In just over a week, residents will gather to form a new ratepayers’ association and are calling on others to stand up and air their views on issues affecting the community. The project is being spearheaded by resi- dent Ursula Marshall who says among the top concerns are rising crime levels and big municipal projects like MyCiTi routes. Marshall says the community nestled be- tween Montague Gardens and Joe Slovo Park is home to approximately 600 house- holds. She says the community is plagued by var- ious issues including crime, problems with public open spaces and service delivery. Marshall explains the idea for a new rate- payers’ association was conceptualised a few months ago when residents heard ru- mors of plans to develop vacant properties into flats. “Nobody knew what was going on and the development hasn’t started but we realised that we don’t have a voice. “The new association is aimed at getting residents together to talk about these things and create a platform for residents to engage with the City and police about the problems we have,” she says. During a walk-about last week Marshall highlighted several issues, including the state of play parks and open drains. “We are worried about things like this. Children playing here could get hurt. We re- port it so many times, but nothing happens. “We want an association who can talk on our behalf and raise these issues with the City,” she says. In addition, issues caused by pubs and oth- er liquor outlets in Phoenix have arisen. Speaking during a monthly Community Police Forum meeting last week, a police of- ficer dealing with liquor applications said there had been several issues around outlets in Phoenix. Responding to questions about one specif- ic pub, she said the matter had been reported to the Western Cape Liquor Board and a hearing would be held in October where res- idents would be called to testify. According to Marshall, Phoenix has had an “onslaught of problems” brought on by the anti-social behaviour associated with li- quor outlets,” she says. “We also have big problems with crime and alcohol and believe an active ratepay- ers’ association will be able to tackle these issues on behalf of residents. “We are faced with an unimaginable amount of crime which includes break-ins, home invasions and daily robberies. Every day our children get robbed when they go to school or work. We have a neighbourhood watch that does very good work but we need to take note of how municipal issues like open fields impact on crime,” she says. An inaugural meeting for the new associa- tion will be held on Tuesday 25 August at Phoenix Hall at 19:00. Marshall says residents will be given the opportunity to air their views and should the community agree with the proposal for the association, an election will follow. Authorities will meet this week to getclarity on the erection of an advertise-ment on a Licence Plate Recognition

(LPR) camera in Parklands.The debacle unfolded when Table View

Neighbourhood Watch (TVNW) patrollersraised the alarm about the advertisement.According to the watch, the advertise-

ment attracted attention to the location ofthe camera and thus created a security risk.TheLPRprojectwas initiated by theBlaa-

uwberg Subcouncil several years ago andsaw councillors provide funds from theirward allocation budgets for the installationof 27 cameras at various points, from Mil-nerton to Melkbosstrand.Questioned about the matter, subcouncil

chairperson Heather Brenner says they areaware of the advertisement.“No one is allowed to erect signage on

City property that is related to traffic andon any other City property without permis-sion. There is no clarity as to the way for-ward with this. The City of Cape Townproject manager for the installation of thecamera infrastructure will be meeting withthe owners of the property on which andwith who’s permission the pole was plant-ed,” she explains.

AgreementTheproperty is ownedbyRyanChapman,

who says in January this year he receivedtwo letters from LPR Solutions, the compa-ny contracted by the City, to erect a pole onhis property for the installation of the cam-era.Chapman explains he agreed the pole

could be erected in his garden if he coulderect an advertising board.“I met with Chris Hobbis, the Manager at

the installation company LPR Solutions fora site visit prior to installation and he in-formedme that we can proceedwith the sig-nage and that he would handle any issuesthat may arise.“He also advised what size it should be so

as not to interfere with the camera’s line ofsight,” he says.He further explains hewanted a “win-win

situation” for all parties.“Asmuch of an eyesore as this four-metre

pole is to us, we would be able to benefit inthe form of advertising and as communitymembers involved in both Table ViewRate-payers’ Association and TVNW, we wouldbe adding to the safety of the community,”he says.

NetworksLPR networks have proven to be a suc-

cessful crime deterrent in other communi-ties including the City Bowl, Constantiaand Fish Hoek.Many of these net-

works have been op-erational for severalyears and accordingto an insider, thepublication of theirlocations in print orsocial media isfrowned upon andcreates a securityrisk.In addition, they

claim advertisinghighlights their loca-tion – which resultsin criminals using alternate routes. In Con-stantia Valley advertising on these poles isnot allowed.Chapman says he was unaware of any

wrong-doing until a member of the LPRcommittee attacked him on social media asopposed to “simply picking up a phone orknocking on our door to discuss the situa-tion and get both sides of the story”.“Weare trulyblownawayby thebacklash

