AGRICULTURE LAND HOLDINGS IN TELANGANA STATE- AN OVERVIEW
Agriculture plays a vital role in India’s economy. Over 58 per cent of the rural
households depend on agriculture as their principal means of livelihood. Agriculture, along with
fisheries and forestry, is one of the largest contributors to the Gross Domestic Product (GDP).
As per estimates by the Central Statistics Office (CSO), the share of agriculture and allied
sectors (including agriculture, livestock, forestry and fishery) was 16.1 per cent of the Gross
Value Added (GVA) during 2014–15 at 2011–12 prices. During Q1of FY2016, agriculture and
allied sectors grew 1.9 per cent year-on-year and contributed 14.2 per cent of GVA.
Agriculture in Telangana State has gained considerable attention after formation of the
State. The flagship programme of the Government to improve the Irrigation Potential through
Mission Kakatiya in Telangana State has given substantial importance in the country. The basic
objective of this programme is to increase the Crop Area under Irrigation through Tanks and as
such to reduce the cost of cultivation. Agriculture Census forms part of a broader system of
collection of Agricultural Statistics in the country. It is a large-scale statistical operation for
collection and derivation of quantitative information about the structure of agricultural
holdings in the country. The first countrywide comprehensive Agriculture Census was
organized by the Ministry of Agriculture with Agricultural year 1970-71 as the reference period
as part of the 1970 World Agriculture Census Programme, which was followed by successive
Agriculture Censuses with reference years 1976-77, 1980-81, 1985-86, 1990-91, 1995-96,
2000-01, 2005-06 and 2010-11. The 10th Agriculture Census has been planned to be
conducted in the country with 2015-16 as the reference period. The actual fieldwork for data
collection on various characteristics of agricultural operational holdings relating to the
reference year would commence from 1st July, 2016. It would be the tenth Agriculture Census
in the country.
An operational holding is a techno-economic unit used wholly or partly for agricultural
production and is operated (directed or managed) by one person alone, or with assistance of
others, without regard to the title, size and location. As distinct from household ownership
holding, which is restricted to area owned by one or more members of the household,
operational holding encompasses all land either owned, leased in or otherwise possessed,
under physical possession of the techno-economic unit. A unit with more or less independent
technical resources for agricultural operations like land, agricultural equipment and machinery,
draught animals, etc. was considered to be an operational holding if some agricultural
production was carried out on any part of the land under its possession during the reference
period. .
The data pertaining to Operational Holdings, Area operated, Ownership of holdings and
other important characteristics for the State of Telangana have been culled out from the data
of Andhra Pradesh and an attempt has been made to analyze the trend of land holdings of
various categories in Telangana.
