In response, Adrianatos explained while there were many challenges in the fight against crime, active street committees who kept an eye on suspicious activity and re- ported it to police had been successful in oth- er areas of the police precinct. “If you want to fight the destruction of your suburb, street committees are the way to go. Ward councillors have a large area to cover and street committees can go a long way to deal with various issues that add to crime light broken street lights.” Adrianatos further explained there were various ways to divide an area into commit- tees and said if the length of a road was a challenge it could easily be resolved by di- viding the road into sections. “You have street captains who champion the initiative and co-ordinate information and patrolling. You can use Whatsapp to channel information.” According to Adrianatos, the close prox- imity between Brooklyn, Rugby and Yster- plaat to the central city, the community was an integral link to the central city and was due for revitalisation. He challenged residents to take back their streets and not to allow crime and grime take over. “If you allow it to continue, you will see a drop in property values and the loss of the moral fibre of your community.” Speaking after the meeting Milnerton CPF chairperson Karen Visagie explained while there were street committees in Brooklyn, Rugby and Ysterplaat, there weren’t enough. She listed drug dealing and fear as a concern in the area. “Many people are very afraid. They fear the intimidation of criminals and in addi- tion there are many elderly people living in these areas,” she said. Adrianatos explained the CPF will also be hosting three public meetings over the com- ing months which will cover topics such as liquor licences, drugs and prostitution. He said the CPF was aware of the challen- ges along Koeberg Road with prostitution. The formation of a Local Network of Care (LNOC) to tackle homelessness and other social problems in Ward 55 were also raised at the meeting. Interim coordinator, Maureen Jangle ex- plained a meeting would be held in July but more individuals and organisations were needed for the new committee. Table View residents have welcomedan investigation into the informaltrading plan for Parklands MainRoad.

Heated debates arose last month asresidents claimed they did not ap-prove of the City of Cape Town’s plan.

The plan, tabled at a the subcouncil1 meeting in April, seeks to regulateinformal trading sites in various sub-urbs, including Table View and Park-lands.

Three sites with designated tradingbays were originally proposed, butcouncillors then recommended thisbe reduced to one site in Main Road,Parklands.

But residents across Ward 107 havevoiced their strong opposition to thisplan.

Newly elected chairperson of theTable View Ratepayers’ Association(TVRA), Leon Aldaheff, wrote a letterto the City’s Mayco member for tour-ism, events and economic develop-ment, Garreth Bloor.

In the lengthy letter he outlines res-idents’ concerns and says they are notopposed to the City’s objective to pro-mote social and economic develop-ment.

Aldaheff also explains in the letterthat they have objected to limitedpublic participation, a lack of trans-parency, lack of service delivery andthe lack of law enforcement capacityto enforce municipal by-laws.

The letter was written ahead of ameeting with Bloor on Wednesday 20May.

“He stopped the whole plan and toldus it would not go to full council fora final decision until an investigationis complete. We questioned whetherdue process was followed with thisplan, and we are happy the matter isbeing investigated before any finaldecisions are made.”

According to Bloor, the public par-ticipation process regarding the pro-posed Table View informal tradingplan is currently being reviewed todetermine whether it was adequate,whether it complied with the City’sprocesses and was compliant.

“If it is found to be compliant, thenCouncil can satisfy itself that the staffhave not acted without consultation.In addition, Council may then rulethat despite its adequacy, the publicparticipation can be redone, or just el-ements of it.

Either way, I, together with othermayoral committee members, willconduct a site inspection to familiar-ise ourselves with the physical as-pects of the proposal,” he says.

Bloor added the plan has not yetbeen approved and is still followingthe necessary processes. “As such, asite visit is yet to be scheduled as partof the mayoral committee’s delibera-tion which will inform their recom-mendation, which will be tabled atfull council for a final decision.”

