The leg injury of a pensioner living inan old age home in Kuils River alleged-ly went unreported, but the incident is
now being investigated by the department ofsocial development.
The injury to the left leg of Albert Meyer(67) was apparently obtained onThursday 18February at the AGS Sarepta Old Age Homein Kuils River.
The incident, according to his son, was not
reported to any of his relatives.Gary Meyer, the pensioner’s son, says he
only discovered his father’s then suspectedbroken hip and bruises on Monday 22 Febru-ary – four days after he fell at the facility.
His father, who also suffers from demen-tia, was given medication and was sedatedon Monday 22 February when he visitedhim.
“The matter was never reported to anyoneof my father’s family members.
“On Monday I found my dad in a state ofdying.Hewas completelydehydrated,”Gary
said last week.His father had been living at the facility
for nearly a year now. He cannot walk byhimself and was lying in bed, Gary says.
He said his father told him he had fallenon Thursday 18 February.
“But no one knows how,” the concernedson said.
He said the matter was reported to the ma-tron at the old age home.
Gary transported his father to the doctorwho confirmed that his father was dehydrat-ed.
TygerBurger approached the WesternCape department of social development forcomment last week.
The department was asked if it has beenmade aware of the incident and what stepswould be taken against the old age home ifmisconduct was found to be the cause.
Sihle Ngobese, spokesperson for the West-ern Cape minister of social development Al-bert Fritz, however said the department wasnot aware of the case since it had not beenreported to them.

While local ward councillors in Brackenfelland Kraaifontein lament the general law-lessness of motorists coupled with a criticalshortage of traffic cops, City authorities re-buff this correlation.“It is a myth that staff numbers will
change anything about lawlessness on theroads ... All the enforcement resources inthe world will not eradicate lawlessness.“Yes, visible policing is important, but so
too is public cooperation and regard for thelaw ... We have increased the staff signifi-cantly and almost doubled the number oftraffic fines we issue, but it does not changethe behaviour on the road as only an in-crease in fine payment rates will influencethat,” said JP Smith, Mayco member forsafety and security, in response to a mediaenquiry.When recently discussingmonthly statis-
tics tabled for the month of November 2015,ward councillors Grant Twigg and MarianNieuwoudt were adamant – something hasto be done.
Just 12 officers to cover three shifts“Something is wrong. It cannot go on like
this year in and year out,” said Twigg dur-ing a sitting of Subcouncil 2.Nieuwoudt said serious discussions with
the particular directorate and Mayco mem-ber were necessary.Specifically referring to taxi violations,
Nieuwoudt said the current lawlessnesswill continue for as long as the City experi-ences a staff shortage.According to statistics tabled, only 1064
violations were recorded for the month infour wards, which include Brackenfell,KraaifonteinandKuilsRiver –noneof thosewere for speeding. During the same period
in 2014, 3400 violations were recorded, ofwhich 1925 were speeding violations.Traffic official Desré Benadie was pep-
pered with relevant questions.Benadie retorted by saying they (the traf-
fic department) simply did not have enoughmanpower in the northern district to do asufficient job.“We have 12 patrolling officers that have
to cover three shifts daily.“That leaves us with four officers on the
road per shift for the entire area, which in-cludes Belhar, Bellville South, Bellville,Durbanville, Brackenfell and Kraaifontein.“Additionally we often have to sacrifice
two officers for joint operationswith the po-lice, such as Fiela, leaving us with only twoofficers,” she said.“If we had twenty officers or more, we
could be in all the areas every day, but wecan’t and this is my frustration.”Smith admitted that the current staff
numbers are inadequate and below the lev-els they have identified as ideal.“This is the sad reality. Ideally 1200 more
staff are currently required inMetro Police,Traffic and Law Enforcement,” he said.“Although we have grown the enforce-
ment staff numbers to just below 3000 now,it should have been 600 or 800 higher, andwe continue to struggle to make up for thismassive setback between 2002 and 2006 un-der the ANC.”“The key problem is the inadequate ca-
pacity in the traffic courts, which are runby the national government, the inadequatenumbers of prosecutors and magistrates,and themassive backlogs in these systems,”he says.“We concluded an agreement with the
sheriffs of the court to help us pursue theseoutstanding warrants and installed drivinglicence plate recognition CCTV and dash-board cams in our vehicles to help pursue
these culprits more effectively.“Furthermore a roadblockunitwas estab-
lished to help improve execution of war-rants and new legislation put in place to en-sure that vehicle owners and drivers haveto give proof of address when renewing li-cences so that we can serve summonses andwarrants,” he says.
Officers in training“Whilewe have fought very hard for addi-
tional budget to appoint extra staff mem-bers, it should be borne in mind that theCity does not have limitless budget and thatwe have to work carefully with the resour-ces we do have.“Apart from our core mandate, we have
also in recent years been called upon to lendgreater support to the South African PoliceService in the fight against gang violenceand drugs, which has placed even greaterpressure on the allocation and procurementof resources.“That said, it is not only Cape Town Traf-
fic Services that is mandated to enforce theprovisions of the National Road Traffic Act.The City’s Law Enforcement departmentand the Metro Police are also mandated tofulfil this function. It is therefore short-sighted to suggest there are but a handfulof enforcement officers available in the are-as mentioned.”The arrest of 31 motorists at a roadblock
in the Durbanville area a few weeks ago, hesays, is not only indicative of people’s atti-tude towards law and order, but also theirattitude towards road safety in general.“We could always do with more resour-
ces, but to suggest that little or no enforce-ment is happening is grossly untrue. Thefacts are thatwehave added 120more trafficofficers to the budget in this financial yearand these staff are being trained and will bedeployed over the next few months.”

