A vacant stretch of land between Brook-lyn and Paarden Island is in the spot-light after residents have cried foul

over its ownership.According to residents, the sale of the

property located close to Mill Street, by theformer Blaauwberg Municipality to a hous-ing association, has sparked a furore.They claim the chairperson of the associa-

tion was City of Cape Town councillor Ach-

mat Williams.Residents say the property was rezoned

from public open space to general residen-tial to make way for flats in the early 2000s.According toCitymaycomember for ener-

gy, environmental and spatial planning, Jo-han van der Merwe, the property was zonedGeneral Residential 2 (GR2) from the outsetand no land use application was required toacquire the current zoning.Years later, residents say construction

was started and later stopped by themunici-pality.

Today, residents say they are stuck withthe various issues caused by an unsecuredproperty.At the top of the list is the anti-social activ-

ities of vagrants who make use of the openpiece of land.A residentwho askednot to be named says

she witnesses vagrants urinating and defe-cating in public. In addition, she says, herchildren are being exposed to vagrants hav-ing sex on the field.“I grew up in Brooklyn and we used to

walk on that plot with our dogs. Now they

sold it and we must deal with all this non-sense. The place is filthy and in summer itsmells really bad. We can’t go on like this,”she says.Residents also claim when they report

these problems to the City, they are told Cityofficials cannot take any action because it isprivate property.In a telephone call Williams confirmed he

was the chairperson of the association butsays it’s under liquidation and referredTyg-erBurger to Sanek.

A bold plan to address vagrancy in thegreater Table View community hasseen several residents, City officials,

CPF members and other stakeholders taketo the streets to share information.Armed with pamphlets and posters, the

group handed them to passing motoristsand those in need of assistance. The pam-phlets, created by the Table View CPF, list-ed organisationswhichassist homeless peo-ple. The vision was to educate residents onhow to give responsibly, and assist thosein need of help by giving them the organisa-tions’ contact details.In less than a week, one homeless man

showed up on the TLC Outreach Projects’doorstep.The organisation has assisted homeless

people by providing skills, counselling andprojects to aid their rehabilitation.On a cold winter morning, TLC founder

Colleen Pietersen can be seen hosting aphysical exercise class for a group of home-less people. Among them is the latest re-cruit, a man (23) who tells a tale of life onthe streets and how he came to TLC after

being handed a CPF pamphlet.Pietersen says the organisation has been

going for 19years and their focus is rehabili-tation and reintegration.The organisation formerly ran a safe

house in Atlantis, a farm along the N7 anda house in Blouberg for seven years.Another homeless man (29) who has been

living on the streets for many years, saysgoing back home is not always an option.His family, he said, live in Atlantis have re-lations with a well known gang.He came to Table View at the age of 9 in

search for a better life. “My father died andI did not knowmymother. I grew up at TLCand went through various projects. AuntyColleen foundme and she found a house forus first on a farm and then in Blouberg.”Petersen said these homes formerly

served as half-way houses to assist thosewho could not be reintegrated with theirfamilies by providing basic skills for em-ployment. Due to financial constraints, thehomes have closedThe man explains for many years he bat-

tled with a tik addiction and was first intro-duced to the drug at a hostel. During histime at the TLC house he underwent reha-bilitation and overcame his addiction.

Marconi Beam Primary School buzzedwith excitement yesterday as pupilslined up with bags of recyclable

goods for an exciting new programme.The school has been adopted by Milnerton

High School and together they make ex-changes of recyclable goods and food dona-tions.

According to Angel Snyman who headsthe Christian Connection Society at the highschool, the project was initiated by pupilsand the school partnered with the Out Of Af-rica Children’s Foundation (OOAF).

OOAF founder Kim Ferroli-Highfield ex-plains the initial step taken was to identifya nearby underprivileged school.

Each school was contacted and decidedwhether or not they wanted to participate.The privileged school is responsible for col-lecting food donations while the underprivi-leged learners clean the streets of their com-munity by collecting recyclable goods.

Snyman explains they were excited topartner with Marconi Beam and managed tosecure a R15 000 donation from OK Foodsand struck a partnership with Meals onWheels in Brooklyn to provide soup for 400pupils.

Ferroli-Highfield says the project is aimedat bridging the gap between pupils. She sayswhile the two schools are just a few kilome-tres away, pupils come from “two differentworlds”.

“The project is a new way for them to cometogether while addressing very important is-sues like food security and environmentalimpact.

“The Marconi pupils worked hard to col-lect the recyclable goods and we hope thiswill help teach them to take pride in theircommunity. In addition, the Milnerton pu-pils get to see first hand the issues that otherpupils face and how they can lend a hand,”she says.

During the first exchange yesterday, pu-pils from both schools braved the coldweather and spent time socialising.

