LTFM AD 2.21 GÜRÜLTÜ ÖNLEME USULLERİ / NOISE ABATEMENT PROCEDURES

Uçak yedek güç üniteleri (APU) yüksek düzeyde gürültü ve önemli emisyonlar oluşturduğundan, İYH’de çevresel gürültünün etkilerini en aza indirmek için planlamadan uygulama aşamasına kadar önlemler alınmaktadır. As Auxiliary Power Units (APUs) generate high levels of noise and significant emissions, precautions are taken from planning to operation phase to minimize the environmental noise impact of INA. APU' ların operasyonel ihtiyaçları karşılamak için gerekli olan mutlak minimum süre ile tutarlı bir şekilde kullanılmasını sağlamak Havayolu İşletmecileri ve Yer Hizmetleri'nin sorumluluğundadır. Bu kapsamda, tüm gelen uçaklar, yerleştirme sırasında derhal sabit elektrikli yer güç ünitelerine (FEGP) bağlanmalıdır. It is the responsibility of Airlines and Aircraft Handling Companies to ensure that APU’s are used in a manner consistent with necessity and for the absolute minimum time necessary to meet the operational needs. To this extend, all inbound aircraft must connect to fixed electric ground power units (FEGP) immediately on docking. Tüm giden uçakların motor çalıştırılmadan en erken 10 (on) dakika önce yedek güç ünitelerini (APU) başlatılmasına izin verilir. All outbound aircraft are allowed to start auxiliary power units (APU) earliest 10 (ten) minutes before engine start. In circumstances where use of auxiliary power units (APU) are required, electrical equipment (where city electricity is used instead of on-site generated electricity) will be used, wherever possible, in order to provide power to aircraft in order to reduce or eliminate the need for APU use.

LTFM AD 2.22 UÇUŞ USULLERİ / FLIGHT PROCEDURE Aşağıda yer alan CAT II/III Operasyonlarına ilişkin bilgileri SUP 03/18 de ilan edilmiş AD 2.22 bölümüne ilave ediniz. / Add the information below related CAT II/III operations to the AD 2.22 section published at SUP 03/18

CAT II/III OPERASYONLARI / CAT II/III OPERATIONS

CAT II ve CAT III Operasyonları için onaylanmış 16R, 34L, 17L ve 35R pistleri, gerekli ekipmanların hizmete elverişliliğine bağlı olarak, asgari miniması ilgili sivil havacılık otoritesi tarafından resmi olarak onaylanmış işleticilerin CAT II ve CAT III operasyonları için uygundur. RWYs 16R, 34L, 17L and 35R approved for CAT II / CAT III operations, subject to serviceability of the required facilities is suitable for CAT II and III operations by operators whose minima have been formally approved by relevant Civil Aviation Authority. CAT II ve CAT III Operasyonları esnasında; 16L/34R ve 17R/35L pistleri iniş ve kalkış amaçlı kullanılmayacaktır. During CAT II and CAT III operations; RWYs 16L/34R and 17R/35L will not be used for landing and take off, and CAT II ve CAT III Operasyonları için, “özel uçuş ekibi ve hava aracı sertifikasyonu gereklidir”. İSTANBUL YENİ HAVALİMANI İÇİN TEHLİKE OLUŞTURABİLECEK KUŞ HAREKETLERİ / POTENTIAL HAZARDOUS BIRDS MOVEMENTS FOR ISTANBUL NEW AIRPORT İstanbul Yeni Havalimanı Avrupa-Afrika arasındaki kuş göç yolu üzerindedir. 2014 yılı başından beri İGA tarafından yapılan uzun dönemli izleme çalışmalarına göre göç

dönemlerinde ve yıl boyu uçuş güvenliğini tehdit edebilecek göçmen ve yerli kuş türleri tespit edilmiştir. Istanbul New Airport is under European-African migratory birds’ flyway. It has been identified during the long-term monitoring programme that has been done by IGA since 2014 and migratory and local birds that might have risk on flight safety have been identified.

