Ons waarsku nou reeds ’n geruime tyd dat die mense wat onder die brûe woon, ’n gevaar is, maar ie- mand moes eers sterf,” sê Adams. Adams was vol lof vir hoe die polisie die saak hanteer het. “Van die begin van die ondersoek kon ons sien die polisie was ernstig om hierdie saak op te los. Geen steen is onaangeroer gelaat in die proses om die verdagte aan te keer nie. Ek dink ek praat namens die hele gemeen- skap as ek sê hoe dankbaar ons is dat die per- soon aangekeer is wat verantwoordelik was vir hierdie afskuwelike daad,” sê Adams. Volgens hom het groot gedeeltes van die gemeenskap ’n petisie onderteken om te ver- hoed dat die verdagte borgtog kry. “Ons kan nie die risiko loop dat hy vry rondloop en voortgaan met sy verkeerde da- de nie. As ’n gemeenskap moet ons saam- staan,” sê Adams. The Western Cape Government recently called on the biking community to donate blood in support of World Blood Donor Day. Making regular psychological counsellingcompulsory for policemen could be the solu-tion to the disturbing number of police sui-cides and femicides, says Dr Johan Burgerfrom the Institute of Security Studies.Annually as much as 100 police officers,

no longer able to cope, turn their guns onthemselves and sometimes their loved ones,as was the case three weeks agowhen a con-stable of the Cape Town Flying Squad, Ma-nene Binza, took his own life and that of hisgirlfriend, Kraaifontein police woman Con-stable Nonkululeko Majuba.Majuba (35) was shot dead by Binza at her

home in Wallacedene on 26 May. After re-porting the incident to a family member,Binza returned to his brother’s home inGoodwood where he shot himself.An investigationdoneby the Independent

Complaints Directorate in 2008, revealedthat 49 femicides occurred in the police be-tween 2004 and 2007. This research, themostrecent of its kind, was done due to an in-crease in the cases of femicide involving po-lice officers.At Majuba’s memorial service in Brack-

from all sides. They are faced with the veryhigh crime levels in South Africa. Not onlyare they exposed to violent crime daily, butoften miracles are expected of them andthey have to carry the blame if this does nothappen,” he told TygerBurger.They themselves are also targets of crimi-

nals.According to Burger, 77 police officers

were murdered in 2013/2014 and another 86in 2014/2015. “Lastly is the fact that they arewell-trained in the use of and issued withfirearms. Disarming them is not a solutionas this will make them vulnerable to crimi-nals. Even when a policeman is on off-time,he is never off-duty,” says Burger.Concerning suicide, Burger says a police-

man reaches the point of no-return muchquicker than the average person would,leading him to believe that psychologicalcounselling should be made compulsory forall police officers. Subsequently, Burger be-lieves the average policeman in South Afri-ca today, does not receive adequate socio-psychological support.“Although there are highly trained psy-

chologists available to support police offi-cers, we are faced with two problems. First-ly, there is not enough of them and secondlypolicemen, without being prompted, willnot go see them,” he said.A local police officer in the Kraaifontein

cluster confirmed this. “Cowboys don’t cry.Most of us won’t speak up or go seek helpif things get toomuch. I don’t think I, or anyof my fellow officers will even know whenwe reach that point when it becomes toomuch.We are facedwith crime and negativ-ity every day and it does get to us,” he says.

Die Tygerberg-kunssentrum het onlangssy jaarlikse laerskool-kunsuitstallinggeopen.

“Dié spoggeleentheid is bygewoon deur ou-ers, leerders, skoolhoofde en onderwysersvan skole vanoordieTygerberg-streekheen,”sê Greg Lawson van die sentrum.

Hennie Meyer, voormalige departements-hoof en internasionale erkende keramiek-kunstenaar, was die gasspreker en het virleerders en gaste die belangrikheid van kunsas skoolvak benadruk.

