have a transformative effect, shaping development, intra-city commute and life on the street in ways that render the network a key determinant of traffic and the economy.

Two of eleven Mumbai's metro lines are already having trial runs. The Dahisar to DN Nagar line 2A and Andheri East to Dahisar East line 7 are almost on track. 90 percent of the civil work is completed on these lines and they are having trial runs, but the Phase 1 of the fully underground Metro 3, which is Colaba-Bandra-Seepz, is also expected to be operational from 2021.

In a status report by Mumbai Metropolitan Region Development Authority's (MMRDA), trial runs for three Metro lines will be carried on from December 2021. The lines are Metro 2B (DN Nagar to Mandale), Metro 4 (Wadala-Thane-Kasarvadavali) a n d M e t r o 6 ( S w a m i S a m a r t h N a g a r-Vikhroli).Meanwhile, work on metro lines Metro 10 (Gaimukh-Shivaji Chowk) and Metro 11 (Extension of Metro 4 till GPO) are slated to begin by this year.

Their trials are planned for April 2024. The much awaited trial run for the Metro 8 line (Chhatrapati Shivaji Maharaj International Airport-Navi Mumbai international airport) is tentatively estimated to begin by November 2024. Mumbai Metro will be successful like Delhi Metro. Today even though Mumbai Metro has only two operational line which is Line 1 (Versova - Andheri - Ghatkopar) with a network length of 11.4 km but it runs with a high passengers density of 30909 ridership per km since it

is the only mode of transportation providing East - West connectivity in Mumbai while Delhi Metro has 12442 ridership per km in its 8 lines.

The current under-construction Mumbai Metro Line - 2 (Dahisar - D. N. Nagar - Mankhurd), Line - 3 (Colaba - Bandra - SEEPZ), Line - 6 (Swami Samarth Nagar - Jogeshwari - Vikhroli), Line - 7 [Dahisar (East) - Andheri (East) - CSIA T2] & Line - 11 (Wadala - CSMT GPO) would provide an alternative to Local Trains of Mumbai connecting various location which are not close to Suburban Stations. Also Line - 3 & Line - 7 would give a faster connectivity to Mumbai Airport. Line - 4 (Wadala - Ghatkopar - Thane - Kasarvadavali - Gaimukh), Line - 5 (Thane - Bhiwandi - Kalyan), Line - 9 (Dahisar - Mira-Bhayandar), Line - 10 (Gaimukh - Shivaji Chowk, Mira Road) & Line - 12 (Kalyan - Dombivali - Taloja) would give Mumbai more connectivity to its satellite cities like Thane, Kalyan-Dombivali, Bhiwandi & Mira-Bhayandar.

Even though the current Mumbai Metro Line - 1 fare prices are quite costly as it was a Public Private Partnership (PPP) Project where Reliance Infrastructure has more decision making power. However the other metro lines are constructed by the government giving them power to decide fare prices. Today Mumbai urgently needs another new mode of transportation as the Local Trains & BEST Bus are running with more than its capacity & the level of traffic in the city is getting worse day by day leading to a long & time consuming traffic jam & causing high air & noise pollution.

Travelling by Metro would be little expensive compared to Taxis & App-based Cabs. We can only

compare the two metros when they are comparable. Currently we only have 11 Kms of metro rail in Mumbai. Once the alternate reliable method of transport is available to Mumbaikars for their daily commute they will definitely use it.

lso during Monsoon when Local Train, BEST Bus, Auto/Taxi gets halted due to excessive rainfall, Mumbai Metro Line 1 which is complete elevated runs normally providing a relief to the people who can take it as an alternative option.The only negative point of Mumbai Metro is that currently Line 1 has the most expensive fare compare to other Metros in India but in Delhi too when they increase their fare charges, some number of peoples had turned down Delhi Metro. If Mumbai Metro didn't increase their fare charge, then its passengers would use it ignoring current fare prices.

Delhi was able to beat this criteria when building underground metro because the most of the construction for underground metro took place a decade and in small phases. Hence traffic could be managed along with construction. Now the new underground lines can be added by exceeding the old ones. Mumbai Geographically is a linear city hence construction east to west will be small and easy to do but north to south would be hard task. This means a lot of existing road routes have to be disturbed or re-planned.

