4. SUMMARY
In this Technical Support Note information about RAN1849 feature: usage of Logical Target Id in BTS Licensing is provided. This feature does not require any new or additional HW. Simplified and harmonized license management will reduce OPEX.
5. DETAILED DESCRIPTION
The current licensing concept uses the HW serial number of the System Module as the Target Id for Flexi BTS license keys. With that feature the Target Id is no longer HW related and remains valid during the whole lifecycle of the Flexi BTS also in a case of FSM or RF Module swap. So HW Related Target Id will become Logical Target Id meaning that License Management will be automatic.

This introduces the following advantages to operators: Improved operability of the License Management and
HW replacements of the FSMx does not require the substitution of license files anymore. The license files are automatically aligned between License Manager and Flexi BTS.
The substitution process after the System Module swap is obsolete. Step towards the autonomous License Management running completely in the
background.
Pre-conditions
BTS reset must be triggered before the HW module is being replaced. The
reset causes an immediate update of the timestamp stored at FSM and RF Module.
Both FSM and RF Modules must not be replaced at the same time
The unique Logical Target Id is generated in the NodeB consisting of the FSMs serial number and timestamp information _ (e.g. L6100232744_120551). In case of RU10 and RU20 upgrade the former FSM serial number will be used without timestamp information. As the logical Target Id at Flexi BTS must be unique in whole network, NetAct connection is needed to verify its uniqueness each time FSM swap is done. Whenever a Target Id is generated, a copy of that Target Id is stored simultaneously to Master FSM and all RF Modules. In order to avoid duplicate Target Id problem mentioned in Note chapter below follow these instructions:
To ensure the usage of the correct ID, e.g. when taking a module from another
BTS - a timestamp (last time used) is stored in the module and updated once a day. Consequently a module must be out of operation at least 24 hours before it can be used in another BTS or alternatively a reset has to be triggered.
The BTS in question should be reset in order to force an immediate update of
the timestamp. In this way the FSM and RF Modules have their newest timestamp before one of the modules is replaced.
In order to ensure the accurate timestamp the BTS has to be synchronized
with the NTP (Network Time Protocol) time.
The backward compatibility enables to use the already available Target Id and installed license files.
An upgrade to RU20 does not have any effect on the license-controlled
features being activated in previous releases as in RU20 there is in place an automatic conversion from HW Target Id to logical Target Id.

6. POTENTIAL ISSUE
When swapping two FSM at the same time the following scenario may happen in BTS startup:
In the original site Timestamp value read from sites FR(s) is newer than the one stored in the replacing FSM. This causes that Target Id value stored into the FR(s) is copied from there to the replacing FSM.
In the new site Timestamp value read from the reused FSM is newer that the one(s) stored in sites FR(s). This causes that Target Id value stored into the reused FSM is copied from there to sites FR(s).
NOTE, that no Timestamp value (completely new module) means older Timestamp value than any existing Timestamp value. When these two things happen it means that same Target Id value is about to be used in two different BTSs. To prevent this from happening, if any copying of Target ID value is done at BTS startup (from FSM to FR(s) or vice versa), NMS is always requested to verify the Target Id value which BTS is about to take into use. When two BTSs request verification for the same Target Id value, NMS needs to reject one of those requests. This way NMS prevents two different BTSs using the same Target Id value. This rejection then causes that BTS which received it, will clear stored Target Id and Timestamp values from all of its modules, resets itself and then in next startup generate a new Target Id value for itself (because nothing is stored into modules) and again request verification of (the generated) Target Id value from NMS. Before correction is available the workaround detailed in chapter 7 should be used if site is not coming On Air. When this workaround is used a NEW set of licenses are necessary to be loaded. All the existing ones will be lost.
7. WORKAROUND
Instructions for TargetIdCleanup usage: Pre-setup:
FSMC/D/E is moved to new site PC is locally connected to FSMC/D/E with FTM unit RF MODULES NEEDS TO BE DISCONNECTED (TO AVOID TARGET ID
REPLICATION TO RF MODULE) Microsoft .NET Framework version 2.0 is installed to PC (Can be found from
microsoft.com)
Cleanup process: Open Site Manager. Enable BTS Telnet and FTP access (Tools->Enable
BTS Telnet and FTP access) Execute TargetIdCleanup.exe
o Deletes licenses from FCM o Erases Target ID from FCM
Reset BTS via Site Manager Check from site manager license management view that new target ID is
generated (this may take up to 10 minutes from reset) Connect RF modules and continue site construction If WBTS Alarm Failure in license activation is displayed, please reset site to
clear. This may generate a new logical target ID for the site Once BTS has new target ID, all licenses can be downloaded to the site via
Netact License Manager or using local license files.