Two people have been injured after fallingfrom a moving train earlier this week.According to neighbourhood watchmem-
bers inKuilsRiver the incident occurredbe-tween the Bellville and Kuils River trainstations.In photos sent toTygerBurgeronMonday,
police and fire and rescue personnel can beseen near the area where it took place justbehind the Bellville High Technical Schoolnear Mabille Park.Riana Scott,Metrorail spokesperson, con-
firmed the accident on Tuesday.“We can confirman incident of dangerous
conduct,” she said.According to her, two men were travel-
ling on the buffer between two carriageswhen they fell off.“The incident happened at 17:25 while the
train was travelling between the Bellvilleand Kuils River stations,” Scott said.Both individuals sustained injuries and
were transported to the Netcare 911 KuilsRiver Hospital for treatment.“We urgently caution commuters to re-
frain from endangering their lives by trav-elling between carriages,” Scott warned.

The slain Metro police officer Ben Koop-man (52) was described as a friend,loved one, colleague andhero at hisme-
morial service last week, which was attend-ed by hundreds of people.The service tookplace at theOliverTambo
Hall in Khayelitsha on Wednesday.Seated in front at the service was Koop-
man’s widow, Katrina, his four children,two grandchildren and several senior stafffrom the City of Cape Town’s safety and se-curity directorate.JP Smith, Mayco member for safety and
security,was oneof the first speakers tohon-our the officer who was brutally gunneddown in front of his house in Devon Park,Eerste River on Monday 15 February.
One of many officers gunned down“Ben Koopman was an officer whose
record is exemplary, he was someone whomakes us proud to be part of the Metro po-lice,” Smith said.He said Ben was one of many officers
gunned down across the city over the pastyear.“The police in South Africa are truly un-
der siege – not just the Metro police, but theentirepolice service; even the security servi-ces share the same brunt. It is a sad state ofaffairs,” Smith added.He continued by assuring the officer’s
family that everything was being done tocatch the two attackers.“I can tell you that our Special Investiga-
tions Unit are investigating the matter.“There has been arrests and I am confi-
dent that the killerwill be brought to justice.“It will not change the fact that hewas tak-
en away so untimely in front of his houseand in front of his family though,” Smithsaid.Smith said a memorial plaque will be un-
veiled in the city later this year to honourthe officer.“Just like Ben was part of our family, we
will never forget his family,” Smith said.
Cared for the communityHe concluded by reciting the poem “Do
Not Stand at My Grave and Weep” by MaryElizabeth Frey.Acting executive director for safety and
security, Wayne le Roux, also paid homage.“Monday 15 February is a day we will al-
ways remember. It is a day close to ourhearts. I still remember the time I receivedthat phone call to inform me about Ben.“Ben suffered the ultimate death and paid
the highest price. He was a friend and col-league and his death will be long remem-bered. We are sad of his unnecessary deathbuthe is safewherehe isnow,”LeRoux said.He described Ben as someone who always
cared for the community, someone who wasalways humble and committed.“Being a police officer is a calling and Ben
had a calling to serve the community,” LeRoux added.Yolanda Faro, acting chief, said as a ser-
vice the Metro police are proud of Ben whoprotected his community.“Ben Koopman is a true South African he-
ro,” she said.Ben served 10 years in the Metro police.He was laid to rest on Saturday at theWel-
moed Cemetery.