Whereas in the case of Mumbai the person living in the Northernmost corner of the city to the southernmost point would have to travel through all the stations in between which would be a time consuming thing failing the main goal of a metro to reduce travelling time.

legislative assembly from the Shiv Sena, Pratap Sarnaik, had urged the Maharashtra Chief Minister, Uddhav Thackeray, to join hands with the party's former alliance partner, the Bharatiya Janata Party. The delegation demanded that funds received by Gram Panchayats under the 15th Finance Commission should be spent only for development purpose and creation of

infrastructure facilities in the village. The delegation also demanded construction of a well-equipped Sarpanch Bhavan in Mumbai. Stating that more than 35 Sarpanchs from the State lost their lives during the COVID-19 pandemic the delegation demanded extension of financial assistance to the family members of the deceased Sarpanchs.

Trustees of the Sarpanch Parishad including Avinash Avhad, Rajaram Potnis, Anand Jadhav, Ashwini Thorat were prominent among those present.

Amid fears of a third wave of coronavirus and cases of its highly infectious

'Delta Plus' variant emerging in Maha ra sh t r a , the s t a te tightened restrictions with effect from June 28, with essential shops allowed to remain open only till 4 pm on all days.

Non-essential shops and establishments can remain open till 4 pm only on w e e k d a y s , a s p e r a Maharashtra government notification issued last week which said the entire state will have 'level 3' restrictions.

Restaurants are allowed to operate dine-in facility with 50 per cent capacity till 4 pm on weekdays and takeaways and home deliveries after that, according to the order.

The suburban trains will operate only for medical staff and personnel engaged in essential services, while gyms and salons are allowed to remain open till 4 pm at 50 per cent capacity.

The new order will impact cities like Nagpur, Thane and

Pune as they had seen more relaxations than Mumbai, which continued to be under 'level 3' restrictions, despite qualifying for 'level 1' where all curbs are allowed to be lifted. The state government on Friday announced a 'state-level t r i g g e r ' f o r i m p o s i n g restrictions in administrative units irrespective of the weekly positivity rate and oxygen bed occupancy percentage.

The weekly positivity rate regarding levels of restrictions will be determined on the basis of RT-PCR tests, and not rapid antigen or other tests, the state government had said while describing the 'Delta Plus' as a variant of concern.

Restrictions in administrative units will remain at a level not below 3, the government had said, and also called for pushing for 70 per cent vaccination of eligible population in the state.

Earlier this month, the state government had introduced a graded system of easing the lockdown-like curbs in each district, considering the COVID-19 weekly positivity rate and

occupancy of oxygen beds.Districts and municipal

corporat ions were then classified under levels 1 to 5. Accordingly, some cities and districts in the Marathwada and Vidarbha regions had lifted restrictions and some were in 'level 2'. However, last week, the Maharashtra government modified the graded system and said the entire state will have 'level 3' restrictions.

District administrations have been asked to take various steps, including test ing, vaccination and enforcement of C O V I D - 1 9 a p p r o p r i a t e behaviour and penalty for violators.

If there is an upward trend in number of coronavirus positive cases, the district disaster management authority will i m p o s e h i g h e r- l e v e l o f restrictions, the order said.

Attempts must be made to achieve 70 per cent vaccination of eligible population and focus should on test, track and treat methodology to contain the spread of COVID-19, it had said.

Mansukh Hiren death case: Ex-Cop Pradeep Sharma remanded to judicial custody till July 12

A special NIA court on Monday remanded Shiv Sena leader and former

Mumbai Police "encounter specialist" Pradeep Sharma to judicial custody till July 12, in connection with the Antilia bomb scare and Mansukh Hiren murder case.

Sharma has requested the court for a special cell in jail for his safety and security. He was arrested by the National Investigation Agency (NIA) on June 17.

Two other accused in the case, Santosh Shelar and Anand

Jadhav were also sent in judicial custody till July 12.

Last month, NIA had arrested Inspector of the Mumbai Police Crime Branch, Sunil Mane for his involvement in the case.

Corporator wants Thane civic body to adopt children orphaned by COVID-19

A Shiv Sena corporator in the party-ruled Thane Municipal Corporation

has suggested that the civic body adopt children who lost one or both parents due to the COVID-19 pandemic.

