This was the finding made by the depart- ment of transport and public works current- ly investigating the matter. Western Cape education minister Donald Grant last week said the engineer and the company he worked for (that was appointed by the department for the project) will be held accountable for this fiasco. He said the company went ahead with con- struction, although the plans did not comply with departmental standards. The new school buildings were found structurally defective by engineers appoint- ed by the department in July this year, and will now have to be rebuilt. The total estimated cost for this project now stands at R66 million, as reported by Li- am Thiel during a select committee meeting at legislature last week. This report was re- quested by Grant. Thiel is the programme manager for Project Infrastructure Delivery at the public works section of the department. His report indicated there was a lack of specialised structural expertise within the department’s engineering component as well as a lack of engineering posts and super- visors in the department. This, by implica- tion, resulted in the progress of the buildings not being monitored adequately.     riminals planning to raid Brackenfell

    during the upcoming festive season

    might want to watchwhere they go, as

    Big Brother will be watching this year.

    At a safety planning meeting held last

    Wednesday, it was announced that several

    CCTV surveillance cameras are now fully

    operational at strategic points in and

    around the Brackenfell central business

    district.

    Although the exact location and precise

    number of cameras were not revealed, rol-

    eplayers were confident that most areas in

    town would be monitored.

    A forum consisting of representatives

    from the local business chamber, the Brac-

    kenfell business improvement district

    (BBID), the community police forum and

    the Vredekloof special rates area, drafted a

    concept document in order to draw up a

    comprehensive festive season safety plan.

    The festive season is a month away and

    it is critical to identify what we can expect

    in terms of crime trends and how to counter

    it, said Phillip van Zijl from Bolt Security,

    the appointed security service provider to

    the BBID. Borrowing from the experience

    inpreviousyears, a complete list of hotspots

    with the expected problems these spots pose

    and possible counter-measures was

    drawn up.

    Planning is critical for any establish-

    ment that holds big amounts of cash after

    hours. Without the adequate protection,

    places suchas these canbe considered ahot-

    spot, saidDonPerry, an executive commit-

    tee member of the CPF.

    Sites identified as hotspots included the

    Brackenfell train station, several shopping

    centres, banks and ATMs, pubs and restau-

    rants, fast food outlets, filling stations and

    liquor stores. Problems such as muggings,

    motor vehicle theft, drug dealing and drin-

    king in public are anticipated at the train

    station, where security foot patrols andmo-

    nitoring will be intensified.

    Furthermore, a manned BBID safety ki-

    oskwill bemovedaround tomonitor the sta-

    tion as well as other nearby hotspots.

    Increased visibility by the BBID, securi-

    ty personnel and the police will be central

    to the plan, said Van Zijl.

    Awie Viljoen, chairman of the BBID, sug-

    gested that the banks be informed of con-

    cerns relating to expected incidents of cri-

    me and also be requested to give their input.

    We have to point out certain risks and

    request banks to appoint security services

    at street level ATMs, he added.

    The forumwill also request the alcohol of-

    ficer at the Brackenfell police station to en-

    force trading hours at all pubs in the area

    in the coming weeks. According to Van Zijl,

    several problems can be expected at pubs

    and other social gathering places. Apart

    from the fact that all these places will beco-

    me vulnerable to armed robberies, alcohol

    abuse related incidents such as fighting and

    drunken and reckless drivingwill rise shar-

    ply during the festive season, he said, ad-

    ding that cooperationwith the police,Metro

    and traffic departments had to be ensured

    to counteract this.

    Van Zijl said roleplayers such as the poli-

    ce, traffic and Metro departments will be

    engaged in the upcoming weeks to discuss

    how the forums safety plan will tie in with

    their own strategies and operational plans

    for the festive season.

    It was suggested that a joint operational

    centre be established during this time to ef-

    fectively coordinate efforts and that additio-

    nal meetings with law enforcement agenci-

    es be scheduled soon.

    skool was. Ek het deur my onderneming,

    Heinz Hair & Beauty Salon, elke tweede

    jaar n Mej. Bikini en Mnr. Hunk by die

    Horskool Brackenfell gehou om geld vir

    die skool in te samel. Die kompetisie het

    intussen n instelling geword en is baie ge-

    wild onder die kinders. My doel was om

    kinders meer bewus te maak van gesond-

    heid en om na jouself te kyk.