this has caused and feel that by adding tothe community, we are the ones who havesuffered. We are, however, pleased to seethat it has been incredibly effective in at-tracting attentionand is clearly anadvertis-ing hot spot. This camera pole has been con-nected directly to our electricity mains andat current tariffs it’s costing us a minimumof R250 a year.“Given the current escalations of Eskom

tariffs, that amount could increase consid-erably over the coming years,” he says.Chapman further says the pole impacts of

the appeal and value of the property when

selling the home as it cannot be removed.“This point only came to light once the

pole was in and we received the agreementfrom the City.”Asked whether he will ask for the pole to

be removed if instructed to remove the ad-vertising,Chapmansays: “Weare currentlyin twominds, as this is something we neverwanted in the first place. When we were ap-proached, we were informed that we couldmove ahead. Now the company that gavethe go ahead has told us thatwe need to takethe sign down, which breaks the originalwin-win condition under which the pole

was agreed to in thefirst place.“I feel that Hobbis

should have goneback to the City pri-or to the installationof the camera to getconfirmation of therequest and thenmove forward fromthere. I made multi-ple requests for con-firmation and wasgoing to include thecondition on the

City agreement which LPR Solutions sentus, but was informed by LPR Solutions notto, and that they would get back to us assoon as they have confirmation.“This was on the Thursday 7 May and we

are stillwaiting. I feel therewasblatantmis-representation by LPR Solutions who havenow washed their hands of the matter”.

ContractorTygerBurger approached Hobbis for a re-

sponse, but he declined, saying the compa-ny was contracted to the City and was notin a position to comment.In response to the issues raised by Chap-

man, TVNW chairperson, Justin Croucher,said they were not informed of this agree-ment.He says theywere clearly toldnoadvertis-

ing was allowed so were interested in howthis agreement was made.In an update on the project, Brenner and

councillors Nora Grose and Joy McCarthysay the system is live and ready to go.

A Dunoon man appeared in the docks ofthe Cape Town Magistrate’s Court thisweek after he was nabbed with dagga.

According to a report from Milnertonpolice, the 40-year-old man was arrestedshortly after midnight on Friday after res-idents reported his activities to patrollingofficers.

“While doing patrols in Dunoon, Con-stable Tania Scott and her partner wereapproached by a resident who gave theminformation about dagga that was being

kept in a house in Kwezi Street. The offi-cers search the premises and discovered,hidden inside a travelling bag, 2.238kg ofdagga rolled in plastic,” says policespokesperson Warrant Officer DaphneO’Reilly.

The dagga was confiscated and the manarrested.

“This shows the successes that can beachieved when the community and policework together to rid our communities ofillegal drugs,” she concludes.

Staff vacancies at Milnerton Police Sta-tion took centre stage at a public meet-ing hosted by the Community Police

Forum last week.In his address, station commander Briga-

dier Marius Stander, highlighted the re-cruitment for the Basic Police DevelopmentLearning Programme and explainedMilnerton had 40 vacancies. This, he ex-plained, illustrated the shortages at the sta-tion. With 13 officers currently in training,Stander explained in coming years they ex-pected to receive 53 additional police offi-cers.

“The truth is we are not going to get thesenumbers if we don’t recruit. Only the com-munity can help us get there. Please sharethis information with people, so we can ren-der an improved service,” he said.

The number of vacancies came underscrutiny by Peter Adriantos who ques-tioned why posts were left unfilled when of-ficers left.

Making reference to the KhayelitshaCommission, he explained one of the key is-sues was the lack of resources at stationsacross the Western Cape.

“It’s a bit worrying, because part of whatcame out in that enquiry was the shortageof staff, police visibility, which if we starthearing the numbers of 40 staff who needto be replaced at Milnerton. What I find

strange is in the private sector, if you havea manager that resigns, you re-employ assoon as possible. The number of 40 has obvi-ously accumulated over a fair amount oftime and the process of re-employing takeslong. Surely that is not right,” he said.

Adriantos further addressed the issueand raised concerns about a citizen arrestin Sunset Beach a week earlier. A residentfound a wall jumper who gained access toa private residence with the family present.“They had the guy and called for the policevan which never arrived and they called foran armed response company who did. Even-tually they had to let him go. Can you clarifywhat position, we as the public, have in acase like this?,” he asked.

Stander said he was concerned about po-lice not attending to the complaint and re-quested more information. On the vacan-cies, he said it was an ongoing process.“You will remember that six months backwe also recruited people and we onlyachieved 30. The fallout of officers is veryhigh,” he said.

According to a statement, Table View po-lice have 19 posts.

