# The only manufacturing business involved is manufacturing of basic metals, fabricated metal products (except machinery and equipment) and other non-metallic mineral products (based on the Hong Kong Standard Industrial Classification Version 2.0 adopted by the Census and Statistics Department).

Area Assessment

The subject area (about 1.2 ha) involves two private industrial buildings, surrounded by planned and existing residential developments and a sewage treatment plant (Plan D11). One of the buildings has five storeys and is 25 years old, while another wholly vacant building has six storeys and is 16 years old. Both buildings are in fair condition and under single ownership. Owing to the presence of a wholly vacant building, the vacancy rate of the area is 58.2%, which is almost ten times higher than the territorial figure of 6.0% for all “R(E)” areas, and three times higher than the average of 19.2% for two areas in Southeast New Territories. No subdivided unit was found in all the buildings. Apart from the high vacancy, in terms of usage, Warehouse/Storage use takes up the remaining 41.8% of the GFA. In terms of employment, about 15 workers in the manufacturing business are estimated to be engaged in the occupied non-subdivided units of the industrial buildings in the area. The overall figure is very insignificant when compared to the total of 61,048 persons engaged (other than those in the civil service) in various business/industries in the Sai Kung District identified by the C&SD in June 2014. So far, two sites to the east of the subject site in the “R(E)” zone of the area had been/will be redeveloped for residential use. Moreover, the subject site has obtained planning permission as well as building plan approval for new residential development. Noting that the subject site is undergoing redevelopment for residential use with development proposals approved by the Board and Building Authority, it is considered appropriate to retain the existing “R(E)” zoning of the area to continue facilitating its future redevelopment.

Recommendation

To retain the area as “R(E)”.