However, Aldaheff and residentshave raised various concerns aboutwhether or not due process was fol-lowed. This follows questions aboutwhy an e-petition was marked as“late”, and excluded in the public par-ticipation. Asked for comment aboutthe petition and the deadline for pub-lic comment, Bloor did not respond.

He says if the eight bays in Park-lands Main Road are approved, in-formal trading will not be permittedelsewhere in the ward.

T’Viewsays ‘yes’to tradeprobe

As the Legacy camera project by theBlaauwberg Subcouncil continues toroll out, a call has been made for indi-

viduals to stand on a new management com-mittee.

The project, which was conceptualisedmore than three years ago, will see 27 Li-cence Plate Recognition (LPR) camerasplaced at strategic points to keep a close eyeon suspicious vehicles in wards 107, 4 and 23.

The brainchild of subcouncil chairpersonHeather Brenner, it is aimed at complement-ing crime-fighting initiatives and deterringcriminals.

Brenner explains while crime is not a mu-nicipal function, she and other councillorsfound a need to implement a project whichwould assist neighbourhood watches andCommunity Police Forums (CPFs) in theirefforts.

‘No success’After learning about other camera net-

works run by neighbourhood watches acrossCape Town, Brenner and fellow councillorsJoy McCarthy and Marissa Jansen van Vu-uren agreed to allocate R200 000 each yearfrom their ward allocations to the project.

However, for the first two years Brennerexplains they battled to find a way to best im-plement the project.

“Over and above the installation, therewould be maintenance and somebody has tomonitor it. We weren’t having success. Butas the money was for a capital project, wewere able to roll it over each financial year.”

The project was hit by another blow whenVan Vuuren decided to pull her funds and in-stead allocate it to other initiatives.

Brenner explains for this reason the totalfunds allocated total R2.6m, as opposed to theplanned R3m.

Van Vuuren was later axed by the DA forunrelated reasons and Nora Grose was elect-ed during the by-election.

Grose has since shown her support for theproject.

The councillors sought the help of Maycomember for safety and security, JP Smith,who worked out a plan to have LPR camerasinstalled instead of surveillance cameras.

Control roomThis, Brenner explains, meant the LPR

system could feed into the City of CapeTown’s control room in Goodwood.

Councillors then formed a committee com-prising of one CPF representative and twoneighbourhood watch representatives fromeach ward. This committee was responsiblefor overseeing the installation of camera in-frastructure.

During a meeting, Brenner further ex-plains, the committee felt it was importantto include the ratepayers and the new compo-sition consisted of one representative fromthe CPF, neighbourhood watches and rate-payers’ associations for each ward.

At this stage, the roll-out of the infrastruc-ture is expected to be complete in just a fewweeks.

Brenner says the next task is establishingwhere the neighbourhood watches’ controlroom would be located.

This room, she says, will not only need tobe central for all wards, but will be the placewhere the information is fed to.

She further explains councillor Grose isworking on a management plan which, onceapproved, will outline the guidelines for thefuture management committee.

This will be done to ensure the project con-tinues after the next elections.

Brenner says the project has the potentialto grow, but will need a strong committee totake it further.

Milnerton CPF chairperson Karen Visagiebelieves the cameras will go a long way toassist with investigations.

She explains in the Milnerton precinct, au-thorities and communities are concernedabout drug trafficking and believe the cam-eras will help to secure convictions.

“They [drug dealers] use mostly cars andscooters and this will help us to keep tabs ontheir movements and patterns so police canmake more arrests. I believe it’s a brilliantproject and will serve as a deterrent.”

Table View CPF deputy chairperson Jus-tin Croucher says they believe the camerasystem along with other initiatives will helpthe community.

Positives“With limited personnel and resources in

our area, we need to look at more innovativeways of identifying and catching criminals.

“The LPR system offers the precinct manypositives for all residents of the area,” hesaid.

“The spots that will be monitored havebeen identified in conjunction with police, toensure the best coverage. Going forward intothe new budget, more money will be availa-ble to expand the network.”

