    4. EXECUTIVE SUMMARY

OSC Capability Test for Handsets is a feature for discovering terminals that do not report their SAIC capability but still have a SAIC algorithm and, thus, have the capability for OSC. The test involves a short transmission period with QPSK modulation in downlink, and then a related decision based on the downlink quality that a terminal reports during the test. With the original OSC Capability Test implementation it has been observed that all the terminals are not reporting reliably their downlink quality during the OSC capability test. This has led into false OSC capability decisions, and problems in the actual OSC mode. In RG40 the method of OSC Capability Test has been modified to enable reliable reporting by all the terminals during an OSC capability test. The made changes have changed the behaviour of the feature. While the original algorithm was maximizing the positive OSC capability decisions the new one is maximizing the reliability of the decisions. Because of this, a reduction in the number of terminals, that are discovered as OSC capable based on the test, may be observed.

    5. DETAILED DESCRIPTION

OSC Half Rate is exploiting terminals SAIC capability. There are terminal models that do not report their SAIC capability to the network. OSC Capability Test for Handsets is a feature for finding out the terminals that do not report their SAIC capability but still have a SAIC algorithm and, thus, are capable of OSC. OSC Capability Test for Handsets involves a short test period during which BTS is transmitting with QPSK modulation to an MS. BSC decides the terminals OSC capability based on the quality that the MS reports during the test period.

BTS is using continuous transmission during the OSC test period. If the test transmission occurs during a DTX period, BTS will use additional filler frames to have the transmission going on continuously. All the terminals are not able to decode the filler frames properly while in an AMR half rate (AMR HR) call but report bad downlink quality in the FULL quality field. To work around this problem BTS is indicating DL DTX as being in use. This instructs BSC to use the SUB quality field instead, avoiding the bad quality reports that result from the terminals incapability with the filler frames. With this original OSC Capability Test implementation it has been observed that some terminals are not including properly the result of QPSK bursts in the SUB quality values they report. This leads into too optimistic OSC capability decisions, and problems in the actual OSC mode, and even dropped calls. The first correction to eliminate the false positive OSC capability decisions was made in S16.1 Step3 BSC SW. BSC was changed to use constantly the FULL downlink quality field in the results of the OSC test period, irrespective of the DTX indication made by the BTS. With this change all the terminals that are not handling the filler frames properly in AMR HR were reporting bad quality and, thus, were regarded as incapable of OSC. With this change the performance of the OSC capability test feature was drastically reduced calling for further improvement. In RG40 the method of OSC Capability Test has been modified for AMR HR connections to enable terminals reliable reporting in the FULL downlink quality field during an OSC capability test. Instead of filler frames, BTS is now using speech frames in implementing the continuous transmission required for OSC capability testing during a DL DTX period. The changes made in BSC and BTS SW have changed the behaviour of the OSC capability test. Because of this, a reduction in the number of terminals, that are discovered as OSC capable based on the test, may be observed. However, the reliability of the test results has improved. While the original algorithm was maximizing the positive OSC capability decisions the new one is maximizing the reliability of the decisions. Due to the vast diversity of terminal makes and models, the changes that OSC Capability Test shows when the system is upgraded to RG40, vary in different environments.

    6. SOLUTION / INSTRUCTIONS

The number of made OSC capability tests and the number of positive OSC capability decisions can be followed with the counters of the MS Capability Indication measurement: - 071047 OSC CAPABILITY TESTS, - 071048 OSC CAPABLE AFTER TEST.
