“Historically, illicit cigaretteshave been smuggled into SouthAfrica from neighbouring coun-tries such as Botswana, Swazi-land, Lesotho and Zimbabwe, aswell as China and the United Ar-ab Emirates.Currently, approximately 55%,

of illicit cigarettes are producedand distributed by manufactur-erswithin SouthAfrica,” he said.TISA defines illicit trade as the

supply and sale of smuggled orcounterfeit tobacco products, onwhich the necessary duties andtaxes have not been paid.“To avoid the payment of ciga-

rette excise taxes, which are cur-rently R12.42 on a pack of 20 ciga-rettes, some manufacturers donot declare total production. They only pay taxes on a certainportion of their production,”says van der Merwe. He says themain external sour-

ces at the moment are manufac-turers inZimbabwe (approx 30%)and Botswana (approx 5%), whoutilise complex illegal supplychains and concealment meth-ods.According to data compiled by

TISA, South Africa is ratedamong the top five countries glo-bally with the highest incidenceof trade in illegal cigarettes.“In 2013, an estimated 31% of

all cigarettes consumed in SouthAfrica were illicit. This equalsone million packs of 20 smokedper day.In 2014 and 2015 this number

was around 23%. It destabilisesmarkets through the undermin-ing of legitimate distributers andretailers and undermines brandequity,” he saysIn terms of impact on the fis-

cus, more than R22 billion in taxrevenuehas been lost to the illicitcigarette trade since 2010.It also exposes consumers to

unregulated products.It also encourages criminality

as it is often a front for other illic-it activities such as human traf-ficking and drug smuggling. It al-so funds organised crime and ter-rorism in other parts of Africa. At an anti-illicit trade confer-

ence held in Cape Town in No-vember last year, police commis-sioner Riah Phiyega warned con-sumers not to buy thesecigarettes.TISA offers tips to identify ille-

gal packs of cigarettes.. Paying less than R18 for a

pack of 20s should raise suspi-cion as to whether the necessarytaxes have been paid by the man-ufacturer or importer. On excise duty alone, as of 25

February this year, on a pack of20s is R12.42.

.There is no excise stamp (dia-mond stamp <SA>) on the pack.

. There are no health warn-ings on the pack.

. The quit line number is in-correct or missing: (011) 720 3145or +27 (11) 720 3145 or +27 (0) 11720 3145

. The tar and nicotine read-ings on the pack are higher than12mg tar and 1,2mg nicotine, ornot printed on one of the longsides of the pack.

.Thewords “Reduced IgnitionPropensity” are not printed any-where on the pack.Report any suspicious activi-

schools competing. With their play Ons is oor dit!/

We’re over it!, the young Bracken-fellers communicated they’vemoved beyond apartheid.Abomlambo portrayed the mak-

ings of Betrayal and Asquared ex-plored the topic Jealousy vs Alcohol.Marlene Le Roux, director of Art-

Education, says the festival is astarting point for youth to re-shapeconceptions and attitudes peoplehave of each other as Africans.“The arts have a central role to

play in nation building and socialcohesion, which is why this festivalis a catalyst for young people to ex-press themselves creatively.

sievoertuig ’n draai by Tembies om seker temaak alles is in orde.

perkabeldiewe by die polisie aangemeld.

pragtige werk’.

Partymen-se bring vir my kos.

A social welfare organisation showedits compassion for children when itarranged a winter camp for mostly

homeless kids last week.Hewlin Compassion’s Hewitt de Jager,

told TygerBurger more about the camp, which was held from 14 to 17 July and in-cluded teens from Durbanville, Kraaifon-tein, Brackenfell, Athlone and Delft.

“We’ve workedwith homeless peo-ple in the northernsuburbs for thepast three years.Among them arechildren – under18s,” said Hewitt.

“So we decidedto take 30 ofthem on thiscamp.”

Hewitt said thecamp’s theme was“Crossroads: Whatto do when youdon’t know what todo.”

The camp washeld at the Prin-cessvlei Eco Ad-venture Centre inDiep River.

“Our facilitators consisted of social work-ers, community leaders and pastors,” hesaid.