    Shelby Lombard (21) het vierde geindig in

    haar kategorie. Heinrich (25), Riaan (52) en Ruan (28) Heinse mg maar trots wees op hul gespierde lywe!

    he suburbs of Kraaifontein and Brack-

    enfell have so far been hit the hardest

    with the invasion of the German and

    European paper wasp into suburban gar-

    dens this spring, and with limited funding

    available fromcity authorities, the problem

    could become critical in the coming sum-

    mer months.

    We only received half the funding we

    had hoped for and as things are going now,

    our funds will be depleted by the end of No-

    vember, said a very concerned Ulrike Ir-

    lich from the City of Cape Towns invasive

    speciesmanagement office at a recent coun-

    cil meeting.

    According to Irlich, the project manager

    of the invasive wasps control (IWC) divisi-

    on, these twoneighbourhoods represent the

    core of the problem area with more than

    1000 nests removed from households here

    since the start of the season.

    Wasp season usually occurs during war-

    mer periods, from September to May.

    The IWCwas launched by the City in 2014

    in answer to the threat of this invasion and

    offers a free service to citizens who detect

    the wasps in and around their homes.

    Capacity is a problem though, says Irlich,

    with nest removal teams being booked up

    to two months in advance.

    Two teams consisting of four people each

    are currently responsible for the entire af-

    fected area which, according to Irlich, has

    started to spread from the far northern are-

    as of Cape Town to southern suburbs such

    as Kirstenbosch.

    Ideally we need more people on the

    ground to fight this invasion, she said.

    Irlich indicated that it will cost the City

    R26 000 to deploy one teamwith specialised

    suits and equipment for a period of one

    month funds the IWC does not have.

    Specialised suits are needed to remove

    the European paper wasps, which are espe-

    cially aggressive.

    Irlich warns the public against this spe-

    cies. They tend to form super colonies and

    become very aggressive when disturbed. It

    will follow people if threatened, she said.

    One of the challenges experienced is the

    spreading of nests from house to house.

    The wasp forages up to 100 metres away

    from the nest and could be in your neigh-

    bours yard while we are busy sweeping yo-

    urs fornests. Thosenot killed simply return

    to build another nest. It would therefore be

    ideal to sweep entire streets at a time.

    To this end she encouraged the public to

    report sightings to the City via the spotter

    network at www.capetowninvasives.org.

    If nests are removed privately, property

    owners are also urged to send us reports

    containing their street address and the

    number of nests removed to help uswith fu-

    ture planning and research.

    She added that property owners are pri-

    marily responsible for pest control on their

    premises, but that the IWCwill assist accor-

    ding to available capacity.

    werdoek. In 2013 het sy die hoofrol teenoor

    BobbyvanJaarsveld in die fliek,AsJySing,

    gespeel. Sy s die ervaring was een van die

    bestes van haar lewe.

    Om elke dag op stel te kon wees en met

    n gesogte rolverdeling te konwerk, was on-

    vergeetlik. Die spanning was bietjie min-

    der toe sy aan Die Sneeukoningin gewerk

    het omdat synethaar stemhoor enniehaar-

    self op die skerm hoef te sien nie. n Mens

    in te wees en dit verg regtig baie passie en

    harde werk om te oorleef.

    finitief n liedjie vir elke smaak.

    steun aangeklop. Onder sy voorsitterskap

    het die trustees met n simpatieke oor geluis-

    Elias Nel is benoem vir die Kokertoeken-

    ning vir Bemagtiging. Nel is op Verneukpan

    in die Boesmanland gebore,maarwoon al vir

    47 jaar in Kraaifontein.

    Hy het by verskillende instansies gewerk

    voordat hy in 2005 voltyds as projekorgani-

    seerder by die ATKV aangesluit het.

    Hy is n skrywer, digter, rubiekskrywer en

    bo alles n kultuurmens. Hy is veral bekend

    daarvoor dat hy die eerste rieldanskompeti-

    sie in Suid-Afrika georganiseer en die kom-

    petisie uiteindelik tot groot hoogtes gelei het

    nasionaal en internasionaal.

