In addition Watkyns outlined concerns about motorbikes revving, rude club mem- bers and late night hooting. “The residents have valid complaints about issues related to the licenced pub on the club’s premises and the activities in the parking area outside the club especially. This is primarily around the noise and anti- social behaviour in the evenings,” Watkyns said. However, he said during the meeting it be- came apparent that some of the problems may have arose from the public who are not connected to the club but use the large public parking area for their own recreation. “Nevertheless the club was sympathetic to the problems experienced by the residents.” Watkyns stated an agreement will see the club close at 21:00, except on major days, and residents will be kept informed. “They will also employ a security guard as required by their liquor licence. Resi- dents will attempt to get the registration number of the cars and motorcycles related to the problems in an attempt to identify the culprits,” he said. Resident Wayne Ross said he is happy with the agreement and is glad to see some- thing being done. He remembered raising the issue as far back as 2008 and said residents are hopeful things will change. Club chairman Mark Byrne said they were happy with the agreement. “As a sports club we are fully aware that we operate in a residential area and are mindful of the possible disturbances that af- fect the residents. We have over 150 soccer players at the club so at times controls are difficult, but we do our best,” said Byrne. Asked whether the club was aware of resi- dents’ concerns, Byrne said the reason the meeting was called was to discuss ways to address these concerns. “We have put controls in place to try and minimise disturbances to the neighbours.” Byrne further stated the vacant land and car park in front of the club was used by the public for various activities, including driv- ing lessons, mechanical testing of cars and motor bikes, parking and people drinking [alcohol] in their cars. “As it is open space, there is nothing we can do about this.We are also under pressure from the local ward councillor to make the facility accessible to the general public for their usage. In both instances, the assump- tion is that anyone people ‘using’ the car park or entering the facility are members of the club. We are all aware of the constraints on our police force so I am not sure how they can be expected to control things.” In conclusion, Byrne said the club mem- bers were only there on Mondays, Tuesdays, Thursdays and some Saturdays. An agreement between Tijerhof resi-dents and the Hellenic Football Clubhas been reached following concerns

about noise, alcohol consumption and mo-torbikes.

This follows a recent meeting attended byresidents, the club and representatives fromsubcouncil 15.

In his report, subcouncil chairperson Bri-anWatkyns stated residents raised concernsabout bass emanating from the club, result-ing in calls to police.

In addition Watkyns outlined concernsabout motorbikes revving, rude club mem-bers and late night hooting.

An interim committee to tackle socialissues, including vagrancy in Ward55, has been elected.

This follows two public meetings inBrooklyn to establish a Local Network OfCare (LNOC).The network, which is to consist of repre-

sentatives from various organisations,would be constituted under the City of CapeTown’s Street People Programme and isaimed at assisting vulnerable people to pre-vent them from becoming homeless.At the first meeting in May (“Care net-

workplanned”,TygerBurger, 13May) itwasdecided the election of the committeewouldbe put on hold until the Milnerton Commu-nity Police Forum (CPF) was briefed, fol-

lowing which, the election would take placeat the second meeting.On Saturday, various organisations, in-

cluding the CPF,met with officials from theCity’s social development department atBrooklyn Library to establish the commit-tee.Due to the low turn out, those present dis-

cussed ways to get the network going andto meet with more affected parties.CPF chairperson Karen Visagie suggest-

ed themainpositionsof coordinator, deputycoordinator and secretary be elected and aspecialmeetingheld later to elect a full com-mittee.Questionswere raised over plans to regis-

ter anearlier committee.According to thosepresent, the City tried to establish an LNOCin Ward 55 more than a year ago but thecommittee was never registered.

City official Ntombevangeli Matshayana,who oversees these committees, said shewas unsure of what happened, but the Citywas committed to the establishment of theLNOC.“There are various things we do to assist.