Hewitt said their programmes rangedfrom life skills sessions to self-worth, crea-tivity, team work, problem-solving and de-cision-making, among others.

Among the various activities, the chil-dren enjoyed playing tag, building a bonfireand sharing their experiences during the

group sessions.“The kids had three meals per day, loads

of snacks in between, and lots of games toplay with. They each got two blankets anda sleeping bag, each one their own bed andown bag of toiletries with a face cloth andtowel,” he said.

Hewlin Compassion serves as a memberon the board of the Western Cape StreetsChildren’s Forum. The forum will be part-nering with them during their annual“Amazing GRace” event on 10 October, in

celebration of World Homeless Day, Hewittsaid.

“It is where community members enterthe race and travel between organisations– orphanages, shelters, old age homes, andso forth – and render a service at each orga-nisation.”V Contact Hewitt on 073 135 8541 or [email protected] to assist the children in anyway.

According to data released by CrimeStats SA last week, some northernsuburbshavebeendubbed themost af-

fected by crime in the country in their re-spective, often “bloody” categories. These include Kraaifontein, Table View,

Bishop Lavis and Delft, among the varietylisted on the online database runbyMeerkatData Management.According to the report, at least 5 900

crimes are reported to the police across thecountry each day.

StatisticsData released by Crime Stats SA is based

on official information from the police.Basedon these facts, itwould appear the stillhigh levels of crimewere gradually decreas-

ing.The following is based on raw data, and

not in proportion to percentage of the popu-lation. The data covered refers to the statis-tics for 2014 (covering April 2013 to March2014).According to these statistics, Delft ranks

seventh in the Western Cape in the murdercategory (144), with Nyanga as the forerun-ner, or precinct with the highest total (305).Kraaifontein ranks seventh in the catego-

ry for reported house break-ins over theyear, with a total of 1 247, with Table Viewfollowing closely with 1 235.Wheredrug-related crimes are concerned,

Delft ranked fourth (2 954), Bishop Lavisfifth (2 578) andKraaifontein seventh (2 516).Mitchells Plain was first with 6 044 cases

opened.

OutdatedIt is surmised by Africacheck.org that,

due to the time periods between having re-ported the data and the financial year cov-ered, the police’s crime data might be asmuch as six months outdated.According to Africacheck, a lot of crimes

go unreported, the police data is unaudited, and there is widespread mistrust of the po-lice, raising concerns over the legitimacy ofthe figures.

hul nie-gestremde maatjies kon baljaar.

On the coldest, wettest mor-ning the past week I noticedwhat I thought was a drunkold man in our warm waitingroom. He sat there, soakingwet, swinging from side toside, his head on his chest. Iwas annoyed and called two ofour workers to escort him outas he obviously was not aclient of ours. They gently tookhim by the arms, stepping overthe pool of urine by his feet. What happened next humbledme. These workers, earning avery small salary and beingquite poor themselves, literallytook the clothes off their ownback to replace his soakedclothing. I felt ashamed. Hewas given warm coffee and ablanket. In the end, he wastaken to the police station, ashe did not know how he got tous. In hindsight, he might havebeen ill and not drunk at all. What a humbling experience. Idrop my head in shame, buthave learnt yet another lifelesson.

Cluster housing appears to beone solution to living lessexpensively and safely intrying times. Unfortunatelyhome owners’ associations arepart of the deal. From experi-ence I have come to realisethat petty decisions made bytrustees can make life verymiserable for home owners. Many of these frustratedladies and/or gentlemen appearto derive pleasure from finding(and consequently fining theculprit) a dirt bin outside thefence after a day, cutting offthe branches of a yellow woodtree (which might be soarrogant as to be growing itsown way) and breaking upcement paving built to park a

dirt bin.Trustees, for crying out loud, please be more concerned withhome owners’ happiness andsafety, than deriving pleasurefrom a minute deviation frompetty house rules!

