-managing an area theylive in and address issues that affectedParklands residents.

Micro­manage“We don’t want to fight. All we want to

do is micro-manage and area where welive. It is silly for us to patrol an areawhere we don’t live. We also don’t mindhelping in other sectors if we need to,” aPNW member said.Members of the TVNW raised several

concerns about the splitting of resourcesand the two watches operating on differ-ent radio frequencies and other communi-cation channels.Members also questioned why the two

watches could not be combined while oth-

ers questioned why they were not in-formed the PNW was allowed to respondto complaints outside of their boundaries.Plato said while his department sup-

ported the work done by watches in theTable View precinct, the amount of lettershe received was concerning.ChuckleswereheardwhenPlato saidhe

was also told not to attend the meeting onMonday.Police station commander Colonel Dirk

Vosloo said thechallenge cameas PNW patrolledan area whichwas originallycovered byTVNW. He saidthe matter wouldbe easier if the ar-ea they covereddid not have awatch at all.“Subsequently

because of issues there was a break-awaygroup that established themselves in anexisting area covered by TVNW. From theonset I said I saw a challenge with this,because you cannot now draw bounda-ries. I am really sad to say there are issuesbut let’s be open and frank. We will neverbe able to draw a boundary for PNW in anexisting watch boundary. We could ab-sorb them into TVNW or each area havetheir own watch. I don’t have the answerbut the problem is there is a problem,”Vosloo said.After much debate and subtle mud-

slinging, Plato recommended a task teamconsisting of the executive members ofeach watch and the CPF be established tofind a way forward. He said the task teamwould meet with him so a solution couldbe found. Le Roux and TVNW chairmanJustin Croucher agreed and briefly dis-cussed the possibility of combining con-trol rooms.

Teachers and learners from Bosmans-dam Primary School recently partici-pated in a project called “Don’t Go

There” hosted by Bothasig police.The project forms part of the police’s com-

munity outreach programme and is tailoredto deglamourise being in jail and letslearners know what jail conditions are real-ly like.Twenty learners, accompanied by two

teachers and two members from Bothasigpolice, set off to visit the juvenile facility atDrakenstein Correctional facility in Paarl.According to police spokesperson War-

rant Officer Jacques Mostert, the learnersreceivedawarmreceptionbymembers fromCorrectional Services who explained howthe system at Drakenstein works as well asthe implications of being incarcerated.

“The learners were very impressed by thecleanliness of the facility but amazed to findout that the inmates are tasked to keep itclean,” Mostert said.“They were informed regarding the vari-

ous programmes in Drakenstein and ad-dressed by inmates as well who pointed outto them that had they known what being injail is like, they would never have committedcrime.“They were also shown the sleeping facili-

ties and how the inmates are taught to maketheir beds and again informed that crimedoes not pay and what repercussions it has.“They were also taught that crime is disre-

spectful, a lessonwe hope they took to heart,”he said.The learners were also told they cannot

have the freedom and privacy they are usedto at home. “When the learners left Draken-stein they vowed it was a place where theydid not want to stay. Thereafter the learners

visited a drug rehabilitation centre in Dur-banville,” Mostert said.“There they were informed by residents

currently undergoing treatment of the dan-gers of substance abuse as well as the rea-sons why they initially started.“Themainmessagewas that there is help

available and learners could ask for it ifneeded. Afterwards they were divided intogroups and had the chance to speak to theresidents personally,” he said.“Learners were requested to hand in an

essay on their experience of the day’s activi-ties. The common thread was that theproject had shown them that the use of drugswere not cool as they now had firsthandknowledge about the effects of drug use onthe user and their families and that jail wasnot the place to be,” according to Mostert.Jacques van Deventer, a teacher who ac-

companied the learners, said that he was ap-proached by a learner who thanked him andthe police and informed him that he is goingto change his attitude for the better.