The streets around Tyger Val-ley Centre buzzed with excite-ment as almost 5000 runnerstook to the streets to partici-pate in the annual Tyger Run.The three “Tygers” – TygerBur-ger, Tygerberg 104fm andTyger Valley Centre joinedhands to host the event.All the proceeds of the 5kmevent were donated to anoth-

ternational Bebras competition, whichallows students to solve informatics-based tasks, while competing againsttime. It attracts more than a million en-tries frommore than 40 countries,” saysPeter Waker, manager of the TalentSearch in South Africa.The tasks for the Talent Search are
drawn up by a team of 60 professors, lec-turers and teachers from forty differentcountries. Each task requires the partic-ipant to analyse a situation and use theknowledge to provide a solution, and
tasks are graded for different age groupsfrom Grade 6 to 12.“We have enthusiastic support from

Captain Florina Muller, spokespersonfor the Kleinvlei police, said youth – espe-cially thosewhohavedroppedout of school– should register to join the academy andby so doing, empower themselves.“The academy is looking for youth in our
community –mainly high school drop-outswhohave passedGrade 9, 10, 11 andmatric-ulants. These teens must be motivated, beable to change their mind-sets and make adifference in our community in the BlueDowns precinct,” Muller said.The Kleinvlei police station, especially
their Victim Empowerment Programme,regularly attend complaints of parents ofchildren who became part of gangs anddrugs, Muller explained.
“To occupy these youth in our society,showing them that they can make a differ-ence in our community, we want them tojoin the academy,” she added.“We also want to see that our children
are developed to help make a positivechange in the area,” Muller said.The programmes presented by the
Chrysalis Academy are funded by the de-partment of community safety and givesteenagers the opportunity to set their owngoals and bring out their true ability suchas leadership skills, she said.“We as the police and community police
forum (CPF) are in close partnership withthe Chrysalis Academy and want to seethat this programme benefits our youth.
We cannot sit back and watch our childrenbecome victims of crime in our society,”Muller said.Teenagers who are interested to join the
academy need to be between the ages of 18and 25 years.They also need to have passed Grade 9,
be unemployed, not attend school anymoreand have no criminal records.The candidates also need to submit two

Wakefield en sy vrou meen egter die be-werings teenhul seun is onwaar enhet hulprokureur genader om hulp.Volgens die pa is die inligting en bewe-
rings wat deur die skoolhoof aan die on-derwysdepartement deurgegee is, vals engefabriseer. Wakefield sê ook hy is ont-steld omdat die departement volgens homnie behoorlik ondersoek ingestel het nie.

“Niemand wil na ons luister nie of selfsdie dokumente van ons kind se skorsingnagaan nie,” sê Wakefield.