“Laerskolewatverteenwoordigwordbydieuitstalling sluit in Parow-Noord, Parow-Wes,Parow-Oos, Parow-Voorbereiding, De Tyger,Seamount, King School, Cravenby, Edge-mead en Welgemoed. Daar is ook pragtige

werke van die Primere Skool Delft-Suid,waarby van ons personeel weekliks be-trokke is, asook ’n groot groep tuisskolerswat by die sentrum kuns neem,” sê Law-son.

Die uitstalling kan daagliks besigtigword tussen 09:00 en 16:00 en sal tot Augus-tus duur wanneer dit plek sal maak vir diejaarlikse Tygerberg-eisteddfod se uitstal-ling. Die sentrum sal tydens die skoolva-kansie gesluit wees.

Die Tygerberg-kunssentrum is ’n instel-ling van die Wes-Kaapse Onderwysdepar-tement (WKOD), wat in 1975 ontstaan hetmet die doel om visuele kunste en ontwerpas skoolvakke vir hoërskoolleerders aan tebied wat skoolgaan by skole wat nie hier-die vakke aanbied nie.

Housing company Communicare sayswhile they strive to keep rent down,other factors do not allow them to set

rent purely based on what a tenant can af-ford.

Tenants in especially Ruyterwacht are upin arms over the price increase due to beimplemented in July. A tenants’ organisa-tion says the 10% increase will make it al-most impossible for senior citizens to affordtheir rent. “Soon especially the aged willnot be able to afford their rent,” a tenantfrom Ruyterwacht, Joseph Chadow, recent-ly told TygerBurger. He added an increasein July will place a huge burden on tenants.

According to chief executive officer, An-thea Houston, there are many reasons whyprices need to increase. “There are manyfactors that we take into account when de-termining the annual rental increases.Communicare’s operating costs increaseeach year for services such as electricity,water, sewerage, refuse, maintenance,cleaning, gardening and security. All of

these services typically increase annuallyby at least inflation (currently about 6%).

“Some expenses like the utilities are ex-pected to increase by rates that are muchhigher than inflation. For example, the Cityof Cape Town has informed us that electrici-ty prices are expected to increase by 14.5%,water and sewerage are expected to in-crease by at least 10%, and refuse is expect-ed to increase by at least 8%. Maintenancecosts also increase at high rates due to veryhigh escalation in the cost of building mate-rials each year.

“For example, the Bureau of EconomicResearch at the University of Stellenbosch(BER) reports that building costs increasedby 10% in 2014. Communicare’s businesshas to be sustainable so that we can contin-ue to offer accommodation, properly main-tain the properties and even build moresince so many people in Cape Town requirehousing.

“These are all the factors that come intoconsideration when we consider the rentalof the unit. We also consider what rentalsare set by other landlords for similar unitsin the same area,” says Houston.

The Tygerberg Meals on Wheelsbranch recently served their annual“winter Christmas” lunch to some oftheir beneficiaries, one of which is theParow Park municipal housingscheme in Goodwood.

“This event was made special by theclose to 50 volunteers – children,young people and parents – who helpedus,” says Linda Louw, manager of thischarity that serves thousands of mealsper week.

“The youth and children helped usto hand out 350 Christmas lunches andgoodies to the occupants of ParowPark. To many a senior citizen thesewinter lunches were a welcome giftfrom heaven,” Louw says.

Local councillor Rick O’Connell wasalso present and he expressed histhanks and appreciation to the Tyger-berg Meals on Wheels and to the largenumber of volunteers who serve and upliftthe community in this area.

“The friendly, enthusiastic children whohanded out the meals, as well as the recipi-ents, were beaming with joy, sunshine andgratitude during the outreach program. Anumber of the youth went to hand out someof the lunches to house-bound senior citi-

Improved City traffic services on the cardsThe City of Cape Town’s Traffic Service

is currently conducting a business im-provement project aimed at improving

customer service levels at the 18 driving li-cence testing centres (DLTC) across the city.The Parow DLTC was selected as the pilot

project site and the process started in Febru-ary 2012 with an assessment of the existingsituation. Some of the challenges identifiedincluded the incorrect utilisation of staff,long queues andwaiting times, poor custom-er experience, poor image, lack of standard-ised processes, and operating hours.

