The City of Tshwane takes service delivery so seriously that it has developed a governance model that separates powers to enhance oversight and scrutiny of service provisioning in the Municipality. The new governance model will strengthen community participation and provide space for increased accountability through oversight with the creation of a post of chair of chairpersons. Dynamic former financial- guru-turned-politician, Councillor Oscar Mathafa, is the chair of chairpersons and leading the ten portfolio committee and five standing committee chairpersons who are centrally located to better coordinate their functions. Mathafa, a first-time ANC proportional representative (PR) councillor for Centurion, might be relatively new to Council, but not to politics. He has been a high school and university student activist before becoming the ANC chairperson of Ward 64. The new governance model will strengthen community participation and provide space for increased accountability through oversight with the creation of a post of chair of chairpersons. Dynamic former financial-guru-turned-politician, Councillor Oscar Mathafa, is the chair of chairpersons and leading the ten portfolio committee and five standing committee chairpersons who are centrally located to better coordinate their functions.

Mathafa, a first-time ANC proportional representative (PR) councillor for Centurion, might be relatively new to Council, but not to politics. He has been a high school and university student activist before becoming the ANC chairperson of Ward 64.

He has a post-graduate qualification from Wits University and is planning to enrol for an MBA degree.

The face of Tshwane is about to change forever after the Municipality was given the rights to

build low-cost houses – an authority which previously rested with the provincial government.

Unsuspecting motorists are vulnerable to shrewd pavement peddlers selling risky "home-made" tyres at low prices.

These "entrepreneurs", who sell illegally re-grooved tyres, prey on cash-strapped motorists and the minibus taxi fraternity. They have been spotted by the public selling re-grooved tyres in Marabastad and in townships around Tshwane.Grooves are cut into old tyre casings by hand using a heated blade. The tyres are then painted with tyre paint or polished with black shoe polish.

A Dunlop Tyres representative said that illegal re-grooving exposed the cord wires in the tyre to outside elements like water, making them dangerous.

A city-based retread company which supplies accredited tyre dealers said these tyres were unsafe and were being used by a number of minibus taxis.

The tyres are apparently being buffed to four ply and then grooved, which exposes the canvas of the tyre.

Another tyre outlet manager said he regularly came across unsuspecting taxi drivers who had been sold re-grooved tyres for as little as R140 each.

"Most of the drivers are under the impression that their tyres are retreads, but we tell them these are re-grooves that have been painted," he said.

Retread tyres are used tyres that have been buffed, padded with new rubber and then put into moulds that manufacture the treads.

Research has proven that many minibus accidents have been caused by tyre blow-outs which could be linked to these re-grooved tyres. Car owners are urged not to buy re-grooved tyres from illegal hawkers but to buy tyres from accredited tyre dealers.

"The second-hand tyres sold at the side of the road are illegally re-grooved and it is not permissible to fit re-grooved tyres on passenger cars and light motor vehicles," a municipal spokesperson said.

The Lyttelton U-12 boys football team who won the Tshwane Mayoral Cup on their way to the 2011 Gyeong-ju International Youth U-12 Football Tournament in South Korea, are back.

They arrived back on Monday, 29 August, tired after 16 hours of travelling, but happy. They played against teams from the Netherlands, Mexico and Japan, and brought home the fair-play trophy, a lot of experience, fun-filled memories and lists of new friends' names.

The hospitality that the team received in South Korea was incredible. They were received with open arms everywhere they went, and were showered with gifts and friendship.

The programmes arranged for the boys were not only educational but also great fun.

However, the boys found it difficult to get used to Korean food, but fortunately a KFC was never far away to remind them of home-cooking. Korean food seems to be either quite sweet, or quite salty, or quite sour, and never the taste you expected it to be. One of the highlights of the trip was the visit to the Korean National Hi-Performance football centre where the country's national U-12 boys and girls teams train for international competitions.

This trip was indeed a great cultural, sporting and social experience.