It was a night of hopeless devotion, sum-mer loving and hand jiving as MilnertonHigh School pupils took to the stage for

their latest production, Grease.The stage came alive with life-size props

and energetic dance sequences as pupilsbelted out their rendition of the classic musi-cal. Pupils and past pupils also received ablast from the past with a video snippet dat-ing back more than 20 years when Greasewas performed at the school.

The classic teenage love story was broughtto life with music, dance and vocal perform-ances which received a standing ovationfrom the crowd.Monique Duval took the pictures.

Neighbourhood Watch (TVNW), four van-dals set out in the early hours of Sunday 26July and smashed the windows of a numberof cars parked outside.

According to TVNW media liaison JamieAgenbag, nothing appeared to have beenstolen andmore than 14 caseswere reportedto the watch.

The watch also released CCTV footage ontheir Facebook page showing a silver Audipull up in front of a home and three menget out and smash the window of a vehiclebefore driving off.

In her social media post, Agenbag wrote:“On Sunday morning between 05:00 and07:00, at least 14 vehicles in Sunningdaleand Blouberg were vandalised. This ofcourse is not acceptable and as a communi-ty we need to not only put a stop to it, butfind the vandals and take them to task.”

She said Table View police have asked forthe footage to be released in the hopes resi-dents may be able to recognise the perpetra-tors.

The watch said these incidents were re-ported in various roads and three incidentstook place in Sunningdale Drive.

According to Table View police stationcommander Colonel Dirk Vosloo, 16 caseshave been reported.

At this stage, he says, no arrests havebeen made and it is unclear whether or notthe perpetrators live in the precinct as thematter is being investigated.

“ We will have no mercy on the perpetra-tors. Once they are identified, they will bearrested and face charges in court,” Vosloowarned.

Questions around the legalityof a taxi rank along SandownRoad have arisen.

The rank, located in theemergency lane close to the WestCoast Road intersection, continuesto irk motorists.

During peak hour traffic, motor-ists travelling towards West CoastRoad are faced with several delaysas taxis are seen picking up passen-gers.

Each day between eight to 10 tax-is can be seen. When a taxi is filledwith passengers, drivers then pro-ceed to cross three traffic lanes intothe right turning lane.

Other motorists are forced togive way as drivers shout out ofwindows and cross lanes withoutlooking out for other road users.TygerBurger witnessed as a taxi

driver proceeded to the intersec-tion in the right turning lane and made anillegal u-turn, nearly causing a collision.

Safety concernsAccording to Leon Alhadeff from the Ta-

ble View Ratepayers’ Association (TVRA)the association has received complaintsfrom residents who are concerned abouttheir safety.

According to City of Cape Town directorfor safety and security, Richard Bosman, theCity’s Traffic Service has also received com-plaints and has carried out a number of en-forcement operations focusing on the taxisin the area.

In the most recent operation, conductedon Tuesday 23 June, various offences wererecorded.

“Eight for having no PDP [public drivingpermit, four for driving without a driving li-cence, six for failing to wear safety belts, 55

for passenger overloads, five for disobeyingdirectional arrows and one arrest for reck-less and negligent driving” Bosman said.

The City referred questions regarding thelegality of the taxi rank to the provincialtransport department.

However, according to departmentspokesperson Siphesihle Dube, taxi ranksare the City’s responsibility.

Dube provided a comprehensive overviewof legal taxi routes along Sandown Road,none of which indicate a start/stop point onSandown Road.

According to City mayco member fortransport Brett Herron, the current mini-bus-taxi operations were moved to their po-sition from the West Coast Road as a tempo-rary arrangement in 2012.

“This arrangement will apply until suchtime as all of the MyCiTi Phase 1 routes havebeen rolled out and the bus service has re-

placed the minibus-taxi operations in thisarea – by 2016, if all goes to according toplan.”

Another issue raised by residents is the in-troduction of informal trading next to the ar-eas where the taxis rank.

Traders can be seen selling their wares onthe pavement, causing pedestrians to walkin the street to access the taxis.

According to City mayco member for tour-ism, events and economic and development,Garreth Bloor, there is no informal tradingplan for the area, which means that as longas informal traders comply with the City’sby-laws there is no restriction on their trad-ing in the area.

In addition, he says the municipality isconsidering an informal trading plan for thesubcouncil area and it is proposed no in-formal trading be permitted at this location.

Asked whether traders are contravening

any by-laws, Bloor says: “There isno ongoing by-law contraventionsdirectly attributable to the informaltraders”.TygerBurger questioned how this

was possible when traders were ob-structing pedestrian access and inresponse Bloor repeated the state-ment about the absence of a tradingplan.

No trading restrictionsHe said this means that as long as

informal traders comply with theCity’s by-laws, there is no restric-tion on their trading in the area andthe proposal being considered bythe City to not allow trading at thislocation “because it is not consid-ered an appropriate informal trad-ing area in terms of concerns aboutcongestion and the narrow pave-ment”.