Residents believe system is inefficient“We took a really long, hard look at our-

selves with this process because there is nopoint glossing over the cracks if we are seri-ous about improving the customer experi-

ence, but also the overall efficiency of ourlicence testing centres.“The fact is that most residents dread the

experience because theybelieve that the sys-tem is inefficient and that is what this busi-ness improvement plan is aimed at address-ing,’’ says the City’sMaycomember for safe-ty and security, JP Smith.Thebusiness improvement project includ-

ed hosting workshops with staff to securetheir buy-in, conducting customer and staffsatisfaction surveys, and identifying short,medium and long-term solutions. Some ofthe recommendations that have since beenimplemented include welcoming customersat the door, the provision of seating in thewaiting area, a dress code for staff, a queueticketing system, training of staff to performmultiple functions, ongoing systems and

customer service training for staff.“Thebenefitswe’re lookingat includea re-

duction in overtime costs and staff absentee-ism as well as improved staff morale andproductivity. We are also looking to use cus-tomer complaints and feedback as a yard-stick of whether or not these improvementsare working.“Other indicators would include the num-

ber of audit queries as well as the amountof time residents spend at our driving li-cence testing centres.We have already start-ed implementing some of the recommenda-tions at our other DLTCs and we are work-ing on finalising the standardisation of ourservices across the city. However, this is notwhere it ends. We will do ongoing customersatisfaction surveys so that we can imple-ment even more improvements going for-

ward,’’ added Smith.

Provide better customer experienceOther recommendations that are under

consideration include an SMS reminder ser-vice for clients as well as a centralised num-ber for enquiries. “These improvements areaimed at turning our licence testing centresinto world-class facilities. We want to pro-vide a better customer experience, increasethe incomewederive through improvedpro-ductivity, cut down evenmore on the admin-istrative side of driving licence renewalsand other transactions, and even further re-duce the waiting periods for driving andlearner licence tests. We have already put alot of time and effort into this exercise, butI want to urge the public to continue givingus feedback on how we are performing.”

serves will be hosting several fun-filled holiday programmes through-

out the month of July.According to a statement, these pro-

grammes will be offered at the Tygerberg,Durbanville, Blaauwberg and Table BayNature Reserves over the school holidays.Parents are urged to book a spot for their

children now to avoid disappointment.The City’sMaycomember for energy, en-

learners are our futurepartners in the crea-tion of a more sustainable city. .The Tygerberg and Durbanville naturereserves will be hosting two different holi-day programmes during the upcoming Julyholidays, on Wednesday 1 and Thursday 2July from 09:00 to 12:00 aimed at childrenbetween the ages of six and nine years old.These programmes will be held simulta-

neously at each reserve, teaching childrenabout the different kinds of tortoises andbirds, as well as highlighting their impor-tance in nature.Each programme is divided into two ses-

sions. The first session will be conductedin Afrikaans and the second will be in En-glish. Thiswill give children the opportuni-ty to attend both programmes and alternatebetween the two nature reserves.

Loadshedding is bad for business, ac-cording to a recent survey conductedby advisory and tax firm BDO.

“A reduction in service levels, an increa-se in operating costs, a negative impact oncompetitiveness and turnover and poorcustomer experience are all symptoms be-ing experienced by Western Cape busines-ses who are having to cope with regular lo-ad shedding during business hours,” saysBDO’s communications manager GeneaFrade.Some 98% of Western Cape respondents

It is no secret that public transport sy-stems in Cape Town are in dire straits, astate of affairs local authorities are set to

resolve by 2020.This, the City believes can be done by an

integration of the different modes of trans-port, being rail, bus and taxi services.

Of the six infrastructure investment pro-jects prioritised by Passenger Rail Agencyof South Africa (Prasa) and the City of CapeTown, four projects will be rolled out in thenorthern suburbs. “Investment in new railinfrastructure will focus on the areas wherethere is a big demand for rail, which we con-sider to be the backbone of the city’s public

transport system.“One of our main objectives is to integrate

the rail and MyCiTi bus service so that com-muters can easily change between the twomodes of transport to reach their destinati-ons, meaning we will be working towardscreating one integrated timetable and ticke-ting system for rail and bus rapid transit(MyCiTi),” said the City’s Mayco memberfor transport for Cape Town, Brett Herron.