    Hy het hiermee en met talle ander aksies

    gemeenskappe bemagtig en ontwikkel. Hy is

    n bobaasstorieverteller en verhale en gedig-

    te van hom het in talle publikasies verskyn.

    Van sy werk is ook in Nederland, Belgi en

    Surinamegepubliseer. InMaart 2015 is hyvir

    n tweede keer deur die Wes-Kaapse departe-

    ment van kultuursake en sport vereer vir sy

    nasionale en internasionale bydrae tot Afri-

    kaans, kuns en kultuur.

    Tanita da Silva is benoem vir die ATR se

    verdienstelikheidsmedalje vir haar bydrae

    tot die ontwikkeling van Afrikaanse taal- en

    kultuurprojekte, veral inhaar omgewing, die

    Suid-Kaap.

    HermanvanderWesthuizen is ookbenoem

    vir n verdienstelikheidsmedalje. Hy is se-

    dert 1989 verbonde aan die Horskool Bellvil-

    le, waar hy verantwoordelik is vir die onder-

    rig van dramakuns en Afrikaans (huistaal).

    The Kraaifontein police station together

    with law enforcement, the Metro police

    and the traffic department clamped

    down on shebeens in Wallacedene and

    Bloekombos over the weekend.

    Five offenders were arrested two for

    unlawfully dealing with liquor and two

    for driving under the influence of alco-

    hol.

    The operation is aimed at addressing

    the illegal liquor outlets in the area as

    it is one of the biggest crimegenerators,

    says police spokesperson, Warrant Offi-

    More than ten premises were visited

    during the operation where ten cases of

    various beer brands, three cases of Afri-

    can beer and more than 20 litres of wine

    were confiscated.

    44 and 55, were released on a warning to

    appear in court. The other two, aged 25

    and 29, were detained and are due to ap-

    pear in court this week.

    gings- en lofdiens afgesluit. Die Fisante-

    kraal-gebedsnetwerk is aktief in die ge-

    meenskap betrokke om gebed temobiliseer

    en gebedsaktiwiteite te rel.

    Di nie-winsgewende organisasie wat n

    mobiele mammografie-kliniek in die Wes-

    Kaap bestuur, was die begunstigdes van die

    Play for Pink-beweging se liefdadigheidstee

    van 2015, wat Saterdagoggend by die All Star-

    teater in Brackenfell plaasgevind het.

    Dit was di beweging se eerste fondsinsa-

    melingsgeleentheid en is goed ondersteun

    deur ondernemings en vroue van oral oor die

    noordelike voorstede van Kaapstad.

    The Pink Drive is in 2011 in vennootskap

    met die Tygerberg-hospitaal gestig om uit

    te reik na behoeftige gemeenskappemet die

    fokus op vroegtydige opsporing van bors-

    kanker.

    Sedertdien het ons al oor die 8 000 mam-

    mogramme gedoen vir vroue wat nie aan n

    mediese fonds behoort nie. Tydens uitreike

    word kliniese borsondersoeke deur n pro-

    fessionele verpleegsuster gedoen, waarna

    pasinte verwys sal word virmammogram-

    me in die mobiele kliniek.

    Die organisasie word egter nie deur die

    staat of die Lotto befonds nie en is volkome

    afhanklik van openbare en korporatiewe

    ondersteuning.

    Met net 1% van die Suid-Afrikaanse be-

    volking wat oor mediese versekering be-

    skik, is die nood egter baie groot, veral om-

    dat die Suid-Afrikaanse regering nie n

    amptelike beleid oor borsgesondheid het

    nie. Dit lei daartoe dat baie pasinte deur die

    krake val en nie betyds gediagnoseer word

    nie, s Jacobs.

    Die Play for Pink-beweging is verlede jaar

    deur Karen Nortier van stapel gestuur, na-

    dat die Horskool Brackenfell se eerste krie-

    ket span in pienk hemde begin speel het om

    bewusmaking rondom borskanker aan te

    wakker.

    My seun het in die stadium vir die eerste

    span gespeel en ek was so genspireer deur

    die wonderlike inisiatief wat deur die seuns

    begin is, dat ek nie anders kon as om dit ver-

    der te vat nie. Met die beweging beoog ons

    om alle sportspanne in die gemeenskap be-

    trokke te kry met dieselfde doel.

