Asewage disaster in Langeberg Ridgeforced a resident to vacate her homefor a month, while the city investi-

gates the matter.This was the second similar incident in

the same street and although the city has as-sisted with the cleanup, other residents areclearly worried.In May the woman who does not want to

be identified arrived home in Robyn Roadto find “grey stuff”, looking like cement ather front door and landing.“I opened the door to smell and saw sew-

age ... in the bedrooms, passage and part ofthe lounge. The bathroom door could notopen.The sewagehadpushedup through thebath, toilet and shower and was tiles high.The bath was full of sewage, it had seepedunder the kitchen door and under the bin.The outside drain had spilled over onto thegrass and had gone onto part of the concreteslab,” she described the calamity.

HazardThe house was rendered unfit to live in

and a health hazard.Shephoned the stormwater and sanitation

department who arrived at 20:00 thatevening to clean up the mess, which tookthreehours that night and thenextmorning.“At the time the cleaning team told me

that my house was not the only one affected.Two weeks prior, another house in RobynRoad had a problem,”she told TygerBurger.Despite the initial cleaning the house still

needed a deep clean and disinfecting beforeshe could move back, and the woman wasforced to leave her home to go live with a

friend with her two cats.The resident was advised by the Kraaifon-

tein municipality to get her personal insur-ance company involved to speed up the proc-ess, butwere later informed that should theycarry the costs, she may never again claimfor flood damage.She would also have to carry the cost of

the excess.

BlockageErnest Sonnenberg, mayoral committee

member for utility services, last week con-firmed that the incident occurred due to amain line sewerage blockage inRobynRoad.“The blockage was caused by roots and fat

in the main line. All residents are remindedthat materials such as fats, stones, sticks,wheels, plants, plastic containers andbranches are not to be discharged into thesewerage system, and that those founddoingso will be prosecuted,” he told TygerBurger.According to Sonnenberg, the reasons

why the sewage flowed through the toiletandbathwill need to be investigated by look-ing at the plumbing of the house itself.“Normally, the sewer should overflow at

the boundarymanhole, or at the gulleys out-side the house rather than through the bath.It is possible that the gulleys are not func-tional or are partially blocked. This housedoes not have a boundary manhole, an op-tion chosen by the developer with backupfrom the South African Bureau of Stand-ards,”he said.Ian Neilson, mayoral committee member

for finance said that the resident in questiondid submit a claim against the city, but thenlater informed them that she submitted an-other claim at her own insurance company.

The increase in unlawful renting of RDPhouses to foreign nationals impacts nega-tively on the City of Cape Town’s efforts tocurb informal settlements.Many of the RDP houses that were illegal-

ly occupied in Phase 1 of the Wallacedenebuilding project, were apparently rented outby the lawful beneficiaries, to Somali, Nige-rian and Zimbabwean shopkeepers, saysBergdal Subcouncil manager Grant Twigg.According to Twigg, this is likely to be the

case in the majority of the illegal occupa-tions, which resulted in violent proteststhree weeks ago.Tens of Somali shopkeepers were threat-

ened and turned out of such houses by resi-dents in the TRA (Temporary RelocationAr-eas), who are all awaiting subsidised hous-ing.

They sought shelter at the Kraaifonteinpolice station after a week of riots.“The rightful beneficiaries sign for the

houses, receive the keys and thenmove backinto a shack,while receivinga rental incomefrom the houses,” he told TygerBurger.Twigg, who again last week met with resi-

dents from the TRA, said that he has againformally called for an investigation into thehousing allocations and subsequent rentalsin all the phases of Wallacedene.He stressed the crucial importance of the

city to investigate, and intervene.“As a city, Cape Town will have to put its

foot down, when it comes to this practice.The city budgets for new housing every fiveyears, but simply won’t make any forwardstrides if this growing trend continues,” hesaid.“I would like to see the citymake an exam-

ple of Wallacedene,” he says, “by prosecut-

ing those beneficiaries renting their housesout, and putting all illegal occupants out.”People who abuse the housing subsidy

scheme can be prosecuted under the Hous-ing Act 107 of 1997, whichmakes it illegal forbeneficiaries to sell or let subsidised low-cost houses. Recipients only receive fullproperty titles eight years after occupation.According to Twigg, the city would have

to regulate these stipulations after theneces-sary investigation.Abdulahi Dasar, from the forum of Somali

Journalists told TygerBurger that a move inthat direction would benefit Somali shop-keepers in the long run.ManySomalis arenot aware of the current

legislation and unknowingly rent thesehouses.“Those who are aware of the legislation,

merely rent bungalows behind the houses torun their shops from,” he said.

RDP homes in rental scam

Issues relating tomunicipal service deliveryin Wallacedene and the adjacent TRA (Tem-poraryRelocationArea),were takenupwithcommunity members by the Bergdal Sub-council last week.This follows the recent riots and protest

march to the Kraaifontein municipality inrecent weeks.

