The existing conditions between downtown and our river are the result o ao independent inrastructure and development decisions made over the paPriorities or needed ood control and regional mobility have built a physicapresenting a challenge to advancing the uture priority o connecting these assets.

T H E P L A C E .The downtown area districts included are Riverront, Reunion/Union Stationo the Dallas Civic Center, and the West End. This area is uniquely positionethe Trinity River, Southside & The Cedars, the Design District, and VicNatural and inviting ways o connecting these parts o the city to one anothas to the river have been challenged by major ood, rail and highway inrastruthe lack o a predictable, consistent, or connected street pattern.

The utility and necessity o the reeways converging in this area created vitaconnections and inuenced Dallas growth since the late 1960s. They are simportant as a part o the larger regional mobility system. There unctionalitmany areas o our city and their presence has inuenced the development oor decades.