Croucher also says the CPF will make itsservices available once the managementcommittee is finalised.

“We are aware of the amount of money thatis coming out of ratepayers’ pockets to fundthis venture and we always try to serve inthe best interests of the community,” headds.

All eyes on camera project

Dance for All’s annual Kaleidoscope produc-tion will unfold on stage this weekend as partof the Youth Day celebrations at ArtscapeTheatre.

A renewed bid by the CapeRadio Flyers(CRF) to lease the Rietvlei Nature Re-serve has received a mixed response.

This follows an application to theBlaauw-berg Subcouncil and a demonstration illus-trating the sound made by electric planes.The issue was raised at a residents’ meet-

ing last week where Rolf Spaeth of the Mil-nerton Ridge Ratepayers’ Association(MRRA) explained how the club attemptedanew to have their lease extended after itfell away in May last year. He explainedmany of the complaints were around noisefrom the planes. The club now proposed anew lease in which flying was restricted tothe use of electric planes.CRF member Ken Alrick explains after

the lease ended, the club has been looking

at alternative land.He remembers first flying at Rietvlei in

the 1960s and says at the time a man wascaught flying his plane close to birds.“Ever since then,wehave been very strict

and ensure all members do not interferewith animals and do not fly overWest CoastRoad.”He further explains at the timemost of the

area they leased was bush and therefore theplanes did not disturb anyone.In March, CRF made a demonstration at

the subcouncil chambers andasked council-lors to consider the use of electric planes.Alrick explainsmore flyers are opting for

electric motors and this is the motivationbehind the application.While these planes appear to be quieter,

they have done nothing to impress theFriends of Rietvlei.According to chairperson Nelis Visagie

they still object to the club using the areaas they believe it has a significant impacton the environment.“Wehave heard about the plan to use elec-

tric planes and while it may help with thenoise, our stance has not changed. We stillbelieve it’s not a suitable area and when thewater levels rise, the birds move into thatarea. With the flyers there, the birds willhave nowhere to go,” he says.Visagie also says theyplanned to rehabili-

tate the site.The CRF members, however, disagree

and believe the bird population to have“flourished”.According to ward councillor Joy

McCarthy, she was pleased with the demon-stration and says the use of electric planescould help create a “win-win situation”.She explains in their attempt to get a new

lease theCRFmade the amendment for elec-tric planes. She saysthey will now have tomake a new applicationand a report will becompiled and tabled atthe Blaauwberg Sub-council.“The subcouncil will

make a recommenda-tion to the City [of CapeTown] and the final de-cision will be made atfull council.”McCarthy disagrees

that the CRF will havean impact on the birdsand says she has seenthem nesting in this ar-ea when the club waspresent.

Child­friendly formulation“The pellets are to be sprinkled on sweet-

Cape Town will soon have its very own versionof the popular board game Monopoly, and resi-dents have a chance to vote for their favouriteproperty.

Regional versions of the Monopoly board gamehave been produced for the last 15 years and islicensed in 103 countries, with South Africa nexton this illustrious list.

Capetonians will be encouraged to take part inthe selection process to choose which recognisa-ble city hotspots will appear on the final board,to be on shop shelves around November.

Monopoly representative Dan Taylor says sev-eral board gameshave been created for cities suchas Sydney and Ibiza.

“It’s my job to create a game that the people ofCape Town will be proud of and play with theirfamilies for many years,” he says.

Cape Town Tourism spokesperson Nicole Bion-di said the organisation is hoping to see some ofCape Town’s “Big 7” attractions on the board,such as TableMountain, the V&AWatefront, Kir-stenbosch and Groot Constantia.

“Although the gamewill be predominantly soldand distributed inCapeTown,we’re hopingCape-tonians will get excited and start sharing it withfriends and families around the world,” she says.

This process began on Friday 5 June and willrun for the next three weeks, when enthusiastscan nominate Capetonian properties.

