«The Role of the Insurance Sector in the Coverage of the Risks of Natural Disasters and Climate Change»

The Tunisian Reinsurance Company Tunis Re and the Tunisian Federation of Insurance Companies, FTUSA, hosted the 14th Carthage Meeting, from 26th to 28th March 2017 in Gammarth, the northern suburb of Tunis.

Organized under the aegis of the GAIF, the General Arab Insurance Federation, this Conference focused on “the role of the insurance sector in the coverage of natural disasters and climate change”. It has enabled more than 500 delegates representing the insurance and reinsurance companies from Arab world and other continents to discuss current issues on insurance and reinsurance of climate risks.

This high-level professional event was also the occasion for fruitful exchanges and discussions between insurers, reinsurers and international brokers in a convivial atmosphere

The opening ceremony was marked by the presence of Mrs Lamia Zribi, Minister of Finance, Mr Abdelkhalek Raouf Khalil, General Secretary of the GAIF, Mr Hafedh Gharbi, President of the General Insurance Committee, Mr Lassad Zarrouk, President of FTUSA and the CEO of STAR, Mrs Lamia Ben Mahmoud, Chairman and Chief Executive Officer of «Tunis Re».

In her presentation, the Minister of Finance, Mrs Lamia Zribi noted that the diversification of insurance products is part of the reforms in the insurance sector. Moreover, she pointed that an increase in natural disasters can be observed during the coming years, emphasizing the role of insurance companies in setting up solutions and scenarios for the prevention and the fight against climate change.

Mr. Abdelkhalek Raouf Khalil, the General Secretary of the GAIF, reported that risk management of insurance and reinsurance companies requires the identification of risks and the prediction of disasters’ impacts to help governments on its conscious and studied decision-making.

Mr. Abdelkhalek said that the General Arab Insurance Federation will examine with the Tunisian insurance companies, during its general congress to be held in 2018, new insurance products which are useful for the Tunisian and Arab citizens.

Mr. Lassaad Zarrouk, CEO of STAR and President of FTUSA, said that this bi-annual event is part of international concerns about climate change and their

negative impacts on economic activity and sustainable development.

Mr. Zarrouk also believed that it is time to prepare to face these alarming changes underlining the role of insurance and reinsurance sector in reducing the material damage of these risks.

Referring to the report of the World Bank (WB) in 2014 and the United Nations Development Program (UNDP), Mr Zarrouk reported that 40 million people in the Middle East and North Africa have suffered from these disasters, with economic losses of around 20 billion dollars (over 45 billion dinars).

Mrs Lamia Ben Mahmoud, CEO of Tunis Ré, emphasized the important role of the insurance and reinsurance sector in managing natural risks and reducing their catastrophic effects.

Ben Mahmoud also pointed that Tunisia is not immune to this danger and that the establishment of a clear global system to intervene in this matter becomes urgent. Such a system is essential, especially with climate change.