- Spring migration period; during March-April-May the migratory bird movements (peak period between 15 March – 10 April). There is a potential to encounter with large flocks of storks (2275-4400 gr), eagles (1000-2200 gr) and hawks (420-1180 gr), moving east to southeast between 5th September to 31st October to 31 October between 10:00 and 18:00. - Sonbahar göç dönemi; Ağustos, Eylül, Ekim, Kasım ayları boyunca göçmen kuş hareketliliği (25 Eylül – 5 Ekim ve 15 Ekim – 5 Kasım sonbaharın en yoğun zamanı) görülmektedir. * Yıl boyunca göçmen kuşlara göre daha az olmak üzere yerli kuş hareketliliği mevcuttur. Havalimanı çevresindeki yerleşim alanlarında martı, karga, güvercin ve sığırcık gibi uçuş güvenliği açısından risk oluşturan türler barınmaktadır. Bu türler gün içerisinde, geceleme alanları ile beslenme alanları arasında, havalimanı sahasında ve yakın çevresinde, farklı yönlerde günlük hareketler yapmaktadır. Yapılan gözlemlerde proje sahasında ve çevresinde, küçük kargaların (130-270 gr) 1000 birey, gümüş martıların (670-1150 gr) 600 birey, sığırcıkların (55-100 gr) 350 birey, kaya güvercinlerinin (180-360) 50 bireye varan sayılarda, günlük hareketler yaptıkları tespit edilmiştir. Autumn migration period; migratory birds movement during the months of August, September, October and November (25 September - 5 October and 15 October - 5 November is the peak time of autumn). * Resident birds’ movements are observed year round but with far less numbers than migratory birds. There are resident birds in the villages around the airport that can pose risk for flight safety, which are gulls, crows, pegions and starlings. Those birds are moving towards various directions between their overnight roosting areas and foraging areas in and around the airport. It has been identified up to 1000 individuals of Eurasian Crow (weight between 130-270 gr), 600 individuals of Yellow-legged Gull (weight between 670-1150 gr), 300 individuals of Starling (weight between 55-100 gr) and 50 individuals of Feral Pegions (weight between 180-360 gr) in and around the airport.

Sonbahar göç döneminde; 34 ve 35 pist başlarında yoğun, yaklaşma yüzeylerinde yoğun, 16 ve 17 pist başlarında az, yaklaşma yüzeylerinde az yoğun. Göçmen kuşlar hariç, yıl boyunca; 16/34 ve 17/35 pist başlarından, pist ortalarından ve yaklaşma yüzeylerinden az sayılarda martı, karga, karabatak vb. türlerin geçişi görülmektedir. PROCEDURES FOR VFR FLIGHTS WITHIN İSTANBUL TMA/ İSTANBUL TMA İÇERİSİNDE VFR UÇUŞ USULLERİ: VFR Rotalar, hava trafiğinin yoğun olduğu Terminal Kontrol Sahaları içerisinde, VFR trafiklerin belirli bir düzen içerisinde uçmaları amacıyla düzenlenmiş olup, VFR ve IFR trafikler arasında ayırma yapmak amacıyla kullanılmayacaktır. İlan edilen rotaları kullanmakta olan VFR trafikler Türkiye AIP’sinde açıklanan VFR kurallara tabi olup, her türlü ayırma sorumluluğu (bölgede uçuş düzenleyen VFR / IFR trafikler, doğal ve suni manialar ve meteorolojik hadiseler gibi) uçuşu düzenleyen Pilota aittir. Herhangi bir sebeple ilan edilen VFR rotadan ayrılmak durumunda kalan hava aracının pilotu (meteorolojik şartlar vb.) bu durumu vakit geçirmeden ilgili Hava Trafik Kontrol Ünitesine bildirecek ve rotadan ayrılmasını gerektiren durum sona erdikten sonra ilgili kontrolöre bilgi vererek en kısa sürede VFR Rotaya geri dönecektir. VFR routes have been arranged to the end that VFR traffic can operate in a designated order through heavy traffic of the terminal control areas and; shall not be used for the purpose of separation between VFR and IFR traffic. VFR traffic which use those designated routes are subject to the VFR rules stated in the Turkish AIP and the responsibility for the separation (VFR / IFR flights in the area, collision with terrain or artificial obstructions, meteorological activities etc.) shall be at pilot-in-command. the pilot of the aircraft which deviates from the defined VFR route for any reason (meteorological conditions etc.) shall promptly inform the appropriate air traffic control unit and as soon as the reason for that ends, shall be back to the VFR route again immediately after informing the controller. 1) Istanbul TMA içerisinde bir meydana iniş yapacak radyosuz VFR trafikler, ilgili CTR’a 1500 FT MSL’nin altında ve alet alçalma, pas geçme ile standart kalkış rotalarını etkilemeyecek şekilde aşağıda belirtilen rotaları takip ederek gireceklerdir.