According to subcouncil chairman GrantTwigg, the meeting was successful and resi-dents responded positively to city feedback.“Residents in the low-lying areas will be

moved to higher ground to escape thewinterrains and the residents were again told thatno new shacks will be allowed on the TRA,while the city continues to upgrade the in-

frastructure in the area,”he said.The city has been asked to re-examine the

infrastructure of the area.“For each house, there could be three bun-

galows on the same site, which burdens thecurrent infrastructure,” he said.A monthly meeting will be held with the

TRA residents in this regard, Twigg said.

Wallacedene TRA community agrees with city

Erroneous criminal records are inad-vertently destroying the lives of manyyoung first-time offenders. Which is

why the National Institution of Crime Pre-vention and the Reintegration of Offenders(Nicro), is now conducting research to deter-mine the extent of the problem.Leanne Visser from Nicro’s head office in

Cape Town explains the issue as follows: “Ayounggirl is caught shoplifting. It is her firstoffence and instead of prosecution and sen-tencing her, she is diverted away from thecourts, and placed in a Nicro counsellingprogram. In this way the young offender canbe rehabilitated, encouraged and enabled tocarry on with her life, without a criminalrecord.”The problem however arises, when this

record is not expunged, as it is supposed tobe and these young offenders come out of theNicro programmes unable to find employ-ment, because of their tainted records,” saysVisser.“What is the point then of the Nicro pro-

grammes?” she asks.Capt Gerhard Niemand from the Kraai-

fontein police station and the city’s northerndistrict drug support network, echoes Viss-er’s sentiments.

“Ifwe catch a youngboywith one stop dag-ga in his pocket, it makes no sense to prose-cute and put him in Pollsmoor with hard-ened criminals. When he leaves after a year,chances are he will be worse off than be-fore,” he says, reiterating his support for theoption of Nicro programmes for first offend-ers.According toVisser this is not anew issue.“It is something Nicro has been dealing

with for a while. But, we picked up recentlythat there has been an increase in com-plaints from clients who have not had theirrecords expunged. We don’t know if theseare isolated cases or if it is a widespreadproblem, hence the research.”According to Visser, the erroneous crimi-

nal records could be due to administrativeproblems at the courts or police.“We are tracking each case and support-

ing the client to apply for their criminalrecord to be expunged where appropriate,through the correct channels,” she says.“If the scope of the problem is bigger than

expected, we will deal with it,” she said.Anyone who has had this experience, is

‘ATM bombers’ fleeTwo suspects fled the scene of anATM bombing in Northpine yester-day.

According to the Northpine Neigh-bourhood watch, the bombing oc-curred at the Northpine Shopping

Half themedalwinners in this year’s nation-al Computer Applications Olympiad weregirls.

In fact, this is one Science Olympiadwhere girls are making their presence feltwith half of the 17 000 entrants and four ofthe 11 finalists being girls.

Bronze medal winner Bianca de Gois, isa Grade 12 learner at Brackenfell High, theonly medal winner in Cape Town.

The finalists were from only four provinc-es, KwaZulu-Natal, Eastern Cape, WesternCape and Mpumalanga.

“It is most unusual not to have a numberof finalists from Gauteng,” explained Olym-piad Manager Peter Walker.

According to Walker, the finalists faced avery tough test.

“The morning section of the final paperwas a one-hour test to prove proficiency inusing a word processor, a spreadsheet anda database. During the four-hour afternoonsession the participants had the opportunityto showmore creativity. The problems wereall centred around using IT to run a Bed &Breakfast,” he said.

Among other things they had to design awelcome card and create invoices and vari-ous reports such as booking lists and arrivaland departure lists.

The winners were announced at a galadinner at Kelvin Grove Club.

Overall winner was Thiolan Naidoo, aGrade 12 learner at Star College in Durban.He received a gold medal, the CoZa CaresTrophy, cash prizes for himself and hisschool. He also won the Vice-Chancellor’sScholarship at the University of Cape Town– which he will use to study Actuarial Sci-ence at UCT next year.

The silver medals were won by Gianluca

Truda from Grade 11 at Michaelhouse inKwaZulu-Natal and Gerrit Huisamen aGrade 12 learner at Grey High in Port Eliza-beth.

A most unusual bronze medal winner, Bi-anca de Gois’s interests include cooking,makeup and the hammer throw.

Unlike all the other finalists she is not go-ing to pursue a university degree, but hasenrolled at a cooking school to become a pas-try chef.

How good are these students? The day af-ter the finals theywere given anopportunityto take the Certiport Microsoft Office testsat Elkanah House in Cape Town.