Boyes Helping Hands held their veryfirst fundraiser for Liezl on Saturday 30MaycalledHappyHip forLiezlCakeDayand raised R1 225.

With pledges from the community, thetotal raised thus far is R2 024.

They aim to do a once-a-month fun-draiser for Liezl, the next two being endof June with a breakfast, and the firstSaturday of July with a Potjiekos FunDay cookout.

At theCakeDayLiezl shared her storywith guests. People could meet her andinteract with her and the organisationis hoping thatmore people will come outand meet Liezl and see for themselveswhat she is currently having to face dai-ly.

show, and the founders Loren Hendersonfrom Bonteheuwel and Loren Loubser fromDiep River will be stepping out in stylewhen they tackle the tough walk on Tues-day.

Loren Henderson explained that theystarted the online talk show to highlightand encourage individual style, trends andyoung designers and entrepreneurs.

“Through fashion, we aim to inspire, en-courage and develop youth in Cape Townand surrounding areas,” she says.

“Closet Chat has positioned itself as abrand that provides an alternative for theyouth who come from challenged back-grounds but still have the love and flair forfashion.”

Loren Loubser is excited about theirproject to celebrate Youth Day and wantsyouth to join them and their team on theday.

“We are looking for young people to joinus on our quest because this campaign willfocus on the youth of Cape Town and sur-rounding areas in an effort to encouragethem to ‘Step out’ of their situations, chal-lenges and circumstances.

“There is also the chance for all in the cityto support us by helping us to support thePut Foot Foundation by pledging to moneyto assist them in their projects.

“The Put Foot Foundation is a volunteer-based, proudly South African organisationthat tackles the need of the daily plight andindignity of children with no shoes.

“What better way to do it than steppingup in style,” she laughs.

Loren Henderson added that they are alsoinviting companies to partner with them toshow that their business takes pride in ac-tively making change and promoting youthinitiatives.

“The rough estimate is that it takes 2800steps to the top but we will welcome all do-nations to help this organisation that do-nates brand new school shoes to as manyneedy children as possible, allowing theyouth to walk to school and feel proud withtheir new school shoes and ready to be em-powered through education.”

Closet Chats will be filming the entire ex-perience, which will be aired on their You-Tube channel.

The walk will start at 09:00 at the foot ofLion’s Head.

(UWC) rector Prof Tyrone Pretorius at a re-cent meeting of key roleplayers of the nort-hern suburbs with the City’s mayor, Patri-cia de Lille.

Pretorius said moving four of their healthdepartments into the former JS Marais Hos-pital building in the CBD, was but the firstmeasure of the university’s resolve to im-prove the overall image of Bellville – a man-date shared by the Greater Tygerberg Part-nership (GTP).

“The UWC has a role to play to help shapethe future identities of the areas where weare located,” Pretorius told TygerBurger.

“Through the acquisition and imminentrefurbishment of the former JS Marais (Hos-pital) building to relocate fourhealth depart-ments to the Bellville CBD, we have becomeone of the active participants to help theCityimprove the neighbourhood’s capacity,” hesaid.

This acquisitionwouldalsomeandevelop-ment of the local economy would accelerateand “bring university education and healthservices in support of struggling communi-ties”, Pretorius added.

Another well-placed hope of Pretorius wasthat the local sports facilities in the area,such as the one at the UWC, would add toits enhancement and growth.

“Universities’ aspirations as sporting des-

tinations can be important catalysts to at-tract, develop and retain sporting talent,” hesaid.

He added it could also influence and helpdevelop communities as a whole, and thatusing sport-based regeneration strategieswould help reverse the poor image of under-developed areas in the city.

At the meeting, De Lille stated the City’scommitment to support UWC in the univer-sity’s desire to host more City events at theirfacilities and to use the extensive expertiseavailable there.

“Together with other roleplayers we arecommitted to making the Greater Tygerbergregion a significant destination for high per-formance sports for development,” Pretori-us said.