FRUSTRATED HOME OWNEREmail

My tale of woe comes afterdriving home on PlattekloofRoad towards Panorama hospi-tal. Late at night, after nightshift, approximately 500m beforethe hospital I heard a thudunder my car but saw nothingin the road. That was about three monthsago. Last month while drivinghome I heard the loudest bangever. I did not know what itwas and kept on driving forabout 300m before stopping andgetting out to looked around myOpel bakkie and found a hugedent in the left door. Feeling abit nervous, I carried on home. The next day driving past I sawhalf a brick in the gutter of theroad that matched what hadgashed my door.I’ve been too busy to report itto the cops, but during thefollowing weeks the pile ofrocks and glass grew next to thesame spot where I was hit so Iimagine it is the same modusoperandi of either naughty kidsor attempted hijacking shouldyou stop to see what hashappened to your car. So bewarned.

Local filmmakers are thrilled with adouble win at two international filmaward ceremonies.

Local feature feature film Born to Winscooped the Golden CrownAward for Best EvangelisticFeature Film at the Internati-onal Christian Visual MediaConference (ICVM 2015) inOrlando, USA on 27 June, on-ly three weeks after winningthe Adam Award for Best Fea-ture Film at the Sabaoth In-ternational Film Festival inMilan, Italy. It also won theBronze Crown Award forBest Feature Drama.

Frans Cronjé from Brac-kenfell, who also producedthe hit movie Faith Like Pot-atoes, and Cobus van denBerg from Eversdal, produ-cer of the equally successfulKleinKaroo, teamed up to produce thisBornto Win which was released in August lastyear.

The film was written and directed byCronjé, produced by Van den Berg andwholly filmed in George.Born to Win is based on the true story of

Leon Terblanche and poses the question,“Where is God?”

“The Crown Awards are the biggest annu-al film awards in the international Christi-an film industry and has been in existencefor 60 years, while the Sabaoth Festival isa bi-annual film festival where some of thebest international Christian films are scree-ned,” says Cronjé.

Cronje was in Milan and in Orlando to re-

ceive the awards and said: “We produce ourfilms to have maximum personal impactand not with the goal to win awards, butsuch a huge effort and large financial in-vestment goes into every film that it is greatto receive recognition for the work we do.”

Cronjé the Golden Crown Award in parti-cular helped to market the mo-vie globally.

“We are waiting on the finalpaperwork, but since the an-nouncement of the CrownAwards a second major Holly-wood distributor has expres-sed interest in theatrical relea-se of the movie. I think the qua-lity and impact of Born to Win,combined with the success westill have with Faith like Pot-atoes created this interest,” hesaid.Faith like Potatoes, released

in 2006, is the true story of An-gus Buchan and has been seenby over 300 million people in 17languages, and over three mil-

lion DVDs have been sold.“Making a film takes a massive team ef-

fort and I am proud of the team we had onBorn to Win, starting with Leon and Elma-rie Terblanche who allowed us to tell theirstory, Cobus van den Berg as producer andtwo of our key executive producers, Billyand Tanja Robertson. Our lead actor GregKriek played in his first lead role and sho-wed such maturity and brilliance that hehas been really busy on other films since wefilmed Born to Win in December 2013.”

“It’s proof that a true inspirational movieof substance remains timeless.Born to Win, which is available on DVD

will again be on the big screen in Augustand October through CrossKine.

Kookolie“Dis asof jy jou jou arm in kookolie druk,

“Elke keer as ek iets nuuts aanpak, moetek eers kyk of ek dit kán doen.” Hy het on-

Opperman-Lippstreu, dogter vandie digterD.J.

Soms moet ek ’n voetinspan en goed met my tone vasknyp ... ofmet my mond.”

Dis in jou brein datdie dinge gebeur.

New technology implemented in ambulan-ces across the metro seems to be makingemergency medics a target for criminals.

Three sources in the industry, who do notwant to be identified as theyarenot contrac-tually permitted to speak to the media, sayrobberies and attacks have spiked over thelast few months, especially in areas such asMitchell’s Plain, Manenberg, Hanover Parkand Khayelitsha.

They believe the spike coincides with theinstallationof tablet devices inambulances, which linkmedics to the call centre andpro-vide directions to the emergency.