Wakefield beweer sy seun is nie die enig-ste skolier wat onregverdig by dié hoër-skool geskors is nie.
“Ons het inligting ontvang dat die skool-hoof dit al vir jare doen en dat hy altyddaarmee wegkom,” sê hy.
MillicentMerton, woordvoerder van dieonderwysdepartement, sê die departe-ment is ingelig oor die skorsing.Merton sê die ouers is ook deur die de-
partement daaroor gekontak en die redesvir sy skorsing is verskaf.
“Hy (die skolier) is skuldig bevind op ’ntweede dwelmverwante oortreding. Dieskool het voorgestel dat hy geskors worden dit is deur die hoof van die departementgoedgekeur.“Sy ouers het teen die besluit geappel-
leer, maar die appèl is van die hand ge-wys,” sê Merton.Wakefield sê die afgelope jaarwas uiters
stresvol vir sy seun.“My seun is deur onnodige traumadeur-
dat ons moet bewys dat hy nie dwelms ge-bruik nie en deurdat hy bloedtoetse moetondergaan.
“Ons het nie ’n probleem daarmee nie,maar ek weet nie vir hoe lank hy die trau-
ma sal kan verwerk nie. Dit kan ’n langter-myn-effek op hom hê.
“Dit verneder hom en dis ’n verleent-heid vir ’n tiener om so iets deur te gaan,”sê Wakefield.

Commuters on the northern train lines hadto endure massive delays following the de-railment of a train carriage early Fridaymorning.
News of the delayswere posted on severalsocial media sites including Facebook.Photos of train platforms packed with
commuters, stationary trains and longqueues of people waiting to make use of thepublic transport mode were also shared onseveral pages. Several complaints about the
delays were also posted, with somepeople claiming that they had towait hours before travelling; oth-ers about having to use trains re-routed via other stations.Some travellers also made men-
tion of the even worse congestedroads caused as a result of the de-lay.Delays of about an hour were ex-
pected on Friday.Riana Scott, spokesperson for
Metrorail, told TygerBurger thatthe massive delay was a result ofa derailed train carriage near theBellville train station.The train in question was empty
at the time of the incident.“The train was en route to Hu-
guenot at 05:42 this morning (Fri-day morning) when the wheels ofthe last carriage slipped off trackbetween the Bellville and Stiklandstations,” Scott says.No injuries were reported.Metrorail’s technical crew were
on-site to rerail the carriage soonafter the incident occurred.
The incident affected northerntrain trafficmostly,Metrorail said.This included trains operating
between Kuils River and Strand aswell as Kuils River and Mul-dersvlei.The train line was cleared and
reopened for normal operations by09:10.

“He had the saddest eyes I had ever seenon any animal,” she says about Snowy, thelittle Arctic fox that was rescued by theNSPCA from a petting zoo in Johannes-burg last year and relocated to ButterflyWorld Tropical Gardens outside CapeTown.Alana is the curator at the park.“When asked by the NSPCA if we could
accommodate him we said yes in a heart-beat.“He was in a terrible condition – over-
weight with overgrown nails and rottenteeth. It was clear that he had a tough life,”she says.The four-year-old male is a victim of the
illegal exotic pet trade in SouthAfrica, andis believed to be one of 16 Arctic foxes re-corded in South Africa.Since arriving in October last year, the
team at ButterflyWorld had gone the extramile to ensure that the remaining years ofSnowy’s life – another three to eight years– will be as comfortable as possible.“Arctic foxes originate from the arctic
regions of the northern hemisphere, andare adapted to living in very cold environ-ments.“The hottest summer days they experi-
ence in the ice tundras are 17° degrees,while they are quite comfortable at -50° de-grees during the long winters,” she says.