1) VFR traffic not equipped with radio destined to any aerodrome within the Istanbul TMA, shall enter the CTRs below 1500 FT MSL through the routes given here below, provided that they will not affect the instrument approach, missed approach and SID routes.

2) Radyosuz VFR trafikler, İstanbul TMA içerisinde 1500 feet MSL‘nin üzerinde uçmayacaklardır.

2) VFR traffic not equipped with radio shall not fly above 1500 FT MSL within the Istanbul TMA. 3) İstanbul TMA içerisinde faaliyet gösteren VFR Trafikler, 412838N-0281739E ve 404219N-0281343E noktaları ile belirlenen hattın batısında 2000 FT MSL, doğusunda 1500FT MSL’nin üzerine çıkmadıkça Yeşilköy Yaklaşma ile radyo teması kurmayacaklardır. 3) VFR traffic operating within the Istanbul TMA shall not establish radio contact with “Yesilkoy APP” unless they climb above 1500 FT MSL in the east of line identified by 412838N-0281739E and 404219N-0281343E as well as they climb above 2000 FT MSL in the

4) Emergency durumlar ve kötü hava şartları hariç; tüm VFR trafikler, İstanbul TMA içerisinde VFR rotalar üzerinde 412838N-0281739E ve 404219N-0281343E noktaları ile belirlenen hattın batısında 2000 FT MSL, doğusunda 1500 FT MSL’nin üzerine çıkmayacaklardır. TMA dışında kalan VFR rotalar üzerinde ise yüksek irtifa/ seviye talepleri için ilgili hava trafik kontrol birimi ile temas etmeli ve bu temasta sadece çağrı adı ve istedikleri irtifa/ seviyeyi belirtmeli, VFR şartları korumalıdırlar.

4) All VFR traffic except emergency situation and bad weather conditions, shall not fly above 1500 FT MSL in the east of line identified by 412838N-0281739E and 404219N-0281343E, above 2000 FT MSL in the west of line identified by 412838N-0281739E and 404219N-0281343E on VFR route within Istanbul TMA. For higher altitude/level requests on VFR routes outside of TMA, all VFR traffic shall contact relevant ATC unit and state only their call sign and altitude/level requested.

5) LTFM’ye iniş ve kalkış yapan IFR trafiklerin emniyetli operasyonlarını sağlamak için, aşağıda koordinatları tanımlanmış saha VFR uçuşlara kapatılmıştır.

6) LTFM’ye gelen VFR trafikler;

a) Uçuş yönlerine bağlı olarak, SILIVRI-INCEGIZ-GOKCEALI-DURUSU veya BUYUKDERE-ORMAN-AGACLI şeklinde tanımlanmış VFR rotaları takip edecekler;

b) DURUSU veya ORMAN noktalarından önce İstanbul KULE ile temas sağlayacaklar; c) ATC tarafından aksi bildirilmedikçe, DURUSU veya AGACLI’da bekleyecekler; ve d) İstanbul Kule talimatına göre inişlerini gerçekleştireceklerdir.