GTP CEO Chris O’Connor cited their ownexcitement at the proposals by the UWC.

“We are very excited about this develop-ment as it will have a catalytic impact in therevitalisation of the Central Bellville pre-cinct,” he concurred.

“This precinct – which includes the stripbetween Voortrekker Road, Kruskal Ave-nue, Wilshammer Street and BlankenbergStreet – is already a vibrant and culturallydiverse area,” O’Connor said.

“It has the potential to become a sought af-ter congenial cosmopolitan space. Here youcould expect to find businesses that cater tothe needs of students and university staff inthe area,” he said.

O’Connor added their vision includedquality and professional services to passingcommuters, tapping the local creative andinnovative industries, restaurants that pro-vided cuisine from all over the continent,and fun haunts offering world class enter-tainment.

O’Connor said the end result would be aclean, safe and attractive public environ-ment in the area where people wanted tospend their time.

• Residensiële tariewe: Algehele styging in inkomste uit die groep is 10.82%,maarindividuele kliënte sal waarskynlik verskillende stygings waarneem op grond vanwerklike verbruik. Die verskil tussen die gemiddelde en werklike styging spruituit die verhaling van die tekort aan inkomste uit die hulptarief vir blok 1.

• Verbruikers wat 450 kWh per maand ontvang, sal dieselfde persentasie stygingwaarneem, ongeag die tarief wat vir hulle geld. Daar is dus geen verandering indie subsidievlak wat hierdie verbruikers op die hulptarief ontvang nie.

• Gratis basiese elektrisiteit: Hulptariefkliënte wat gemiddeld minder as 250 kWhper maand ontvang, sal ’n gratis basiese toevoer van 60 kWh kry, terwyl diegenewat gemiddeld tussen 250 kWh en 450 kWh per maand ontvang ’n gratis basiesetoevoer van 25 kWh per maand sal kry.

• Die tarief vir residensiële kleinskaalse gekoppelde opwekking kry ’n tweede blokby in pas met die huishoudelike tariefblok 2 om te voorkom dat verbruikers watbesonder klein opwekkers installeer ’n groot verlaging in hul rekeninge ontvangsonder dat hulle in werklikheid enige elektrisiteit opwek.

• Die kategorie “Klein kragverbruiker 1” met die buitespits-kombinasie word sedert1 Julie 2012 tot slegs bestaande kliënte beperk. Die buitespits-komponente stygook met ’n bogemiddelde bedrag om hierdie tarief uiteindelik uit te faseer.

• Die tarief vir die kategorie “Klein kragverbruiker 1” ondergaan ’ngeringe strukturele aanpassing in pas met die bevindinge van dievoorsieningskostestudie.

• Tydspesifieke tariewe is herstruktureer om pariteit tussen diemediumspanningstarief en EskomMegaflex te verseker.

JackOliver, a Grade 9 student at ElkanahHouse in Table View, is swimming hisway to success.He currently holds the Triple Crown as

the fastest swimmer in South Africa inthe 14-year-old age group in the 50m, 100mand 200m backstroke. He is also the fast-est swimmer in the same category for the15-year-old age group.Last year and this year too, Jack quali-

fied to compete at the National Level 3Age Group swimming champs as well asthe SA Youth Nationals which is an in-credible achievement for a swimmer ofJack’s age. At the Level 3 champs held inPort Elizabeth this year, he won a goldmedal of the 100m backstroke in the 14-

year-old category and set a new WesternProvince record of 1:00.94.He also won gold for 50m backstroke,

silver for 200m backstroke as well as sil-ver for 50m butterfly.At the South African Youth Nationals

held in Durban recently he went on tobreak his own record set at the Level 3champs when he received gold for the100m backstroke in a time of 59.77. Jackalso won gold for a time of 2:13.24 for the200m backstroke, improving his Level 3time by four seconds.Toadd to this, Jackalso competed at the

SeniorOpenChampionships for the 200mbackstroke where he went through to thesemi-finals.