Die program,wat deel vormvandieStadKaapstad se hawelose program en bekendstaan as die Local Network of Care, is op11 Februarie gestig, sê Joseph Adams, ko-ordineerder en voorsitter.
Die Local Network of Care is ’n groepe-ring van gemeenskapsorganisasies watbestaan uit vrywillige werkers en omsie-ners wat in ’n spesifieke gebied woon enhulp verleen in die gemeenskap.
Die netwerk wil verhoed dat kwesbaresop straat beland en ook die herintegrasievan straatbewoners terug in hul gemeen-skappe bevorder, sê die Stad.
“Die program is ’n groepering van nie-regeringsorganisasies, gemeenskapsorga-nisasie, kerke en geloofsgebaseerde orga-nisasies wat almal op een of ander manierhulp verleen in die gemeenskap,” beaamJoseph. Die program word bestuur onderdie vaandel van die departement vanmaatskaplike werke se vroeë kinder-ont-wikkelingsdirektoraat.
“Ons mik daarna om kinders van diestraat te hou en hulle te integreer in diegemeenskap met die doel om so min asmoontlik mense op die straat te hê,” sê hy.
Die programme wat die netwerk aan-
bied, sluit in dwelmmisbruik, jeugontwik-keling, die sorg van ouer mense en nog an-der. “Een van die programme waarmeeons tans besig is, is die graad 1’s en 2’s indie gebiedwatnognie plasing by laerskolehet nie. Ons is besig om met die direkto-raat daaroor te praat, om te hoor hoe onsdie kinders in die skool kan kry, hulledaarkanhouensodoendeverhoeddathul-le op straat en gevolglik in die moeilikheidbeland,” vertel Joseph.

The police arrived soon after the bur-glary which saw the suspect scouringfor shelter.
According to the security companyBassett Alarms, the alleged thief optedfor the top of a fridge.
According to the security company’sFacebook page, a local contacted theowner of the business last Wednesdaymorning, notifying him of the policestanding outside his place of business.
The owner in turn notified BassettCentralwho responded soonafterwards.
The police informed Bassett’s armedresponse officer Deon Africa about thepossible suspect inside the property.
The owner, who also arrived shortlyafter, unlocked the door allowing theKuils River police, the K9 Unit and oneof the response officers to search thepremises.
“It was not long after when they founda suspect hiding inside the shop on topof the fridges,” Hennie Groenewald,spokesperson for Bassett, said.
The suspect had allegedly managed tobreak into the shop and stole some mon-ey before being caught.
Kuils River police arrested the manfor breaking into the shop.
He is being charged with theft.The incident occurred at about 02:21
on Wednesday 24 February.
Thief caught hidingon top of fridge
Bassett Alarms security officers along with policemen and women in front of the Kuils RiverFisheries take-away where a suspected burglar was caught hiding on top of a fridge.
Six suspected armed robbers are behindbars following a recent robbery in Mfuleni.
Mfuleni police spokesperson Captain No-mathemba Muavha said last week that themen attacked a shop owner on Wednesday24 February.
“The police were on patrol and noticed awhite Ford Bantam bakkie driving at highspeed down Spine Road towards Khayelit-sha. Theydecided to investigate the circum-stances,” Muavha said.
When attempts were made to pull the ve-hicle off the road, the driver failed to heedto the requests of the police but instead at-tempted to evade them.
“Fortunately help arrived in time in theform of the police’s K9 unit.
“The suspect’s vehicle was forced off theroad which the police then searched. Dur-ing the search they found several items forwhich the suspects could not account for aswell as a bag of money, two firearms andan undisclosed amount of cash.
“The police eventually received a com-
plaint of an armed robbery as well as a rob-bery of delivery employees,” Muavha ex-plains.
It is alleged that the six suspects, aged be-tween 22 and 35 years, held up the Somalianshop owner of the Barwaqo Cash Store inMfuleni and two Coke employees at gun-point and took several goods includingcash, cigarettes and airtime before fleeingthe scene in a white bakkie.
“The police recovered the goods and fire-arms and arrested the suspects. The sus-pects will be charged for armed robbery, hi-jacking and the illegal possession of fire-arms and ammunition,” Muavha said.
It is unclear if the firearms were reportedstolen.
Further investigations also revealed thatthebakkiewas reportedhijacked inHarare,Khayelitsha earlier this month.
“Fortunately no shots were fired duringthe robbery,” Muavha said.
The suspects appeared in Blue DownsMagistrate’s Court on Friday.