6) VFR arrivals to LTFM are required to:

a) follow the VFR routes defined as, SILIVRI-INCEGIZ-GOKCEALI-DURUSU or BUYUKDERE-ORMAN-AGACLI according to the direction of the flight;

b) establish contact with İstanbul TOWER prior to DURUSU or ORMAN; c) hold at DURUSU or AGACLI, unless otherwise instructed by ATC; and d) execute landing as instructed by İstanbul TWR.

7) LTFM’den kalkış yapacak VFR trafikler uçuş yönlerine bağlı olarak DURUSU veya AGACLI noktalarına yönlendirilecek ve sonrasında VFR rotaları takip edeceklerdir.

7) VFR departures from LTFM will be directed to DURUSU or AGACLI according to the direction of the flight, and then continue via VFR routes.

8) İstanbul Yeni Havalimanı CTR (8 NM 1500FT) dışında uçuş yapan VFR trafikler İstanbul Kule ile temas etmeyeceklerdir.

8) VFR traffic outside İstanbul New Airport CTR ( 8 NM-1500 FT) shall not establish radio contact with İstanbul TWR.

9) LTFM’den kalkış yapacak tüm VFR trafikler, ilk temaslarını İstanbul Yeni Havalimanı Clearance Delivery frekansı 121.7 MHZ ile yapacaklardır. 9) All VFR traffic to depart from LTFM shall make their first contact through İstanbul New Airport Clearance Delivery frequency 121.7 MHZ.

10) Meydan doğusu heliped’den (316 veya 318 numaralı park yerleri) kalkış yapacak VFR helikopterler İstanbul Yeni Havalimanı GND4 frekansı (121.750 MHz veya 121.825 MHz) ile temas edeceklerdir.

10) VFR departures from Heliped at east of Airport ( from parking stands 316 or 318) shall contact with İstanbul New Airport GND4 frequency 121.750 MHz or 121.825 MHz.

11) V Apronundan kalkış yapacak VFR helikopterler İstanbul Yeni Havalimanı GND1 frekansı (126.300 MHz) ile temas edeceklerdir.

11) VFR departures from Apron V shall contact with İstanbul New Airport GND1 frequency 126.300 MHz.

12) Askeri, Arama Kurtarma, VIP, Ambulans hariç; VFR trafiklerin meydan üzerinden kat edişlerine müsaade edilmeyecektir.

12) Except STATE, HOSP, VIP, SAR as indicated by STS/ codes in FPL, all VFR traffic, are banned to fly over the airport. 13) İstanbul Yeni Havalimanı CTR dışından iniş veya kalkış yapan trafikler iniş kalkış saat bilgilerini uçucu personel veya şirketi aracılığıyla AIM ünitesine vereceklerdir.

13) Traffic making landing/take-off outside the İstanbul New Airport CTR shall inform their landing/take-off times to the AIM unit directly or by way of their authorized personnel.