The international tests allow learners 50minutes to pass a proficiency test in aMicro-soft Office application. Most passed the testin less than 35 minutes. This makes themcandidates for the 2014 Global Microsoft Of-fice competition which could earn them freetrips to the USA for the World Finals.

ated with the Southern African Cat Council.According to the catalogue it is their 94thchampionship show, so it has gone on forabout 40 years.”The cats and their owners came from the

The meaning of Ramadaan

The Muslim holy month of Ramadaan starts to-day. TygerBurger took to the streets and went insearch of the true meaning of this special periodof fasting and abstinence for our Muslim readers.Michelle Linnert asked a few people what thisspiritual journey means to them and their families.

Yasmine Isaacs (27) fromDelft: “Ramadaan is a very bigmonth for us. We wait for 11 monthsfor this one month in which we canexperience how it feels to go hungryand feel how people feel who haveno food. We as Muslims respect thismonth.”

Yaseen Davids (65) fromHeideveld: “Ramadaan means morethan life itself to me. It makes me abetter person. I used to be a littlenaughty when I was younger, butcome Ramadaan, then I was better.When I smoke a lot, I get the chanceto try to smoke less at Ramadaantime.”

ger vanDie Jaloersbokkies, dié groep semu-siek beskryf.Nedine Blom, wat ook in die groep sing en

klavier speel, verduidelik dat Die Jaloers-bokkies gestig is nadat sy en Jawaahiersaam aan ’n produksie gewerk het.Nedinehet Jawaahier opFacbookgenader

en gesê dat sy baie graag ’n musiekprojeksaam met haar wou doen.Die tweehet toe saammetAshurPetersen,

Jawaahier se broer, om ’n tafel gaan sit.“Ashur het sy kitaar gebring, en ons het

begin jam,” sê Nedine.“Ons het besef dat baie van die liedjieswat

kindervertoning Supercool vir Jesus.Die ander lede vandie groep isYazeedWil-

liams op kontrabas, Alonzo Naude op kla-vier en Jaren Hendricks op tromme.Jawaahier sê die groep semusiek het twee

dele.Die een deel is die tradisionele Afrikaanse

volksliedjies soos Daar kom die Alibama enmusiek wat volgens Jawaahier deel van diegroep se geskiedenis en tradisie is.

Dan is daar ook ’n sterk jazz-invloed inhulmusiek. Baie van die lede het al jazz gespeelof hou baie van jazz, maar Jawaahier sê disdie eerste keer dat sy die kans kry om jazzte sing.“Toe Nedine my suster genader het, het

ons vir iets anders gesoek, iets wat nog niegedoen is nie,” verduidelik Ashur.Ashur en Yazeed is deel van die Maleier-

koor, en die twee het virNedine en Jawahierdie piekniekliedjies gespeel. “Ons het be-sluit dat dit die klank was wat ons gesoekhet,” sê Ashur, “want niemand het dit noggedoen nie.”

staff manages to pull a sweet inside move.“I was blowing foul, but I managed to take

the wind from the guy just below me! Thatwas it, I was just holding onwith everythingI hadand just haulingbutt to the finish line!”The 20-year-old South African champion

has hadmanyunlikely victories in his thriv-ing career, but there’s nothing unlikelyabout his shot at windsurfing stardom.The Port Elizabeth boys might choose to

differ, but if they can’t win when windsurf-ing at home then their opinion doesn’t reallycarry much weight.“Winning there was mindblowing. They

weren’t expecting it at all,” laughsWagstaff.He competed in three championships inSouth Africa this year before claiming thecrown of fastest windsurfer.It was almost inevitablewhen considering

his dedication and sheer talent.His journey started on the motocross

track, but by the age of 11 he decided to fol-low in his father’s footsteps.

“Motocross became a bit expensive for meand since my farther’s been windsurfing for21 years I decided to join him one day. I hadno idea what I was trying out and I got abso-lutely destroyed, but that was when it allstarted,” he remembers.Fate would have it that motocross’s loss

was windsurfing’s gain. More particularlythe slalom division’s gain.“Slalom is just a race discipline. The

standard is known as “downwind slalom”where you zig-zag your way downwind. Wesynchronise fourminutes and then an imag-inary gate opens, so you could be 20 feet backor right on the line when it starts. It’s verymuch about skillful tactics.”When asked to elaborate on these tactics,

Wagstaff first touches on “positioning”.Basically one should always try to be up-

wind of one’s opponent, who might as a re-sult be slowed down by “spin-off” (turbu-lence). Another tactic involves the turn, orthe “gybe”.The master-gyber explains: “You can

choose different lines, but your goal is to en-ter the buoy really high and exit on the buoyso that there is no space for anyone else toget in.”He sometimes trainswith his nemesis and

friend, Sunset Beach’s Peter Lumley, but

when he just wants to relax he goes for a bitof wave sailing off the coast.“The slalom is more meticulous and edgy,