In a letter to Thane Guardian Minister Eknath Shinde, Ashok Vaity, who is the leader of house in the TMC, said as per a survey conducted by the civic body, 203 children here in Maharashtra lost one parent, while eight children lost both the parents. The numbers may rise in the coming days, he said, noting that in certain

cases, guardians of such children have also died of COVID-19. The lives of all such c h i l d r e n n e e d t o b e safeguarded.

Hence, the civic body should adopt them, considering it as a special case, Vaity said in his letter written to the minister on Sunday. He also said that these children should be provided financial, educational and social benefits till they attain the age of 18.

This can be made possible through the women and child welfare programme of the civic body, he said.

Sachin Vaze, the prime a c c u s e d o f p l a c i n g a n explosives-laden vehicle near Reliance Industries Chairman Mukesh Ambani's house Antilia in Mumbai on February 25 was arrested by the NIA earlier.

Vaze was also accused of the murder of Mansukh Hiren, the owner of the vehicle that was found containing explosives materials outside Antilia.

Vaze, an API in the Crime Intelligence Unit (CIU) of Mumbai Police was dismissed from service in May 2021.

Drive in Navi Mumbai to vaccinate potential super-spreaders

He said those working at medical stores come in contact with a large number of people, including sick persons, frequently. Hence, the NMMC undertook the special drive to protect them f r o m t h e c o r o n a v i r u s

infection, he said. In the first round, 169 men and 81 women working at medical stores in Sanpada area of Navi Mumbai were covered, the official said.

NMMC Commissioner Abhijit Bangar said medical shop staffers have been risking their lives in the fight against COVID-19. ''The special camp was organised to protect them from the infection,'' he said.

Singh on Monday said India will never forget the sacrifice of the 'Galwan bravehearts' and asserted that the country's armed forces are capable of giving a befitting reply to every challenge.

Addressing an event on the second day of his visit to the region, Singh said efforts should be made to find solution to issues through dialogue with neighbouring countries but at the same time noted that India will not tolerate if someone tries to threaten it.

The defence minister also inaugurated 63 infrastructure projects implemented by the Border Roads Organisation in Ladakh. Singh's three-day visit to the region came amid a deadlock in the next stage of disengagement with China at several friction points.

converted and wedded to elderly men of a different religion in Srinagar. According to reports, one of the two girls was handed over to her family after protests broke out against the conversion.

Shiromani Akali Dal leader Manjinder S Sirsa led protests across Srinagar and Delhi. Protesters raised slogans like "we won't accept religious conversion".

Have asked DSGMC president Manjinder Singh Sirsa ji to immediately rush there & ensure justice is delivered to the victim family," Badal tweeted.

Manjinder Singh Sirsa is also the President of DSGMC and

has alleged that 'Love Jihad' is being plotted in the valley. He was the face of protests in both cities.

In a statement, Sirsa thanked LG Sinha and said that he addressed the committee's concerns related to the safety of Sikh girls in the valley and the 'harmful' trend of religious conversion.

“Thanking LG, Jammu Kashmir Manoj Sinha Ji for immediately issuing directions with respect to the issue of forced Nikah of Sikh daughters in Srinagar. He has assured us that the Sikh girl who was forcibly converted would be returned back to her family. He addressed our concerns related to the safety of Sikh girls in the valley and this harmful trend of religious conversion," said Sirsa.

SC refuses to stay HC order allowing pvt schools

to levy development, annual fees

Th e S u p re m e C o u r t Monday refused to stay the Delhi High Court

order permitting unaided private schools in the national capital to levy annual fee and development charges from students.

A bench headed by Justice A M Khanwilkar did not agree with the submission of the Directorate of Education (DoE) of the Delhi government that the order quashing the notification be stayed for the time being to give relief to the parents of students.

The top court made it clear h o w e v e r t h a t a l l t h e contentions of the Delhi government would remain open for adjudication by the division bench of the high court as the dismissal of the plea here was not on merits.

On May 31, a single judge bench of the high court had quashed the office orders of April and August 2020 issued by DoE of the Delhi government forbidding and postponing collection of annual charges and development fees.

The Delhi government filed the intra-court appeal before the division bench of the high court and was aggrieved by the order not staying the single judge bench verdict.