1.8 Eienaars moet om die korting aansoek doen in die jaar wat ’n nuwe algemenewaardasie of aanvullende waardasie, na gelang van omstandighede, in werkinggestel word. Aansoekemet die inwerkingstelling van ’n nuwe algemene waardasiemoet die Stad bereik teen 31 Augustus van die boekjaar waarin die waardasie inwerking gestel sal word. Aansoekemet die inwerkingstelling van ’n aanvullendewaardasie moet die Stad bereik teen die laaste dag van die derdemaand na dieinwerkingstellingsdatum van die waardasie. Indien nie, kan geen sodanige kortingvir daardie boekjare toegestaan word nie.

2. VERBRUIKSTARIEWE EN -HEFFINGSWater, sanitasie, elektrisiteit en vaste-afvalbestuur word teen 14% BTW belas.

2.1 WATER

Drie stelle watertariewe is goedgekeur (10%-verminderingstarief, 20%-verminderingstariefen 30%-verminderingstarief). Elke tarief is gekoppel aan die vlak van waterverminderingwat opgelê word.Aangesien die 10%-verminderingstarief as norm by dieWaterverordening ingesluit word, sal dít die tarief wees wat geld. Dit kan egter later nagelang van verdere vereiste beperkings hersien word.

2.1.12 In pas met die aanvaarding van die beleid oor stedelike landbou is ’n gratistoewysing van 10 kℓ per maand ingestel vir die uitsluitlike doeleinde vanbestaansboerdery deur omskrewe kwesbare groepe.

2.1.13 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om ’ngratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’n Beëdigdeverklaring sal vereis word, en die aansoek sal op grond van die persentasie vandie hoofgebruik ondersoek en oorweeg word.

2.1.14 Bestaande skuilings vir haweloses/ouetehuise (buiten dié wat as huishoudelikegroepe geklassifiseer is)/tehuise vir die gesondheid van diegene met fisiese ofgeestelike gestremdhede

Hoogtepunte van wysigings

• Trapsgewyse tariewe (1-6) is vanaf 1 Julie 2013 vir die huishoudelikegroepskategorie ingestel op grond van vorige oorlegpleging met kliënte. Verderestappe om dié kategorie nog meer in lyn met die volledige huishoudelikekategorie te bring, is oorweeg dog nie vir die boekjaar 2015/16 aanbeveel nie.

• Veranderinge in diverse tariewe, onder meer die voortgesette stygings metbetrekking tot behandelde afvalwater (bepaald vir gholfbane) sowel as diemetertoetsfooi, word in bylae 4 by die begrotingsdokument uiteengesit.

• Staking van hengeltarief by damme in raadsbesit vanaf 1 Julie 2015.

2.2. SANITASIE

Drie stelle sanitasietariewe is goedgekeur (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppel aan die

vlak van watervermindering wat opgelê word. Aangesien die 10%-verminderingstariefas norm by die Waterverordening ingesluit word, sal dít die tarief wees wat geld. Dit kanegter later na gelang van verdere vereiste beperkings hersien word.

’n Verhoging van 11% in sanitasieverbruikstariewe is goedgekeur.

2.2.1 Volledig huishoudelik (standaard) – enkelresidensiële eiendomme: 70% vanwaterverbruik tot ’n maksimum van 35 kℓ riool per maand (70% van 50 kℓ wateris gelykstaande aan 35 kℓ riool)

2.2.3 Huishoudelike groep – woonstelle met massameters, trosontwikkelings wat deel-en enkeltiteleenhede insluit, sowel as raadseiendom – 90% van waterverbruik(*sien nota) tot ’n maksimum van 35 kℓ per huishouding. ’n Toewysing van 4.2kℓ per eenheid per maand sal gratis beskikbaar gestel word by aanvaarding van’n beëdigde verklaring oor die getal eenhede wat vanaf daardie meteraansluitingvoorsien word.