Residents, neighbourhood watches andrescue workers rallied together to ex-tinguish a blaze in Parklands last

week.According to a Facebook post by the Ta-ble View Neighbourhood Watch (TVNW),the fire broke out in a Wendy house in Bat-tersea Bend on Thursday.According to the post by TVNW spokes-person Jamie Agenbag, within minutes ofthe fire starting, the watch, along with

GreenPlatoon, CommunityMedics and res-idents were on scene. She also stated thata resident only knownasDaniel used ahoseto douse the flames while they waited forfirefighters.City of Cape Town Fire and Rescue Servi-ces spokesperson Theo Layne said they re-ceived the call at 20.24 and the woodenstructure which was covered by a corrugat-ed iron roof was destroyed in the blaze.“The main house was not affected by thefire and no injuries were reported. The firewas extinguished by 21:11 and the cause hasnot yet been determined,” Layne explains.

Annual trail run provides breathtaking viewRunners will get the chance to take in

breathtaking views of Table Mountainwhile making their way through Blaa-

uwberg Nature Reserve this September.The annual Battle up Blaauwberg Hill

Trail Run will be held on Sunday 13 Septem-ber in partnership with the Friends of Blaa-uwberg Conservation Area (BCA) and theWest Coast Athletics Club.There are a number of race events in and

around Table Mountain and the Winelands,but this trail challenge is the only one run-ning through the Blaauwberg Nature Re-serve.With views of Table Mountain, Robben Is-

land and Table Bay, participants can choosethe 15km or the 8km routes over Blouberg-koppie and Kleinberg and through the col-

ourful spring flowers in the nature reserve.The race is organised in conjunction with

the Friends of BlaauwbergConservationAr-ea and proceeds go towards promoting theconservation of the reserve.“The first challenge was held in 2011 and

the subsequent events have proven to bevery successful. We are therefore anticipat-ing huge interest from surrounding resi-dents and visitors and we encourage newcompetitors to give thiswonderful runa go,”stated Citymaycomember for environment,Johan van der Merwe.“Such events formpart of our efforts to en-

sure our reserves remain sustainable assetsfor our future generations,” he stated.Registrationwill start at 06:00 for all races.

The15km race will start at 07:30 and the 8km

race will start at 07:45.Since it is a trail not a road race, therewill

be no marshals along the way. A medic willbe on duty at the start and finish lines anda sweep will run with the last people on thetrail. There will be one water point.Participants should bring a windbreaker

and a water bottle. As this is a green event,car-pooling is strongly encouraged. No lit-tering is allowed and only footprints shouldbe left behind.Entries are limited to 400 people and pre-

registration is essential. The entry fee isR120 for the 15km trail and R70 for the 8kmtrail. Residents can visit theWest Coast Ath-letics Club website for all the details aboutthe trail runand to register. The registrationform includes the bank details for all pay-

ments and can be downloaded by visitinghttp://blaauwberghilltrail.co.za/TheBlaauwbergNatureReserve is only 25

km from the centre of Cape Town and is re-garded as a global biodiversity hot spot. Itcovers about 2 000 hectares and has a richmosaic of natural, cultural and historical el-ements. Being so close to Cape Town alsomeans the area has the potential to becomean open-air classroom accessible to millionsof people.Visitors can also experience the unique

Pedestrian death causes pile up on N7MONIQUE DUVAL

An attempt by a pedestrian to cross theN7 highway resulted in a four car pi-le up over the weekend.