Telangana to provide Rs 10L to every poor Dalit family

Under the programme, eligible poor Dalit beneficiaries would be given assistance without any bank guarantees.

This is claimed to be the first-of-its-kind initiative in the country which is aimed at making Dalits financially self-sufficient.

Delhi HC refuses to stay new IT rules regulating digital news media

The Delhi High Court Monday refused to stay the new Information

Technology rules which seek to regulate digital news media, saying it was not in agreement with the petitioners on passing such an order at this stage. Foundation for Independent Journalism, The Wire, Quint Digital Media Ltd and Pravda Media Foundation, parent company of Alt News, sought a stay on the Information technology ( Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, on

the ground that a fresh notice has been issued to them to comply with the rules or else coercive action will be taken.

A vacation bench of Justices C Hari Shankar and Subramonium Prasad said the notice has been issued to them only for implementation of notification on which there was no stay.

“We are not in agreement with you. If you want we will pass a reasoned detailed order or if you want we can renotify it before the roster bench. You take instructions and let us know,” the bench said.

Ukraine and the United States will start a military exercise involving more

than 30 countries in the Black Sea and southern Ukraine on Monday, despite Russian calls to cancel the drills. Sea Breeze 2021 follows a rise in tensions between NATO and Moscow, which said last week it had fired warning shots and dropped bombs in the path of a British warship to chase it out of Black Sea waters off the coast of Crimea.

Britain rejected Russia's account of the incident. Russia annexed Crimea in 2014 and says it is Russian territory, but the peninsula is internationally recognized as part of Ukraine.

The US military forces conducted defensive precision airstrikes against

facilities used by Iran-backed militia groups in the Iraq-Syria border region, Pentagon said on Monday.

"At least 5 Iran-backed Iraqi militia fighters were killed and several others were wounded in an attack by US warplanes" on the Syrian side of the frontier, said the Britain-based Syrian Observatory for Human Rights.

Syria's state-run SANA news agency said one child had been killed, and that at least three other people were wounded.

Pentagon Press Secretary John Kirby said the militias were using the facilities to launch unmanned aerial vehicle attacks against US troops in Iraq.

Kirby said the US military targeted three operational and weapons storage facilities — two in Syria and one in Iraq.

He described the airstrikes as “defensive,” saying they were launched in response to an “ongoing series of attacks by Iran-backed groups targeting US interests in Iraq.”

“The United States took necessary, appropriate, and deliberate action designed to limit the risk of escalation — but also to send a clear and

u n a m b i g u o u s d e t e r re n t message,” Kirby said.

US interests in Iraq have come under repeated attack in recent months, with the United States consistently blaming Iran-linked Iraqi factions for rocket and other attacks against Iraqi insta l lat ions hous ing i ts personnel.

In February, US strikes on facilities in east Syria used by Iran-backed militia groups left more than 20 fighters dead, according to the Observatory.

The strikes came even as Biden's administration is looking to potentially revive a 2015 nuclear deal with Iran. 6 people dead in Bangladesh building explosion

At least six people were killed and more than 50 others injured following

a massive explosion on the ground floor of a three-storey building in Dhaka's Moghbazar area, Bangladesh police has confirmed.

A f i v e -membe r p robe committee of the Fire Service and Civil Defence has launched an investigation into the explosion on Sunday evening and asked to submit a report within three days, a top official told a news agency.

Officials of the Fire Service and Civil Defence suspect that two LPG gas cylinders might h a v e e x p l o d e d a t t h e Shawarma House located on the ground floor of the building.

"The explosion might have occurred in te Shawarma House on the ground floor of the three-storey building... That's

our primary suspicion," Sajjad Hossain, the Director General (DG) of Fire Service and Civil Defense said.

Meanwhile, Samantalal Sen, head of the Sheikh Hasina National Institute of Burn and Plastic Surgery of Dhaka Medical College and Hospital, told the agency of the five severely burnt injured victims, three were currently in a coma.

Only three of the casualties have been identified so far as Jannat Aktar, 23, her nine-month-old daughter Subhana, and Md Swapan, 35.

According to witnesses, a th ick co lumn of smoke engulfed the area soon after the explosion at around 7.35 pm.

At least 15 fire tenders rushed to the spot to douse the flames, while a search and rescue operation is underway to look for more trapped persons under the debris.