You will be registered with the subcouncilandwewill also help you in using City facil-ities to host your meetings,” she said.After a brief discussion, Maureen Jangle

from the Brooklyn, Ysterplaat and RugbyResidents’ Association (BYRRA), was elect-ed as the interim coordinator, Justin Kum-lehn of the neighbourhoodwatch as interimvice coordinator and Lianne Lippert of theMilnerton CPF elected as the interim secre-tary.A specialmeeting to elect a full committee

will be held shortly and the details were be-ing finalised.

Swift action by a ParklandsNeighbourhoodWatchmember led to the arrest of three rob-bers over the weekend.According to a report fromTableViewpo-

lice, the member noticed a vehicle stoppingin Wood Drive, Parklands on Saturday.Police spokesperson Lieutenant Adriana

Chandler says two men got out the vehicleand robbed two people of their cellphones,using a knife.“The watch member alerted Table View

police who respondedwith the assistance ofMilnerton police who set up a roadblock. Acar chase ensued with the police, neigh-bourhood watch and security companies

chasing the suspects. The suspects ap-proached the road block and drove into thepolice vehicle,” she said.The vehicle was stopped on the N7 where

trate’s Court onMonday on charges of reck-less and negligent driving, robbery and pos-session of stolen property.

“Table View police praises the communi-ty andother partners for their dedication to-wards the fight against crime,” Chandlersays.

. In a separate case, police are asking forassistance in solving a case where a manwas stabbed.Chandler says at about 08:00 on Friday,

residents found a man with multiple stabwounds underneath a bridge near the rail-way line in Table View.He was taken to hospital and the details

Three caught with astolen vehicle and drugsOn Thursday 28 May Goodwood policearrested three suspects for possession of astolen motor vehicle.At about 04:00, Constables Simangele

Shili and Ralph Steyn were patrolling inFrans Conradie Drive when they saw awhite Ford Bantam bakkie without a rearnumber plate. The constables followed thebakkie, in which there were three occu-pants, for about ten minutes. “They pulledthe bakkie over and found it to have nolicense disc. The officers then found thatthe vehicle was reported stolen in Bellville.Steyn searched the driver and found 33packets of tik and four mandrax tabletshidden in his underwear,” stated thereport.The suspects have appeared in the

Goodwood Magistrate’s Court.

Aft-er a short distance the suspects noticed thecomplainantwas following them.The driverstopped and one of the suspects got out of thecar and pointed a firearm at the complain-ant. She reversed and one shot was fired atthe vehicle of the complainant towards thefront tyre,” she says.The woman was not injured and the men

drove off.“Upon her return home, the complainant

Crime in Milnerton Ridge is on a down-ward spiral thanks the efforts of analert and active neighbourhood

watch, say police.Speaking during a joint meeting of theMilnertonRidgeNeighbourhoodWatch andthe Milnerton Ridge Ratepayers’ Associa-tion (MRRA) on Monday, sector command-er André Fourie lauded the watch for theirefforts in reducing crime.He said until January, the suburb hadbeen subjected to almost 10 house break-insa month. This, he said, had been reducedsignificantly thanks to active patrols andresidents keeping a close eye on suspiciousactivity.

Help neededIn his report, watch chairperson TerenceTichart said the watch needed the help ofall residents.“We are riddled with crime, live in ablame society, we point fingers and expect

something to change. The neighbourhoodwatch is aimed at creating a safe neighbour-hood, unifying the community and createan environment that is aesthetically pleas-ing.

VagrancyVagrants took centre stage at the meetingasmembers raised their concerns. In his ad-dress, Rolf Spaeth of the MRRA gave a briefoverview of the problems. He highlightedvarious areas, including Racecourse Roadand the Shell garage, where vagrants con-gregated.He urged those present to become part ofthe City’s Give Responsibly campaign.Commenting on begging at traffic lights,one resident said he watched as beggars ro-tated every 15 minutes between intersec-tions. He believes the begging is orchestrat-ed and organised in the area.Milnerton Community Police Forum(CPF) chairperson Karen Visagie said afterattending a meeting over the weekend inBrooklyn, shehad spoken to theCityofCapeTown about forming a Local Network Of

Care (LNOC) in Ward 4.“The network creates a register of dis-placed people and finds ways to reintegratethem.”She urged residents to not give hand-outsand instead donate to organisations in theircommunity.Watch member Mark Lindsell gave anoverview of the CCTV project. He explainedthat with various phases, the watch alongwith Crime Watch were rolling out a cam-era system to cover the entire area, with afocus on entry points from the vlei.