According to a statement by the Milner-ton Police there will be a recruitment deskat the station on Friday 21 August from10:00 to 13:00. Applicants have to be aged be-tween 18 and 30 and in possession of a Grade12 school certificate or National Certificate(Vocational) for Safety in Society. Proof ofall documentation is needed to apply.

Past pupils, the governing body andmanagement of Milnerton HighSchool are gearing up to re-launch a

school trust to make provision for futureprojects.School principal Paul Besener explains

that the origins of The Milnerton HighSchool Development Trust dates back toMay 1972 when the then school governingbody (SGB) passed a resolution to establisha trust.It was formerly established in August

1972 and is governed by a trust deed as itsfounding document, together with the pro-visions of the Trust Property Control Act.The trust is a separate entity from the

SGB and is administered by an independ-ent board of trustees. Although the trusthas been dormant in recent years, the SGBrecently elected to approach the trust andask whether they would consider resur-recting it to support ongoing fund-raisinginitiatives at the school.Besener says the trust will seek to mobil-

ise the financial resources of thousands ofpast pupils who have matriculated fromMilnerton High since it first opened itsdoors in 1959.In addition, the trust will also seek to at-

tract charitable donations from the localcommunity with ties to the school, the par-ents of the existing pupils and local busi-nesses.The funds generated, he explains will be

used for various future projects for pupils.“Given the financial pressures facing theschool in the current economic climate, theneed for the trust has never been greater.Charitable donations to the trustwill be ad-ministered by the trustees in accordancewith the objective of the trust, which in-cludes raising and collecting funds for thebenefit and welfare, maintenance, im-provement and development of the school.It will also provide bursaries to eligiblelearners,” Besener says.“If a trustmeets the requirements set out

in that section and is accordingly designat-ed by SARS as a PBO, a taxpayer makinga donation to the trust will be entitled toa deduction from taxable income if the do-nation is supported by the necessary Sec-tion 18A receipt issued by the trust. Theamount of donationswhichmay qualify fora tax deduction is, however, limited.”The re-launch will coincide with the an-

nual Milnerton High School Past Pupil As-sociation reunion on Friday 28 August at18:00. Met so ’n groot boek en die prysdaaraan gekoppel, is dit waarskynlik dielaaste keer dat dié gids vir Afrikaans inboekvorm uitgegee gaan word.Iewers hoor ek mense murmureer en

vra dat die dodemars van die taal solankgespeel moet word. As woorde eersuitgelaat word en boeke nie meer oppapier uitgegee word nie, redeneer hulle,is die einde van die soetste taal in sig.Die mense wat so swartgallig is oor

monitor their garbage removaltimes strictly.This past year has seen many

garbage collection days pass bywithout bins being collectedtimeously.This can only exacerbate the

current situation, as it encour-ages the thwarts of vagrants toscavenge more.I believe a sustainable

solution is only possible with arenewed sense of pride in ourhomeplace!That starts with “Thinking

Debutants Durbanville Primary Schoolcelebrated a roaring eight stroke victo-ry in the fifth Ernie Els Primary

Schools Championship after denying CurroAurora repeat success at the Fish River SunCountry Club recently.

Ayden Senger (74), Louis Loubser (75) andMax Orgovanvyi (83) enjoyed a great ope-ning partnership of 232 that put DurbanvillePrimary School in pole position in their firstappearance at the premier annual juniorteam event.

Loubser returned a 76, Senger carded a 77and Orgovanyi posted another 83 for a finalround 236 to secure victory on 468.

“We are so happy and so proud of theteam,” said coach and team manager LanaOrgovanyi.

“We sat with Curro Aurora at dinner du-ring the opening ceremony and the trophywas on the table. I pointed to the trophy andtold the players that this is what we cameto play for and it was up to them if we wouldtake the trophy home.

Historic moment for school“They all came to the party in a big way.

Even when they struggled at times, theyplayed with great determination and com-mitment and I am incredibly pleased forthem.

“It is such an honour for the primaryschools around South Africa to compete inan event of this nature, sponsored by one ofthe biggest heroes in South African golf.This is a historic moment for the school and

Van der Merwe traded three bogeys forthree birdies in the final round and wipedout a double bogey at the seventh with hisfirst eagle at the par-five eighth.

He holed out for his second eagle at thepar-four 14th to sign off with a 70 to finishtwo strokes behind winner Marcus Hellig-kilde from Denmark.

The Dane took the 36 hole lead with roundsof 73 and 72 and closed with a 70 to triumphon one-under-par 215.

Van der Merwe earned his berth in the in-vitation-only event after he defeated Fin-land’s Ilari Saulo by two strokes to claim theBoys Division in the Curro South Africa Ju-niors International at his home course inMarch.