Not enough public transportAccording to a Transport Development In-

dex (TDI) recently completed, it was foundthere is not nearly enough public transportin the city and that integration between rail,bus and minibus-taxis is poor. The findingsof the TDI were published last week and con-

firmed that the City would need to invest inways to integrate these modes of trans-

port, to minimise commuting time.An agreement signed between the City

and Prasa will significantly improve passen-ger rail in the city, and thereby add valueto the City’s integration plans, says Herron.

A new rail line will be built from Nolungi-le to Kuils River stations and should be ope-rational by 2020. Facilities will be improvedat the Fisantekraal station and the rail servi-ce will be improved along the existing railfrom Fisantekraal to Bellville. Furthermo-re, a MyCiTi feeder service will be providedalong this line. At Bloekombos in Kraaifon-tein East, a new railway station will be con-structed to assist with the increasing de-mands for public transport in this area.

New and refurbished trainsA new airport link between Cape Town In-

ternational and Bellville will also be investi-gated. Commuters can also look forward tonew and refurbished train coaches and pu-blic transport interchanges will be establis-hed in Bellville and Cape Town stations.

“We have to provide a high quality rail sy-stem that can compete with private vehiclesin terms of travel time, safety, convenienceand reliability if we want to lure motoristsaway from their cars,” says Herron. The Ci-ty also envisions an integrated ticket sy-stem.

“This in effect means that we want to crea-te a fare system whereby commuters can useone card to pay for rail and the MyCiTi servi-ce.”

Ons het haar nadie boekbekendstelling genooi, maarmoes tot ons spyt verneemdat sy oorledeis. Sy het ’n blywende indruk op ons ge-maak met haar insigte oor die waardevan sprokies vir kinders.“Ons het lank met die idee rondgeloop

With his freakishly high vocalsand lightning fast guitarskills, Louis “Axe” Lourens

has become a familiar face on theCape Town music scene.

Known to many only as Axe, Louishas been performing around CapeTown on his own and in groups forroughly 17 years now.

Axe describes his latest project Ax-enmore as a proper show band.

He says he always wanted to starta show band, he was simply waitinguntil he’d found the right people tojoin. “The problem was to find theright members that you get alongwith and can trust. They also need tobe good at what they do and profes-sional while they do it”.

Enter local musicians vocalist Tau-na Collier, bassist Rob Stemmet anddrummer Sebastian Guile and he’s fi-nally got his team together.

The group will be presenting “Dads Rock”at Hillcrest Quarry this Sunday, in celebra-tion of Father’s Day.

From shy to a ball of energyAxe and Tauna go way back. The two start-

ed performing together in 2007. While Axehad been in other cover bands before, thiswas Tauna’s first.

Although she’s usually quite shy, Axe saysTauna becomes a ball of energy on stage. Shedyed her hair red shortly after teaming upwith Axe, transforming herself into “Fire”,a stage personality she would go on to keepfor most of her career. Together the duo per-formed as Axe on Fire.

Since then, Tauna has been involved withmany other acts, including Fire n Styx,which saw her performing alongside just adrummer, Sean Nunan. The two were votedCape Town’s best band by the Cape Argusin 2012 and 2013.

Tauna’s voice also saw her become a final-ist in the 2013 Idols competition.

Sebastian’s drumming skills have earnedhim the nickname “The Hitman”. While theprofessional performer can often be seen inproductions on The Barnyard Theatre’sstage, he is as comfortable in a classroom ashe is on stage.

Armed with a BMus Education qualifica-tion from UCT and international teaching

experience, Sebastian founded the HarmonyMusic Foundation last year, which sees himsharing his music knowledge with childrenfrom disadvantaged backgrounds.