Iran deports 225 Pakistanis for not possessing valid documents, illegal entry

At least 225 Pakistanis were deported by Iran through the Taftan

border crossing in Balochistan province's Chagai district on Monday, after they were arrested for illegally entering Iran, reported a local news channel. Iranian officials handed over the Pakistani nationals to the Levies Force. They had illegally entered Iran and were arrested for not having valid travel documents.

over the deported Pakistanis to the Federal Investigation Agency (FIA) for further investigation. Last week, Iranian authorities had handed over 400 Pakistani citizens to border authorities for illegally crossed the border, according to the local news channel.

trafficking rackets. In April, Iran had deported 203 Pakistanis through the same border town in the Chagai district.

Malaysia to extend COVID-19 lockdown indefinitely amid surge of infections

Malaysia's nationwide lockdown, which was scheduled to expire

on Monday, will be extended indefinitely, informed the government on late Sunday as COVID-19 cases continue to increase.

Defense Minister Ismail Sabri Yaakob said in a statement that conditions have not been met for easing the lockdown measures, as the country has confirmed over 5,000 new infections and double-digits over the past week, reported Kyodo News.

To make things worse, the

intens ive care uni t bed occupancy is almost full and only 6.4 per cent of the population has been fully vaccinated as of Sunday.

The government has said the lockdown measures will be eased only when daily COVID-19 cases fall below a weekly average of 4,000 and providing other conditions are also cleared.

Under the lockdown, only essential manufacturing and services sectors are allowed to operate and shopping malls, schools and public parks are closed. The movement of

people is also restricted, with two people per household allowed to go out. Journeys between states and districts in the country has been banned.

This is the nation's second l o c k d o w n d u r i n g t h e coronavirus pandemic, following one between March and May last year when the border was shut and the economy ground to a halt, Kyodo News reported.

marking its foray into midsize SUV segment

Czech automaker Skoda on Monday forayed into t h e m i d s i z e S U V

segment in India with the launch of its new offering Kushaq, priced between Rs 10.5 lakh and Rs 17.6 lakh (ex-showroom Delhi).

The model, which is the company's f i r s t product designed and developed under the INDIA 2.0 project and based on the MQB A0 IN platform, comes with two petrol engines with power output ranging between 85 kW (115 PS) and 110 kW (150 PS).

The BSVI compliant engine comes mated with a six-speed manual gearbox, a six-speed automatic, and a seven-speed DSG transmission.

The 1 liter petrol trims with manual transmission are priced between Rs 10.5 lakh and Rs 14.6 lakh while the automatic variants are priced at Rs 14.2 lakh and Rs 15.8 lakh respectively. The 1.5 liter manual trim is priced at Rs 16.2

lakh while the automatic (DSG) is tagged at Rs 17.6 lakh (all prices ex-showroom).

Skoda, however, did not share the fuel efficiency details of the models.

The Kushaq comes with various active and passive safety features including hill-hold control and a tire-pressure monitor system, up to six airbags among others. The model also comes with a choice of two infotainment systems, each o f wh ich enab les smartphone integration via SmartLink technology.

The SUV is 4,221 mm long, 1,760 mm wide and has a height of 1,612 mm. Its long wheelbase of 2,651 mm – which is among the longest in the segment – and a ground clearance of 188 mm.

The Kushaq is based on the MQB-A0-IN, a variant of the modu la r MQB p l a t fo rm specially adapted by Skoda for the Indian market. To achieve the desired localisation level of

95 per cent, the automaker has set up a new MQB production line at its Pune plant.

The SUV would compete with the likes of Hyundai Creta and Kia Seltos in the high s e l l i n g m i d - s i z e d S U V segment. Both the Creta and Seltos come with petrol and diesel engines, while Kushaq is available with only petrol powertrain options.

The model is made keeping in mind what really matters to the customers and is localised and tailored to suit the Indian market, he added.

The Kushaq comes with g l o b a l l y r e n o w n e d T S I technology (engine) across the r a n g e , e m p o w e r i n g a n optimum combination of per formance, e ff i c iency, refinement and output, Hollis said.

Maruti Suzuki launches vehicle subscription services in 4 more cities

The country's largest carmaker Maruti Suzuki India on Monday said it has

expanded its vehicle subscription services to four more cities -- Jaipur, Indore, Mangalore, and Mysore -- taking the total number to 19 cities.

