VACANCIES TO ACT AS PUISNE JUDGES OF THE HIGH COURT

THE JUDICIAL AND LEGAL SERVICE COMMISSION proposes to advise the President of the Republic of Trinidad and Tobago to appoint threepersons to act as Puisne Judges of the High Court pursuant to section 104(2)(d)(i) of the Constitution of Trinidad and Tobago, to dealwith the backlog of matters under the old Rules of the Judiciary.

The Commission invites applications for the aforesaid offices from suitably qualified nationals who have been admitted to practiseas Attorneys-at-law in Trinidad and Tobago, or called to the Bar of England and are of not less than 10 years standing.

In addition to the minimum qualification set out above, the applicant should fulfil the criteria by which the Commission is guidedin making such appointments, viz., professional competence, integrity, temperament and experience.

All applications must be accompanied by a full resumé of the applicant who must be available for interview by the Commission, ifrequired.

The Commission does not bind itself to make an appointment from among those persons who apply.

Minimum Experience

Six (6) years experience in legal work of which 3 years should be in the Petroleum Sector.

Necessary Special Requirement

Evidence of having been admitted to practice as an Attorney-at-law in Trinidad and Tobago.

Kind of Work

Responsible professional legal work relating to the Petroleum Industry.

Major Duties and Responsibilities

Advisory (50%)

(a) Advises Government on the preparation and administration of Petroleum/Minerals legislation and makesrecommendations as a result of government policy, meetings and discussions.

(b) Advises the Ministry on all advanced and complex matters relating to the preparation and administration of petroleumcontracts and petroleum legislation.

(c) Drafts contracts and relevant legislation.

(d) Administers licences granted to downstream and midstream Energy Industries.

(e) Prepares papers, Cabinet Notes, reports and other documents relative to the legal aspects of the Petroleum Industry.

Negotiations (15%)

(a) Participates in negotiations on Petroleum contracts between Government and Oil and Gas Companies.

(b) Attends meetings held to discuss issues relating to the contracts/licences and the law with the Oil and Gas Companies.

Supervisory (15%)

(a) Directs and supervises legal work of subordinates.

(b) Prepares recommendations on staff reports.

Meeting (20%)

(a) Attends sittings of the Petroleum Pollution Dispute Resolution Tribunal and advises on legal issues arising there from.

(b) Attends sittings of the Evaluation Committee/Minerals Committee and such Other Committees as may be appointed fromtime to time.

Any Other Related Duties that is required.

SUPERVISORY RESPONSIBILITIES

Direct-State Counsel II

(a) Training Responsibility involves advice, information and guidance on specialized matters and involves limited authority.Gives instructions with regard to procedures.

NOTICE is hereby given that the Licensing Committee for theLicensing District of North-Eastern Counties, Sangre GrandeArea, has appointed WEDNESDAY THE 14TH DAY OF DECEMBER,2005 at 9.00 o’clock in the forenoon at the Sangre GrandeMagistrate’s Court as the day, hour and place at which asession will be held for the granting of Certificates for the issueof Licences in the above-mentioned District for the period1st January, 2006 to 31st March, 2006, in pursuance of theprovisions of the above Act.

All applications for Certificates for New Licences must besubmitted to the Secretary of the Licensing Committee inwriting in triplicate on the prescribed form together with anapplication fee of forty dollars ($40.00) and should reach himnot later than the 23rd day of November, 2005.

All applicants are required to produce documentary evidenceof their Board of Inland Revenue File Number.
