TSEAMCET-2016 ADMISSIONS
IMPORTANT CHANGES MADE:
1. Processing fee for OC/BC is Rs.1000/- and for SC/ST it is Rs.500/-
2. BIOMETRIC AUTHENTICATION OF FINGER PRINTS OF THE
CANDIDATE SHALL BE CROSS CHECKED. IF THEY WERE NOT
OBTAINED AT THE TIME OF EAMCET EXAMINATION, THEY
SHALL BE OBTAINED AFRESH.
3. Aadhar Card Number of the candidate is to be entered along with
SSC hall ticket number, mobile number at the time of registration.
4. Processing fee receipt shall be printed on A5 plain white paper using
the HP printers purchased [ A4 size paper cut horizontally into two
halves can be used ]. Duplicate copy of receipt is not required as the
data is stored in server.
5. Registration-cum-verification form as well as Receipt of Certificates
shall be printed on A4 size plain white paper only using HP printers
purchased.
6. Original certificates of candidates shall be verified and returned to
candidate keeping a set of Xerox copies.
7. Certificate verification for special categories [NCC/PH/CAP and
Sports] will be done only at SANKETHIKA VIDYA BHAVAN, MASAB
TANK, and HYDERABAD.
8. Option entry schedule will be announced later.
9. Allotment of seats will be intimated to candidate by SMS.
10. Candidates can exercise their acceptance to join in the allotted
college through Self Reporting System present in the Candidate
login.
11. If the fee to be paid shown on the allotment order is zero, such
candidates need not come to hlc for confirming their acceptance to

join the allotted college. They can do so through Candidates login by
themselves.
12. If the fee to be paid is more than zero, the candidate shall pay the
amount in any branch of State Bank of Hyderabad through the
downloaded challan. However, due to delay in updation of accounts,
such candidates can express their willingness to join the allotted
college either through self login or reporting through hlc after 6 hours
of payment of challan amount.
13. Candidates however shall report at the final allotted college and
submit their original certificates to the college at the end of final
phase of counseling.
14. This information should be made available in counseling hall at
different places as well as informed by public address system after
certificate verification.
15. Use of Polythene covers is dispensed.

INSTRUCTIONS TO HLC COORDINATORS
A. REGISTRATION AND PROCESSING FEE COLLECTION COUNTER:
Process candidates in rank order scheduled on that day.
Make the following announcements:
Keep TSEAMCET Rank Card, copies of caste certificate, 10th class pass
memo and Aadhar Card (not mandatory) ready.
OC candidates shall possess 45% [44.5 and above] and other candidates
of BC/SC/ST shall possess 40%[39.5 and above] marks in group subjects
(maths, physics, chemistry) in qualifying examination. In case of inter
vocational candidates they shall pass bridge course of mathematics and
physical sciences) to declare them eligible for admission as per AICTE
guidelines.
OC/BC candidates shall pay processing fee of Rs.1000/- and SC/ST
candidates Rs.500/-.
Every candidate shall furnish a mobile number that belongs to him or
available to him such as that of his parents or the nearest friend.
Candidates claiming NCC/Sports/Physically Handicapped and CAP
reservations shall be asked to attend certificate verification at
SANKETHIKA VIDYA BHAVAN, MASAB TANK, HYDERABAD along with
other original certificates.
Call candidates in convenient batches of 50 or 100 in rank order as per
hall capacity. Every day the reporting time is scheduled at 9 AM and 12.30
PM duly distributing the day’s ranks to avoid longer period of waiting for
candidates and parents. Allow late reporting candidates those are
scheduled in previous days.
Collect copies of EAMCET rank card and SSC/ CBSE/ICSE/Equivalent
pass memo/Caste certificate to enter the details in the system.

STAGE-I: AUTHENTICATION AND IDENTIFICATION OF CANDIDATES:
Every candidate shall be identified and authenticated by cross checking the
biometric data captured at the time of EAMCET examination. If the candidate has
not furnished the same due to some reason, the data shall be captured at the
time of counseling by obtaining an undertaking in the format prescribed.

USER MANUAL
Install APPV7
Install MFS100 drivers in the system.
Double click on APPV7 folder.
Select WINUI application icon and double click.
Two user IDs are provided for biometric data authentication : HLC code followed by
B199 and HLC code followed by B299 e.g.,BLMP01B199
If the candidate has not furnished the biometric data at the time of EAMCET
examination, login through B199 user e.g.,BLMP01B299
Use the user B299 if the biometric data is already given at the time of examination.
Password is same as the user name. Click on Login.
For B199 user
Click on the lock icon.