“In terms of the question aboutobstruction, the Courts have ruledon a similar matter that an obstruc-

tion needs to be substantive to be seen as acontravention of the by-laws. That beingsaid, the City has acknowledged that the cur-rent activities are not appropriate in that lo-cation and in terms of the informal tradingplan that is under consideration, the City isproposing that no informal trading be per-mitted at that location,” Bloor said.

The trading plan has been a contentiousissue in Table View in recent months as resi-dents have cried foul over the public partici-pation process.

Asked whether these traders have permitsand what remedial action has been taken bythe municipality, Bloor says: “The absenceof an informal trading plan also means thatinformal traders are not required to havepermits to trade in the area”.V Do you think taxis and informal trading should beallowed at this location? Century City’s inclusion in the city’sRapid Bus Transit system received aboost with the opening of a new direct

MyCiTi route from Dunoon to Century Cityvia Omuramba station over the weekend.

Rabie Property Group stated the newtrunk route, T04, will culminate in the pub-lic transport interchange at Century City’snew Trunk Station developed at a cost ofR34m by the property group as part of itsinfrastructure commitments to unlock ad-ditional development rights at CenturyCity.

Rabie director Colin Green said the re-lease of bulk infrastructure at Century Citywas linked to various infrastructure pro-jects, of which the Trunk Station was one.

“To date a total of just over 1 000 000m²of bulk has been released and close on 800000 m² has been completed. The balancecomprises projects in various stages of theplanning and subdivision process.”

Green saidCenturyCitywasalreadywellserviced by rail with the nearby CenturyCity Station and a well-managed, dedicatedtaxi rank, but the completion of the MyCiTitrunk station would add a new dimensionto public transport with MyCiTi’s fast, effi-cient and reliable service.

It is envisaged that in the long term Cen-tury City will be a major interchange be-tween the trunk and feeder routes emanat-ing from Atlantis, Durbanville, Khayelit-sha and the Southern Suburbs.

He said as the MyCiTi service expands,the reliance on Golden Arrow and mini bustaxis services will be reduced.

Century City has been part of the MyCiTiservice since November 2013 when a feederroute was introduced from Omuramba Sta-tion to Century City which ran in mixedtraffic through Montague Gardens to Cen-tury City, down Century Avenue, past theCanal Walk Shopping centre and along Sa-ble Road to the Century City railway sta-tion.

The new T04 Dunoon-Century CityTrunk route will travel along PotsdamRoad from Usasaza station, servicing in-dustrial areas along Koeberg Road withnew stations at Refinery, Montague Gar-dens and Turf Club before reaching Omu-ramba station. Buses will then turn downRatanga Road providing communitiesaround the new Phoenix and Sanddrift sta-tions with access to the growing MyCiTinetwork ending at the Century City stationin the public transport interchange.

For existing passengers the servicemeans a quicker journey between Dunoonand Century City with no transfers and acheaper fare.

Instead of travelling in mixed traffic, thebuses will travel along dedicated red roadsensuring a quicker journey even in theheavily congested peak hours with busesdeparting every 10 minutes on weekdaymorning and afternoon peaks and every 20to 30 minutes at other times.

Wesley Krotz is without doubtone of the very best ice hockeyplayers in the country, proven

by the fact the Canadian Parry SoundIslanders team has acquired his servi-ces.

Bearing in mind, the 19-year-oldfrom Milnerton was already selectedto represent South Africa on a seniorlevel when he was 15.

“Between the age of 10 and 13, I usedto skate with my cousin at every publicsession because we enjoyed ice skatingso much. One holiday in Johannes-burg, we were skating at Northgate Icerink and the manager approached usand asked if we would like to play icehockey for them.

Astonishing accolades“On our return to Cape Town, my

mother made enquiries about ice hock-ey and we immediately signed up forthe Learn to Play Academy that tookplace on Sunday mornings.

“I then joined the Penguins Club aft-er attending the academy and the nextmonth was selected to represent West-ern Province u.14s. That was the begin-ning and I never looked back,” saysWesley.

This young man’s accolades are as-tonishing. Representing his country inMexico at an international tourna-ment in 2011 he was voted the best u.18player of the tournament. He receivedthis honour again in Turkey in 2013,thus making him possibly the only na-tional ice hockey player to receive thebest player of the tournament award asboth a junior and senior.

“I have been fortunate to play inMexico, Turkey, Bulgaria, Spain andNew Zealand. You learn a lot by travel-ling overseas and seeing how othercountries play. The sport is also muchbigger overseas and played profession-ally. For example they train six daysa week for up to five hours a day.

“That is one of the reasons why I amso excited to join the team in Canada.I want to play well and work hard and

become the best player I can possiblybe.

Next level“It is my dream to become a profes-

sional player and one day become acoach and help grow the sport in ourcountry.

“The Canadian season starts on 6September and I will be flying out, Godwilling, on 4 or 5 September to startthis exciting journey in my hockey ca-reer.”

Parry Sound Islanders is a club thatattracts scouts from all the pro teams,and Wesley hopes this will give him theopportunity to get to the next level.