The company said it has also launched a marketplace model for its subscription service -- Maruti Suzuki Subscribe -- that will serve as a unified platform to offer customized car subscription products through multiple partners at competitive rates.

MG Motor to drive in 2nd electric model in India in next 2 years

MG Motor India can launch a new electric vehicle with a price

tag below the Rs 20 lakh mark in the country over the next two years, according to a top company official.

The model would be the automaker's second electric vehicle in the country after the ZS SUV which is currently tagged between Rs 21 lakh and Rs 24.18 lakh (ex-showroom).

''We have been very pleased with our electric vehicle product performance till now. We intend to launch more electric cars in the future and hopefully, we can look at a car below Rs 20 lakh as our second EV in the future,'' MG Motor India P r e s i d e n t a n d M a n a g i n g Director Rajeev Chaba told a n e w s agency.

T h e automaker, which also sells models like Hector and Gloster, has so far sold around 3,000 units

of ZS EV in the country.When asked about the

timeline for the product launch, Chaba said, ''We are not defining the timelines now due to the COVID situation and shortages of essential materials, especially chips. So hopefully in two years, we can do it.'' On expectations in terms of policies to drive the growth of the EV sector, he said that the government has a l ready lowered the tax on electric vehicles and the only thing r e q u i r e d n o w i s t h e

development of charging infrastructure.

''Both the government and industry are working on it. Hopefully, things would again pick up once the COVID thing subsides,'' Chaba said.

The automaker is also looking to drive in a mid-sized SUV later this year in order to muster volumes and move ahead in the direction of fully utilizing its H a l o l - b a s e d ( G u j a r a t ) manufacturing facility which has an installed capacity to roll out about one lakh cars per annum.

Human ExistenceThe corona pandemic has

radically changed the direction of our lifestyle.

We are facing the severity of corona disease in the form of first and second wave. The mutated variants of corona virus are deadly and drastic. We were hoping that the second wave is nearly over but unfortunately scientists identified the new variant of corona that is the Delta plus variant. This variant is highly mutated and super contagious. Scientists are worried for third wave. As we know this virus is rapidly transforming; in that situation this new variant delta plus is more dangerous for mankind. Cases of new variant are found in Maharashtra, Kerala & Madhya Pradesh. We have to fight this situation by following the SOP guidelines and increase the mental stability.

Due to the corona virus, our habits and our daily routine have changed to a great extent, which we are also experiencing and living every day. After many major disasters of history, there have been vast changes in social, economic understanding and lifestyle, but the era of Corona crisis has changed everything, from our food and lifestyle to our working style and direction of thinking has also changed. These changes are going to have a big impact in the coming times. It may be that during this time our changed habits become a permanent part of our life.

A new economic outlook will flourish in the newly created world. Till now the capitalist approach has been advocating entrepreneurship i.e. making the individual a hero. It has never been told that behind every success is the hard work and

cooperation of many people, no one does anything alone. The corona virus will now create an understanding that the value of laborers and other workers. Overall, there is hope to develop a sense of belonging and respect for each other's work. In the world, even though the trend of going out and eating in restaurants may not end completely, but it will be limited. Experts believe that many changes are going to be seen like digital menus, live streaming of restaurant kitchens and masks on waiters' faces. There will be massive changes in education. Due to the worldwide lockdown, the emphasis was on the closure of schools everywhere. Online communication between teachers and students increased.

There will also be major changes in the administration and their policies. It is expected that as much as India spends on defense, now it will start doing on health too. A lot will happen, which will look like a radical change because now the biggest enemy will be the understanding of the pandemic. The government health system will be developed as the private sector has proved to be inadequate during this pandemic. At the same time, the emphasis will be on increasing the number of doctors and paramedical staff in the country. Many changes are expected like manufacturing medicines, vaccines and essential medical equipment in the country because now we have to leave the habit of relying on other countries in times of crisis, because this habit has given us deep wounds.

During the lockdown, major

changes were also seen in the clothes of the people. People are getting used to spending many days in only a few sets of necessities like pajamas instead of luxury clothes. Society will see many changes like foreign trips, tourism, parties and outings. There will also be a change in social customs and festival culture like marriage.