According to a report from City of CapeTown Fire and Rescue Services spokesper-son Theo Layne the incident took place onFriday 21 August shortly after 19:00 whena man crossed the highway and was hit byan oncoming motorist between Bosmans-

dam and Plattekloof Roads.The incident resulted in other motorists

swerving to avoid the body.Layne says the incident saw four dama-

ged in the crash and five adults and fourchildren injured.“Therewere fourmale adult patients and

two female adults injured. A woman wastrapped in one of the vehicles and had tobe cut out with the use of the jaws of life,”Layne explains.Bothasig police spokesperson Warrant

Officer Jacques Mostert says an investiga-tion is underway and the pedestrian waskilled in the crash. He says the identity ofthe man is unkown at this stage.In recent months, the N7 has become sy-

meet her only child who should be 64 yearsold this year. Maritz tells her heart-wren-ching story with desperate longing, sayingshe will only feel better once they reunite.“Iwas 19when I fell pregnant.At the time

I lived with a woman in Retreat who tookme in as her own daughter. She eventuallynoticed Iwas pregnant. I was already inmysecond trimester,” she says.“She asked who the father was and I told

her. I suggested the guy come meet her aswell, but she did not want to hear anythingof it. Not long after, the father of my childdid not contact me anymore,” Maritz says.She says on the day she gave birth, she

remembers a midwife assisting with herdelivery at home. “After giving birth I wasso tired and exhausted. All I know is I gavebirth to a boywho had a distinct birthmarkon his back. After the birth I was exhaus-ted, my guardian mother said we could gothe next day to give my child’s details atthe clinic,” she recalls.She says the next morning she was wo-

ken up and told to wash her baby as wellas his clothes.“My guardian then offered to takemy ba-

afternoon, she came home drunk and wit-hout Maritz’s child. “I asked her where mychild was and all she said was: ‘Wat worryjy vir jou? Jou kind is vrek.’ (Why are youworried? Your child is dead). I couldn’t be-lieve it and I kept asking her where mychildwas, but shegaveme the samerespon-se each time. Up until today I do not knowwhat happened tomy child on that day, butI have a strong suspicion that hewas eithersold or given away. I just want my childback,” Maritz cries.She adds her search for her son never

stopped, but due to too little detail she hashadno luck. “But Iwill continue,” she says.She has sincemoved to Parkwood. “I feel

like I was robbed of being amother.My sonmight be out there thinking I abandonedhim, but I just want to see him so I can tellhim that is not what happened.”

With a bold and sassy programme ofover 70 productions, this year’sCape Town Fringe – which runs in

the city from 24 September to 4 October –will showcase some of themost innovativeSouth African theatre.

Audiences can look forward to an invigo-rating mix of new and original work span-ning every genre, say organisers. It is thesecond time this annual event will be heldin the City.

Artistic Director Ismail Mahomed saysthe Cape Town Fringe was developing anengaged, original, socially aware program-me.

“It demonstrates how independent ar-tists and arts companies are passionatelyengaging with the world around them andbringing that experience to their work,”Mahomed said.

While theatre comprises the bulk of theprogramme, dance, performance art, phy-sical theatre, music, family theatre andmagic are included in the 11-day festival.

This year’s line-up offers a wide variety,ensuring the Cape Town Fringe matchesthe vibrancy and creativity of other FringeFestivals worldwide.

A broad selection panel reviewed theproposals submitted. Led by Mahomed, itcomprised Jaqueline Dommisse, YazeedKamaldien, Warona Seane, Sifiso Kweya-ma, Adrienne Sichel and Lynette Marais.

Produced by the experienced NationalArts Festival team, the festival will makeuse of venues in theCityHall, theV&AWa-terfront and Langa.

“The programme has a strong Cape fla-vor with locally based artists making upapproximately 60% of the programme,”said Fringe CEO Tony Lankester.

Karoo Disclosure, a collaborative art in-stallation investigating the highly conten-tious issue of fracking, opens at the IzikoSouthAfricanMuseumon Saturday 29Au-gust.

The exhibition explores notions of her-itage, culture, ownership and legitimacyin the context of external economic and po-litical drivers that threaten to change thelandscape and the lives of communities inunforeseen ways, says Hamish Robertson,Director of Natural History Collections atIziko Museums of South Africa.

“The Karoo has always been a feature ofthe exhibitions in the Iziko South AfricanMuseums, the Quagga foal on display per-haps being themost symbolic representati-on of fragility of this region. Iziko encoura-ges exhibitions like Karoo Disclosure thatstimulate debate about important issues,”he says.