subject to the Yeşilköy TWR permission and it is mandatory to contact with Yeşilköy TWR prior to Asker point. 15) İstanbul Yeni Havalimanından kalkışlarda ve TMA’yı transit kat edişlerde, gidiş istikametine göre yukarıda belirtilen rotaların aksi yönleri takip edilecektir. 15) VFR traffic departing from Istanbul New airport and passing through the TMA shall follow the opposite directions of the segments given above. 16) Doğu’dan Batıya - Batı’dan Doğu’ya uçuşlarda aşağıdaki rotalardan uygun olanı takip edilecektir: a- Beylikdüzü-Avcılar-Yenibosna-Büyükdere-Saklı, b- Marmara - Adalar, c- Bozburun - Adalar, d- Bozburun -Hotel VFR trafikler Yeşilköy CTR’a girmeden önce Yeşilköy Kule ile temas edeceklerdir. Temas sağlanamaması halinde Atatürk Havalimanını kat etmeyecek, temas edilinceye kadar Beylikdüzü veya Yenibosna’da beklemeye gireceklerdir. 16) When flying easterly and westerly, the most suitable one of these routes shall be followed: a- Beylikdüzü-Avcılar-Yenibosna-Büyükdere-Saklı, b- Marmara - Adalar, c- Bozburun - Adalar, d- Bozburun -Hotel VFR traffic shall contact with Yeşilköy TWR before entering Yeşilköy CTR. If unable shall not cross Atatürk Airport and hold at points Beylikdüzü orYenibosna until establish contact. 17) Yaklaşma ve tırmanma hatlarını kesen; “Büyükdere – Sarayburnu – Adalar – Marmara” ve “Büyükçekmece – Bozburun” yollarını kat edişler 1500 feet (MSL) altında yapılacaktır. 17) The routes “Büyükdere – Sarayburnu – Adalar – Marmara” and “Büyükçekmece – Bozburun” which are passing through the approach and climb paths shall be flown below 1500 FT MSL. In case crossing above 1500 Feet is mandatory due to an emergency or adverse weather condition; VFR traffic shall request permission from Yeşilköy APP, if unable advise as soon as possible.

4) All VFR traffic except emergency situation and bad weather conditions, shall not fly above 1500 FT MSL in the east of line identified by 412838N-0281739E and 404219N-0281343E, above 2000 FT MSL in the west of line identified by 412838N-0281739E and 404219N-0281343E on VFR route within Istanbul TMA. 5) VFR traffic (including helicopters) planning to land or take-off shall use ATA1 or ATA2 VFR routes. VFR traffic outside Yeşilköy CTR (7 NM-1500 FT) shall not establish radio contact with Yeşilköy Control TWR.

6) Askeri, Arama Kurtarma, VIP, Ambulans hariç; VFR trafiklerin meydan üzerinden kat edişlerine müsaade edilmeyecektir.

6) Except STATE, HOSP, VIP, SAR as indicated by STS/ codes in FPL, all VFR traffic, are banned to fly over the airport.

7) Meydandan kalkış yapacak VFR trafikler, ilk temaslarını Atatürk Havalimanı Clearence Delivery frekansı (121.7 MHZ) ile yapacaklardır.

7) All VFR traffic to depart shall make their first contact through Ataturk Airport Clearance Delivery frequency 121.7 MHZ.

8) Yeşilköy CTR dışından iniş veya kalkış yapan trafikler iniş kalkış saat bilgilerini uçucu personel veya şirketi aracılığıyla AIM ünitesine vereceklerdir.

8) Traffic making landing/take-off outside the Yesilkoy CTR shall inform their landing/take-off times to the AIM unit directly or by way of their authorized personnel.

11) When flying easterly and westerly, the most suitable one of these routes shall be followed:

a- Beylikdüzü-Avcılar-Yenibosna-Büyükdere-Saklı, b- Marmara - Adalar, c- Bozburun - Adalar, d- Bozburun -Hotel VFR traffic shall contact with Yeşilköy TWR before entering Yeşilköy CTR. If unable shall not cross Atatürk Airport and hold at points Beylikdüzü or Yenibosna until establish contact.

12) Yaklaşma ve tırmanma hatlarını kesen; “Büyükdere – Sarayburnu – Adalar – Marmara” ve “Büyükçekmece – Bozburun” yollarını kat edişler 1500 feet (MSL) altında yapılacaktır. Acil durum veya olumsuz hava şartlarına bağlı olarak 1500 feet (MSL) üzerinde kat ediş zorunlu ise; VFR trafikler Yeşilköy APP’dan müsaade alacak, mümkün değilse en kısa sürede bilgilendirme yapacaktır.

12) The routes “Büyükdere – Sarayburnu – Adalar – Marmara” and “Büyükçekmece – Bozburun” which are passing through the approach and climb paths shall be flown below 1500 FT MSL. In case crossing above 1500 Feet is mandatory due to an emergency or adverse weather condition; VFR traffic shall request permission from Yeşilköy APP, if unable advise as soon as possible.