Some medics who have been held up haveeven been asked to hand over the “tablets”,sources say.

The tablets, according to a source withknowledge of the project, have been in-stalled in a way that makes them “impossi-ble to remove” from the vehicles.

The tablets are also locked and will onlywork on the health department’s system, and will be useless for any other user.

The installation of the devices, referredto as MDTs, cost in the region of R300m, thesource says.

Medics have reportedly raised their con-cerns with management, but have receivedno outcome.

They are now calling for immediate ac-tion to be taken, to inform the communitythat the devices are not removable and arenot useable outside of the ambulance.

Sources say the device, which is mountedabove the dashboard, is clearly visible atnight. The system also updates continuous-ly, and can be heard beeping from outsidethe vehicle.

They say in some areas, medics evenchoose to use ambulances in which the de-vice has not yet been installed or to switchit off.

They say no education has taken place incommunties to inform the general public ofthe function of the MDT devices.

The increase in attacks has left medicsfearful, one source confirms, with many al-ready expected to attend to patients in areasthey feel are unsafe or where gang violenceis prevalent.

“We already have the pressure of havingto respond to as many calls as possible. It’snow becoming just a job and we are losingour passion,” he says.

Thedepartment ofhealthdeclined to com-ment by the time of going to print.

Majorettes on the march: Despite being robbed of all their kit a week before departure, the Brackenfell Junior Majorettes achieved a second place at the South African Championshipheld in Bloemfontein last week. The team consists of 27 members between the ages of 6 and 13 from Brackenfell, Kraaifontein, Bellville and Durbanville. Both coaches, Colette Stoffberg (left)and Chantal Lombard have South African colours. “With the generous donations made after the theft and the team’s perseverance and dedication to their sport, we did not only amaze thecrowd but also the adjudicators and officials with magnificnet displays,” says Stoffberg. The team was the only primary school in the Western Cape to make it through to the finals in all thecategories. They were also the only team from the Western Cape to obtain a place in the top three for the category Champion of Champions of Primary and High School.

Kaartjies kos R50 en is by Julia beskik-baar by 073 436 4525 of per e-pos na [email protected].

As the winter brings an increased num-ber of whales to our waters, the chan-ces increase that the giants become en-

tangled in ropes, nets and lobster traps.Such cases are rising, says South African

Whale Disentanglement Network (SAWDN)head Mike Meyers.

On average, 15 to 17 cases of whale entan-glement are reported every year. However, this number is increasing yearly as the pop-ulation increases, he says.

This year has seen eight cases already, with the whale season still only beginning. It is expected to peak in September.

Ten years ago, a huge number of entangle-ments were reported, prompting the depart-ment of environmental affairs to approachthe lobster industry to fund training from anAmerican whale disentanglement special-ist.

Basic trainingThe department invited a range of role-

players and SAWDN was born, with basictraining and a set of equipment taught on amechanical whale tail.

The network now includes a variety ofpartners, including the Dolphin ProtectionAction Group, National Sea Rescue Institute(NSRI), Natal Sharks Board, researchersand whale watchers, Meyers says. This hascreated 17 centres along the South Africancoastline.

Every year, a new group is trained and

more equipment is manufactured. It costsabout R25 000 to set up a new team.

Thenetwork, which isnow the fourth larg-est in the world, is also affiliated to the Inter-national Whaling Commission and sharesinformation and best practice techniqueswith organisations from other countries.

Report itThe public should report any sighting of

an entangled whale immediately, says Mey-er. There have been reports of people beingkilled by whales in the past, he explains,

which is why the general public should nev-er attempt to free a whale themselves.

The network will immediately dispatch aboat to locate the animal and monitor it. Thedisentanglement team will then follow, us-ing an appropriate knife to cut off whateverrope or net the whale is caught in.

The network has a 100% success rate indisentangling whales trapped on the sea bot-tom. However, whales entangled but able tobreak free are difficult to follow, and an en-tangled whale can face a very slow death, taking up to nine months to die.

Dangerous workDisentangling the whale can be very dan-

gerous, Meyer explains. While humpback whales easily tire and

will stop thrashing about, southern rightwhales tend to kick their tails sideways andthis can seriously injure a volunteer.