The exhibition comes at a pivotal timeinSouthAfrica’s historywhennational go-vernment has given the green light forfracking prospecting to begin in theKaroo,with the explicit intention to exploit its re-serves. The opening of Karoo Disclosurewill feature a discussion panel on the issueof fracking led by experts in anthropology,climate change, art and natural science.

The film, Karoo Disclosure, which wasselected for the Karoo Indy Film Festivaland shown at That Art Fair, is the focalpoint of the exhibition.

City marathon goes for ggoolldd label

With less than a month before the running of the second Sanlam Cape Town Marathon thewheels are set in motion to make it the first IAAF Golden label status race in South Africa.Ainsley Moos (Sanlam), George Grieve (CEO, Vital Health Food), Roxanne Moses (City of CapeTown), Elana Meyer (Sanlam Cape Town Marathon Ambassador), Jakes Jacobs (Western ProvinceAthletics)

With less than 30 days to go to one ofAfrica’s most prestigious road ra-ces, the Sanlam Cape Town Mara-

thon organisers are gearing up to present aspectacular eventwhen they host the secondedition of the relaunched running festivalon 20 September.

Havingmade anumber of announcementswith 60 days to go, the organisers are pleasedto reveal further information in relation tothis year’s event, as they aim to make histo-ry by becoming the first race in SouthAfricato achieve IAAF Gold label status.

A faster, flatter route has already beenconfirmed, and the course will be discussedin more detail along with any furtherchanges in the build-up to the race.

“Last year there were concerns over theroute which made the race a little slowerthan we had hoped, so this has been one ofthe main focus points ahead of this year’sevent,” says race ambassador Elana Meyer.

“Having earned Silver Label status at ourfirst attempt, we know we are on the righttrack, but there are some areas where we

know we can improve and various tweaksto the route could make a notable differencefor participants hoping to achieve personal

bests.”Meanwhile, after announcing a promising

local field and the first few elite internation-

al entries at the 60-day countdown to theevent, organisers confirmed the line-upwould be further boosted by a number ofglobal stars who would chase the men’s andwomen’s course records set last year byKen-yanWillyKiborKoitile (2:10:45) andEthiopi-an Meseret Mengistu Biru (2:30:57).

The men’s field will include nine IAAFGold Label Status athletes who have run un-der 2:10.00. David Kemboi Kiyeng, who fin-ished third at the 2009 Paris Marathon in2:06:26, holds the fastest personal best in therace,while three othermenhave also dippedunder 2:08:00.

The domestic contingent also includessome of the country’s most accomplishedathletes, including 43-year-old HendrickRamaala (2:06:55 PB), who won the 2004 NewYork Marathon, and 42-year-old ShadrackHoff (2:11:51), a formerSArecordholder over5 000m on the track. Both men have theirsights set on the veterans’ title. Shaun Mei-klejohn (53), who won the Comrades ultra-marathon in 1995, lines up in the masters’division.

Record participation is seeing the SpurSchools Mountain Bike League gaining mo-mentum in the Western Cape.

The third event of the season will be hos-ted at Montana High School’s brand newtrack in Worcester on Saturday 29 August.Custom designed byMeurant Botha of Ama-rider - a national trails advocacy organsisa-tion promoting trail opportunities aroundSouthernAfrica, the trackwill likely streng-thenMontana’s foothold in the league. Mon-tana is third overall, second in the women’scategory and fourth in the men’s category.

Parel Vallei High School is leading themixed and women’s logs with 983 and 401points respectively and lying second in themen’s category with 582 points. Paul Rooshas dominated the men’s category on regio-nal and national level and has a comfortablelead with744 points.

DF Malan High Schools is also a strongcontender in the league at second place inthe mixed and men’s teams with 613 and 403points respectively and is third in the wo-men’s category with 210 points.