    Nortier het in 2015 by Pam Golding in

    Brackenfell aangesluit, wat toe ook aan

    boord gekom het as hoofborg vir die projek.

    Met die fondsinsameling is R15 000 ingesa-

    mel en Saterdag aan die Pink Drive-bewe-

    ging oorhandig.

    workshops to gather input for 2015/16 safety plans for every community in the Western Cape. Representatives

    purposes than living in

    them, should make very sure

    zoning regulations are on their

    side.

    This is the message from Jo-

    han van der Merwe, Mayco

    member for energy, environ-

    mental and spatial planning.

    The City is aware that pri-

    vate residential properties are

    increasingly used for various

    activities such as small church-

    es or places of worship, busi-

    nesses and crches, he says.

    While these uses are wel-

    comed, property owners need to

    ensure that the use of their

    property is in line with the zon-

    ing of the premises and, where

    applicable, consent for alterna-

    tive uses must be obtained.

    A property zoned Single

    Residential 1 allows for a dwell-

    ing to be constructed. It also al-

    lows for additional uses such as

    home occupation, a bed and

    breakfast establishment (no

    more than six paying guests

    and no more than three rooms

    being used for guests) and home

    child care (a small crche of up

    to six children), he says. These

    additional uses are subject to

    certain limitations.

    Owners of properties zoned

    for Single Residential 1 pur-

    poses must apply for and be

    granted consentual use or tem-

    porary departure if they do not

    comply with the limitations for

    additional uses, or if they want

    to operate a place of worship,

    small business (such as a house

    shop), guest house or crche

    (more than six children) or

    want to build a second dwelling

    on the property.

    If they fail to do so, for what-

    ever reason, they will be in con-

    travention of the propertys

    zoning rights.

    The Municipal Planning by-

    law permits the City to take a

    variety of actions in respect of

    unlawful land use, Van der

    Merwe says.

    An owner may apply to recti-

    fy the unlawful land use or

    building work, but will be re-

    quired to pay an administrative

    penalty.

    Legal action is the absolute

    last resort, therefore property

    owners are encouraged to visit

    their local district planning of-

    fice to verify whether the cur-

    rent use of the property com-

    plies with the zoning of the

    premises and, if not, what proc-

    ess they need to follow in order

    to comply with applicable legis-

    lation or to avoid further ac-

    tion.

    He says the Citys land use

    and building inspectors are

    available to help property own-

    ers with any queries they may

    have regarding zoning matters

    and building applications so

    that families and businesses

    can enjoy legally compliant,

    well-constructed, safe spaces.

    V Complaints relating to possible land

    use and building contraventions can

    be submitted in writing to the Citys

    property enforcement section at the

    local planning district office for their

    investigation.

    Its that time of year when men pack

    away their razors and start growing

    facial hair, that is.

    And while grooming your moustache to

    be the best it can be is the aim for the

    this month, its vital to remember the

    reason behind the movement.

    The simple truth is that its not a

    competition to see who has the biggest

    beard. The point of Movember, now an

    international annual movement, is to

    create awareness of mens health during

    the month of November.

    Its initial aim was to get men talking

    about prostate cancer, but the movement

    has now grown to encompass testicular

    cancer, mental health and physical

    inactivity.

    This year men are being encouraged to

    get moving for the entire month to tackle

    the latter. So, round up your friends and

    enjoy a friendly game of sport.

    One in every 23 South African men will

    develop prostate cancer in their lifetime,

    while testicular cancer remains the most

    common cancer in men. Globally as

    many as 510 000 men die from suicide

    each year and over three million deaths

    every year can be attributed to insuffi-

    cient physical activity.

    Growing impressive facial hair is not

    enough its time to tell your friends

    why. Instead of just admiring each

    others hair growth, its time to deal with

    the big issues: Share your personal

    experiences of stress, anxiety and depres-

    weekend when the community carnival

    will be held at the Morningstar sports

    fields opposite the Durbanville traffic de-

    partment in DeVilliers Drive Durbanville.

    We are very excited to welcome each

    and every one. This carnival has cemented

    itself as one of Durbanvilles most awe-

    some calendar items, says Moosa Raise,

    the event organiser.

    The gates open on Friday 6 November at

    17:00. On Saturday 7 November the gates

    are open from 10:00 until midnight.