Safety is very important and the volun-teers never enter the water, Meyer says. On-ly the best equipment is used and all volun-teers are trained.

An entangled whale will spin around inthe water to attempt to free itself, Meyer ex-plains. This usually pushes the rope towardsthe whale’s tail, which the whale will kick. This action can be very dangerous to crewtrying to help the whale, he says.

“It’s a very scary thing the first time youassist a whale. Many volunteers go out withtheir heart in their throats,” he says.

But this is all worth it, as freeing a whaleis a very emotional experience.

“We’re all geared towards getting thatpiece of ropeoff. At the same time,we’reveryclose to a large animal, and they often cryin fear. Sometimes they don’t even realisedthat they’re free and we need to give thema touch before they take off like a bullet,” hesays. “At that stage, although we’ve been asquiet as possible the whole time, the entireteam will cheer.”

V Report entangled whales to the Dolphin Action Protection Group on 021 782 5845 or to the NSRI on021 434 4011.V For more information or to get involved, contactMike Meyer on 082 578 7617.

Fishing fun helpsfight serious diseaseWith the rules of the day inclu-ding stealing fish, exaggeratingthe size of your catch and kis-sing your first fish of the day,the second Miggie Challengewas a fun event enjoyed by allparticipants.

The Miggie Challenge, whichwas held at Phisantekraal damjust outside of Durbanville, wasstarted in 2014 as an annualcompetition to celebrate the lifeand positive spirit of Stefan“Miggie” King from Bracken-fell.

Miggie was a hero in the fis-hing circles. He lost the battle toCysticFibrosis in 2014 at the ageof 21.

This competition aims to pro-mote Cystic Fibrosis awarenessand organ donation.

Cystic Fibrosis is a geneticdisorder that affects mostly thelungs but also the pancreas, li-ver, kidneys and intestine. The-re is currently no cure for cysticfibrosis.

All monies collected throughthe competition go towards hel-ping those who suffer from Cys-tic Fibrosis and similar life-threatening diseases.

This year, the money raised– a total of R16 000 – went to-wards Andries van der Merwe, son of Anne-Mart and Albertusvan der Merwe from BolandFreshwater Angling Club, whoalso suffers from Cystic Fibro-sis.

The purpose of this competiti-

on is fun and anglers were en-couraged to arrive at the damwearing out-of-the-box fancydress costumes.

The main rule for this compe-tition is to break the rules, which is a great laugh whenanglers are running up anddown the bank stealing eachother’s fish.

Prizes were awarded to thebest dressed peg, best dressedindividual, biggest fish, thesmallest fish, the best junior un-der 16 years of age and the bestlady.

Fair Cape Cares Initiative haswon the Best Corporate Social Res-ponsibility Initiative category inthe World Dairy InnovationAwards, announced inAmsterdamas part of the 9th Global Dairy Con-gress.

This award was in recognition ofthe project that Fair Cape Dairiesis running for Operation Smile.

The caps of each bottle of milkthat Fair Cape produces are prin-tedwith informationabout thepro-ject. The caps are recycled and themoney generated is used to fundcleft palate or cleft lip operations

They have also funded collectionbins in shopping malls andschools, and a number of compa-nies have taken up the challenge tocollect plastic bottle caps.

Among the most enthusiasticwere Janu van Deventer, a Grade1 learner at Eversdal PrimarySchool.

When the school asked the lear-ners to bring bottle caps for Opera-tion Smile, Janu asked his grand-parents and aunts to keep all theirbottle caps for him to take toschool!

His grandfather inClanwilliamneven started a small project at the

local municipality dump in whichhe pays homeless people to helpcollect bottle caps. The caps arethen washed, sorted by colour andpacked in bags. They are now al-most at their 10 000 mark!

FairCapeDairieswas also a fina-list in the Best Environmental Sus-tainability Initiative category.

This accolade was for the waterrecycling system. Every effort ismade to avoid polluting thegroundwater. The water used toclean the milking parlour is recy-cled and the solid waste is removedand used to fertilise the land, thuscutting down on the use of chemi-

cal fertilisers. The competition was fierce, with

the judging panel considering al-most 220 entries from 30 countriesin 18 categories.