According to the Center for Asia Pacific Aviation, most of the world's airlines will go bankrupt by the end of May 2020. If you go to office after covid 19, a lot will have changed. Despite these big changes, everyone wants life to go on as before. Aside from the aggression of Corona, there is a need for such a human structure where both the human being and his humanity remain intact. For this one should keep making effort without relying on luck.

We humans are socially connected with each other but in this time we are separating from ourselves, from people and from nature. We are losing his personal solitude and also the silent darkness of the night. In the words of Elliot, "Where is the life that we have lost in living." Yet we have to find the life where man can still live with all his strength, impenetrable vitality and immeasurable dignity and perpetual effort. . On the strength of this zeal and effort, we have been travelling to the moon and mars. Somewhere the direction of man's effort should not be misguided that the struggle for existence is being maintained in front of man at all times, for this efforts will have to be made. However, it is only through this struggle that we will get new strength, new faith and new energy, which will convert the darkness of life into light.

One has to be not selfish but also benevolent. He has to give up cruelty and be kind. We have seen the disadvantages of becoming greedy , now one has to plan the directions of life by becoming generous and non-possessive. Even in the Corona epidemic, his cleverness, his intelligence, his labor and morale have added to the disappointments. Despite all this, it is necessary that the human effort should move in those directions from where the human draw much more his attention like health, conservation of nature, eco-friendly industrialization and improve the whole system.

Man should not give up his effort. Whether you will get success in any work or not, cannot be said. What is going to happen in the future is all uncertain. If anything is certain, it is one's own effort. It is not necessary that success comes in the first attempt itself. Humanity suffering from Corona will have to learn to walk like that baby now. While trying to walk, he falls again and again but his courage does not diminish. Despite the fall, the happiness and ecstasy add to the beauty of his face. Just think about that tiny seed which has within itself the ability to produce a huge tree.

If the goal is clear, there is intense zeal and indomitable enthusiasm to achieve it, then even a single person can do a lot. How accurate is the statement of the world poet Rabindranath Tagore that before setting, the sun asked who would do the work of illuminating the world after I had set. Then a small lamp appeared and said Lord! I will do the work of lighting as much light as I can. We see that the lamp continues to spread its light till the last

drop. Keep doing as much as we can. The road ahead will be paved. How beautiful someone has said - Do as much as you can, then God will do what you cannot do.

Be it a new beginning of life or the mind to pursue it, or trying to move towards new relationships and means of livelihood, it is not very easy. But, nothing is easy. Great success requires a lot of effort. Then no matter how big the suffering, the pain, we can overcome, because we are stronger than our thinking and determination. The person who is not afraid of adversity, does not bow down in the face of adversity and makes sorrow also a ladder of progress, his success is certain. Seeing the courage of such a patient man, failure bows down. That's why Mahidasa Aitareya, the son of Itra, has said, "Charaiveti-Charaiveti" which means keep going, keep going, and keep working hard. How beautiful a great man has said – It is better to light a small candle or a small lamp in the darkness? A small beam of light penetrates the darkness; so by making some little efforts we can fight and eradicate the darkness of this time.

MANDAL COMMISSION : MOST RECOMMENDATIONS

LAY IN DEEP FREEZEThe Constitution of India

ensures right to equality for its citizens, but due to

social discrimination a large section of society has minimal representation in services & other sectors. To cope up the situation of Socially & Educationally Backward Classes (SEBC), the Second Backward Classes Commission headed by Sri B.P. Mandal was set up by the Janata Party government on 1st January 1979. The Commission submitted its report on 31st Dec 1980, but it lay in deep freeze for whole decade of Congress regime. When the Janata Dal government came to power in 1989, notification for 27% reservation for SEBC in services of Central Government & its public sector undertakings was issued on 13th August 1990.

The report reveals that “The population of OBCs, both Hindu and Non-Hindu, is around 52% of the total population of India. Accordingly, a pro-rata reservation of 52% of all posts under the Central Govt. should be reserved for them. But this provision will go against the law laid down in a number of Supreme Court judgements wherein it has been held that the total quantum of reservation under article 15(4) & 16(4) of the Constitution should be below 50%. In view of this the proposed reservation for OBCs would have to be pegged at a figure which, when added to

22.5% for SCs and STs, remains below 50%. In view of these legal constraints, the Commission recommended a reservation of 27% only, even though their population is twice the figure. States which have already introduced reservation for OBCs exceeding 27% will remain unaffected by this recommendation.”