Camera networkHeexplained thewatchhad formedapart-nership with the security company as theyhad more than a 50% stake in the area andwhere willing to invest.Lindsell gave an overview of the locationof the cameras and stated as the networkgrew, more funds would be needed. A new multi-disciplinary medical facili-ty including a day surgery hospitaland primary care centre is set to open

at Century City in July adding to the widebouquet of amenities now available in thisburgeoning city within a city.

The R70m medical facility is a joint ven-ture between Corevest, Blue Dot Health,Century Surgeons Trust and Intercare, withthe latter to mange the centre.

One of the founding members and spokes-man for the consortium, Dr Nick Kairinos,says the facility will focus on specialist daysurgery and primary care medicine, provid-ing 24 day beds, three fully equipped day the-atres, one procedure suite as well as radiolo-gy, pathology and pharmacy facilities and ateaching centre.

“The facility is founded on the principlesof providing doctors and staff with the mostpleasant working environment and patientswith the most enjoyable medical experiencepossible. The group has not only attractedpopular local GPs but has also recruited alarge component of Cape Town’s most prom-inent surgeons from different specialities,”says Kairinos.

Chris Blackshaw, CEO of the Century CityProperty Owners’ Association, the non-prof-it company responsible for the day-to-dayrunning of the 250ha precinct, says the medi-cal centre ticked one of the last remainingboxes for Century City.

“An estimated 55 000 people now live andwork within Century City, which is home toaround 550 businesses and 10 000 residents,

and is still growing strongly.“As our city has grown, so too have the

amenities,” he said.“At the moment these include four

Concerns over developments alongBlaauwberg Road were raised at a re-cent subcouncil meeting.

This follows a rezoning application amidincreased commercial development alongthis transport route.The application, which sought permis-

sion to demolish the current building anddevelop a three-storey office block, receivedtwo objections.According to the report tabled at the

meeting, the current building is zoned asGeneral Residential 5 and the applicationis to have the land rezoned for the develop-ment to General Business 2.Subcouncil chairperson Heather Bren-

ner raised concerns about the differentparking requirements in the report.

Overlay zoneBut the lackof guidelines ondevelopment

in Blaauwberg Road also came under scru-tiny as councillors explained there were noclear rules on what developments were de-sired following the installation of a MyCiTibus route.Councillor Joy McCarthy said the re-

quest for an office block came amid otherblocks in the area standing vacant.McCarthy also questionedwhy the land usedepartment was not considering a mixeduse development.She questioned what happened with the

request for an overlay zone.“I submitted a motion more than a year

ago and each time an application comesalong Blaauwberg Road, we still don’t havean overlay zone to guide us on what is andwhat is not appropriate and we are beingurged to agree or support the application.”McCarthy further explained with each

application a “bite was being taken out of

the fabric” of Blaauwberg Road, which sheobjected to.McCarthy named other approved devel-

opments, including a 20-storey building atMarine Circle, and questioned whether theexisting infrastructure was able to copewith increased development.In response, the planning official said she

was unaware of the motion and would lookinto the matter. She also said this applica-tion could not be refused due to empty offi-ces.

No guidelinesMcCarthy said the motion sought an

overlay zone which would guide the rede-velopment of sectional title units intomixed use buildings to create a “cohesivefeel” along Blaauwberg Road.“In the Blaauwberg Management Strate-

gy, they have emphasised that the commer-cialisation should take place on the otherside of the R27 down towards the beach. Butunfortunately, because we are okayingthings bit by bit, we are getting to whatVoortrekker Road looks like and that is notwhat Iwould like to see in this suburb,” saidMcCarthy.Brenner explained at the time they were

informed a traffic assessment was neededbut the funds were not available.“It’s taking a long time, this is our prob-

lem.We are having to dealwith issueswith-out any real guidelines as to what Blaauw-berg Road should be looking like. We haveasked for the overlay and it’ s just not hap-pening.”Brenner said the subcouncil would try to

advance their request with the relevant de-partments.The application for the rezoning was ap-

“We urge people to get their fluvaccines. It protects you against thethree most dangerous strains of viru-ses,” said van der Westhuizen.