The company was the only SouthAfrican dairy to achieve recogniti-on in this year’s awards.

“We are really proud of thisachievement,” says Melt Loubser, chief executive officer of Fair CapeDairies.

“Doing the right thing is the cen-tral tenet of everything we do, andit is great to get the recognition forwhat we are doing in these two ca-tegories in particular,” he said.

Waaromnie registreer as ’n vrywil-liger of ’n veiligheids- of pleegou-er vir Badisa as ’n projek vir Ma-

regering is.

If you are a youngster using drugs becauseof peer pressure, to be sociable, to forgetabout your problems, or any other reason, just stop.

Not only could you suffer physical andemotional harm but you could end up deador hurt someone else.

The use and abuse of legal and illegal sub-stances among youth in South Africa is ofmajor concern. The age at which childrenare becoming exposed to drugs is far young-er now than before.

According toLouina leRoux, theSouthAf-rican National Council on Alcoholism andDrug Dependence (Sanca) national coordi-nator, the number of youngsters usingdrugs, as well as the range of illegal drugsavailable to them, is increasing.

“The use of alcohol among youngsters hasalso become a way of life and most social ac-tivities revolve around use of alcohol,” shesays.

Long term effectsDuring the 2014/2015 reporting year, 22%

of people in treatment at Sanca centres werebetween the ages of 14 and 17.

According to Le Roux, the primary drugsof choice are dagga and alcohol, followed byheroin/opiates.

Drugs can affect a person in a number ofways, Le Roux says.

“Drugs change the brain’s chemistry. Thebrain adapts to the drug whichmeans it willneed more of the chemical each time as theuser attempts to reproduce the first high.Long-term or severe abuse of chemical sub-stances may cause major physical and emo-tional harm. The long-term effects may in-clude damage to almost all the organs, neu-rological disorders and adverse effects onthe central nervous system.”

Devastating“With drug addiction, prevention is al-

ways better than cure. By the timepeople getto Sanca their lives are unmanageable andtheir physical and mental health is usuallypoor. Parents and other people need to talkto children about drug abuse early,” said LeRoux.

Having counselled a number of parents,Henning Jacobs, the trauma support coordi-nator at ER24, says, “Children must knowthat their choice to use drugs influences ev-eryone they love and care for.

For a parent, finding out their child is ondrugs is devastating.

“Parents experience anger, sadness, hurt, fear and frustration. They feel betrayed bytheir own children. Parents believe theirchildrenwill never use drugs. Theywant on-ly the best in life for their children,” said Ja-cobs.

The emotional impact on parents is im-mense and this influences their jobs, physi-cal and mental health and family responsi-bilities. If there are siblings, they are alsoaffected. Parents often have to spend lesstimewith the other children tohelp the childthat has a drug problem.

Jacobs said the best thing any parent cando is support and love their children uncon-ditionally. “Coming out of the addiction isdifficult and many children in the past stat-ed the only thing that helped them was lovefrom their parents.

He urged parents not to use fear or angerto help the child get over their drug addic-tion.

“Anger and fear will only fuel the addic-tion. Rehabs and drug centres are there toattend to the child’s addiction through pro-fessional methods. What the child needsfrom parents is support and love,” he said.

Tans is daarongeveer 60 spelers indiehele

dag tehouenonsnooi almal omtekomspeel.

Daaris nege spelers in ’n span, drie in elke blok,

humble man. I always had the feel-ing he cared more about other peo-ple than about himself. The way tosum him up would be to say he wasa real people’s person,” says hisson, Dean Abrahams. His long-time friend Ivan Jack,

playedmany games against him, al-so has fond memories. “Danny wasborn to play, he had flair and a setof skills that made it really difficultto play against him. We as the soc-cer community will fondly remem-ber Danny also for the great familyman and friend he was off thepitch,” says Ivan.Ivan recalls the time when there

were serious talks of him going toplay for Crystal Palace.“But then his grandma fell ill and