Enter EAMCET Hall ticket number of candidate and click on Get Details button. Click
on Connect Finger Print Reader. Ask the candidate to keep the left index finger on
the finger printer reader. Click on Left Index button. If the capture is successful, a
message is displayed. Capture the right index finger data also in a similar manner.
After the data of both fingers is captured, click on Submit button.
If the candidate has furnished the biometric data already at the time of EAMCET
examination, log in through User ID B299.
For B299 user
Click on the Camera icon on the screen. Enter EAMCET Hall ticket number of
candidate and click on Get Details. Click on Connect Finger Print Reader. Ask the
candidate to keep the left index finger on the Finger Printer Reader. Click on Left
Index button. If the capture is authenticated, a message to that effect is displayed. In
case the details are not authenticated, Capture the right index finger data also in a
similar manner and verify for authenticity. If the authentication is successful, Click on
Submit button.

In case the biometric data is not matched, capture the data by swaping the positions
of right and left fingers. Still if the biometric data is not authenticated, the candidate
shall be instructed to report at Sankethika Vidya Bhavan, Masb Tank, Hyderabad.
Candidates whose biometric data is captured through B199 user shall again be
authenticated through B299.
STAGE-2: Processing fee collection:
Enter URL https://tseamcetd.nic.in .
Select User type as Fee Receipt and enter User Id and Password by default it is
same as User Id initially -HLC code followed by F99 e.g., SVBM05F99
Change the password after first login. The counter-in-charge shall keep the
password carefully.

Enter the EAMCET Hall ticket and Rank details and click on Show.
Enter TSEAMCET-2016 Hall Ticket Number, Select Fee type {OC/BC or
SC/ST} and enter processing fee amount.
Enter SSC/CBSE/ICSE/Equivalent Hall ticket number, Month and Year of
passing, Mobile number and Aadhar Card Number.
Click on Save.

Collect Rs.1000/- from OC/BC candidates and Rs.500/- from SC/ST
candidates and issue fee receipt on A5 size paper [ Use A4 size paper cut
horizontally ] using laser printer. [ Remove the Header and Footer settings
in the printer settings to fit into the A5 size.]
Handover student basic information sheet and ask them to fill the particulars. Supply
the handouts on INSTRUCTIONS TO CANDIDATES ON WEB COUNSELING,
manual option form, to the candidate.

At the end of day’s work tally the amount collected, hand over the amount
and receipts to the coordinator and obtain his signature in the register.
STAGE-3: Registration:
Select the user type Reg-cum-ver and login with user Id HLC code
followed by R99 and password initially set as the User Id. Change the
password after first login and keep the password carefully.

Print the registration cum verification form for each candidate by entering
the TSEAMCET Hallticket number and Rank. Use A4 white paper and HP
Laser printer for printing the same.
Instruct the candidates to verify the mobile number and Aadhar Card
Number printed on the Registration-cum-verification form and inform them
to get the data rectified in any of the columns printed on the sheet [viz.,
male/female, reservation category, minority] if found incorrect.
Send the candidates in suitable batches to the verification hall.
Instruct all candidates to keep two sets of Xerox copies of all original
certificates.
B. CERTIFICATE VERIFICATION COUNTER
1. Guide the SC/ST/BC candidates to proceed to caste verification officers for
verification of caste claim.
2. The caste verification officer can offer his remarks on the registration cum
verification form or on a separate verification form supplied to the help line
centres. They shall be instructed to inform the Co-ordinator in writing before
caste claim of any candidate is rejected. They shall also be instructed to inform
the “caste claim doubtful” cases to their concerned Commissionerates at
Hyderabad with full details of the candidates for enquiry. As long as a valid caste
certificate issued by a competent authority is in possession of the candidate, the
caste claim shall not be rejected at the verification stage. Verification of caste
claims with Caste certificates of 26 omitted castes mentioned in the G.O.shall be
done with utmost care.

3. All other candidates along with the category candidates shall be directed to the
verification counters for verification of original certificates.
4. Verify the following original documents and collect one set of Xerox copies and
staple them at two places securely to the Registration-cum-verification form.
Make necessary corrections in the fields that are printed wherever necessary
with the support of documentary evidence.
a) TSEAMCET2016- Rank Card
[Accept the downloaded copy provided by the Convenor,
TSEAMCET-2016. Candidates can be advised to download the
copy of rank card from the site https://www.tseamcet.in
b) TSEAMCET2016-Hall Ticket
[Accept the downloaded copy provided by the Convenor,
TSEAMCET-2016. Candidates can be advised to download the
copy of hall ticket from the site https://www.tseamcet.in
c) X class pass memo
{Check date of birth-Shall have born on or prior to 31-12-2000 }
Under aged cases shall be asked to obtain age relaxation by
approaching Telangana State Council of Higher Education (TSCHE).
d) Inter/CBSE/ICSE/NATIONAL OPEN SCHOOL/APOSS pass certificate
and marks memos. Enter percentage of marks obtained in Maths,
Physics and Chemistry at +2 level. Candidates with>=44.5% for OCs
and >=39.5% for reserved categories (BC/SC/ST) in qualifying
examination are only eligible for admission.
e) Study certificates from inter to 6th class (Decide local area as per
rules). Local area is decided based on the places of study of the
candidate but not on the residence of the parents.
Compute local area by reckoning the period of study from 12th class
onwards down to 6th class as per the following table.
As stated in APRO 2014, the common admission policy would
continue and students of AU / SVU shall not be branded as
belonging to other state.