Bassist Rob Stemmet is another familiarface to northern suburbs music fans. Withtwo decades of local and international expe-rience, “The Gatekeeper” is the glue thatholds the band together.

When he isn’t playing with Axenmore,Rob is also the bass man for Pebbleman, Bou-levard Blues and Rupert Mellor & the Thun-derbirds and can often be seen performingas a session musician for popular artists atvenues like Die Boer.

Keenan Davidse notched ahat-trick of birdies overthe last four holes at the

Milnerton Links, but it was alltoo little too late as Adrian Ford(Durbanville Golf Club) pow-ered to his first IGT Cape winwith a flawless seven-under-par 64 in the Milnerton Clas-sic last Wednesday.

Helped by two eagles andthree birdies, Ford soared to11-under-par 202 and finisheda stroke clear of Davidse (69)and two shots ahead of fellowSunshine Tour professionalJP Strydom (66), also fromDurbanville.

The 28-year-old Ford beganthe final round three shots offthe pace from co-leaders Da-vidse and Drikus Bruyns.

Staying patientAfter an early birdie at the

par-four second, the Durban-ville professional parred hisway to the turn, but an eagle-three at the 10th gave his titlehunt a much-needed injection.

“The front nine was fairlyfrustrating, because the putts

didn’t drop, but a clean card isalways a bonus though. I just

stayed patient,” said Ford.“I hit a fairly good drive at the 10th

and had 210 metres left to the pin. I

hit a three-wood to 20 feet and madethe putt for the eagle. At the 14th, Ihit a three-iron off the tee and had110 metres to the pin. I saw the ballclear the bunker in front of thegreen, but I had no idea that I holedout for another eagle until my play-ing partners started yelling.”

With Davidse hitting his stride,Ford knew he needed to make somebirdies.

“I knocked one in at the 16th anddrained another long putt for birdieat the 17th, but I knew that was it forthe round,” he said.

“The 18th is a tough hole and theytucked the pin back left, so your op-tions are limited. If you hit it a littletoo left, you’re in the water and ifyou hit it long, you face a reallytough chip. I hitmy second just shortof the green, two-putted for par andprayed that Keenan didn’t makebirdie.”

Davidse also closed with par,handing an anxious Ford victoryand the winner’s cheque worthR12 000, sponsored by The House ofMachines. Ford co-led with Davidsein the IGT Cape’s inaugural Metro-politan Classic after both playerscarded 65s, but too many mistakesundermined his chance of a grand-stand finish. He was pleased to havea chance to make amends.

“I amreally thrilled that Iwas ableto play solid golf for three successive

rounds with the minimum mistakesand I have to credit my caddie, Fran-cois Olivier, for some of this suc-cess,” Ford said.

IGT Cape great for amateurs“In every tournament this year on

the Sunshine Tour there has beenone bad round that has cost me dear-ly and I was determined to get itright this week. I had four bogeys inthe first round, just two in the sec-ond and none today and that’s agreat feeling.

“Francois and I gelled really welland he kept me nice and patient,whichwas key tomy round. I’m real-ly pleased that we have the IGT Tourin the Western Cape now. It’s nice tohave some events to work on stuffand to keep competitive. It was greatto see a whole bunch of SunshineTour pros competing this week. Itkeeps you on your toes and hungry.

“I think the IGT Cape is great forthe amateurs, too. It gets expensiveto travel to the IGT Tour in Gautengand this gives them the same bene-fits as the amateurs up-countryhave. You could see that they reallyenjoyed the chance to give us somestick and it’s really good on-the-jobtraining for them.”

. The next stop on the IGT Capeschedule is Kuils River Golf Club forthe Kuils River Classic from 22-25June.

reach its target of 10 000 entries for the 2015 seasonand with four qualifying events on the calendar forlocal riders, mountain bike enthusiasts will give ittheir all in an effort to make it to the finals at BekkerSchool in October. According to league co-ordinator,Meurant Botha of Amarider, the league has surpas-sed all expectations in terms of growth, footprint andlevel of riding since its launch in 2009.“We’re delighted with the strong contingent of pri-