“We’re expecting a very aggressive fluthis year. America had quite a badseason with resistant strains, necessita-ting a change in the formula for thesouthern hemisphere. Getting thevaccine reduces complications and costsby about 80%,” he said.

Dunoon to get new primary school

Work on a brand new school for Du-noon has commenced.Construction began several

weeks ago but when questioned about thenewbuilding,manyresidents said theywereunsure of what was happening.Education department spokesperson Jes-

sica Shelver said Dunoon Primary School isone of 38 replacement schools being builtacross the province.“Oneof themajor challenges for education

in South Africa is school infrastructure.Many school buildings across South Africaare still inappropriate structures datingback to the apartheid era and need to be re-placed. This entails tackling inherited back-logs, upgrading and maintaining existingschools while providing new schools for thegrowing population.”She said just over R69m will be spent on

the new school whichwill consist of 38 class-rooms and cater for 1 240 pupils.The site was handed over in February and

construction is expected to be complete inOctober.

Shelver says pupils havemuch to look for-ward to, including an interior enclosed playarea protected from the weather and a large

open air secure courtyard.“The courtyard is designed in such a way

to minimise the effects of the prevalent

winds in the Cape. All western and easternfacing windows will have sunscreens pro-tecting against the effects of the early morn-ing and late afternoon sun, while north fac-ing buildings are built in suchaway tomaxi-mise indirect light influx, yet protect againsthot summer sun,” she says.The schoolwill also include four specialist

classes for a computer laboratory, musicclassroom,multi-media classroom and a sci-ence laboratory.“There will also be new sports facilities,

including a sports field and two netballcourts. In addition, rain water collectiontanks will be utilised for the sports field andplanter irrigation and new bore holes willbe used for irrigation and flushing of toi-lets,” she further says.The school’s design also includes a special

water saving mechanism which will be in-stalled in all bathrooms to minimise waterwastage.Shelver says the department is spending

just over R900m on new and replacementschools across the province.“In addition, this yearwewill see the com-

pletion of 11 new schools, while an extra 15are under construction.”

Staff pack to comfort victims

Montague Gardens was buzzing withexcitement last week as staff of a lo-cal company did their bit to help

abused children.The event was organised byMatla A Bana

and saw several people line up to create com-fort packs for police stations across the prov-ince.Founder Monique Strydom explains the

organisation creates the comfort packs,which consist of various items, to assist po-lice in dealing with children who have beenabused.“We create these packs and distribute

them to various police stations. This yearPrimedia assisted Taylor Blinds, who havemade a phenomenal donation of R100 000 to-wards 800 packs,” she said.The packs are created according to age

groups and have everything from a lightsnack to teddy bears.Strydom said in many cases when a case

of sexual assault or rape is opened, childrenwill have to remove their underwear in or-der for it to be taken for testing.

“When they are in this traumatised state,it is often difficult to make them comfortableas they give statements and undergo tests.

The pack also includes underwear whichhelps the child feel safe and comfortableagain,” she said.Strydom further explained the packs are

designed to address the child’s immediateneeds and provide a “sense of comfort”.The packs have become popular at policestations and Strydom said she is alwayshappy to hear police officers’ stories.In one case, an officer reported that the

handover of the pack helped the child trustthe officer and talk about the incident.“In 99% of these cases, the perpetrators

are men and so male detectives often havea hard time getting the children to speak.In this case, the officer explained when hehanded over the pack, the child saw thekind gesture and started to trust him. In

another case a 12-year-old girl wrote a letterto the officer thanking him for the teddybear. She said she now had a friend wholoved her, after believing for years that no-body did.”On Friday, staff from Taylor Blinds lined

up andpacked items into the bags. Each staffmember also took time to draw pictures andwrite a motivating note for each child.Managing director AnthonyMederer said

when confronted with child abuse statistics,many feel helpless.“We have about 150 staff who spend most

Die duo wat onder die na-me Milan Joan en Die Wolfmusiek maak, is sterk oppad om bekendheid te ver-werf. Liedjies van hul de-buut-kortalbum, Brandendvir jou hitte, is reeds op BokRadio en Bay FM te hoor.