f) In case of non-local candidates, Residence certificate(not Nativity) of
either of parents for 10 years in TELANGANA / A.P. issued by revenue
officials or Service certificate from State/Central/Public Sector
Units/Quasi Govt. Organizations(including nationalized banks) if either
of parents is working currently in Telangana.
Candidates shall submit a supporting evidence in appropriate
format of Proforma-III in the TSEAMCET-2016 booklet (available in
https://www.tseamcet.in.
g) Community, Nativity and Date of Birth Certificate issued by competent
authority (MRO/Tahsildar/RDO/Collector as the case may be).
h) Transfer Certificate from the institution last studied. This can be used
to decide and ascertain caste claim (in absence of caste certificate as
a preliminary proof), religion proof to decide minority status. Private
candidates shall submit TC (or Minority certificate) from the school last
studied or a certificate from the Head Master of the Institution where
the candidate has last studied indicating minority status.
IF THE CANDIDATE BELONGS TO HIGHER INCOME GROUP, ‘NO’
SHALL BE SELECTED.
CANDIDATES BELONGING TO AU/SVU LOCAL AREA SHALL
PRODUCE INCOME CERTIFICATE ISSUED BY GOVERNMENT OF
ANDHRA PRADESH.
IF THE CANDIDATE BELONGS TO NL BY LOCAL AREA, FEE
REIMBURSEMENT ELIGIBILITY IS SET AS NO.
i) Income certificate issued by Tahsildar of the place of residence issued
on or after 01-01-2016 in case of candidates claiming Fee
Reimbursement (OC/SC/ST/BC/Minority/PH). income limit of parents

for SC/ST Candidates is Rs. 2,00,000/- and in respect of BC groups
A,B,C,D and E and minorities parental income limit is up to Rs.
1,50,000/- for rural areas and Rs. 2,00,000/- for urban areas. However
for OCs the parental income limit is Rs. 1,00,000/-.Death certificate of
father or both parents as the case may be if the income certificate is on
mother or other’s name. If the income certificate is not of parents, the
relationship of the third person with the candidate shall be established
and an affidavit shall be insisted as additional proof.
Mee seva Income and Caste certificates issued with digital signature of
Tahsildar shall be accepted and shall not insist upon the certificate with
regular signature.
As per the norms prescribed by the Social Welfare Department, Government
of Telangana, candidates with maximum eligible age [Candidates of
SC/ST/BC-29 YEARS, and OC/OC-MINORITIES/OC-DISABLED-25 YEARS]
as on 01-07-2016 are alone eligible for fee reimbursement. All the eligible
candidates (who have produced income certificate in the income limits
specified and satisfying the age criterion) are entitled for fee reimbursement
as per the following table:

1. A set of Xerox copies of all originals shall be collected and verified with the
corresponding originals as per the list printed on the verification form. Staple
the set of Xerox copies of certificates with the registration cum verification
form at two places. DO NOTCOLLECT ORIGINAL CERTIFICATES FROM
CANDIDATES.
2. After verification, all dockets containing the Xerox copies and the original
certificates of the candidates shall be sent to the Chief Verification Officer for
verification of local area, caste, date of birth etc., once again.
NOTE: The above eligibility will be subjected to the government orders from time to time
While entering the details in verification form on web, GOV shall be selected from the drop down box
against the fee reimbursement eligibility, if the candidate (OC/BC) has studied in Government and
Residential colleges run by Welfare and Education Departments including students sponsored by the
Government under the corporate college scheme.
Check category of candidate(OC/BC)-Check his qualifying examination hall ticket number/TSEAMCET
hall ticket number in the list of candidates eligible for full fee reimbursement (Placed in web site)-- If
found set fee reimbursement eligibility as GOV if satisfies the parental income limits and age limitations.
Data of candidates studied in Jawahar Navodaya Vidyalaya, Kendriya Vidyalaya (CBSE in
Govt.Institutions) is not available in the list of eligible candidates eligible for full fee reimbursement.
Verification officers are requested to enter GOV for all such eligible cases (Satisfying the conditions of
parental income limits and age limitations) also.
For all other OC/BC not figuring in the list as well as for all SC/ST select YES or NO as the case may be
depending on the parental income limits and age limitations.
j) Minority certificate shall be insisted in absence of religion proof in
Transfer Certificate. In case of BC_E, BC_C candidates with a valid
caste certificate, minority status can be straight away entered with X in
verification. No separate minority certificate need be insisted if the
religion is mentioned in Transfer certificate [SSC/Intermediate].
k) Coordinator shall be informed before rejecting any candidate. The
causes of rejection shall be specifically recorded on the
verification form. This will be useful in legal matters. Enter “Not
Eligible” in eligibility in certificate verification in the system and
type reasons for rejection in remarks column.
l) There is no upper age limit prescribed for admission. However fee
reimbursement for such candidates is subject to the guidelines
prescribed by the government as stated above.
m) Do not alter the data of PH/NCC/Sports/CAP fields, as they are verified
at SANKETHIKA VIDYA BHAVAN, MASAB TANK, HYDERABAD.
n) Special category candidates [NCC/SPORTS/PH/CAP ] shall be
directed to attend for certificate verification at SANKETHIKA VIDYA
BHAVAN, MASAB TANK, HYDERABAD only and do not undertake
verification for such candidates at your hlc.

The Chief Verification Officer shall cause verification of every docket and ensure
that the same data with necessary corrections has been entered into the system.
Select user type Verification. User Id is HLC code followed by V199
e.g.,SVBM05V199. The password is initially same as the user Id and shall be
changed after first login.
Choose the Cert.verification & Eligibility to enter the manually verified data.

Print the receipt of certificates on A4 white paper using Laser printer. Obtain the
signature of candidate and Chief Verification Officer shall sign on the receipt.
5. The originals of the candidates shall be returned along with the Receipt of
Certificates form retaining only the Xerox copies of the original documents. At the
end of the final phase of counseling process, all such verified dockets containing

the Xerox copies shall be kept in safe custody in the hlc itself in rank order to
address any legal issues.
a) BOTH VERIFICATION STAFF AND THE CHIEF VERIFICATION
OFFICERS ARE REQUESTED TO ENSURE CORRECTNESS OF
ENTRY OF DATA INTO THE COMPUTER ESPECIALLY IN THE
FIELDS SEX, LOCAL AREA, CASTE, SPECIAL RESERVATION
CATEGORY/PRIORITY, MINORITY AS THE LEGITIMATE
SUFFERER IS THE CANDIDATE AND INTURN THE CREDIBILITY
OF THE SYSTEM.
b) Extra precaution shall be taken to verify the mobile number as
any mistake will keep the student in chaos as registration and
option entry will not be opened. CANDIDATE SHALL BE ASKED
TO CHECK IT AGAIN BEFORE LEAVING THE HALL.
IMPORTANT POINTS FOR CLARIFYING THE DOUBTS OF CANDIDATES
The web application of candidate registration and option entry is
designed to work in systems containing Internet Explorer version 9.0
or above and not in other browsers like Google Chrome, Mozilla
firefox, etc.
For candidates registration the candidates shall use
Registration number printed on left hand side corner of
Receipt of Certificates.
For option entry candidates shall use the login Id number
communicated to his mobile before the commencement of the
option entry schedule.
Ask the candidates to exercise as many options as possible
preferably in their local area as the number of unreserved
seats will be less and they are to be allotted first with a
common merit list of local and non-local candidates.
Options shall be arranged in the descending order of merit of a
particular college and course as per the desire of the
candidate.
Candidates shall be asked to download the list of college
codes and courses from the website https://tseamcet.nic.in
and use them for option entry.

When a candidate makes a login through CANDIDATE LOGIN,
a one-time password [OTP] will be generated and will be
communicated to the registered mobile of the candidate. The
candidate can enter this OTP and continue option entry. The
OTP is valid for 20 minutes for login or first successful login
whichever is earlier.
Candidates shall be informed about this change as well as the
importance of the mobile number given at the time of
certificate verification.
Instruct the candidates to close the browser after the job is
finished at the option entry counter.
D.OPTION ENTRY: Do not allow candidates to enter options directly
on web without a filled in manual option form. Persons with Integrity
shall be employed to man the option entry counters. Persons
accompanying the candidates shall be observed whether same
person is attending for all. Candidate shall be enquired upon the
relationship of the accompanying person. Password shall be entered
by candidate only. Give a print out of the saved options to the
candidate and ask him to check by comparing with the manual
option form already he/she had with them. Instruct the candidates to
close the browser after the job is finished at the option entry counter.