Reservation of only 27% for SEBC has been recommended by the Commission due to legal constraint of 50% ceiling by the Court, otherwise it would have been as per population proportion i.e. 52%. In 2019 the ceiling has been increased to 60% through 103rd Constitutional amendment, for provision of 10% reservation for economically weaker sections (EWS) of upper castes. The same process should have been done for providing 52% reservation in place of just 27% to SEBC too, but fragmented depressed sections have never been in the priority list of the Governments.

The Janata Dal as well as the following Central governments have not implemented all recommendations of the Mandal Commission. The Commission's recommendations are not for just government services, which are not more than 1% of the population; but for all-round development of the society, so that after certain period all citizens may stand up on the same bench mark. The following prominent

schemes for OBCs have been recommended by the Commission whose implementation is still awaited: -

(1) Candidates belonging to OBCs recruited on the basis of merit in an open competition should not be adjusted against their reservation quota of 27%.

(2) The above reservation should also be made applicable to promotion quota at all levels.

(3) Reserved quota remaining unfilled should be carry forward for a period of three years and dereserved thereafter.

(4) Relaxationin upper age limit for direct recruitment should be extended to the candidates of OBCs in the same manner a done in case of SCs & STs.

(5) A roaster system for each category of posts should be adopted by the concerned authorities in the same manner as presently done in respect of SC & ST candidates.

(6) The above scheme of reservation in its toto should also be made applicable to all recruitment to public sector undertakings both under the Central and State Governments, as also to nationalized banks.

(7) All private sector undertakings which have received financial assistance from the government should recruit personnel on aforesaid basis.

(8) All universities and affiliated colleges should also be covered by the above scheme of reservation.

EDUCATIONAL CONCESSIONS: -

Adult education programme and residential schools started on a selective basis will operate as growing points of consciousness of entire community.

27% seats should be reserved for OBC students in all scientific, technical and professional institutions run by

Central as well as State Governments. Those states, which have already reserved more than 27% seats for OBC students, will remain unaffected by these recommendations.

Special coaching facilities should be arranged for all such students in our technical and professional institutions so that these young people not feel frustrated & humiliated and also the country not landed with ill-equipped & sub-standard engineers, doctors and other professionals.

FINANCIAL ASSISTANCE: -Separate financial

institutions for providing financial and technical assistance should be established for vocational communities (such as village potter, oil crusher, blacksmith, carpenter etc.).

STRUCTURAL CHANGES: -All the State Governments

should be directed to enact and implement progressive land legislation so as to effect basic structural changes in the exiting production relations in the countryside.

At present surplus land is being allotted to SCs & STs. A part of the surplus land becoming available in future as result of the operation of land ceiling laws etc. should also be allotted to the OBC landless labourers.

MISCELLANEOUS: -(1) Certain section of

occupational communities like Fisherman, Banjaras, Khatwes, Bansforas etc. who still suffer from untouchability, may be included in the lists of SCs/STs.

(2) Backward Classes Development Corporations should be set up both at the Central & State level to implement various socio-educational & economic measures for their advancement.

(3) A separate Ministry/Department for OBCs at the Centre and States should be created to safeguard their interests.

(4) To give better representation to very backward sections of OBCs like the Gaddis in H.P., Neo-Buddhists in Maharashtra, Fishermen in Coastal areas, Gujjars in Jammu & Kashmir , areas of their concentration should be made into separate constituencies at the time of delimitation.

CENTRAL ASSISTANCE: -All development

programmes especially for OBCs by State government should be financed by Central Government in the same manner and to the same extent as done in the case of SCs & STs. Entire scheme should be revised only after twenty years (i.e. span of one generation). Any review at shorter interval would not give fair indication of the impact of recommendations on the prevailing status & life-styles of OBCs.

The commission's report was based on pro-rata basis of last Census of 1931. There is strong demand from public since long time for caste wise survey in Census 2021 and reservation to OBCs in proportion of their population. This would be helpful not only in the formulation of welfare schemes effectively & efficiently, but also for eradicating inequality in the society more rapidly.