Milan is Zandkloof sestem, terwyl Die Wolf dieskrywer en komponis is.

“Dis nie soos Afrikaansemusiek nie,” vertel Milan.

“Maar tog is die woordeAfrikaans.”

Action­packed racing is due to thrill spectators at Killarney during the Carnival Race Day onSaturday.

With Saturday’s unique Carnival Ra-ce Day offering more top flight va-riety than has ever been experien-

ced at Killarney, there is tremendous exci-tement among petrol-heads of all ages.

The on-track action includes the Caperound of the All-Africa 3-Hour EnduranceRace Series due to finish after dark, a legof the South African Superkart Champi-onship and round four of the Power Seriesfor cars and motorcycles, sponsored byWingfield Motors.

A parade of VW Beetles in honour of themarque’s 80th anniversary (the prototypePeople’s Car was unveiled in Germany inmid 1935), will take place during the lunchbreak, with the lucky winners of highspeed laps in a racing sports Porsche com-petition to receive their award shortly af-terwards. There will also be a display ofmotorcycle stunt riding.

Static attractions will be an Exotic andSports Car Show that includes several his-toric motorcycles under cover in the spaci-ous new pit block. The popular Engen F1simulators will be available to budding Le-wis Hamiltons in the same building. Outs-ide, a multifaceted fun fair and amusementpark will run in the adjacent parking area.

American muscleWhile entries for the 3-Hour Race include

six Porsches, all with two or even threedrivers, the battle up front is likely to befought between a trio of Junos, a Dodge Vi-per and possibly a Panoz Esperante.

The formidable Juno attack is being ledby Western Cape champion Francis Carru-thers, with co-drivers Nick Adcock and De-an McCarroll in an SS3 V6. They will haveto face Craig Jarvis and Marcel Angel inJarvis’s recently acquired brutal V10, 8.4

However, they are poweredby 250cc motors with six speed sequentialgearboxes and can hit over 200 km/h on theback straight and lap quicker than the migh-ty Wesbank V8’s of a couple of years ago.

The perennially hard-fought Bold MarineGTi Challenge racing is expected to be ahighlight. Young Marco Busi and Christop-her Swart swapped lead places last monthand will be the ones to watch.

While 15-year-old Joshua Dolinschek willseek to repeat his recent single seater For-mula Libre victory, the battle in the MutluBatteries Classic Cars and the Cars Unlimi-ted Fine Car events, which includes DaveRowley’s rare, modified VW Beetle, is expec-ted to be much closer.

New tour aims tomake cycling saferThe Pedal Power Association haspartnered with one of the more suc-cessful road cycle tours in SouthAfrica, the Cape 2 Knysna CycleTour (28 June – 3 July) to createawareness that will keep cyclistssafe on our roads.

Participants of the Tour will ridein Stay Wider of the Rider cyclingjerseys which send out a very visi-ble message – motorists, give usspace.

The PPA’s primary role is to pro-tect and empower cyclists. The new“Stay Wider of the Rider” cam-paign which launched in Februarythis year ahead of the Cycle Touraims to create maximum awaren-ess amongst all road users, specifi-cally motorists, which will hopeful-ly lead to safer roads for cyclists.

Thousands of people have pled-ged their support for the safe cy-cling campaign by riding in a “StayWider of the Rider” jersey.

“Visibility is a key issue thatcontributes towards cycling acci-dents on our roads. The new “StayWider of the Rider” safe cycling jer-seys are highly visible and includethe simple “Stay Wider of the Ri-der” message,” explains Steve Ha-yward chairman of the Pedal Po-wer Association. “Riders partici-

pating will be visible from faraway.”
